    SUMMARY

    AB 1941 will add two members to the Board of the LosAngeles County Metropolitan Transportation Authority(LA Metro). The new members will consist of one votingmember appointed by the Senate Committee on Rulesand one voting member appointed by the Speaker ofthe Assembly.

    BACKGROUND

    LA Metro serves as the transportation planner,coordinator, designer, builder and operator for the 9.6million Californians living within Los Angeles County.

    The agency frequently provides local management forlarge state-funded highway construction projects,including the SR 405, SR 710 and SR 605 corridorexpansions. LA Metro operates an overall budget of$4.95 billion per year.

    The existing Board consists of 14 members includingfour members from the City of Los Angeles and fivemembers of the Los Angeles County Board ofSupervisors. Four members of the Board represent localgovernments outside the City of Los Angeles, and

    despite providing millions of dollars in funding annually,the State of California has no voting representatives onthe LA Metro Board.

    As implementation of SB 375 (2008) continues, moreregional and statewide cooperation on large transitinfrastructure projects is needed. Many of those wholive and work in Los Angeles County commute daily todestinations in the neighboring counties. Thewidespread geographic reach of LA Metros servicearea necessitates that Board members consider the

    impact of Board decisions on those Californians livingoutside of an individual members local constituency.

    EXISTING LAW

    Public Utilities Code 130000: Establishes the CountyTransportation Commissions Act and sets generalguidelines for County Transportation Commissions.

    Public Utilities Code 130051: Establishes the Boardof the Los Angeles County Metropolitan TransportationAuthority at 14 members.

    THE SOLUTION

    AB 1941 adds two legislative appointments to the Boardof LA Metro. These members, appointed by stateleadership, will enhance the regional perspectiverequired for a modern transportation board. Currently,projects including the SR 605 and SR 405 interchangeproject, the SR 14 carpool extension and the MetroGold Line Foothill extension all require LA Metro tocoordinate projects that extend to the county border andbeyond.

    Californias continuing efforts to develop regionalsolutions to greenhouse gas emissions and cut down onvehicle miles traveled requires the development of acomprehensive transportation solution. By adding astatewide perspective to the Board of LA Metro,Californias largest county will continue to developsustainable solutions for the states transportation

    future.
