What’s Inside Introduction Our title is a question many of the members ask and have been asking for many years. The purpose of this article, and a series of articles to follow, is to completely inform the membership of the facts and attempt to answer all questions leading up to your vote, later this year, as to whether we as a community should build a new Lodge. During the Board of Directors Meeting of May 30, 2014, the following motion was passed: “Move to approve the establishment of a Recreation Center Ad-Hoc Committee, to study and research planning of a new facility which will serve the future needs of our community. Recommendations to be made to the Board of Directors upon completion.” which will now take place this year, 2016. Jim Ogborn, President of LCA, along with the Board will be working very closely with this committee. The current “Ad-Hoc Recreation Center Committee”, chaired by Tom Stangl (also chair of the Steering Committee), under the direction of Jim Ogborn and the Board of Directors, has been meeting regularly ever since their appointment. There have been changes to the Committee’s name along the way but for all practical purposes, the members know this committee is speaking of our “Lodge”. The volunteers on this committee are studying the facts, to present you a great capital improvement product for the dollar. It is our intention to archive all Articles, new Lodge concept drawings, and other related information into our website, e-mail blasts, and other social media to reach as many members as possible. The committee will also have visual displays in various areas around Lake Carroll complexes, such as, the Lodge, Pool, Clubhouse and Administration Office. One key element of caution to all members is to listen to the facts and not rumors. Remember the purpose of this series of articles is to provide you with all the informational facts so you may have a clear understanding prior to your vote. It will be your responsibility to be informed from the correct sources for information such as; Tom Stangl Chairman of the Lodge Committee or Jim Ogborn President of the Lake Carroll Association. It will be our responsibility, as editors, to complete the series of articles, and answer the question, “Why In The World Would We Want To Build A New Lodge?” Brief History 1970’s On September 9, 1971, Representatives of Russwood Inc., announced to the County Board of Supervisors to develop Carroll County’s first second-home recreational development. The Board was informed that the project would have 700- 800 acre lake, 18-hole golf course, ski slope, ice skating area, swimming facilities and tennis courts all to be constructed within the site for the exclusive use by the owners. Now there has been modifications since this first announcement; however the concept of a dream community of this nature was thought by many as, “the greatest thing that has happened in Carroll County in over 100 years”. On June 15, 1972, Lake Carroll created the motto “the Great Escape” with the intent to provide families with a second vacation home with numerous recreational activities available year round. At this time, it was announced that a ski complex would open with ski lifts, snow making machinery and a heated outdoor-indoor swimming pool adjacent to a “Ski Lodge.” Again, I would add, it took some years for this dream to be accomplished especially the indoor pool. However; another part of this dream was an old barn to be remodeled for use as a community theater and a historical museum to house artifacts found during construction. This old barn becomes what we call today our Lodge. In 1972, the Ski Lodge has the official grand opening at what at that time is entitled the Plumtree Ski Complex. Billy Kidd, world ski champion of Steamboat Springs, Colorado is present for the grand opening. The Lodge opens restaurant facilities in 1973, and the “old barn” becomes the center of activity for our young community. Remember, at this time, we did not have a Clubhouse that you are familiar with today. The “Barrel Lounge” becomes an active place especially in 1973 when drinking age is lowered to18 years of age. In this same year, with activity growing, a 6,000 square foot addition is added to the “old Barn” for $135,000 completed in 1974. By 1975, rumors of bankruptcy, and the property owners reorganizing at a meeting held at the Lodge to elect a new Board of Directors to replace the Russwood dominated board takes place. The Lodge becomes the center of attention for all activity when the LCA Office moves to the “Plum Tree Ski Lodge”. The office moved to the North end of the Lodge directly above the restaurant and kitchen. After the restaurant closed, the office was moved downstairs. 1980’s By the 1980’s, the “Ski Hill and Lodge” was a booming place, the Barrel Lounge which at one time was a locker room with a ping pong table, becomes a grill serving breakfast, lunch and dinner. In 1983, the “Ski Hill Lodge” had the Spice Rack Restaurant & Ski and Mining Co. open nightly. The winter of 1983 may long be remembered as booming. In 1986, Patton Corporation sets up temporary sales offices at the Lodge for sales. During this time is the first announcement of a new facility. Patten Corp donated to the Association 112 acres west of the Lodge for the purpose of developing a new modern facility stating that the old facility should be torn down. However, this idea was not accepted by the membership, one reason being the old traditions being established at the Lodge, this was the community gathering place for fun and comradeship. The membership felt sentimental ties to their community center many of these feelings still hold today. In 1988, the Board of Directors created the Capital Development Program to upgrade and improve facilities and amenities. The Lodge was allotted $64,000 for repairs and upgrades, most of which was diverted to other major amenities and items. The Lodge was still showing good numbers. On Sundays, the Lodge would serve 150-200 people and during ski season you could have 300 young people involved. 1990’s In 1992, Lake Carroll joined the Building Officials Congress of America to take advantage of their current building codes and life safety engineering services. At that time we built a ramp for disabled wheel chairs access at the entrance and the General Manger’s office was moved from the 2nd floor to the 1st floor along with other safety moves and alterations. Still in 1992, the Lodge was the center of most activities. As we moved further into the 90’s, budget costs on the Lodge and Ski Hill maintenance becomes a familiar profile. In June of 1994, a maintenance safety report was completed by Saunders and Associates with a costly list of maintenance repairs needed. The June report was the first move of recommendations for recreation and facility improvements needed for a possible ten year program. Further discussions and study would follow, including walk-through to observe if we were compliant with the current building codes. Conclusion summary of that study was: “The existing structure was built under less restrictive or no codes at the time of construction and without further investigation, there is no way to determine if they were ever in compliance or need to be updated at this time with the exception of ADA requirements.” (It is fair to note that Carroll County is very loose when it comes to following codes and inspections.) Our title is a question many of the members ask and have been asking for many years. The purpose of this article, and a series of articles to follow, is to completely inform the membership of the facts and attempt to answer all questions leading up to your vote, later this year, as to whether we as a community should build a new Lodge. LETTERS TO THE EDITOR POLICYThe Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise

specified due to altered deadlines and adhere to the following guidelines:1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts. 3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.5. Letters are limited to 400 words or less.6. All letters must bear a signature and LCA section and lot numbers.7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

EDITORIAL & PHOTO GUIDELINESIt is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office.

Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines:1. Be of interest and benefit to Lake Carroll Members.2. Purposes for articles published are to inform and educate. 3. Articles containing libelous material or statements, derogatory remarks, obscenities or anything deemed inappropriate will not be published or are subject to editing after consultation between submitter and editor.4. Hard copy photos will be scanned and available for pick up one week following publication. 5. Special announcements (ie: wedding/anniversary/births/graduation, etc) may submit a single photo (published size to be determined by staff) and text of 100 words or less.

Submissions: An electronic file is the preferred method of submission. Files may be submittedvia email or provided on disk. Photos may also be submitted via email. Please make electronic submissions to [email protected]. The Editor will send a “received” confirmation email.

The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any submission for publication in the Lake Carroll News. Items submitted that are not in compliance to these guidelines will not be guaranteed publication.

