When Lake Coun-try resident Scott Wil-son gets up every mor-ning and heads to work, he doesn’t � re up the car and drive there, he gets out his bike, straps on the helmet and commutes via bicycle.

And it’s more than just a pedal down the street to a Lake Coun-try business. Like many in Lake Country, Wil-

son works in one of the neighbor communities—for him it’s a construc-tion job in Kelowna—and despite the more than 20 kilometres be-tween his home and work, he jumps on his bike and heads to work, normally riding along Highway 97, what he calls the safest route for cyclists to get between Lake Country and Ke-lowna.

“It’s not that bad, it’s

safer than Glenmore road,” said Wilson, with one of his two sons at the Lake Country Rail Trail Action team’s rally on Sunday at Beasley Park in Lake Country.

If Lake Country residents vote yes on the acquisition of the CN Rail corridor, the issue of the two Oyama home-owners with the right-of-� rst-refusal to buy their strip of the corridor won’t scuttle the deal.

In fact, dealing with just two landowners in a deal that includes 47 kilometres of land is un-heard of by the City of Kelowna, according to Doug Gilchrist the head of the inter-jurisdiction-al team putting together the rail line purchase and a community planning director for Kelowna.

“� ere are 147 titles (along the corridor) and we only have a few that are at all in question which is really unheard of in this kind of acqui-

sition,” said Gilchrist, who noted any � nan-cial settlement with pri-vate landowners would come from the exist-ing inter-jurisdiction-al team budget. “� ere is only the two properties. We have met with one of them and are working with them to � nd a reso-lution and they are be-ing very amicable. � e Day family has chosen to trigger the right-of-� rst-refusal, feeling that they are in a better place to negotiate to try and have the track relocated to bene� t the house.

“We are � ne with that. It’s not ideal but we will work with them.”

Working with prop-erty owners not wanting to sell is something the real estate team at the City of Kelowna is pretty used to. According to

Gilchrist the municipal-ity has a very robust real estate team that works on land deals every day. � e di� erence in the CN Rail corridor purchase is the length of the corri-dor and the fact there are a relatively small number

of parcels owned by in-dividuals who have to be negotiated with.

He pointed to past land deals that saw the City of Kelowna ac-quire private land to ex-tend Gordon Drive or Highway 33 as examples

where municipal sta� had many � les to work through before � nishing the deals.

“Any new road that goes through might have upwards of 20 or 30 or 40 homeowners and we negotiate with

every property owner and many of them don’t want to sell,” he said. “It’s not unusual. We � nd a way to meet their needs and make sure they are fairly compensated. � is is absolutely common-place. � e only thing that is unusual is we are get-ting so much of it in one transaction.”

Gilchrist said in no way will the negotiations between the inter-juris-dictional team and the two property owners scuttle the deal to pur-chase the corridor.

“If the referendum is positive and if things are worked out with the Okanagan Indian Band challenge, we will com-plete the deal, take title and continue to work with them,” he said.

As far as the Day family goes, they are one

of several homes that the rail corridor passes very close to. � ey have com-mitted to purchasing their section of rail cor-ridor from CN and then see what happens with the referendum.

Moira Day said it’s been a di� cult process to hear criticism from some members of the public as she con� rmed there have been negatives written about them online.

“I try not to let it bother me,” she said. “� ose people don’t know anything about us. � ey just see us as a threat. We are mere-ly trying to stand up for what is ours. � is (rail corridor) is going to de-value our property so we have to think long and hard about it.”

ter way to spend our money. We’re not saying no to tax increases we’re saying let’s use our tax increase for our crum-bling infrastructure.”

Bissonette and a small group started Tax-payers 4 Responsible Tax and raised close to $7,000 to push their message. � e money was spent on Canada Post mail-outs and newspaper advertisements.

Bissonette was one of the � rst vocal residents against the purchase of the rail corridor when it came to light. And the media took up his cause, publishing his let-ters and asking for com-ment. However, he soon found many of his let-ters were being ignored and his concerns being shrugged o� by the Ke-lowna media.

“Initially a lot of my

letters were published but in the last month I have sent half a doz-en well-written letters that weren’t published so I stopped writing them,” he said. “It seems as if the media is behind the yes campaign and they really don’t want to print any-thing that is damaging to this.

“� ere is tons of out-side pressure on Lake Country residents. Prov-incial ministers are weighing in and people from r cities. I’m not whining. It’s their TV station or radio or news-paper and they can preach what they want but they are in the yes camp. It’s been David vs. Goliath. A few thousand years ago David won the � ght and we’re hoping it becomes 2-and-0 for David.”

In terms of his con-cerns, Bissonette says there are many more

costs associated with a yes vote than what the district has talked about. He says Lake Country taxpayers will be on the hook for the total $5.1 million price tag when you factor in the re-pay-ment of Kelowna’s $2.5 million investment in the rail corridor in Lake Country.

He says the mayor’s comments in last week’s letter, published in the Lake Country Calendar that there will be an in-creased tax base to draw on in Lake Country in three years time, is evi-dence that the district will indeed go back to taxpayers for money to pay back Kelowna.

He claims there will be much remediation work to be done on the rail corridor once CN Rail removes the ties and rails and restores it to “industrial” level. He calls claims by district coun-

cillors that Lake Coun-try will lose lake-front access with a no vote a non-issue when you look at Pelmewash Parkway and the lake-front ac-cess the district will gain when the province hands over control of the old Highway 97 through Lake Country.

With regard to the two homes that have the right-of-� rst-refusal, Bissonette says he doubts the residents will sell only the corridor back to the municipal group and says purchasing those lands is going to be ex-tremely expensive.

