Perspective

The need for an recreation and community center reaches far beyond the Chelan/ Manson area.

The will of the people: public support was overwhelmingly expressed in 2002, 2003 and 2007.

The last initiative was more than 15 years ago and the Valley has changed.

FAQ

What is the Recreation & Community Center? An indoor regional community center that

will include 10 to 12 amenities. What amenities will the Recreation &

Community Center have and why did you decide on the specific amenities?

The Lake Chelan Community & Center Committee has visited and talked with a number of other Recreation Community Centers in the Pacific Northwest and in BC Canada and they have established a list of the most used and most beneficial amenities.

Amenities: Gym with elevated walking track, indoor 8 lane lap pool (25 meter), indoor zero entry pool (therapy, relaxation and play), indoor swallow river with current (therapy and play), locker rooms (family, men & women), meeting rooms, computer kiosks, childcare room, aerobics/cardio vascular room, strength training room and climbing wall.

Why do we need a Recreation and Community Center?

Top request from Chelan residents in the 2007 community survey in the City’s Comprehensive Plan (sponsored by a grant obtained by the city) was an Aquatic Center. There were also surveys in 2001 and 2003 and in both surveys an indoor pool was the top request.

The existing gyms are in high demand during the school sporting seasons (most of the school year). The additional gym will help meet the existing needs for individuals, community and school athletic teams.

Where would the Recreation & Community Center be located?

For the last 2 years the Lake Chelan Recreation and Community Center Committee has been working with the City of Chelan and an independent consultant to determine the best location for the facility. The best location (financially, access, etc.) determined for the Recreation & Community Center is behind the Community Gym. The top three reasons for this location are: financial viability (revenue generation), central location/close to downtown stores, and central access by the community.

When will the Recreation & Community Center be open for business?

This is a hard question to find an exact number of years when the facility will be built. The Committee has a plan to save up enough money before having the facility built which may take a number of years, plus it may take an additional year to build the structure.

How would a Lake Chelan Recreation & Community Center compare to the Town Toyota Center?

The Lake Chelan RAC will be built the old fashioned way – save the money before beginning construction. Only after the proceeds have been collected, will construction start. Toyota Town Center borrowed a bond and is now trying to pay the bond back. 9

FAQ (cont.) How much will it cost me to use the Recreation and

Community Center? There will be daily use fees for the RAC.

Residents within the Lake Chelan School district in Chelan County will pay a discounted rate, while visitors, tourists, and those living outside of the Lake Chelan School District boundaries in Chelan County will pay the full rate. The exact admission fee is not determined at this time.

Will tourists be able use the Recreation and Community Center and will they be charged differently?

Yes, tourist and non-local residents will be allowed to use the facility and there will be a reduced rate for tax-payers of the facility.

Who would use the Recreation and Community Center?

The RAC will appeal to all demographics in the community as well as visitors and tourists. In addition to offering aquatic amenities that will be used for recreation, exercise and therapy, the RAC will provide a well needed additional gym space that will be available for use by the entire community.

Locals and tourists; young & old. We venture that a facility in the Chelan area will be similar to the Bainbridge Island facility. During the week, in the mornings older local adults will use the facility (therapy and exercise), during the lunch hour local office workers will use the facility (exercise) and afterschool, children will use the facility (practice in the gym and exercise in the pools and various rooms). On the weekends, tourists and local adults will use the facility in the morning and later in the day and into the evening, younger tourists and local children will use the facility

. What is the plan to pay for construction of a Recreation and Community Center?

There will be 3 funding sources (Private Donations, Grants) and Local Taxes).

Local taxes will be collected through an Metropolitan Park District (MPD) levy.

What is a Metropolitan Park District and how would it apply to the Lake Chelan Recreation and Community Center?

A Metropolitan Park District is a municipal corporation (RCW 35.61.040)

Since 2002, MPDs have been available for the benefit of small communities, such as Chelan, to provide for the management, control, improvement, maintenance, and acquisition of parks, parkways, boulevards, and recreational facilities.

The MPD would collect taxes, construct the RACC, provide funding for maintenance and operations and is authorized and capable of pursuing all forms of future recreation endeavors.

How does the MPD get its money? Voters approve a MPD and a taxation

amount of up to $.75/1000 of property valuation.

The MPD requires an approval vote of 50%

plus 1 of registered voters. Will the Metropolitan Park District affect other levy

funded organizations in the Lake Chelan area? No. The official levy lid for Chelan County

has room available for a new Metropolitan Park District levy

FAQ (cont.) How much will construction of the facility cost

and how much will my local taxes go up for this Recreation and Community Center?

The anticipated construction cost is approximately $10 million.

At a levy rate of $.75/1000, a property owner with property value of $200,000 the annual cost will be $150.00.

Will the MPD affect Chelan City or County Park management?

No. The MPD will be a separate entity. What the difference between a MPD and

Manson Park District? The major difference is the MPD levy is

permanent once passed with only 50% voter approval.

Where will the money for the maintenance and operations of Lake Chelan Recreation and Community Center come from?

Based on an independent third party study, we can expect 50% to come from user fees.

The remaining 50% will come from the MPD funds authorized from the one-time levy.

Who’s going to operate the facility? The Lake Chelan Recreation and

Community Center will be run by YMCA. Where can I find more information about a

Metropolitan Park District? For more information please refer to

RCW 35.61.040.

How can I get involved? The Recreation and Center Committee

meets the 2nd Wednesday of each month at 6:30 pm at Campbells Resort. Please come to the meetings.