2016 DECALS/MEMBERSHIP CARDS Decals have been issued to property owners who are current with their 2016 dues & have returned their 2016 Information Sheets with the appropriate fees, insurance papers & registra-tions. All delinquent fees must be paid before decals are issued. If you have questions regard-ing insurance or registration, please call Pam or Missy at the Front Desk at 815-493-2552 ext 10 & 20. Effective April 1, 2016 decals must be displayed.* Boat decals plus the CORRECT SECTION & LOT# must be displayed on all water-craft prior to launching.* Decals for golf storage, golf trail, and ATVs must be displayed before using these Lake Carroll amenities. Amenity photo ID cards MUST be presented upon sign-in at all Lake Carroll amenities (golf course, swim pool, ski hill, campground, etc). All dues & fees must be current to be eligible to use the Lake Carroll amenities.COLLECTION SCHEDULE & QUARTERLY PAY PLANS An “Intent to Lien” and “Demand for Payment” certified letter has been sent to owners with delinquent 2016 accounts. MARCH 2016 - FINE ASSESSMENTS

It is that time of year again to display your 2016 vehicle, boat, ATV, golf cart, and camper LCA decals. Please affix your decals as soon as you receive them from the LCA office. Security began checking for current decals April 1st. With the spring season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways. For those of you who do bike, walk or jog, wearing a safety vest is recommended. These vests vastly increase your visibility to motorist and can be purchased at the LCA Office or any big box store. A reminder that all piers, docks, boat lifts, and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.07 (D). I hope this information will be helpful for the 2016 boating season. The Illinois Department of Natural Resources stopped sending out renewal notices for watercraft in 2013. Watercraft registration is good for three years, so this may be the first year you won’t get a reminder. All registrations expire on June 30th; make sure you have renewed by this time. Registration can be completed at the DNR’s website, dnr.illinios.gov, click on boating and follow the instruction for watercraft renewal, a quick and easy process. You should receive your new watercraft registration within 10 days. New watercraft registration may also be completed on this website. A reminder in order for a boat to be registered at Lake Carroll, current State registration is required to be on file. Lake Carroll is hosting one Boat Safety Class in 2016 on April 23rd, 8am-4:30pm in the Clubhouse Lower Level. Call the office to register – 815-493-2552 ext 0. It has been brought to my attention that a number of Lake Carroll property owners (residence) have been utilizing guest’s passes in their vehicles instead of purchasing a Lake Carroll decal. This is a violation of the Lake Carroll code of ordinances, Title V, Rules and Regulations, Chapter 53.07 (A)(3). Let me be clear, the Security Department will be checking vehicles displaying guest passes; it is a violation of the Rules and Regulations for a member to display a guest pass in a vehicle owned by an LCA property owner. I would like to encourage everyone that has not picked up a 2016 copy of the Rules and Regulations to please do so. They are available at no charge at the LCA Admin Office, they are also available online at golakecarroll.com under Governing Documents. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one. I would like to wish all the property owners and their guests a safe and enjoyable spring season and DON’T’ FORGET YEILD TO YELLOW!!! Did You Know ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5-6). Did You Know all garbage receptacles must be returned to the residence within 24 hours of garbage pick-up? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F) (2). Did You Know it is illegal to let you dog or cat roam freely at Lake Carroll? Please be courteous to your neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H). BURLARY NOTICE: On March 4th, 2016 a burglary was reported to the Lake Carroll Security department. The incident happened in section 23. Two flat screen televisions were removed from a residence. The Carroll County Sheriffs Office and the Illinois State Crime Scene Investigation officers processed the scene. The Carroll County Sheriffs office is still investigating the incident. A majority of Lake Carroll residences are idle during the winter months. If you see a subject or vehicle at an idle residence that seems suspicious to you, please contact the Security Department.

Well it’s finally spring and hopefully everyone has heeded my warnings about going out on the ice (which is gone), or driving in the cold wintry conditions & not getting stuck in the snow. By the time you read this, most of our roadways will have been swept of the pebbles, salt and sand that the Maintenance Department used to help make our roads safe. However, we caution you to keep an eye out on the curves and intersections that may not yet be cleaned. Many of us will be climbing on and off our boats while they’re in our driveway, preparing them before we put the boat in the water. Please use some caution here, as stepping in and out of the boat on dry land is totally different than it is off the dock, while the boat is in the water. I’ve slipped off my stepladder several times doing this. Sometimes you just don’t realize how high the boat is off the ground. Speaking of ladders, spring cleaning is here for many of us. As your cleaning those ceiling fans and higher spots in the house, or maybe your gutters outside, please remember to be careful on your ladders. Part of being safe is using the right equipment. Don’t cut corners and use less sturdy items such as chairs or something else that might be handy. As of April 1st you can leave your docks, piers, and watercraft in the lake. Let’s make sure our equipment for a good and safe boating experience is in order. You must have a lifejacket onboard for each person in the watercraft. During the winter season mice find warm homes in your boat and can cause significant damage to lifejackets. Check your lifejackets for holes, frayed fabric or straps, and be sure the clasps are working correctly. More to follow next month on boating safety We just had our time change – It’s always a good reminder to change the batteries in our smoke and carbon monoxide detectors. First up. We are doing the annual Lake Carroll Clean-up on April 23, 2016. We will be meeting at the Hatchery @ 10:00am to get road assignments. (location has changed due to a weeding scheduled at the lodge that day). Food and drink will be provided and will be enjoyed with your friends and neighbors after we return with our collected treasures. Eating around 12:00pm. Please were bright clothing and comfortable shoes. Latest on the installation of our tornado sirens: GM Mike says everything is going on schedule for the late May completion. Read the GM’s article for more information. I’m sure that most of you have heard that there was a burglary in Sec. 23. It took place within the time frame of Feb 28 and March 4th . The property owner on return to his house noticed a large TV in his front lawn (which was his). Upon further inspection realized someone broke into his home, breaking through the front door causing leaving a lot of damage. One other TV was taken from the home, both being ripped off the wall. This investigation is ongoing by LC Security and the Carroll County Sheriff’s Dept. We have been extremely lucky here at LC regarding burlaries, thefts and other criminal activity. This is why it is extremely important that we take the time to watch out for our neighbors and their property. It doesn’t take much to call Security if you see anything out of place. I have said “if something doesn’t look right, trust your instincts.” Some examples would be a garage door left open, a van/truck in a neighbors driveway and you know they are not home. Call Security, they can check it out and contact the property owner. If they are on our Residential Checks service and the property owner is unreachable, an alternate number can be called. Many times a call is made and owner’s are having work done, etc. The property owner is happy someone was looking out for them. Spring brings out seasonal scammers. Just a reminder that LC requires all contractors that perform work at Lake Carroll to register at our office and display a contractor decal. The scenario below really does not happen often here at LC, but could, so please take notice. Spring has arrived, and so have salespeople who are driving neighborhoods, knocking on doors and offering to clean floors, empty gutters, fertilize lawns, trim trees, and repair homes. When salespeople show up on your doorstep unexpectedly, determining the scammers and thieves from the legitimate can be tricky. Spring cleaning and repair scammers may use some of the following tactics: Contractors, and those pretending to be, claim to have finished a nearby job early and have left-over materials. They offer home improvement for cheap. A contractor or handyman insists that you tour your home’s exterior with them to spot damage. Meanwhile, his associates get inside your home to steal valuables. The salesperson at your door is pushy or claims that an offer is limited. They ask for cash up front to purchase materials. If you pay, they disappear, never to return. Someone offers you free gutter cleaning. However, once working on your home, they purposely damage your chimney or roof fascia and offer to repair it for a hefty fee. The person at your door offers free floor cleaning. The crew uses sub-par cleaners, damaging your floor and ultimately refers you to a floor supplier. Or they scout for valuables to steal at a later time. If this happens to you take steps to prevent a scam happening to you. Do not let anyone in your house that you have not invited. Confirm that they are a registered Lake Carroll contractor. If not, they don’t belong here. (You can confirm by calling the office during normal business hours or checking the website – our registered contractors are listed under our LCA Sponsors.) Call a neighbor to come over to listen to the sales pitch and basically having a second pair of eyes to write down license plates and descriptions, but keep them outside of your home till you’re sure they are legit. Most of all call Security!!! Have a great and safe spring!