“When you look at it there are just so many question marks,” said Bissonette. “Yes there are unknown costs but there are also known costs. Buying those (right-of-� rst-refusal) properties is going to cost millions we just don’t know how many million.”

father originally farmed his Oyama property and whose land is split by the corridor, says some of his questions have been an-swered but he has not been convinced there won’t be many issues sur-face if the corridor pur-chase goes ahead.

“At this point I don’t have much choice, I have to vote no,” said Bailey, who formed the group No to Being Railroaded to lobby against the pur-chase. “I see the com-munity aspect of it but I think everyone would understand if the rail went a few feet from their kitchen window, they would think the same. I’m not con� dent anything is going to go well (with the purchase). � ere are a lot of extra costs coming.”

Lake Country’s Scott Wilson, whose young family lives in the David-son Road area, says he

understands the issues raised by residents who live close to the rail cor-ridor. He says it would likely change the way he views it if he had the rail line coming that close to his property. But he also pointed to other trails, such as the KVR through Naramata that has had several trail-re-lated businesses pop up around it, as one way to deal with it.

“If it was going through my yard I would have reservations,” said Wilson. “But I’ve seen what it’s done in other areas where there are businesses that have begun. I think there are opportunities. But you are losing some of your property. Yes or no, it’s important that you make your opinion noted. Whether it’s yes or no, this has been good for the community to get people talking.”

B.C. Liberal govern-ment’s sale of Crown properties to help bal-ance its election budget was the dominant story in the legislature last week, as the NDP re-vealed evidence of a “� re sale” that may have left millions on the table.

� ey started with Burke Mountain, the biggest single deal in-volving 14 view proper-ties in Coquitlam. � e buyer was a prominent developer whose array of companies happened to donate nearly $1 million to the B.C. Liberal Party since 2000.

� e $85-million price tag was similar to the B.C. Assessment Au-thority value on these forested properties, but an outside appraisal con-cluded they could have fetched an addition-al $43 million if they had spent more time on the hot Lower Mainland real estate market.

(� is sale made head-lines last fall for the province’s $8 million

buyout of the local First Nation’s unde� ned ter-ritorial claim, when it was revealed the chief of the tiny Kwikwitlem First Nation pocketed an $800,000 commission.)

� e government’s de-fence of the sale went from wobbly to weak. Citizens’ Services Min-ister Amrik Virk was caught � at-footed and tried to get by on plati-tudes rather than retreat and � nd some answers.

Premier Christy Clark weighed in, arguing that the budget would have balanced without the property sale, and that some sales closed too late

to help the election-year budget. Finance Minis-ter Mike de Jong stressed that all these asset sales were detailed in three successive budgets. � ey downplayed the no-tion of land sales being rushed.

� en the NDP pro-duced a string of emails sent between senior o� -cials responsible for sell-ing two big properties across the street from the legislature.

“To be part of the sale and development of over eight acres of Vic-toria’s beautiful inner harbour area is a once-in-a-lifetime opportun-ity. An opportunity that normally would warrant years of planning and preparation,” wrote one citizens’ services bureau-crat. “Unfortunately we don’t have unlimited time—our goal is to have For Sale signs up by Oct. 31 with sales proceeds in the bank by March 31, 2013.”

� en came a dis-closure about a prop-erty in Surrey that had

been bought as a poten-tial hospital site. Once the existing hospital was expanded, that property was declared surplus. In-deed, de Jong featured this property to promote the government’s plan to stimulate local econ-omies with private sec-tor investment on un-used land.

� e Surrey deal closed for $20.5 mil-lion on March 21, 2014, just days before the end of the � scal year. NDP leader John Horgan pointed to an outside ap-praisal of $23.5 million, and an assessment for tax purposes of $27.2 mil-lion.

� e appraiser also recommended that the “highest and best use” for the Surrey land was to hold it until had been re-zoned for commercial, retail or o� ce develop-ment.

De Jong cited another big health property in Vancouver that sold for more than its appraised and assessed value. It’s only the actual market

that determines worth, he insisted.

But it’s now clear that these and perhaps other sales were done with arbitrary deadlines that had everything to do with the B.C. Liber-als’ need to balance the books. When elections are a battle of sound bites, perception matters more than reality.

It’s also worth re-calling that the budget de� cits prior to the 2013 election were largely a result of the B.C. gov-ernment’s costly undoing of the harmonized sales tax, rather than the harsh forces of international � -nance.

Surplus asset sales have a long tradition in B.C., where the govern-ment owns more than 90 per cent of all land. But after this round, full disclosure will be de-manded.

For me, such a mo-ment of revelation came through a Mandarin or-ange.

A group of us had been sitting together around a table discuss-ing the implications of evolution for tradition-al Christian theology. When we broke for cof-fee and snacks, I picked up an orange from a bowl.

And suddenly, un-accountably, I saw that simple orange as the cul-mination of 14 billion years of evolution.

Everything that made up that orange—its col-our, its scent, its taste—came into being with the universe itself. Every cell, every molecule, every atom, every quark and meson and gluon and boson, emerged from that initial eruption of something out of noth-ing.

Before that beginning, there was nothing; after that beginning, there was everything. Nothing has

been added since then, nothing removed.

Fourteen billion years gathered together into a humble orange.

As it rested in the palm of my hand, it seemed to glow with the inner � re that � amed into being 14 billion years ago.

It felt like a miracle.And I became aware

that if an orange is a mir-

acle, so are we all. For the elements of that in-itial � aming still burn in us, too. We too are the culminating achieve-ment—but not the � nal product—of the cosmos. Everything that has gone before has made this moment possible. What-ever is, only is because the components of the universe have been ar-ranging and re-arranging

themselves for 14 billion years. And will continue to do so.

