Death in Custody On 28/11/05 at 4am a 55 year old white male was
arrested and taken Brixton Police Station for aracially aggravated offence.
He was taken to hospital and then returned toKennington Police Station stn to be dealt with.
Shortly before 10pm the male was found collapsedin the cell. He was taken to hospital where died 2days later. Believed to have had heart attack.

occupants, and pedestrians whom the officerreasonably suspects to be a terrorist to discoverwhether:

Report on the use of s60 CJPOA 1994 powers of stop and search in LambethBOCU
The s60 power has been used to deal with emerging problems of knifepoint andgunpoint robberies on eight separate occasions since 1 December, 2004:

On each occasion the powers were introduced to deal with specific informationrelating to the use of weapons to carry out robberies and relate to a particular area anda particular time of day where the robberies were taking place.
The powers were limited solely for use by local Robbery Task Force Officers. Thereason for this is that these officers have an extensive knowledge of robbery patternsand trends as well as knowledge of those involved in robbery. They are also veryexperienced in carrying out pro-active anti-robbery operations, including the effectiveuse of stop and search powers. On one occasion the use was extended to the localSafer Neighbourhood team.
The use of the power was reviewed daily by the local Operations Superintendent.
The Task Force supervisors were personally briefed by the Operations Superintendentand all Task Force officers were briefed regarding the use of the powers. A typicalbriefing slide is attached at Appendix ‘A’.
No complaint has been received by any member of the public in relation to theintroduction or use of the powers.
A total of 30 stops are recorded as having been made using the power. Six arrestsresulted for:

The significant majority of searches undertaken in the authorised areas were madeusing other statutory powers, such as S.1 PACE and s32, Misuse of Drugs Act.
On each occasion, the emerging problem of knifepoint or gunpoint robberies waseffectively addressed through a variety of tactics, of which the s60 power was justone. Other interventions included closer working with schools, targeted patrols byConstables and PCSO’s, execution of search warrants on suspects’ addresses etc.
In summary, the s60 power was found to be a useful tactic in tackling violent streetcrime. The emerging crime patterns and the risk to the safety and well-being of peoplepassing through the borough were effectively addressed with minimum adverseimpact. The tight control on its use, both in geographic and temporal terms, as well asthe small number of specialist officers authorised to use the power, ensured that it wasused appropriately and judiciously.

Appendix ‘A’
s.60 CJPOA Authority –Streatham sub-command 1800-0200 on 19-23.9.2005
As a result of a number of knifepoint robberies, an authority unders.60 Criminal Justice and Public Order Act has been granted by Supt Algar for
the periods above.
Summary of powers:60(4) This section confers on any constable in uniform power-(a) to stop anypedestrian and search him or anything carried by him for offensive weapons ordangerous instruments;(b) to stop any vehicle and search the vehicle, its driver and any passenger foroffensive weapons or dangerous instruments .60AA(2) This subsection confers power on any constable in uniform:-(a) to requireany person to remove any item which the constable reasonably believes that person iswearing wholly or mainly for the purpose of concealing his identity;(b) to seize any item which the constable reasonably believes any person intends towear wholly or mainly for that purpose.
These powers have been introduced to counter knifepoint robberies in thevicinity of Conyers Rd and Potters Passage. They should only be used by, orunder the direction of, officers posted to Streatham Task Force.
These powers should be used sensitively and with discretion and a recordmade on form 5090 of all persons stopped using this authority. Where anotherpower exists, eg s.1 PACE, this should be used in preference to the s.60authority.
Persons searched using this authority must be informed of the reason for theintroduction of the authority, viz to reduce and detect offences of robbery inthe location and to reduce the likelihood of anyone being seriously injured bypersons carrying weapons.
The suspect profile for the offences are young men in their late teens or early20’s, predominantly of African-Caribbean ethnicity. Officers must bear inmind that the vast majority of persons of this description are law-abidingcitizens.
Officers should bear in mind that the purpose of the s.60 power is to detect anddeter persons carrying weapons and the initiation of operational activity underthis power should include this consideration as part of a dynamic riskassessment.
The appropriateness of the authorities will be monitored daily by Supt Algarand a de-brief is required each day showing the number of searches carried outunder this authority, the number of arrests resulting, including the offence, andany problems arising.
The location where the s.60 operates is:within 500 yards of Conyers Rd sw16.