Insulation, re-siding, upgrades of washroom facilities, and space consideration added by purchasing the old Patton building for offices. There were repeated requests for information on the cost of renovation versus the cost of replacement. Lack of maintenance was beginning to take its toll. In November 1995, a long range planning philosophy began to take shape. Thoughts were not to abandon the Lodge, no upscale building is needed, no indoor pool is needed, scale down the Lodge to the members and rent to the public. The future center piece began to shift to the Clubhouse. Recommendations at this time was: full service restaurant at the Clubhouse, banquets at the Lodge, meeting rooms at both locations, separate the bar from the restaurant, dining room for 150-160 people, serve Lodge banquets with Clubhouse restaurant personnel and resources, the trend to move the center of attention to the Clubhouse was underway. However; the thought to salvage the Lodge as a Community Center was also recommended. In 1996, the conclusion for future direction was to redefine the Lodge as the Lake Carroll Community Center. Lack of care and maintenance had now taken a more serious toll. An investment of $550,000 would leave us with the same cut-up building and unobserved problems yet to fix. Consideration was given for a new 15,000 sq. ft. building at a cost of $1,350,000; however remodeling and maintaining was the preferred choice. Feelings by many, was that the Lodge was still the social center and that we should focus our efforts in that direction. Wendler Engineering reported that the building was structurally sound; however to rehabilitate and bring the building up to code would be expensive. Bottom line recommendation by the committee was any attempt to salvage the Lodge would be risky and expensive, at best. It would yield a building still having many of the

current shortcomings, along with a few new ones; the Lodge should be destroyed and replaced. In August of 1996, it was announced that the Lodge and Pool were ruled private in an effort to save $10,000 in insurance cost. The unexpected savings was revealed that the taxes for the hill were reduced to $1.00 when becoming private. In August of 1998, the Association Offices were relocated to the Patten Building and renaming it, the “Community Center”. The new Clubhouse has now become the center of activity for the community. Cost to remodel the Association Offices was $500,000 with the idea to mothball the Lodge; however the need for space for meetings kept the Lodge open with smaller amounts of dollars to maintain.

2000’s Again in 2000, a study committee concerning the future of the Lodge concluded that the Lodge be torn down and a one story building be designed and prepared by professionals. In May 2002, a Northern Illinois University Report suggested a new Recreation Center would be suited to the area along with concept drawings. In 2004, the Steering Committee put out another report concerning a new facility to replace the Lodge. Between 2008 and 2010, a New Lodge Committee, put together a report along with architects conceptual drawings and plans for a new facility. Meanwhile, all during this time the fate of the old Lodge has been in the balance with money available to just keep a bare minimum maintenance schedule. So, ever since 1994, not including the 1986 recommendation by Patton Developers, community study after community study concluded the same bottom line. “We need a new Lodge!”

What’s Next? Article II in this series will be published in the May Lake Carroll News. In it we will discuss activity usage and what a new Lodge will offer.

Good News for AT & T Cellphone Subscribers. As many of you know, Lake Carroll has been working with AT&T for several years now to provide AT&T with ground space so that they can construct a Cell Tower here on our property. Through no fault of our own, the process has taken much longer than we ever would have anticipated. In fact, there were a number of times during the process which had me convinced that the Tower might not be built at all. The Land Lease Agreement was finally agreed upon and executed in 2015 with a commencement date of January 1, 2016. I am glad to report that the Association is currently receiving rent for the 4,700 square foot piece of land near our maintenance facility and that AT&T is in the process of preparing for construction. We’re currently finalizing the easement requests

for AT&T to have power delivered to the site and they are already running fiber optic cable to the area. If all goes according to plan, AT&T hopes to have the Tower built and installed within the next several months. As AT&T customers already know, the reception for their service here at Lake Carroll is very poor, but it looks like you will be seeing a significant improvement sooner than later.Good News for all Property Owners. As part of the 2016 Fixed Asset Budget, the Membership approved a project to have four (4) severe weather warning sirens installed here at Lake Carroll. This project has been supported and recommended by our Safety Committee for a number of years now. With no warning system in place, Lake Carroll has been in a vulnerable position in the event of severe weather. Due to the size of our property and the terrain, it has been determined that four strategically placed sirens are necessary so they can be heard from all locations within our property boundaries. The sirens will be installed this spring and they will be active prior to the Memorial Day Weekend. The sirens will be located at the top of the Ski Hill, the West Marina, along Old Wharf Road in Section #21 and along Lake Carroll Blvd. in Section #24. I’d like to thank the Safety Committee for their persistence in getting this project approved and ultimately installed. We’ll all be safer as a result.Please apply your vehicle Decals now. Each year, usually in June, I receive calls, letters and e-mails from Property Owners who received a citation for not displaying a current vehicle decal. None of these communications are very friendly and many have expressed disappointment with receiving a citation for something they feel is so petty. I’d like everyone to know that the decals are not viewed as petty by the majority of our Membership and it’s our first line of defense in trying to identify non-members who may be attempting to use your amenities. The 2016 decals have been issued and should be applied to your windshields immediately. I assure you that the Association does not view citations as a potential revenue source and our Security Team would much rather be waiving to the driver of a car with a current decal, than issuing a citation. Changes to our Maintenance Department. In February, our Facilities Director of four years, Shaun Nordlie, left Lake Carroll to accept the General Manager position at Apple Canyon Lake. Though Shaun will be sorely missed, I couldn’t be happier for Shaun and his new opportunity. Shaun did a tremendous job for Lake Carroll and was well liked by his employees, his co-workers< and the Membership. Good Luck Shaun!

Ad-Hoc Community Center (1/30/2016): Norm Hoffman moved and Don Aleksy seconded to authorize the Letter of Agreement with Conlon Construction Co. for Construction Management Services for the Plum Tree Lodge Building Project as recommended by the Ad-Hoc Community Center Committee. Conlon Construction to provide all Pre-Construction services at no cost.