And so I am relat-ed to the trees and in-sects. To the great whales and the invisible plank-ton, to the cowering � eld mouse and the thunder-ing lion, to Julian’s hazel-

nut and Blake’s grain of sand. � ey are � esh of my � esh, blood of my blood.

We are bound togeth-er by an evolving uni-verse. Hallelujah!

During the past month or so, covering the

issues surrounding the potential purchase of the CN Rail corridor in Lake Country, one thing has become pretty evident: � e Kelowna media is supporting the e� orts of the inter-juris-dictional team to pur-chase the corridor.

� ere have been re-peated columns in the daily newspaper in these parts urging residents to have vision and see the bene� ts of the pur-

chase. � ere have been editorials in any number of other Kelowna pub-lications—online or in

print—that have done the same. � ere has been one-sided commentary on Kelowna radio, in-cluding the host hanging up on one of the organ-izers of a no campaign when his opinion dif-fered from the host.

Wherever it’s been coming from it hasn’t been hard to � gure where most media falls on the potential purchase of the rail corridor: � ey love it.

� e big question for me is what gives repor-ters who live and reside

outside of Lake Coun-try the right to stick their nose in the air and look down on Lake Country residents’ legitimate con-cerns when it comes to the purchase?

� is is a disturbing trend in the media today. Reporters as the story. Reporters are supposed to tell the story, and yes, they can become part of the story. But the basics of journalism are to tell both sides of the story—whether you like it or not. � e answer is almost always somewhere in the

middle. Your opinion isn’t supposed to matter.

� e editorials aren’t the only question. An opinion piece—just like this one—is part of what we as media get to do. We’re not experts. We’re just people. Telling stor-ies.

But in the past month as yes and no campaigns took place in Lake Country, the no side had more and more trouble being heard by the media. When the issue � rst started, reporters ran out to see Guy Bis-

Solemn commitment to be the valid voice of the communitysonette as a resident who was opposed. Soon they didn’t want to talk to him or hear from him or pub-lish his letters. Same for some others who were concerned. At � rst the media listened but soon they stopped returning calls and instead opted to write opinion pieces on how great the CN cor-ridor would be. Who cares who is against it or what the implications are for the small commun-ities that make up Lake Country.

� is kind of new-age reporting, where repor-ters let their opinions rule the way they cov-er things, is what makes me proud to work for

the Lake Country Calen-dar, now owned by Black Press, a company that owns community papers across B.C.

I can tell you those of us who work for the Cal-endar also live and work in Kelowna. So I won’t be voting in your refer-endum. But we are the community paper. We take pride in being the only media in the Oka-nagan Valley to truly be involved in the Lake Country community. Aside from SHAW’s mandated coverage of Lake Country council, we are the only media to cover council meetings.

swamped by both sides of this issue and have truly attempted to tell each side and keep our

opinions to ourself. We stood on the porch with Mrs. Day to truly under-stand her concerns and see where the rail corri-dor is in relation to her house. We sat in Ron Volk’s kitchen and heard from a group of con-cerned citizens including the former owner of this very paper, Mr. Jack McCarthy.

We attended yes ral-lies and talked to those running the no side.

We tried to report fairly and accurate-ly as you Lake Coun-try residents get set to vote on what could be the biggest decision in the short history of your municipality. We met many great people along the way, from both sides.

We’re not perfect and we have made mistakes along the way. But we’re proud to be your com-munity paper and we will continue to be there as your voice, good or bad.

To the editor: Lake country is a

small community with a limited budget and the ever present chal-lenge of how to spend local tax dollars wise-ly and satisfy the needs of all communities with-in the Lake Country dis-trict. How does the rail trail purchase proposal � t into our current � scal plan? How will it impact other critical projects and needed local improve-ments?

Does Lake Coun-try really need two trail corridors? Perhaps we’ve forgotten the re-cently acquired Pelme-wash Parkway which de-parts Highway 97 at the north end of Win-� eld to become a lake shore recreation road-way that extends along the west side of Woods

Lake to Oyama and con-tinues along Kalamal-ka Lake to the northern edge of Lake Country District where it merges back into the Highway. Work is needed to up-grade this new area, but is this not intended as a potential tourist corridor for recreation—swim-ming, boating, hiking, biking. � is is an asset we already own. Can’t this be incorporated as an alternate part of a connecting corridor be-tween Kelowna and Ver-non? If so, then perhaps we could buy the south-ern district portion of the CNR lands and save a great deal of money by integrating the north-ern part of the rail trail into Pelmewash Park-way. � is option would allow a resident friendly compromise, where pri-

vate residents along the shores of both of these Lakes could directly pur-chase their own piece of the CN Rail corri-dor that currently div-ides their properties. � ey win and the Dis-trict wins. � is private purchase would reduce the Lake Country cap-ital cost of buying the whole corridor and cre-ate an immediate new tax base for the district on this newly purchased private land.

� ere are many un-answered questions about the current pro-posal and any number of other good options that might be brought to light through commun-ity discussion.

Do we need two lake-side trails?▼ CN RAIL CORRIDOR

� e the editor:I was pleased to attend

the Rail Trail informa-tion meeting last week at Creekside � eatre in Lake Country. Good in-formation was provid-ed and legitimate con-cerns were raised and ad-dressed.

