Activity Report 2005-07 Labour Education Foundation LEF A n earthquake October 8, 2006 killed more than 100,000 people, and rendered more than three million destitute in North Western Frontier Province (NWFP) of Pakistan andAzad Kashmir. The Labour Relief Campaign (LRC), initiated by LEF, played an important role in relief and rehabilitation work. Set up just a day after earthquake on 9 October 2005, LRC brought together six workers' organizations and their networks. It was able to construct 100 houses in one targeted area, brought relief items from food to medicine to over 60,000 people in two selected areas Paniola in Kashmir and Balakot in NWFP. Over 23 trucks of relief items were sent to these areas. These trucks included items that were collected in our relief camps set up in Lahore, Karachi nd elsewhere and also in our networks. The earthquake was also seen as manmade. The state was absolute not ready to deal with such a disaster. It reached many areas very late and many causalities occurred because of that. One of the main themes of the LRC was to highlight the issue of disaster management and the role of the state. To highlight the problems being faced by the people living in the earthquake effected areas and to create awareness in the general public and especially in the various organizations involved in the relief and reconstruction activities, a media campaign was launched. Another objective of this exercise was to compel the government to give attention to pressing problems being faced by the people. Daily press releases were issued in Kashmir highlighting the main problems. After initial hesitation, the national media started taking our views seriously and were given a respectable coverage to our ideas. Through this campaign, the unbearable conditions in which these earthquake victims were living, were brought to the attention of the media that helped improve relief activities. th Media Campaign Labour Relief Campaign

An earthquake October 8, 2006 killed more than 100,000 people, andrendered more than three million destitute in North Western FrontierProvince (NWFP) of Pakistan andAzad Kashmir.

Medical CampsMedical camps were organized at various locations. In thesecamps, 7 doctors and 2 female nurses worked voluntarily. Thedetail of the services provided is given below.

The relief activities were started on the 11of 2005 with distribution of tents, blanketsand food items. In fact, it was the first reliefactivity in the area.These activities can be divided into: 1-Relief 2- Re-construction

Following is the detail of the distributeditems. It is difficult to have the exact cost ofthe items and also the exact numbers ofbeneficiaries.

For homeless and deserving families 50houses and 50 shelters were constructedwith the help of Action Aid Pakistan andShirkat Ghah mainly.

The direct damage caused by the October 8, 2006 earthquake in Pakistan and Azad Kashmirstands at about US$ 1.8 billion (Rs.106 billion), indirect losses at about US$ 514 million andreconstruction cost more than $ 5.00 billion, as formally assessed by the World Bank andAsian Development Bank. More than 80,000 persons were reported to have been killed andabove 100,000 were injured by the earthquake. This earthquake badly damage the educationfacilities in the area.

In collaboration with STS International Solidarity, Denmark, the LEF have established twocommunity schools in villages Paniola and Dhaki Bangioon with the active involvement oflocal communities organised in Education Committees (ECs) a village-level (consisting ofparents and community members). These Ecs are responsible to manage and run the schools.The ECs meet fortnightly to review the progress and address various problems/ issues.

First school was established in Paniola in June 2007, in first class 20 students registered.Students from poor and marginalized families are registered. Many more studentswanted to enroll but this was not manageable The academic session is March to March(matching with local session). During mid-term examinations, at the Paniola school,students have shown encouraging results. Another school was established in DhakiBangioon in November 2007 and 35 students registered.

P a n i o l a C o m m u n i t ySchool is running at ar e n t e d b u i l d i n g o ntemporary basis because ofnon availability of buildingf o r s c h o o l . E v e n abuilding-on-rent is notavailable on more durablebasis. The Dhaki BangioonCommunity School isrunning at a house providedby the loal community.Fivequalified, trained ande x p e r i e n c e d w o m e nteachers are running thesetwo schools.