This agreement shall terminate if the project is not approved by the Lake Carroll Membership. Motion passed by roll call vote (7/0/0). M16.02.042. Barb Anderson moved and Norm Hoffman seconded to allow the Ad-Hoc Community Center Committee to begin informational and promotional activities for a new Lodge complex to the LCA Membership. These activities will make use of all communication venues available to the Association, such as; newspaper, website, e-mail blasts, social media, physical display areas, meetings, etc. These efforts will typically occur on a monthly basis. Motion passed by unanimous voice vote. M16.02.05 Barb Anderson moved and Jeff Howe seconded to acknowledge that Director Norm Hoffman will assist the new Lodge informational and promotional activities, primarily with the writing and publishing of related articles, typically on a monthly basis. Director Hoffman has a wealth of past experience and knowledge on the subject of the lodge evaluation efforts over the twelve years. Motion passed by unanimous voice vote. M16.02.06Club Minutes: Photography (1/12/2016); Photography (2/9/2016); Women’s Club (1/14/2016); Women’s Club (2/11/2016)Unfinished Business/General Orders:1. Crown Castle: The Board had some discussion regarding Crown Castle’s request to extend the lease for the tower location at the West Marina 15 years until 2046. The Board asked Mike Schmieder to continue negotiations with Crown Castle for better financial terms for the Association, but no formal action was taken.New Business:1. Request for motion to approve resolution for the execution of all LCA bank account signature cards: John Grotto moved and Don Aleksy seconded to authorize the account resolutions with First State Bank of Shannon dated 12/16/2015 setting forth signature authorizations and account management restrictions. Motion passed by roll call vote (7/0/0). M16.02.072. Discussion and Action regarding the land lease agreement dated June 10, 2015 between the LCA and Computer Dynamics/JC Wi-Fi: John Grotto moved that the revised contract between Computer Dynamics and the Lake Carroll Association executed on or about June 10, 2015, by then Board President Barb Anderson be, and is hereby declared to be rescinded, invalid, null and void and of no force and effect due to the execution thereof being without proper board approval and authorization. Written notice of this motion and action by the Board of Directors of the Lake Carroll Association is to be given to Computer Dynamics by the association’ general manager on the next business day following this meeting of the Board of Directors on February 26, 2016. Motion died due to the lack of a second.

Barb Anderson moved and Clarence Grant seconded to direct General Manager, Michael Schmieder to renegotiate the land lease dated June 10, 2015 and to have that lease approved by the Board of Directors at the March 18, 2016 Board Meeting. Motion passed by roll call vote (7/0/0). M16.02.083. Approval of CER for Rip Rap of Common Areas: Don Aleksy moved and John Grotto seconded to authorize the expenditure of $15,500.00 for the purchase and delivery of Rip-Rap to be installed on Lake Carroll Common Areas, as long as the costs remain the same as last year. RR5 and RR4 rock to be provided by Wendling Quarries, Inc. of DeWitt, Iowa. Rip Rap to be delivered by Haas Brokerage of Elizabeth, IL. Funds to come from the 2016 Fixed Asset Budget. Motion passed by roll call vote (7/0/0). M16.02.094. Approval of CER for the replacement of existing Water Softener: Barb Anderson moved and Clarence Grant seconded to authorize the expenditure of $3,500.00 for the Purchase and Installation of a replacement MGTE Series Water Softener for the Clubhouse. Water Softener to provided and installed by Brinkmeier’s Plumbing of Pearl City, IL. Funds to come from the 2016 Fixed Asset Budget. Motion passed by roll call vote (7/0/0). M16.02.105. Approval of CER for the Installation of the Fish Hatchery Pond Valve and Outlet Structure: Norm Hoffman moved and Jeff Howe seconded to authorize the expenditure of $29,494.99 for the purchase and installation of a replacement pond outlet structure and slide gate valve at the Hatchery pond. He worked with Mike Schmieder to get a list of our addresses to prove to the government that we are in an underserved area, one of the requirements for getting the grant. Don said that the construction cost of the project should be less than for Nicor, since Mediacom said the installation does not go as deep in the ground. If we are successful in obtaining the grant, there should be no cost to Lake Carroll for this project. Norm Hoffman asked Nancy Comstock to give an update on the marketing plan for the year. Nancy said she will put something together for the next Board meeting. John Grotto asked what the status of the AT&T tower construction was. Mike Schmieder said that the company that will be responsible for the construction, TowerCo, has been out to see the site, but there is no projected construction date yet.Audience Questions/Remarks: Nancy Comstock (26-11) had a number of questions. First, she asked if AT&T had starting making its lease payments on the site for the new tower. The answer is yes; they have started making payments. Next, she asked if all the rock for the Association rip-rapping currently being stored in the West Marina overflow parking lot was going to cause a problem if it stays there over the summer. Mike Schmieder responded that he didn’t think it would be a problem, as we will try to confine it to a small portion of the parking lot. Nancy also asked if the dam grouting holes were involved with any of the damage that was being reported on the spillway bridge deck. The response was that the holes are in a different location and don’t affect the bridge deck. Finally, she asked if the Association was doing anything yet with regard to a plan that was announced by a company to pump water out of the ground in the county and ship it out west. Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided. The order is by department/category.1. Report on directives from the February 26, 2016 BOD Meeting. a. The Quarterly Committee Chair/Board President meeting has been scheduled Saturday, March 19, 2016. The Meeting will be held in the conference center and will begin at 9:00am. Refreshments, including Breakfast Pizza will be provided by me. b. At the January BOD Meeting, Clarence Grant informed the Board of an article he read in the Prairie Advocate regrading an International company who has requested a contract with the Jo-Carroll Depot Local Redevelopment Authority to pump large quantities of water from the Cambrian-Ordovician Aquifer system. Attached to this report is an article from the February 24, 2016 Carroll County Review. This article covers the discussion which was had by Carroll County Board. The project is still in its preliminary stages and further studies need to be performed before the contract takes effect. c. The Board considered a lease extension between the LCA and Crown Castle for the 10’ X 10’ Cell Tower land lease behind the West Marina. Crown Castle has expressed interest in extending the current lease which expires in 2031 to 2046. Crown Castle has offered an $8,000.00 one-time signing bonus. The Board directed me to further negotiate the current rent of $453 per month and request that rent be increased to $1,000. After much discussion, Crown Castle has agreed to increase the rent in 2026, five years before the current lease expires. The rent increases by 3% each year and the rent will have escalated to $591 per month in 2025. Crown Castle is will to increase the monthly rent from $591 in 2025 to $900 in 2026. The rent will continue to increase by 3% each year from that point forward. The net effect of this rent increase; over the 20 years between 2026 and 2046 is in excess of $100,000. This matter appears on Friday’s Agenda for Board Approval under Unfinished Business. See attached spreadsheet. 2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. In an attempt to gather information on how LC might market to the incoming Employees of the Thomson Correctional Facility, I contacted the Thomson Chamber of Commerce for information on any “Open House” or “Welcome” type of events held for the employee’s. The President of the Thomson Chamber is John Whitney, who also owns and operates the Carroll County Review. Mr. Whitney informed that an event had been preliminarily for February of 2016 but was cancelled as no new employees had been hired since October. John also informed that the funding for more staff is in place and should occur later this spring. I decided to join the Thomson Chamber which will allow us to provide a link to our website on the Chambers website. Our Membership will also include any updates on news regarding the facility and when future “welcoming” events will be held. Cost to join for a year is $40. c. Progress regarding the installation of four (4) weather alert (Tornado) sirens has continued and the installation remains scheduled for April/May. The final locations were determined and letters have been mailed to all Members who own property within 500 feet of the proposed sites to inform them of the Association’s intentions.3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, March 2, 2016. Matt Ripplinger and Adam Renner, our Cincy-Safe representative, were in attendance. Further