However, I have trouble understand-ing those who think we should not spend tax money for parks and recreation facilities such as the trail, because our roads need work or be-cause we already have municipal debt. What a pathetic town we would be living in, if in earli-er times, voters had voted “no” in previous referen-dums, or if past coun-cils had chosen to � x the roads rather than build the arena and curling rink, the seniors’ centre, the community complex and Creekside � eatre, Beasley Park, Swalwell Park, etc.

Roads needed � xing back then and will al-ways need � xing. Paying taxes for ongoing infra-

structure maintenance is the price of living in a decent community. Pay-ing additional taxes for amenities that improve our standard of living, such as those mentioned above and the proposed lakeside rail trail, is a privilege that I look for-ward to, in order to con-tinue the Lake Coun-try tradition of building a community that is a great place to live.

Fixing existing infra-structure or acquiring new facilities such as the trail is not an “either or” decision. We need to do both and we need to rec-ognize that we will have to pay for both.

Several people have told me they will vote no because they are mad at Lake Country and/or its council for decisions on other matters. � ey want to punish those currently in city hall, all of whom will move on; and I can say from experience, af-ter they are gone, no one will remember who they were. � e trail will be there forever.

Voting no will not punish existing polit-icians or bureaucrats; it will punish Lake Coun-try’s current and future citizens.

If we vote yes and move forward to build this great trail, our grand children and their grand children will be using and enjoying it for years to come. If we vote no, they will be asking us why we were so cheap that we couldn’t come up with an average of $27 a year for 20 years to pro-vide a world class trail for them to use. A bargain at twice the price.

� e city of Vancou-ver wisely set aside Stan-ley Park in 1888 when its population was little more than 1,000; San Diego set aside Balboa Park when its population was only 1,500. And you can bet the roads were in poor condition back then. Surely we are wise enough to secure this trail corridor now so we can get on with turning it into the fabulous asset it will be.

Contrary to what some are saying, the District of Lake Country does not currently have excessive debt, nor will the rail trail boost it sig-ni� cantly.

As former Lake Country councillor Tim Witty used to say, buy-ing long-term assets through borrowing not only ensures that the public can start enjoy-ing those assets now, but it ensures that the cost will be spread amongst the people who will use those assets over the life of those assets.

� is argument makes especially good sense at this time, when the municipality can borrow money at such low inter-est rates.

� ose of us who will vote yes can see the fu-ture bene� t of the rail trail, and many of us are willing and able to meet the challenge of building and maintaining it. Vote yes; do it for your grand-children.

Sending their kids to school on the bus is like-ly going to cost parents more next year.

Central Okanagan School Board trust-ees are pondering sever-al recommendations to make up for a $1.5 mil-lion shortfall in educa-tion funding in its 2015-16 budget, including in-creasing the amount parents pay to bus their kids to school.

� e school board’s � -nance committee heard several cost saving moves from school super-intendent Hugh Gloster last week as the district tries to balance its 2015-16 budget by increasing some revenue and de-creasing expenses.

� e recommendations at this point are just that, as the school board’s � -nance committee will meet again tonight to debate the recommen-

dations before the en-tire school board decides which to follow, at its April 29 board meeting.

“I think it’s going to be di� cult,” said � nance committee chair Lee Mossman. “It’s not going to be an easy thing to do and we’ll try to mitigate the impact to students � rst and foremost.”

It’s being recom-mended to increase the cost for busing students from $10 to $20 per month ($200 per year) a move the district � rst made in 2009 but then cut in half in subsequent years. Putting it back to $20 per month would earn the district an extra $400,000, according to a report by Gloster.

A further $230,000 would be earned if the district increases enrol-ment in its International Education Program by some 25 international students who pay the district to attend school

in the area.In terms of decreasing

expenses, Gloster’s report pointed to several areas that could be cut. � e operations department, which has the largest share of the school dis-trict’s budget at close to $18 million, would take the biggest hit with a $275,000 cut. To achieve this fewer summer stu-dents would be hired, video surveillance equip-ment would be eliminat-ed and one special needs bus would be cut.

Other cuts could come from reducing technology software ($100,000), reducing de-partmental budgets tar-geting travel, food and promotional materi-als ($40,000) and chop-ping the budgets for sev-eral school district com-mittees.

A further $300,000 could be saved by not funding any in� ationary increases.

School trustees face hard budget cut decisions � e following is taken

from a Dec. 16, 2014 report to Lake Country council detailing the agree-ment between Lake Coun-try and Kelowna when it comes to Lake Country’s total $5.1 million share of joining the inter-jurisdic-tional team looking to pur-chase the CN corridor.

� e District of Lake Country and the City of Kelowna have approved a reciprocal Memoran-dum of Understand-ing (MOU) whereas the City of Kelowna will as-sist with the purchase cost portion of the Dis-trict. � e City will ad-vance 50 per cent of the District of Lake Coun-try purchase cost in ex-change for 50 per cent tenancy in common of the asset. � e purpose is to assist the district’s purchase of its portion with the intent to pay back the City of Ke-lowna as soon as funds are available, especially through the sale of excess land. � is will alleviate

debt load of the district and protect the oppor-tunity to � nalize the deal with CN.

� e general terms of the MOU are as follows:

• Kelowna and Lake Country will each pay 50 per cent of the pur-chase price for the acqui-sition of the Lake Coun-try Corridor from CN, which purchase price is presently estimated to be $5,145,000.

• Kelowna and Lake Country will be regis-tered as tenants in com-mon of the Lake Coun-try corridor each as to half interest (50 per cent each).

• As Lake Country reduces Kelowna’s in-vestment interest, its in-terest in the ownership will increase while Ke-lowna’s will decrease.

• Lake Country pur-chase from Kelowna will not be based on market value but on actual pur-chase price.

