Context – Skills Investment Strategy

• We believe Government investment should be targetedtowards areas where it will have the maximum impact,leading to training which would not otherwise havehappened.

• Employers and individuals have primary responsibility forensuring their own skills needs are met. But they will only dothis if they are able to access good information and are ableto influence the system to provide the training they need.

• Students need access to high quality information, advice andguidance in order to make the best choices. Providingstudents with clearer information about employmentoutcomes will close the gap between the skills taught by thehigher education system and what employers need.

It’s impossible to predict what disciplines will be of most economic andsocial value in a rapidly changing world. Most of the big breakthroughsin the development of products and services these days come fromcollaboration among different disciplines.

Government will need to be wary of thinking it understands the futureneeds of business, whether as employers of graduates or as researchcollaborators. In particular, it should avoid an overly utilitarianapproach – one which starts from the premise that only certaindisciplines are to be valued in a knowledge economy. In the kind of fastchanging world we are moving into, that view is certain to be wrong.