discussion was had regarding drug testing. The minutes from the meeting are attached to this report. 4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program remain steady. I’ve been averaging approximately two (2) inquiries per week regarding our Lot Sales program. We currently have one sale pending and we closed on two lots during the week of March 7, 2016. We’ve sold four lots so far in 2016. A summary of the 2016 sales is attached to this report. 5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached. -DPE’s collected thru 3/14/2016 – 1,768.41 -DPE’s collected thru 3/14/2015 – 1,785.72 -Variance between 2015 & 2016 – (17.31) -DPE’s budgeted for 2016 - 2,210.00 -DPE’s projected for 2016 - 2,210.00 b. Fifteen (15) Ownership transfer transactions were processed between February 18, 2016 and March11, 2016. Five of these transactions were homes and eight (8) were for undeveloped lots. Three of these were Association owned lots, one was a new Co-Member and two were new Associate Members. One lot was deeded back to the Association in lieu of foreclosure. c. Through 3/14/2016, 561 Natural Gas Permit Fees have been deposited totaling $140,250.00. d. The annual Marina Slip Lottery was held on Saturday, March 5th. Twenty (20) Lot Owners attended and twenty slips were assigned. We currently have no slips available in the East Marina and only six (6) remain available in the West Marina. e. The Annual Campground site lottery was also held on Saturday, March 5th. Twenty Three (23) Property owners attended. The Campground waiting list is now at forty-one (41) f. Campground seasonal site and storage, Boat Storage, Golf Cart and storage fees are currently being collected. These fees are all due no later than March 31, 2016.6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for January, 2016 have been completed and have been sent electronically to the Board. February statements will be sent within the next ten days. February and March Financial Statements will appear on the April Agenda for Board approval. ii. Lisa continues to work with the Auditors answering questions and providing requested back-up materials and documents. iii. The Gaming Machines generated $1,940.71 in income for Lake Carroll during the month of February, 2016. This amount is significantly higher than we anticipated and $940.71 higher than we budgeted for February. See attached report. iv. On March 4, 2016 the Illinois Gaming Commission renewed our Gaming license. The annual fee for the renewal is $100. See attached copy of the current Gaming Establishment License which is good through March, 2017. v. Lisa has spent a significant amount time working with the new Accounting Software to develop a forecasting tool which will be very helpful to all of the Mangers, as well as me. Lisa had developed a projection model which was very time consuming to update as we moved through the year. While she invested much time in creating this, updating the projection will be much easier and faster than in the past. This projection will reduce the budgeted amounts for labor and operating supplies based on the higher or lower income levels. Thank you Lisa. b. Human Resource: i. No specific report7. Safety & Security: a. As requested at the January Board Meeting, I am including Luke’s full report. b. Luke attended a two day EMS Conference in Dubuque March 4th thru the 6th. 8. Hope everyone had a safe and happy fun-filled winter. Spring is around the corner and we have some great things happening. I have to first say what a great winter we had at the Clubhouse. A few of our first-time winter events were: Wine Tasting 101 with Mike Schmieder. Mike shared his knowledge of 10 popular wine varietals and how to pair the right wine with your meals. We had a really good turnout and everyone commented on what a wonderful time they had. We also held our first Taste of Carroll County. I want to thank

all the vendors that came out, our staff, and all of you for helping make this such a success. We had Heirloom Market Café from Thomson, Char from Trailside, Bella’s and Brothers from Lanark, M&M from Chadwick, of course the Clubhouse was also represented. And last but not least, the Girl Scouts! Just a few of the items served were Chicken salad, Broasted Chicken, Pizza, Pulled Pork, Asian Nachos, and much more. Make sure you stop by the restaurants listed to try their food. I know I will be looking forward to an even bigger event next year with even more vendors. 10. Facilities Management: a. Doug Rominski has been instrumental in maintaining the continuity of our maintenance operations. b. Kayak Racks have been constructed and placed at the East Marina and at Three-Tubes. There are 12 slips available for rent at the East Marina and 10 slips at Three Tubes. Members will be able to store and secure their Kayak’s in these racks for a fee $40 per slip per year. c. Doug and I have been in communication with JDH Contracting Inc. regarding the installation of the new AT&T cell tower to be constructed just south of the Maintenance Building. JDH is currently requesting locations for the utility easements and the proposed locations will be reviewed by the A & E Committee on Friday, March 18th. Based on the A & E Committee’s review, the Board will be asked for approval at the April BOD Meeting. d. The annual road clean-up has begun as the sweeper brush has been attached to the John Deere tractor. 11. Lake Management/Wildlife: a. The lake level as of March 10, 2016 was 740’ and 1”. b. The Dredge has been repaired and will be put into the Lake on Monday, March 21st. An additional 100’ of flex-pipe has been ordered and will be here prior to next Monday. c. The orange “No Wake” buoys are being cleaned up and placed in the lake this week. d. A decision still needs to be made if we are going to spend funds to survey the dredge spoil area to calculate how much sediment has been pumped into the spoils pond. If this is going to be done, it should be done before we begin dredging for the year. In Joe’s opinion, the only reason to do this would be to better understand how much sediment has been moved thus far, and to show the results to the membership… good or bad. e. Joe completed the certification for general pesticide applicator and aquatic applicator for 2016. f. Joe attended the ILMA and AFS joint conference in Springfield. g. We received notification from the 319 EPA grant program that we were not selected again this year. I will be resubmitting the application before the deadline again in 2016.12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review. b. The First A & E Committee meeting since January will be held on Friday, March 18th. 13. Golf Operations (Pro Shop): a. Jason has completed the 2016 golf season tournament schedule and the Pro Shop is set up and open for business. b. The Driving Range opened on March 7th and the Golf Course was opened for play on Monday, March 14th. c. We have picked up 3 new large outings and Jason is working on 2 more large outings. Several small outings have also been picked up this year with the closing of Oakville Golf Course. d. We now have new reciprocals with the following courses: Freeport Club, Woodbine Bend (limited) and Timber Creek GC in Dixon. e. Jason and Tim have been working with Lohman Design Group to prepare for the start of the 2016 Golf Course Maintenance projects April. This Fixed Asset Budget project was approved at the January BOD Meeting. f. Jason and Tim are also currently working with the Golf Committee to update their Five Year Plan and outline their 2017 Fixed Asset Budget requests.14. Golf Maintenance: a. Tim and his staff are have been working hard to get the course cleaned up and ready for play for about the last two weeks. Newly painted garbage cans, ball washers, tee markers and sand trap rakes have been placed on the course. b. The new Rough Mower has been delivered and may actually be cutting grass in the next few weeks if the warm weather and rain continue. Tim is pretty excited about this new piece of equipment. 15. Clubhouse Operations: a. Planning is underway for the St. Patrick’s Day celebration which occurs on the same night as the Yacht Club’s Robbers Bingo. Also being created are the menus for the Easter