• No interest will be applied to Kelowna’s in-vestment in the land for three years. Subsequent

interest will be applied to Kelowna investment by a rate established by the Municipal Finance Au-thority on January 1st of each year.

• � e proceeds from the disposition/sale of lands along the Lake Country corridor that are considered surplus will go entirely to re-ducing Kelowna’s invest-ment in Lake Country lands.

• If funds become available, Lake Country can make additional pay-ment to further reduce Kelowna’s share.

• Lake Country will maintain full decision‐making authority for operating, maintaining and repairing the cor-ridor until a decision is made to create a regional operation with all other participating partners.

A LEGACY OF DEBT FOR LAKE COUNTRYPRESSUREDLately there has been an overwhelming amount of outside pressure being applied to Lake Country residents by provincial ministers, people from other cities and many of the Kelowna media personnel to vote in favour of this purchase. Lake Country residents need to vote for what is best for Lake Country and not what is best for these other special interest groups and other cities. They do not live with our $160 million of unfunded infrastructure problems or our debt. ENVIRONMENTAL COSTSContrary to Mayor Baker’s comment in his April 13 newspaper article claiming that CN is responsible for remediation to all lands to meet current environmental standards, we refer you to what the actual Memorandum of Understanding clearly states IN PRINT on the DLC website. CN is to remediate the rail corridor site(s) to an “Industrial State”. The Expo 86 lands were all previously industrial and required more remedial work to make them legally safe for public use than what the property sold for. This has the potential to add many millions to the end cost. An expensive environmental study would be required just to determine what that remedial cost would even be. Or will our Mayor go on public record and guarantee that the lands will be turned over in a 100 percent environmentally safe condition and thus require no remedial work to be paid for by the tax payers?PROMISE OF NO REPRIORITIZATION Mayor Baker has repeatedly claimed that should this purchase be approved there will be no reprioritization of municipal funds and that any money needed to repay Kelowna would be generated by the sale of assets. In a meeting with Ron Volk on April 14, our Mayor expressed that in 3 years he feels that our tax base will have grown due to development

and that is how he would fund the Kelowna loan. This diversion of funds will affect the budget available for working on our $160 million dollar backlog of infrastructure needs. What happens if the projected development doesn’t bring in the required tax base growth, we only fall further in the hole. Loan payments to fund the Kelowna loan will be in the $165,000.00 per year range as per the MOU Kelowna is demanding repayment in 3 years.

CN LAND WILL NOT BE UNENCUMBERED Mayor Baker has claimed that the CN lands will all be provided in an unencumbered state, this would mean that it has clear title and all issues have been dealt with by CN. Aside from the obvious First Nations claim, in the April 14 meeting with Ron Volk, our Mayor admitted that this is not the case and it will be up to the District of Lake Country to negotiate the purchase of the properties from the two private residences that have first right of refusal with CN as those individuals will be exercising that right. These are waterfront acreages with a total of 940 lineal feet of shoreline and will be very expensive. If we were to use the ridiculous assessment formula that was suggested by Duane Thomson of the Yes campaign floated in his March 23 Castanet article, shoreline land is valued at $13,899 per lineal foot so the purchase price for these properties would be slightly over $13 million for land only, money would need to be added for value of homes on these properties so $14-$15 million range. Hopefully this for-mula was another yes camp exaggeration but regardless these properties will realistically be in the multimillion dollar range. These property owners won’t sell off a strip of the corridor, they want to sell and move to an area with privacy. Where will the funds come from to purchase these properties?

FENCING AND GATESMayor Baker, in a Global Television interview on April 13, stated that those whose property is bisected by the CN corridor that needed fencing and gates would have that provided. Sixteen kilometers of fencing along the corridor plus gates would be very expensive - how do we intend to fund this?BACKLOG We have a current backlog of $30 million for road repairs and will fall further behind by $2 million per year. Many of our roads are at the end of their life cycle right now as per the DLC engineering report. As of the last council meeting, there was no plan in place on how to fund the much needed road repairs. The $30 million is expected to double by year 2020. PARKS AND TRAILS WITHIN CITY LIMITSPer the DLC website we currently have 22 parks, 11 of which are waterfront, we have 17 existing hiking trails with a total of well over 100 kilometers to hike within city limits. In 2007, we bought 7.5 acres on the NE corner of Woods Lake that was purchased to develop a waterfront park and boat launch, the development of this park has not happened due to lack of funds. We are about to receive Pelmewash Parkway from the provincial government for no cost which will give us waterfront access to the entire west side of Wood Lake. $40,000.00 has already been spent for the planning of beaches, walkways, and bicycle paths. We have no shortage of waterfront access. UNKNOWN COSTSMayor Baker has openly admitted that there will be some unknown costs associated with this purchase. It will end up costing taxpayers much more than the $27 per year to each average household that has been floated as the end cost.

Accepting this purchase will be accepting the initial loan of $2.615 million plus all of the unknown extras that will come with it, in effect you will be signing a blank cheque.TAX INCREASESIn the near future we will have to borrow to fund a new fire hall. We should be funding our serious road issues right now, this has been put off but will require funding in the immediate future. Unless money falls from the sky we will likely be asked to fund further tax increases to pay for these necessities. Our tax dollars should be spent towards our many needs to make our community safer vs. purchasing additional recreational property.NO ECONOMIC TOURISM BENEFITThere will be no economic tourism benefit to Lake Country. Where do all Lake Country residents shop for shoes, clothing, appliances, electronics, bulk groceries etc.- and where do they go for fine dining or for evening entertainment? Kelowna or Vernon - as do the tourists. We would need thousands of tourists daily, on a year round basis to make such businesses viable. We could not even give enough business to our local Timber Mart to stay open.EVERY DOLLAR THAT IS SPENT PURCHASING, DEVELOPING, AND MAINTAINING THIS TRAIL, IS MONEY THAT WILL NOT BE SPENT ON OUR FAILING INFRASTRUCTURE WHERE WILL ALL THIS DESPERATELY NEEDED MONEY COME FROM?

