Corps announces 2012 recreation area reductionsTemporary closures set for both Allatoona, Lanier

both Allatoona Lake and Lake Lanierwill be temporarily closed for the 2012recreation season. In some cases, operat-ing schedules are being reduced.

“Recreation areas will remain open tothe maximum extent possible; however,services such as mowing, cleaning andlitter pick up will be significantly re-duced, especially in remote, low-useareas,” said E. Patrick Robbins, MobileDistrict’s Chief of Public Affairs. “Weunderstand these temporary closures andreduced seasons may have a local eco-nomic impact, but our budget dictates wefind savings in our recreation program.”

Temporary closures have been sched-uled for Allatoona Lake and Lake Lanier.Specifically, Clark Creek North and OldHighway 41 #3 Campgrounds and ClarkCreek South and Upper Stamp CreekCampgrounds will not open for the 2012recreation season at Allatoona Lake. Sea-sonal schedules will be reduced at PayneCampground and Cooper Furnace and

Riverside day-use areas on Allatoona.Lake Lanier will not operate Sawnee

Campground and Lower Pool East andUpper Overlook Day Use areas in 2012.Bald Ridge Creek and Old FederalCampground at Lanier will open onemonth later and close two months earlierin 2012. Services will be concentrated onthe more heavily used recreation areasduring the peak season. To ensure thatmost campers are accommodated, adjust-ments are being made in the seasonalschedules and availability of facilities.Facilities such as shower houses andcomfort stations or restrooms will con-tinue to operate; the frequency of clean-ing will be reduced.

Portions of recreation areas, known asloops, may be temporarily closed. Facil-ity repairs and damages that pose an im-mediate public health and safety threatwill continue to be resolved immediately.

“Our goal is to provide a continuous,quality outdoor experience for our cus-tomers as we serve the public to the bestof our ability,” Robbins said.

Sunspots affect seasonal temperaturesAs you well know, last winter was

brutally cold and snowy not only fornorth Georgia, but much of the easternhalf of the country. However, by Febru-ary, there was a drastic warm up here,followed by a brutally hot summer. Ican’t tell you how many emails I have re-ceived this past month inquiring whenthe cooler weather will return and if thiswinter will be as cold as last.

The climate models are still debatingthe forecast. However, I believe this win-ter will be much warmer than last year.The winter of 2010-2011 was cold andsnowy. Our spring was extremely vio-lent. Our summer was unusually warm.There were a great many factors con-tributing to the wild swings in ourweather but there was one common de-nominator: Sunspots.

We’ve had peaks in sunspot activity inthe late 1950s and early 1960s, anotherlarge peak in the late ’70s and early ’80s,then in the late 1990s through early2004.

As we approached the winter of 2010,sunspots dropped off to near zero and ourwinter temperatures turned out to becold. Then sunspots returned as we

moved into 2011 and now we have oneof the warmest summers on record. Infact, during the peak of 1980, werecorded the hottest temperature ever inAtlanta history at 105 degrees.

In the other years of sunspot peaks,heat was dramatic. Where we find littleto no sunspot activity, temperatures werevery cold, as in the mid- to late-1970swhen climatologists were predicting an-other ice age.

The bottom line is, a fraction more en-ergy from the sun is present during maxi-mum sunspot activity and a fraction lessduring minimum sunspot activity. Thereis a direct correlation to our tempera-tures. Now, you won’t get any grantmoney from the government unless you

Bluebirds back at Allatoona Lake, thanks to volunteersOne of the more successful U.S. Army

Corps of Engineers environmental pro-grams at Allatoona Lake in the past 10years has been the Eastern Bluebird BoxProgram, geared toward reintroducingthe Eastern Bluebird into the region. Inthe 1970s, bluebird numbers had de-clined by as much as 70 percent in theSoutheastern U.S., mostly due to lack ofhabitat and competition with house spar-rows and starlings, both of which wereintroduced to the U.S. and are not nativeto the region.

The Eastern Bluebird is medium-sizedbird from the thrush family. Easily iden-tifiable, the bluebird is light blue withlight red plumage on its chest. The fe-male of the genus is less lightly coloredthan the male but is usually larger in size.Approximately two-thirds of the blue-birds’ diet is insects with the remainderbeing wild fruits. They prefer to nest inthe woodlands in the cavities of treesnear open fields or meadows.

The importance of volunteersIn 2001, Allatoona volunteer Jerry

Pevey and two others made a proposal tothe Corps to build bluebird boxes and to

consolidate other random boxes aroundthe lake into one monitored program.The result was the Allatoona EasternBluebird Box Program. Since that time,thousands of bluebirds have hatched inboxes spread throughout Corps recre-ation areas on Allatoona. Many of theseboxes are in full view of campers andday-use visitors.

In 2011, the program was in desperateneed of an overhaul. Boxes over theyears had deteriorated due to weatherand pesky flying squirrels, which oftenchewed entrance holes wider than will beused by bluebirds.

Volunteer Pevey again set out to re-build the program, this time with new

volunteer Gerald Purvis. The two menhave put in nearly 200 hours of servicethis year on the program. Almost 70boxes have been rebuilt, repaired andpainted and placed back in areas con-ducive to bluebird nesting.

Early rough estimates so far this yearshow that at least 180 bluebirds havehatched in Allatoona boxes this year.With such great volunteers, it looks asthough bluebirds are here to stay.

offering a variety of facilities. Most campgrounds have park attendants on duty toassist visitors. Camping in non-designated areas of the lake is strictly prohibited.Reservations can be made by calling the National Recreation Reservation Service at1-877-444-6777, or by visiting www.reserveamerica.com.