Brunch as well as the Mother’s Day Brunch. Both of these Brunches have been very popular and very well attended so plan ahead and make your reservations now. b. The Carpet and ceiling mounted sound panels were professionally cleaned on Monday March 7, 2016. The carpet looks and smells terrific but the stains in some of the sound panels are permanent. c. An in-service was held for all Clubhouse Employees on Wednesday, February 24th. This Customer Service training session was sponsored by the Lanark Chamber of Commerce and cost only $4.00 per person. d. On Thursday, February 25th, we held an informational session on wine. Approximately 40 people attended the session and had the opportunity to taste 9 different varietals and learn a little about each. The event was very well received and many attendees asked if we could do it again. e. On Wednesday, March 9th, we held an event at the Clubhouse called the Taste of Lake Carroll. Approximately 200 people attended and enjoyed the food samples which were offered, some cocktails and the event in general. We originally had 9 restaurants who informed that they would attend but one cancelled the day of the event. This event generated over $2,000 in revenue for the Clubhouse on a night that the facility is usually closed during the winter months. Great idea and great job to Denise and Danielle for creating the idea and making it happen. f. Over the past year, we have experienced significant revenue growth in food and beverage sales. Much of this growth is due to the quality and consistency of our food. Our food cost however has been a disappointment. I am currently working with Denise and Mel to make changes to some menu items and accurately cost out each menu item to assure that we’re charging an appropriate price for each menu item. I am also working with Mel on her ordering practices and will try to identify any areas or items which are creating waste. A complete menu item “cost-out” will be presented at Friday’s Board Meeting. It is the goal of all three of us to operate the clubhouse at the budgeted food cost in 2016. 16. Recreation Complex Operations: a. Aquatic Complex: i. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 233 times between February 15, 2016 and March 9, 2016. ii. Chelsey is currently busy making plans and booking entertainment for the Spring, Summer and Fall. c. Ski Hill: i. January 16th opened up our tube tow season and remained open thru February 13th weekend. Overall poorer attendance noted for season. Ski Hill failed to open due to the lack of snow, lack of weather cold enough to make snow and a water shortage from the pond. ii. Mike Reed, Doug Rominski and I met with Dick Bauman at the Ski Hill Pond on Monday, March 7th. The purpose of the meeting was for Dick to evaluate the pond and submit an estimate for the pond engineering report which is a 2016 Fixed Asset Budget Project. The information which will be provided from this engineering report will give us options and help us determine the best course of action to rectify the problems with the pond losing water. Dick is currently working on a proposal for the study which will identify the cost and outline the scope of work involved. I hope to present a CER for this study at the April BOD meeting. iii. Attached is a revenue report from the Tube Hill for the abbreviated 2016 season. 17. Campground: a. The CER for the water line extension was presented to the Board at the February Meeting. The CER was not approved as the CER was vague and lacked several details regarding the costs associated with the project. We were hoping to present the CER at the March Meeting but we are still gathering the necessary information. The CER for the water line extension will be presented at the April Meeting. 18. Equestrian Area(s): a. A CER has been placed on the March Agenda for approval. This CER is for replacement fencing.

Welcome to April, activities around the Lake are beginning to show life. Spring cleaning around the house, garage, and our yard seems to take time, but well spent for most of us. I’m excited that golf season has started and we can get out on our beautiful course. The snowbirds are beginning to return; I had a spotting of Larry and Merce Meyers last month and more seem to be arriving everyday. The Board meetings have been quite a change lately. Number one they have been ending much earlier (knock on wood) and we haven’t had many 4-3 votes. This does not mean we haven’t been covering important topics; it just seems currently the topics have not been very controversial. Board President Jim Ogborn is doing a fine job! Issues that come up every year are subjects concerning technology. I probably should not say every year, but rather almost every month.

We have been discussing topics such as upgrades of software, new systems for efficiency, security cameras, drones, Mediacom, webpages, including the new technology added to maintenance equipment, all topics of concern and what direction to take. Now I’m not the person who can lead in these topics especially since I rely on my wife for helping me keep somewhat relevant. Everyone always wonders where my cell phone is, the flip phone with an antenna and a dial. I guess I can relate to being happy and having as much technology around me as I need or enjoy. My 70” Sony TV screen to watch my favorite movies and sports teams is very satisfying to me. The technology topic reminds me of a story that I had heard when I first moved out to Carroll County. After having dug to a depth of 10 yards, New York scientists found traces of copper wire dating back 100 years and came to the conclusion that their ancestors already had a telephone network more than 100 years ago. Not to be outdone by the New Yorkers, in the weeks that followed California scientists dug to a depth of 20 yards, and shortly after, headlines in the LA newspaper read: “California archaeologists have found traces of 200 year old copper wire and have concluded that their ancestors already had advance high-tech communications network a hundred years earlier than the New Yorkers. One week later a farmer in Carroll County reported the following: “After digging as deep as 30 yards in corn fields near Mount Carroll, Billy Bob Johnson, a self taught archaeologist, reported that he found absolutely nothing. Billy Bob has therefore concluded that 300 years ago, Carroll County had already gone wireless.”

Perception: Many members, including the Board, are very concerned of costs going up on our budget. How do we hold down these costs wherever we can? Our Finance Committee works on this question every time they are recommending the next year’s budget. Technology is a part of this budget in many areas. We sometimes think of computers and software as the area of technology; however it includes much of our equipment also. Sometimes you have no choice but to improve the technology because the new technology has been added to the product for the customer. Example being when you go to buy a car, try and buy a car without power brakes, car heater, suspension modifications, or radio. I can remember cars being advertised for sale “with a heater.” My uncle, who worked for General Motors, is one of a team who invented turning on the radio and the antenna would go up. All the technology improvements that slowly are added to the product add cost which in turn adds to our cost of living. This is true on most maintenance equipment you see on our fixed asset budget. Technology is all around us. Not long ago I went to buy a simple small refrigerator so I could keep cool beverages and some overflow of food when our home is invaded with company. Now I understand we do not call them an “ice box” anymore, although some of us from Chicago, like me, has a tough time dropping that phrase when you grow up with ice blocks being delivered. So, there I was trying to find a refrigerator with no ice maker, smaller cubic feet, no water service from the outside of the door, no fancy stainless steel door, no separate temp controls on the inside, no butter compartment to keep it soft, all I wanted was a refrigerator with the basics. The store manager took me to the back of the store in the corner. There set a refrigerator just a little shorter than I, that was as bare bones as they had, and it still had features including “frostless.” Yes, that also is technology, we have a whole generation of people that do not remember that we had to defrost the freezer and empty the excess water. The bottom line, all of us have appreciated and enjoyed the convenience of technology all around us as our society has moved forward. The point we have to remember is the cost of that improved convenience has slowly risen year by year with the new model, and that cost is pasted on to the users. I guess it is time to return to my 70” TV with surround sound and enjoy the Blu-ray DVD film that was just at the theater last month. Sure beats that 6” black & white TV screen I used to watch as a kid!