Whether Lake Coun-try votes yes or no this week is a moot point to members of the Oka-nagan Indian Band. Dreams of a rail trail from Kelowna to Cold-stream are far in the of-� ng, considering a sig-ni� cant chunk of the land isn’t legitimately up for grabs, said Band Chief Byron Louis.

Last month the band � led a legal injunction to slow the sale of the cor-ridor until the matter of land title is cleared away. � e injunction is ex-pected to be dealt with in court before the sale goes through.

“It’s to, more or less say, ‘wait a minute, let’s put the brakes on this’…� ere are more issues to be resolved,” Louis said Friday. “Move ahead on the sale of the other por-tion, but for the 20 kilo-metres of the historic

Greg Bucholz says criticism of the district’s road’s infrastructure pro-gram in the past month

has to be put into per-spective for people com-paring the $2.6 mil-lion referendum ques-tion with a $30-million backlog of needed road improvements.

“We are talking about a $2.6 million expendi-ture,” said Bucholz. “Not spending this money does not � x the issue (of roads). It doesn’t solve the problem in the short term. In the long term it can be part of the solu-tion. � at corridor would be a very useful alterna-tive to the car. Much has been made about the district’s short-fall when it comes to its aging roads in the lead-up to the referendum. And Bucholz admits it’s one of the biggest issues facing Lake Country and isn’t going to go away, whether residents pass the CN corridor referen-dum or not.

“Not spending this

money ($2.6 million on rail corridor) does not � x that (roads) issue,” said Bucholz. “It does pro-vide an active transporta-tion route and this is a lot of what our Transporta-tion for Tomorrow plan is all about. It’s provid-ing an alternative to cars and active transportation routes.”

Lake Country began work in earn-est on the Transporta-tion for Tomorrow plan in the spring of 2010 af-ter nearly 900 residents signed a petition asking for safety improvements focusing on pedestrians and cyclists. � at came after the tragic death of Josie Evans on Bottom Wood Lake Road.

� e � rst phase of the plan was put in place by the fall of 2011 and Bucholz says “although we have made a lot of progress in the last � ve years we have a lot more to do.”

Resident Guy Bisson-ette says the true cost of the rail corridor purchase is $5.1 million when you add in the portion Ke-lowna is buying and

Lake Country will even-tually pay back. And he said that money would be better spent on the district’s infrastructure.

“I think it’s irrespon-sible to take $5 mil-lion out to spend it on something we don’t real-ly need,” said Bissonette. “How many millions of dollars of projects are sit-ting on the books be-cause we can’t a� ord it but all of the sudden we can take out a loan to purchase a trail?”

� e district has a net-work of 200 kilometres of roads, many of which will need to be replaced and sta� is now putting together a � nancial plan to present to council on how to fund improve-ments over the next 20 years.

Whether Lake Coun-try votes yes or no this week is a moot point to members of the Oka-nagan Indian Band. Dreams of a rail trail from Kelowna to Cold-stream are far in the of-� ng, considering a sig-ni� cant chunk of the land isn’t legitimately up for grabs, said Band Chief Byron Louis.

Last month the band � led a legal injunction to slow the sale of the cor-ridor until the matter of land title is cleared away. � e injunction is ex-pected to be dealt with in court before the sale goes through.

“It’s to, more or less say, ‘wait a minute, let’s put the brakes on this’…� ere are more issues to be resolved,” Louis said Friday. “Move ahead on the sale of the other por-tion, but for the 20 kilo-metres of the historic

commonage, we’d like to put that on pause.”

� e heart of the issue lies in B.C.’s history with First Nations com-monage reserves.

In � yers it has circu-lated, the band says the Commonage Rail Cor-ridor is a portion of the land allotted to them by the Joint Indian Reserve Commission in 1877.

Between 1886 and 1893 Canada and B.C. purportedly relinquished the band’s interest to the lands, but didn’t abide by the rules of the In-dian Act when doing so. � erefore, the band claims the rights ac-quired by CN were lim-ited to the use of the cor-ridor for railway pur-poses only.

“When KPR went bankrupt and CN decid-ed to abandon the entire rail corridor, the Com-monage Rail Corridor, like the Duck Lake por-tion, should have re-

verted to reserve land,” they say.

If the courts support that claim, it means CN wouldn’t have the right to sell the stretch of land.

Also, Louis said the land is of special signi� -cance to the band.

“We had people who were still using it in the 1950s to 1960s, driv-ing cattle to the south end of Vernon,” he said. “It’s not like we suddenly stopped using that area, or didn’t have an inter-est. We had aunts, un-cles and family who put medicines through there, and there are � shing sta-tions where the rail trail would be. � ere are a lot of connections to it.”

Louis wants to make it clear that the band isn’t at odds with the com-munity—just this plan. “We are doing a lot of great things together, just not this,” he said.

A court date has yet to be set.

OKIB to ‘slow down’ purchase deal

eral the public is going to have to pay for upgrades to infrastructure. And they have already been doing so. In Lake Coun-try next year will be the � nal year of � ve straight years of a $50 increase in water rates to fund the district’s water mas-ter plan.