Day Use ParksThe Corps operates 14 day use parks at Lake Allatoona. Facilities range from

parks with boat ramps to those with designated swimming areas, picnic tables, shel-ters and playgrounds. All day use parks close daily at 10 p.m. Boat launching isallowed at all hours unless otherwise posted. Alcoholic beverages are prohibited inall parks.

Picnic SheltersPicnic shelters are available at several Corps’ parks around the lake. They can be

reserved for a fee. Call the Lake Allatoona Management Office at 678-721-6700.

About Allatoona: Lake Allatoona is the oldest multi-purpose project in the Corps'South Atlantic Division. Preliminary site work began in 1941 but was discontinuedby the outbreak of World War II. The dam was completed and placed into operationin January, 1950, at a cost of about $31.5 million. The lake is located on the EtowahRiver, a tributary of the Coosa River, about 30 miles north of Atlanta. The damimpounds run-off water from 1,110 square miles into a large, irregular lake. Duringperiods of heavy rainfall, excess runoff is stored to alleviate floods in the lowerEtowah Valley and to reduce flood heights at Rome, GA. During dry periods, storedwater is released to supplement runoff for power production and to produce streamflow. Because the lake serves a large drainage area and is relatively small, the levelof the lake may fluctuate greatly. Daily increases of three to four feet are not uncom-mon following heavy rains with an increase of 20 feet recorded in one week's timeseveral years ago.

Admiral commends multi-agency response drillBy Jane Harrison

U.S. Coast Guard Rear Admiral W.D.Baumgartner visited Lake Lanier Aug. 9to present a Coast Guard MeritoriousTeam Commendation and individualawards to participants in a multi-agencyrescue exercise staged in May.

Baumgartner, Commander of theCoast Guard Seventh District, traveledfrom the district headquarters in Miamito recognize those who cooperated in thefirst large-scale safety drill on Lanierheld May 18 at Van Pugh Park.

The mock disaster, which simulated acollision between a house boat and workboat, and the multi-agency response tothe drill, earned national accreditation bythe Department of Homeland Securityand served as a nationwide “blueprint forother units and agencies to follow,”Baumgartner said.

He commended the cooperation ofmore than 100 drill participants fromHall County Fire and Rescue/Dive Team,Hall County Sheriff and Marine Patrol,Dive 911 Emergency Services, GeorgiaDepartment of Natural Resources, ArmyCorps of Engineers, Coast Guard SectorCharleston, Coast Guard Auxiliary Flotil-las 2-9 (Lake Lanier), 22 (Lake Alla-toona), and 21 (Lake Sinclair) andTowBoat U.S.

thanked the Lanier Striper Club for serv-ing lunch during the drill.

Baumgartner said the multi-agencydrill, which was in the planning stagesfor two years, showed the partneringstrength of “local roots and local agen-cies” with federal and state authorities totake care of communities.

He also presented individual commen-dation medals to Coast Guard AuxiliaryFlotilla 2-9 Officer Steve Riggan, whopioneered the mass rescue exercise, andKizina, who helped coordinate the agen-cies and set up the simulated disasterwith smoke flares and make-shift man-nequins. The admiral gave letters of com-mendation to Bruce Lindsey and DonaldHunt, of Flotilla 2-9, for their evaluationand documentation of the exercise.

Baumgartner made the presentationsat the University Yacht Club, near VanPugh Park, as about 75 uniformed partic-ipants in the drill sat in attendance. “Theadmiral usually does not travel this greata distance,” said Riggan, alluding to thenotoriety of the Lanier exercise to drawrecognition from the Coast Guard’s highrank.

After adjourning, Baumgartner wasscheduled for his first time tour of LakeLanier on the Chota Princess II, a glass-bottom pontoon boat used as a floatingclassroom by Upper ChattahoocheeRiverkeeper.

Stay safe while swimming in Georgia watersNo one wants to think about what

could go wrong when they are out for aday of fun and celebration.

However, according to the GeorgiaDepartment of Natural Resources, it maybe necessary when talking about safetyon the water.

“Georgia’s lakes, rivers and otherareas are great recreational resources,and their abundance makes them an easyand economically sound way to beat theheat in the summertime,” says Col. EddieHenderson.

“However, there needs to be a healthyamount of respect for what can go wrongwhen utilizing this resource. You need toknow how to protect yourself, your lovedones and others on the water.”

What are some of the best ways thatyou can stay safe while swimming?

Check out these following tips:• Parents/guardians, don’t take your eyesoff small children. Always know wherethey are when around water. Never as-sume someone else is watching them. • Always swim with a buddy, never swimalone.• Know your swimming limits and staywithin them. Don’t try to keep up with a

stronger skilled swimmer or encourageothers to keep up with you.• Swim in supervised areas only. Drop-offs or other underwater hazards may notbe detectable from above the surface.• Obey “No Diving” signs that indicatethe area is unsafe for headfirst entries.Enter feet-first into water rather thanheadfirst if you don’t know the depth.• Watch out for the “dangerous too’s” –too tired, too cold, too far from safety,too much sun, too much strenuous activ-ity.• Alcohol and swimming don’t mix. Al-cohol impairs your judgment, balanceand coordination especially in andaround water. It affects your swimmingand diving skills and reduces your body’sability to stay warm. • If you are a marginal or non-swimmer,wear a life jacket. • Many lakes have life jacket borrowingprograms – take advantage of these ifyou do not have your own.
