Proposal Summary
ENSP is proposing curriculum modifications for two of its concentrations: Environmental Politics and Policy (GVPT) and Culture and the Environment(ANTH).
Environmental Politics and Policy:- REMOVE GVPT273 from list of requirements. In its place, ADD GVPT course of choice (200/300/400-level)- ADD and REMOVE courses options from list of Restricted Electives
Culture and the Environment:- ADD course options to list of Restricted Electives, both inside and outside Anthropology.- ADD ENSP306 list of Applied Field Method course options
PCC 20002
Program and Catalog InformationProvide the catalog description of the proposed program. As part of the description, please indicate any areas of concentration or specializations thatwill be offered.
Environmental Science and Policy is a broadly multi-disciplinary, undergraduate major, drawing courses and faculty from 9 departments and threeColleges (the Colleges of Agriculture and Natural Resources; Behavioral and Social Sciences; Computer, Mathematical, and Natural Sciences).
126: Environmental Science and Policy Major 3
New ENSP students begin in the College of Agriculture and Natural Resources, where they will be guided through a structured, exploratory advisingprocess. ENSP students are expected to declare a concentration by the end of their third semester in the program and, once they declare theirconcentration, will move administratively to the College and department sponsoring the concentration. There, they are advised by a faculty member intheir discipline.
The ENSP faculty and staff aspire to provide a strong identity for the students enrolled in this major, and we encourage students to take advantageof the rich resources available at a Research I Public University. Experiential learning through research, internships, and study abroad is stronglyencouraged.

Program Modification InformationDescription and Rationale for Modifications.
Environmental Politics and Policy:Removing GVPT273: Students have been communicating to program faculty and staff that there is redundancy between GVPT273 and ENSP102.Certain topics in GVPT273 were not discussed enough to significantly distinguish it from ENSP102 (ENSP102 is a “Core” requirement for all ENSPstudents, regardless of concentration). Many students who took ENSP102 prior to GVPT273 (as most do) felt they were not learning new materialand that GVPT273 was a reintroduction of content they had previously learned. Students also expressed that they wished there was more freedomwith which GVPT classes they can take, especially since there is some overlap with the environment related courses. By giving students the option tochoose any GVPT course, they can take more policy- and government-related classes.
Adding more Restricted Electives: By adding more courses to this requirement, we conform to campus course offerings and what students are actuallytaking. This modification will strengthen the upper-level offerings and give students more options in the event they encounter course conflicts in theirschedules.
Removing GVPT390 and GVPT473 from list: These two courses have either been offered infrequently, have course conflicts with other requirements orcourse restrictions, so many ENSP students do not enroll in them. Therefore, in its place, we will give students the option to choose any 300/400-levelGVPT course with advisor approval.
Culture and the Environment:By adding more Restricted Electives to choose from (both inside and outside Anthropology), we conform to campus (and departmental) courseofferings and what students are actually taking. This modification will strengthen the upper-level offerings and give students more options in the eventthey encounter course conflicts in their schedules.Adding ENSP306 (Fundamentals of Qualitative Research Methods for Environmental Studies): This course focuses on qualitative research methodsand its application to environmental studies. Given that students in this course learn real-world research skills such as data sampling, conductinginterviews and ethnographies, it is an appropriate course to include in the Applied Field Methods category. It is also an option for those students whodo not have the opportunity to go abroad or find an internship.
18 126: Environmental Science and Policy Major
For new or modified courses, please provide the course catalog information (credits, description, prerequisites, etc.). Suffixed "Selected" or "Special"topics courses should be avoided. New courses and course modifications must be submitted through the course approval process at https://courseleaf.umd.edu/courseadmin (https://courseleaf.umd.edu/courseadmin/). You may submit individual course changes through the courseapproval process concurrently with the program proposal; however, the course change approvals may be held until the program proposal is approved.
There are no new courses being added to the curriculum.
Impact on current students. It should be specifically acknowledged that students enrolled in the program prior to the effective date of any curriculumchange may complete their program under the old requirements if they wish. The courses required must remain available, or suitable substitutionsspecifically designated.
Environmental Politics and Policy students: Some current students will have completed GVPT273; for those going through the graduation clearanceprocess, we will accept this course as satisfying the Requirements since they are under the "old" curriculum (pre-Fall 2020). Going forward (Fall 2020and beyond), we will be advising students NOT to take GVPT273 and instead, choose any 200/300 level GVPT course (with advisor approval). Therewill be no impact in regards to modifying the Restricted Electives as these courses are merely options in a large list of courses.
Culture and the Environment:There will be no impact on current students as the requirements or number of credits are not changing.
In sum, for both concentrations, the number of requirements/credits will remain the same before and after the modifications.