“With the water mas-

ter plan we are getting to a point where we will be sustainable for the long term and achieve rate stability as well,” said Bucholz. “� e one remaining gap is with roads if and we are look-ing at how exactly we � -nance it.”

back to gravel to help make up for a $30-million backlog of needed improvements to its roadways...Lake Country infrastructure services director Greg Bucholz says going back to gravel roads is one option as the district ponders how to fix a severe shortfall in funds for its roads.” Greg Bucholz stated, “This is reality. We see a lot of communities that if they can’t afford to pave you have to go back to gravel roads,” he said. “The fact we may have to de-classify some roads, strip the pavement and put some gravel back for some of them, that may be a solution but it will come at a cost too. The impact to taxpayers will be there.”

For every million that the DLC borrows ~ $10.00 will be applied to your annual taxes.

So for an average home, assessed at $475,000.00 there will be a $300.00 tax increase

per year for twenty years upon the DLC borrowing

$30 million.

We are currently headed for major tax increases and there is no way out - the taxpayers of this community and future generations will be taking on a huge debt load to pay for our crumbling infrastructure. We have a large series of roads that are in serious disrepair. There are no streetlights or bike/walking spaces on many of our busy roads, i.e Okanagan Center Rd East, Carrs Landing Rd, and Oyama Rd. It’s impossible to pass a bike or a jogger without moving into oncoming traffic. When will our daily safety become a priority? Should we need to drive to a walking path to feel safe? Shouldn’t we be able to go for a walk out our front door and feel safe?

INVASIVE non-resident zebra and quagga mussels are a destructive force that needs to be taken far more seriously before they invade B.C. waterways, according to the Okanagan Basin Water Board.

a vast desert.� e equivalent could

happen in a heart-beat to our lakes and rivers, says a Vernon � lmmaker, should the invasive zebra and quagga mussels in-fest B.C. waterways.

Brynne Morrice, an actor and � lmmaker who splits his time between New York and Vernon, has made a six-minute documentary called Mussel � reat, spotlight-ing the potential dangers of the invasive mussels on B.C. water systems.

� e $5,000 project was funded through a

Kickstarter campaign and released in Kelow-na last week by the Oka-nagan Basin Water Board (OBWB).

“� ese mussels, when they get into a lake or river, they basically turn it into an aquatic desert,” said Morrice in a press conference via Skype from New York.

“If tomorrow, we woke up in B.C. and all of our beautiful green, lush forests had turned into deserts, that would be a pretty catastrophic

change to our province. “You have to think of

these mussels like that. � ey turn the water into aquatic deserts.

“� ere is nothing left except these mussels. � e communities that have experienced this...there is no going back.

“We would be facing a new status quo that we would never heal from and B.C. would be a far less wonderful place to live and a far less won-derful place to visit.”

For the past six months, Morrice, 30, traveled to areas of North America that have su� ered from infesta-tions of zebra and quag-ga mussels.

� e mussels have been found in Lake Win-nipeg, in North Da-kota and as close as Nev-ada, just a day and a half drive to the B.C. border. � ey can survive outside of water for 10 days or in wet carpet or the bilge area of a boat for up to 30 days.

Morrice says it wouldn’t take much for a boat to pass through the border, into B.C. and zebra and quagga mus-sels would be infesting a local lake, devastating the ecosystem, eating up the plants, killing o� native species and polluting the water with the associated algae blooms.

In fact it’s nearly hap-pened in our region al-ready. In 2012, a boat launched into Shuswap Lake with quagga mus-sels attached to it. Luck-ily they were dead and did not infest the lake.

� en last March, a boat infected by the quagga mussels was stopped at a border crossing at Osoyoos, heading for B.C. waters.

“People who real-ly understand, who really get this, are up in arms,” said Morrice.

“� is is a major issue. � is is going to a� ect the entire province in a pro-found way.

“Our communities in B.C. are built on lakes and rivers and this could be devastating if we had an infestation.”

“When I read that

newspaper article ex-plaining the frustra-tions of a group like the Okanagan Basin Water Board, I saw a need for a project like this,” he said of his movie.

“After two years of raising alarms there

wasn’t any assertive pro-tective measures being taken on our borders to protect us from the mus-sels. Having grown up in the valley, what we have here is pretty import-ant, and I was quite hon-estly frightened about

the possibility, and as I looked into it more and more I became even more worried.”

With just 20 bucks in his wallet, Morrice ap-proached the OBWB with an idea for a docu-mentary, allowing him

to get in touch with ex-perts to interview for the project.

He took the idea for the � lm to the online community using Kick-

had raised $2,000 and within 30 days that in-creased to $5,000.

He then traveled to places in the U.S. that are dealing with the devas-tating e� ects of an in-festation of the mussels.

He saw � rst-hand what kind of deadly ef-fect they have on lakes and rivers.

He talked to people in B.C. who are pushing government to expand its detection policies and increase security at the border with Alberta and at the Canada-US bor-der between B.C. and Washington.

What he came away with was enough infor-mation for a much lar-ger feature. But he pared it down to six minutes in the hopes more people would see it and hear the message.

“I hope it reaches the people who haven’t heard about this before and to the people who have heard about this, I hope it gives them a real-ly clear understanding of what we are talking about,” Morrice said.

“� at this is just not

a minor little change to our environment that no one will notice. � is is a catastrophic upheaval in our fresh water that will a� ect everybody.

Loan authorization bylaw 2014 - 906 (copied from the DLC website)INTERGOVERNMENTAL IMPLICATIONS:The District of Lake Country and the City of Kelowna have approved a reciprocal Memorandum of Understanding (MOU) whereas the City of Kelowna will assist with the purchase cost portion of the District. The City will advance 50% of the District of Lake Country purchase cost in exchange for 50% tenancy in common of the asset. The purpose is to assist the District’s purchase of its portion with the intent to pay back the City of Kelowna as soon as funds are available, especially through the sale of excess land. This will alleviate debt load of the District and protect the opportunity to finalize the deal with CN.