At approximately 1:25 am Friday, March 25, 2016, Lanark Fire was alerted to a house fire at 24-15 Hidden Ranch Drive. Upon arrival on scene, Lanark and Shannon units found the 9,000 square foot home fully engulfed in flames. Efforts were unsuccessful to save the house, but were able to save the detached garage with vehicles and ATVs stored inside. MABAS (Mutual Aid Box Alarm System) was alerted at approximately 1:29 am and brought in resources from approximately 10 fire departments in the area. The State Fire Marshal’s Office was called in and are continuing their investigation into the cause of the fire. I would like to commend all area fire departments for their help and professionalism in dealing with this. The March meeting brought together 32 members and 6 guests in knowledge, fellowship and service. President Lana Soldat lead the group in the Pledge of Allegiance and club collect, and recognized those with March birthdays. Mary Grant, JoAnn Garriff and Joan Abbott were identified as the three members of the nominating committee for 2016/2017. They will be seeking candidates for Vice President and Treasurer. The Allocation

committee will consist of Brenda Schnarr, JoAnn Borysiewicz, Gael Will, Rosanne Stangl and Loretta Dick. They are currently seeking input on worthy organizations to which the membership would like to see funds allocated. Helen Sykora provided an update on the Hattie Vicker memorial and advised that the family is very pleased with the Eastland Scholarship plans and Hattie’s poem on a plaque. They plan to attend the scholarship presentation program in May. Guest Speaker, Dan Danielowski of Timber Lake Playhouse made a brief presentation on upcoming events and volunteer opportunities. The group enjoyed tasty treats and refreshments provided by hostesses Donna Flaska, Nancy Flikkema and Carol Margosein. The program of the month was a presentation by Jill Shaulis from Yellow Creek Quilt Designs in Pearl City. Jill and her sister Vicki opened their shop in 1992. She described their journey from inception of the shop to what it is today by showing many beautiful quilted pieces, and sharing the stories that inspired the pieces. Their second pattern book will be published this year. They also create fabric designs and conduct classes. Jill emphasized the importance of outlets for creative energies and quilting is her outlet.

As I’m writing this article in mid-March, we have bluebirds checking out a couple of bluebird houses on our property. Other Lake Carroll residents have also reported bluebird activity already due to the warmer temperatures. By now, the bluebirds should be ready for their first nesting. If you have bluebird houses, now is a good time to clean them out if you haven’t already done so. A light scraping with a small putty knife usually does the trick. If you are interested in trying to raise bluebirds yourself for the first time, Bluebirds Across Nebraska is offering the same package as the past two years here at Lake Carroll. They are a nonprofit group dedicated to increasing the bluebird population and have donated all the birdhouses that you see on and around the golf course. We check the 35 birdhouses at least once a week and keep records on their progress and also try to deter other birds like sparrows from overtaking their houses. For $25 you can get a three-year membership that includes quarterly newsletters, a welcome kit, and a bluebird house of your choice including the mounting pole. We will even set it up for you in the best spot on your property to attract bluebirds. Your check is also tax deductible. If interested, contact us at [email protected]. The Lake and Wildlife Committees have once again volunteered to assist LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll. Egg addling is a common measure taken for many private lakes like ours who have an over- population of geese. Addling is applying a light coat of mineral oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch. We are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually from the lakeside, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Arlene Gries at 815-493-2552 ext 15 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags which we ask you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

Attention All Watercraft Owners:

Last year the State of Illinois implemented a new law regard-ing the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant or-ange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continu-ously, while the person or persons being towed depart the boat

in preparation for towing and until reentry into the boat when the activity has ceased. Display of the flag for purposes other than the activity described in this section is prohibited.”625 ICSC 45/5-14. Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Car-roll watercraft will be required to display the flag at all times when towing a person. The recent State law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.The Lake Carroll Skier Down Flag is MANDATORYin addition to the State law stated above. Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity. Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat. The Admin Office has both the orange flags which are compliant with the State law that can be at-tached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season. We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics. Lake & Natural Resources We’ve been receiving a few calls on the lake level this year. Oddly enough, it is for requests to LET WATER OUT OF THE LAKE! For decades we’ve received complaints about the lake level being too low. Now that last year’s grouting program has been a huge success, now we’re being asked to lower it. This article is an explanation of our current valve usage policy and our decision making process for drawing the lake level down. This past fall we lowered the lake three feet in November for our annual fall drawdown. This drawdown is done to allow shoreline property owners the opportunity to do maintenance projects, such as rip rap and sea wall repair or installation. We also use this as an ‘exercise’ for the valve, which is a requirement for our permitting

with the State of Illinois. After our annual drawdown in November, the lake was back to full-pool by the beginning of December! Along with this the unseasonably warm winter kept the lake from freezing over until well into the New Year, and the water has been consistently running over the spillway all winter. Now that the spring thaw has come and spring rains are beginning, some property owners want us to open the valve and lower the lake to allow room for anticipated spring rains. They have requested this due to their concern for flooding in the lake. Unfortunately for those that have concerns, the valve is not designed as a flood control structure and is only used for lowering the lake for maintenance programs. Also, what would happen if the lake was lowered to compensate for ANTICIPATED rains, and those rains DIDN’T COME! What if the lake didn’t come back to pool after a decision to lower it again in the spring? I’m sure our office and management phones would blow up with calls and criticisms. To help alleviate the concerns of those for excessive spring flooding, I’ll explain how the dam functions, by design, to compensate for high water conditions. The principal spillway of the dam (under the bridge that crosses the dam at the south end) is designed to handle flood events that raise the lake all the way up to 5 feet above pool elevation. While this has only happened twice in the history of Lake Carroll (both within a year of each other), the average “flood” event raises the lake less than a couple of feet. As the lake elevation raises, the volume that leaves the principal spillway increases exponentially, allowing much more water to leave the lake, reducing the time it takes for the lake to come back to pool. Conversely, the impact opening the valve would have on lake level at high elevation would be GREATLY reduced. But at the same time we would be making a choice to add MORE water to our downstream neighbors, with a negligible impact on our upstream conditions. Simply put, it is best to let the dam and its spillway function as it was designed during storm and flood events. In the future, we may have to consider our fall draw down policy. If our lake continues to come back to pool so quickly, it might not allow the contractors enough time to perform the necessary lake maintenance on shorelines. We may have to consider multiple drawdowns in the fall to make sure the work can be completed. Only time will tell on this and we’ll have to evaluate this policy in future seasons. Our lake level is closely monitored by staff. A monthly record is maintained and is available on our website under the Lake and Natural Resource webpage > Lake Status. I hope this information has answered some of your concerns. We’re looking forward to another great year at Lake Carroll.

We decided to cancel the March potluck dinner to support the Taste of Carroll County event held at the Clubhouse on the 9th. Judging on the turn out that night we, along with many others, filled the Clubhouse for the local dining vendors that participated. The treats were great! We all hope this will be a repeat event. There was even a new restaurant in Chadwick, M&K’s. Another place we will have to try, as their catfish was great. Check out the list of venders in the Clubhouse News, as you may find a new place to visit also. Our next potluck meeting is scheduled for April 13, the second Wednesday of the month, at 6:30pm. Hope you will join us if you can. With the unusually warm spring-like weather, we anticipate starting the walleye netting program earlier than the 1st of April. We had a work day at the Hatchery on March 10th, getting the nets and Hatchery equipment ready, finding the boat keys, and charging the batteries. A couple of the members were chomping at the bit to begin setting the nets, so set a couple next on the 14th to see if the timing is right since the warm weather has arrived early. We will be looking for volunteers to check the nets each day, seven days a week. So if you have the time and are interested in helping, come down to the Hatchery and sign up on one of the sheets. No experience necessary; some lifting required; if the net is full of fish they can get heavy. I have had the entire boat bottom ankle-high in crappies and also found a 30 plus Muskie in another, so you never know what we will find. We count and return all but the walleyes back into the lake, bringing the walleye males and females back to the Hatchery for eggs and sperm to propagate the hatchlings for Lake Carroll. We also are having our Annual Open Houses at the Hatchery on April 10th and 17th. You can bring the kids and take the tour.