concentra on or specializa ons that will be offered.
Environmental Science and Policy is a broadly mul ‐disciplinary, undergraduate major, drawing courses and
faculty from 9 departments and three Colleges (the Colleges of Agriculture and Natural Resources; Behavioral and
Social Sciences; Computer, Mathema cal, and Natural Sciences).
New ENSP students begin in the College of Agriculture and Natural Resources, where they will be guided through
a structured, exploratory advising process. ENSP students are expected to declare a concentra on by the end of
their third semester in the program and, once they declare their concentra on, will move administra vely to the
College and department sponsoring the concentra on. There, they are advised by a faculty member in their
discipline.
The ENSP faculty and staff aspire to provide a strong iden ty for the students enrolled in this major, and we
encourage students to take advantage of the rich resources available at a Research I Public University.
Experien al learning through research, internships, and study abroad is strongly encouraged.

See “Descrip on and Ra onale for Modifica ons” below I was reviewing the ENSP
requirements in the catalog, and no ced a few changes that needed to be made. We're not
modifying the curriculum; there are courses that were simply in the wrong category, or needed
to be removed because they were mistakenly listed, or are no longer offered. The changes I
made above are as follows:ENSP Environment and Agriculture:BSCI361 ‐ MOVED to Area 1
Restricted Elec ves (Crop produc on) PLSC453 ‐ MOVED to Area 1 Restricted Elec ves (Crop
produc on) ENSP Soil, Water and Land Resources:REMOVED ENST422 from first set of
requirements (GEOG372 Remote Sensing should be the only course listed) ENSP Global
Environmental Change:REMOVED ENST415 from Techniques and Methods (it should not be
paired with GEOG373 because it is not equivalent) ENSP Land Use:Lower level
requirements:REMOVED GVPT260 ‐ I don't think GVPT offers this course anymore.ENSP Marine
& Coastal:REMOVED ENSP400 from Synthesis (and changed sec on to 3 credits). This course is
already listed in the ENSP Core sec on.
Use the space below for any addi onal comments on the courses or other requirements selected for the revised
curriculum. Typical comments may be clarifica ons of why certain courses are being replaced or added.
List the intended student learning outcomes. In an a achment, provide the plan for assessing these outcomes.
Learning Outcomes
U lize and integrate knowledge and understanding of natural and social sciences.
Depth and knowledge in an area of concentra on.

Environmental Poli cs and Policy:
Removing GVPT273: Students have been communica ng to program faculty and staff that
there is redundancy between GVPT273 and ENSP102. Certain topics in GVPT273 were not
discussed enough to significantly dis nguish it from ENSP102 (ENSP102 is a “Core”
requirement for all ENSP students, regardless of concentra on). Many students who took
ENSP102 prior to GVPT273 (as most do) felt they were not learning new material and that
GVPT273 was a reintroduc on of content they had previously learned. Students also
expressed that they wished there was more freedom with which GVPT classes they can take,
especially since there is some overlap with the environment related courses. By giving
students the op on to choose any GVPT course, they can take more policy‐ and government‐
related classes.
Adding more Restricted Elec ves: By adding moreWe are not changing the curriculum or the
number of courses students are expected to this requirement, we conform to campus course
offerings and what students are actually taking. take. This modifica on will strengthen the
upper‐level offerings and give students more op ons in the event they encounter course
conflicts in their schedules.
Removing GVPT390 and GVPT473 from list: These two courses have either been offered
infrequently, have course conflicts with other requirements or course restric ons, so many
ENSP students do not enroll in them. Therefore, in its place, we will give students the op on
to choose any 300/400‐level GVPT course with advisor approval.
Culture and the Environment:
By adding more Restricted Elec ves to choose from (both inside and outside Anthropology),
we conform to campus (and departmental) course offerings and what students are actually
taking. This modifica on will strengthen the upper‐level offerings and give students more
op ons in the event they encounter course conflicts in their schedules.
Adding ENSP306 (Fundamentals of Qualita ve Research Methods for Environmental Studies):
This course focuses on qualita ve research methods and its applica on to environmental
studies. Given that students in this course learn real‐world research skills such as data
sampling, conduc ng interviews and ethnographies, it is an appropriate course to include in
the Applied Field Methods category. It is also an op on for those students who do not have
the opportunity to go abroad or find an internship. The courses we are reforma ng were
listed in the wrong category by mistake.
Descrip on and Ra onale for Modifica ons.