The general terms of the MOU are as follows:

• Kelowna and Lake Country will each pay 50% of the purchase price for the acquisition of the Lake Country Corridor from CN, which purchase price is presently estimated to be $5,145,000.

• Kelowna and Lake Country will be registered as tenants in common of the Lake Country corridor each as to half interest (50% each).

• As Lake Country reduces Kelowna’s investment interest, its interest in the ownership will increase while Kelowna’s will decrease.

• Lake Country purchase from Kelowna will not be based on market value but on actual purchase price.

• No interest will be applied to Kelowna’s investment in the land

for three years. Subsequent interest will be applied to Kelowna investment by a rate established by the Municipal Finance Authority on January 1st of each year.

• The proceeds from the disposition/sale of lands along the Lake Country corridor that are considered surplus will go entirely to reducing Kelowna’s investment in Lake Country lands.

• If funds become available, Lake Country can make additional payment to further reduce Kelowna’s share.

• Lake Country will maintain full decision - making authority for operating, maintaining and repairing the corridor until a decision is made to create a regional operation with all other participating partners.

While the wait is on for the new federal legis-lation to come into place giving more tools for action against boaters who bring invasive spe-cies into B.C., the new roaming teams as well as information such as highway signs will be in place this year.

For the OBWB, the

reaction of government on this issue is still not enough.

“I think we are still in a position to make sure we are never dealing with what has happened in other areas where the mussels have gone through,” said Juliette Cunningham, OBWB vice-chair.

“I think sometimes people think we are ex-

aggerating the issue and I think that’s unfortu-nate. When the province announced they were putting $1.3 million over two years, we certain-ly didn’t feel that was ad-equate. � at’s not what we asked for.

“We are asking our borders be manned with the equipment and the training required to make sure (the mus-

sels) never come into our province.

“� e OBWB feels very strongly that the re-action from government is not strong enough.”

public.Within three days, he

had raised $2,000 and within 30 days that in-creased to $5,000.

He then traveled to places in the U.S. that are dealing with the devas-tating e� ects of an in-festation of the mussels.

He saw � rst-hand what kind of deadly ef-fect they have on lakes and rivers.

He talked to people in B.C. who are pushing government to expand its detection policies and increase security at the border with Alberta and at the Canada-US bor-der between B.C. and Washington.

What he came away with was enough infor-mation for a much lar-ger feature. But he pared it down to six minutes in the hopes more people would see it and hear the message.

“I hope it reaches the people who haven’t heard about this before and to the people who have heard about this, I hope it gives them a real-ly clear understanding of what we are talking about,” Morrice said.

“� at this is just not

a minor little change to our environment that no one will notice. � is is a catastrophic upheaval in our fresh water that will a� ect everybody.

When people think about cancer, the last place they expect to turn to is their family dentist.

Virtually every family has been touched in one way or another by can-cer, and we have been warned for decades

about high risk behav-iour like smoking and excessive alcohol use, for example.

Here in the Okanagan with our lovely summer sunshine our physicians are likely to caution pa-tients about skin cancer, and to be on the lookout for telltale changes in ap-pearance or development

of lumps or growths. One form of cancer

that most people are still unaware of is oral cancer. Family doctors in B.C. discover 25 per cent of the cases of oral cancer, but a full 75 per cent of patients with suspicious lesions are uncovered in the dental chair. Dentists do, apparently, save lives.

Lake Country dentist Dr. Greg Kosar and his team are doing their part this Saturday, April 25 at their Win� eld prac-tice by hosting a free oral cancer screening day using VELscope tech-nology.

� is is a relatively re-cent tool to aid diagno-sis. VELscope was de-

veloped by a company right here in B.C. in con-junction with the B.C. Cancer Agency. � is de-vice is designed to help detect potentially ma-lignant disorders of the mouth at an early stage using direct tissue au-to� uorescence. In lay-man’s language, it is a non-invasive hand-held,

light-emitting device about the size of a large � ashlight. � e VEL-scope operator is able to see previously undetect-able potential trouble spots, and make a deter-mination regarding the necessity for further test-ing.

� e VELscope has been part of Kosar clin-

ical exams for a number of years, due in part to the work his partner and wife, Dr. Lina Jung, has done with the Kelowna B.C. Cancer Agency.

Parcel Tax Review Panel Pursuant to the provisions of Section 204 of the Community Charter, the District of Lake Country will be holding a Review Panel in regard to parcel tax assessment rolls. Notices are being sent to registered owners of all properties being added to an assessment roll.

The 2015 Parcel Tax Review Panel will sit at 6:00 pm on Thursday, April 23rd, in the Council Chambers at the Municipal Hall. You may make a complaint to the Parcel Tax Review Panel on one or more of the following grounds:

there is an error or omission respecting a name or address on the parcel tax roll;

there is an error or omission respecting the inclusion of a parcel; there is an error or omission respecting the taxable area or the

taxable frontage of a parcel; or an exemption has been improperly allowed or disallowed.

You or your agent must notify the District of Lake Country, in writing, of your complaint. The District of Lake Country must receive written notice of the complaint before 4:30 p.m. on Friday, April 17, 2015. Please address your complaints to the attention of the Collector. The parcel tax assessment rolls will be available for public inspection starting Tuesday, April 7, 2015, at the Municipal Hall during regular office hours (8:30 am to 4:30 pm).