Ladies Golf League2016 Season Sign Up

Whether you’re an experienced golfer or just a beginner, please consider joining the league. It’s a great way to have fun, enjoy the great outdoors, and make new friendships. There are three divisions of the league that play every Wednesday throughout the spring and summer: 18 Hole AM, 9 Hole AM, and 9 Hole PM. The sign up date is Wednesday, April 6, 5 PM, at the Clubhouse. Thirty five dollars includes both handicap and league fees and is payable at registration. You do not need a handicap to join…handicaps will be established during league play. The first day of play is Wednesday, May 4. We began announcing update requirement in September 2014. To date, there are still a number of Members who have not yet updated their children’s photos. Unfortunately, if those children try to access an amenity with their old card, they will be denied access and advised to visit the Admin Office. Primary LCA Member’s dependent children 5-24 years of age were required to have new photos for their 2015 LCA ID cards.

Our current program has been in effect since 2007. PLEASE NOTE: ID cards printed prior 2014 for dependent children 5-24 years of age have been deactivated. If your dependent(s) have not received a new ID card (see sample), you MUST submit new photos. We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to [email protected]. Be sure to identify your photo files with the filename, section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Golf season is upon us and we want to remind you of the mandatory flag rules pertaining to golf cards. As stated in the Lake Carroll Rules & Regulations, Chapter

50.03 Golf Carts:(B) Regulations. (7) Private Golf Carts. (a) Private golf carts are restricted from using Lake Carroll roadways except as a direct route between the owner’s property and the golf course. (b) Private carts cannot be loaned or rented out. (c) Private golf carts operating on Lake Carroll roadways as previously stipulated must display a red or orange safety flag that projects seven (7) feet above the ground surface. (d) Member must accompany their Guest golfer when using Member’s private golf cart. (8) Handicap Golfers: Golfers with a physical handicap must display a blue safety flag that projects seven (7) feet above the ground surface that allows them to drive closer to the greens. In the event a handicap golfer uses their private cart, they are required to display two (2) flags (on separate or same staff), one (1) red or orange and one (1) blue.

Looks like we have been blessed with a very mild winter and early spring this year, hopefully that translates to a great start to the 2016 golf season. This year we opened the course March 14th, the earliest, I believe, we have every opened. This year is shaping up to be one of the busiest years for events, so I will do my best to keep everyone posted of upcoming events and outings. There are several places to find events at the Lake Carroll Golf Course, the following are the best ways to find out what’s going on at the course:1. LCA Newspaper will have a list of all Tournaments, Outings and Junior Golf Camps accompanying my article.2. golflakecarroll.com is the website focused on the Golf Course and Pro Shop happenings, please sign up for the e-club to get emailed information and promotions. Sight should be back up and running by

the middle of April and we will be doing promotions for e-club members throughout the year.3. The Lake Carroll Golf Course Facebook page is another great way to get upcoming events and promotions for the Golf Course and Pro Shop. Just “Like” Lake Carroll Golf Course on Facebook.4. Bulletin boards in the Pro Shop and Clubhouse bathrooms will have upcoming events and the 2016 Schedule of Events posted on them throughout the year.5. The Pro Staff at the Pro Shop would also love to assist you with the schedule, tournaments, clinics, or anything you may need. Just ask Mike, Jarren, or myself, anytime. So there are 5 great ways to help get you 2016 golf schedule throughout the year. I recommend you check back throughout the year to see if there have been any changes to the schedule. The following are some of the events coming up in April and May: April-May 19th Singles and Doubles Match Play Sign up April 4th Senior Men’s Travelling April 23rd Spring 2-Person Scramble May 7th Mother’s Day Alternate Shot May 28th Moonlite Nite Golf May 28th-29th Manufacturers Demo Day

May 30th Memorial Day Scramble These are all great events for all golfers to enjoy; sign-ups for these events will be in the Pro Shop. Match Play also begins in May with sign-up ending May 19th and matches starting May 21st, so get signed up today. We will continue to have the best lineup of golf products in Northwest Illinois, with the best prices anywhere, including Golfsmith, PGA Store, and the Golf Shack. We also will continue giving FREE Fittings with the purchase of irons, continue to take clubs in on trade, and will also have a full lineup of demos for you to try. Speaking of Demos, we will have another Manufactures Demo Day Weekend over the Memorial Day Weekend. Saturday May 28th and Sunday May 29th from 9-3, we will be having the manufactures on the range with all of their products for you to try; I will post the schedule in the next article and it will be posted around the Pro Shop. Price per individual adult lessons have stayed the same as last year at $35 per 30-40 minute lesson, junior lessons, group lessons, couples lessons and junior camps are also available. A full price sheet and schedule are available in the Pro Shop. Junior Camps are also available on the weekends and weekdays. B I have worked out some new reciprocals with area courses including Woodbine, Freeport Club, and Timber Creek. A complete list of these courses is included with this article and please let the Pro Shop Staff make your tee times for you at the reciprocal courses. This year we will again be completing construction on the golf course beginning in April. There may be some rerouting and temporary tees that will be used for a bit to let things grow in. This year’s work will include the Tees on holes 15, 16, and 18, with fairway sandtraps being added to 15 and 18. We apologize ahead of time for any inconvenience and we hope to have things open for use by Memorial Day. Please stay off of any new seeding or sodded areas. Thanking you in advance for your patience and understanding. In the long run, the course improvements will be worth it! I hope I remembered everything. I look forward to seeing everyone this year.

The first 2016 meeting of the Trail Club is at 11am on Saturday, April 9th at the Lodge. Hopefully by then, the trail will be open. On the agenda is to elect new club officers, as well as to finalize the club’s event schedule for the year. For those not familiar with what these events are, here is a brief description: In June we organize a Poker Run around the trail where riders pick up cards at various spots along the trail. Returning to the starting point, riders make the best poker hand they can. Prizes are awarded as well as lunch for all riders. In July, we offer Free Rides on a section of the trail to those who don’t have a trail vehicle. Over the years we have taken hundreds of riders on their first experience of our fantastic and unique trail. Many have gone to purchase an ATV or UTV themselves to join use as regular riders. In October we organize a Night Ride on the trail. This is by far our most popular event each year. Many riders light up their machines to compete for the title of best decorated, as well as the opportunity to lead the group. At the end of the ride we enjoy the warmth of a glowing fire. The last event held in November is our Pack the Pantry ride where we collect donations for the local Shannon-Lanark Food Pantry. This is a fun fall ride for a great cause and for many, the last ride of the season as fall turns to winter and the trail is once again open only to snowmobilers. To make this happen, we need volunteers. If you love the trail as much as we do and have a couple hours to volunteer, please attend one of our meetings or email us at [email protected]. LANARK — The Illinois Student Assistance Commission has announced the names of the 2016-17 Illinois State Scholars. This year’s honorees join the ranks of other outstanding Illinois high school students who have received the prestigious accolade since it was first introduced in 1958. Nearly 19,000 high school students recognized for outstanding academic achievement, including 30 local academics. “It is always an honor to announce another extraordinary group of State Scholars,” said Eric Zarnikow, ISAC executive director. “At a time when postsecondary education could not be more important to future job and career success, these students have demonstrated the kind of effort and dedication that will help them advance not only their futures, but the future of the state as well.” Zarnikow said Illinois State Scholars possess strong academic potential and are chosen based on a combination of exemplary ACT or SAT test scores and sixth semester class rank.