For new or modified courses, please provide the course catalog informa on (credits, descrip on, prerequisites,
etc.). Suffixed "Selected" or "Special" topics courses should be avoided. New courses and course modifica ons
must be submi ed through the course approval process at h ps://courseleaf.umd.edu/courseadmin. You may
submit individual course changes through the course approval process concurrently with the program proposal;
however, the course change approvals may be held un l the program proposal is approved.
There are no new courses being added to the curriculum.
We are not adding or modifying any specificcourse.
Environmental Poli cs and Policy students: Some current students will have completed
GVPT273; for those going through the gradua on clearance process, we will accept this
course as sa sfying the Requirements since they are under the "old" curriculum (pre‐Fall
2020). Going forward (Fall 2020 and beyond), we will be advising students NOT to take
GVPT273 and instead, choose any 200/300 level GVPT course (with advisor approval). There
will be no impact in regards to modifying the Restricted Elec ves as these courses are merely
op ons in a large list of courses.
Culture and the Environment:
There will be no impact on to current students as the requirements or number of credits are
not changing. students.
In sum, for both concentra ons, the number of requirements/credits will remain the same
before and a er the modifica ons.
Impact on current students. It should be specifically acknowledged that students enrolled in the program prior
to the effec ve date of any curriculum change may complete their program under the old requirements if they
wish. The courses required must remain available, or suitable subs tu ons specifically designated.
Linked Programs
Indicate in the space below all programs to which this program is formally linked (e.g., approved combined
bachelor's/master's programs, dual master's programs, or joint‐programs with other universi es). If the
proposed modifica on will affect the linked program, provide as an a achment the new curriculum for each
arrangement and provide suppor ng correspondence from the director of the linked program.
Describe any selec ve admissions policy or special criteria for students interested in this program.

Hi Angela -
Thanks for the email. I don't think there will be an issue with listing 405 as an elective. However, the course is capped at20 students (only 23 can physically fit in the room), and any substantial increase in the number of students would requirerestructuring and resources (e.g. TAs), which would be a longer conversation. As long as we are talking about a fewstudents, I don't foresee any issues.

Hi Angela,
GEOG330 is an option. This is, however, a very popular class and it generally fills up every time very quickly. We are retiring GEOG372 and replacing it with GEOG272 - we are moving the introductory course in remote sensing tothe 200 level. It will be offered consistently and we should be able to accommodate additional students in it. Ourprogram is undergoing restructuring and we have some courses already approved by the VPAC while others are stillbeing held up. We will need to discuss some of our transitions (particularly GEOG372 --> GEOG272) with ENSPleadership to make sure that this transition can be accommodated by the ENSP curricula for all relevant concentrations. We could set up a meeting (if at all possible some time at least in a week - everyone is busy with transitioning to theonline teaching at the moment) to discuss.
Thanks,Tatiana

Dear Colleagues, I reviewed the proposed changes for the Politics and Policy curriculum for ENSP. I see that certain GVPT courses are being removed and replaced with alternate major courses. It seems that the revision gives students, in consultation with their faculty advisors, more flexibility to choose courses that fit their interests while still fulfilling the program requirements. I support this proposed update to the ENSP Politics and Policy curriculum. With Respect, William Reed Professor & Chair
