Louisiana CTE Labor Market Alignment
Research Questions: 1. What are the high‐demand industry sectors by
region? What are the Target Occupations by region?2. Do the IBCs earned by Jump Start students align with
each region’s high‐demand, high‐wage industry sectors? Will students be prepared to attain entry‐level employment in the occupations and industry sectors that will drive Louisiana’s future prosperity?
3. What is the match between the IBCs earned by Jump Start students and their region’s high‐demand/high wage occupation and industry sectors?

At this stage, not a lot of focus on the State Focus List
1. In 2016-17, there were 92 IBC options that had IBC earners, and a total of 10,397 IBCs earned by career diploma students entering their senior year.
2. From this list, 9,515 or 92% of all IBCs earned came from just 20 IBCs. Twelve of these were labeled ‘complementary’.
3. The WIC State Focus List of IBCs has 89 options. There were 37 (or 41.6%) of these that showed earned IBCs, and a total of 1,805 IBCs earned from State Focus List 2016-17.
4. The 1,805 earned IBCs from the State Focus List represent 17.4% of all IBCs earned in 2016-17.
5. Among the 1,805 earned IBCs from the State Focus List, 42.1% were in two IBCs; Emergency Medical Responder (482) and S/P2 Automotive Safety and Pollution Prevention (278).

• The Jump Start IBCs earned by LA students should correspond to the occupational/employment trends of their region, so graduates get the best opportunities for adult success.
• The LDOE should collaborate with the LWC and Louisiana Economic Development (LED) to examine all 4‐ and 5‐Star occupations from the statewide list, with the goal of establishing highest‐priority IBCs by region.
• The LDOE (in partnership with LED) should orient CTE leaders and school counselors regarding regional labor market trends that can affect student individual graduation plans (IGPs) and Jump Start pathway enrollments.
• Given the increasing importance of technology in all sectors, the LDOE should work with LEAs to provide information technology cross‐functional coursework and certifications to all CTE students, not just those in a Computer Science/IT pathway.

• The LA Department of Education should strive for full utilization of the school year to maximize student course scheduling during the senior year. Incentivize LEA’s and/or students to take a full‐course load in their senior year. Courses should be used to work toward a complementary or higher level IBC in the same pathway, earn an advanced credential on the State Focus IBC list, or pursue work‐relevant experience aligned to their pathway.
• Revisit and modify the state funding and accountability incentive system to better award and recognize LEAs and students who pursue more rigorous, higher level IBCs on the State Focus list. The LA Department of Education should consider increasing the number of index points awarded to students who achieve advanced IBCs over and above the basic statewide Jump Start credential.
• LDOE and leading LEAs should collaborate to develop a “workplace soft skills” rubric and a catalog of project‐based learning that can be integrated into every CTE course.

Bayou Region
1) The Bayou Region economy is heavily dependent on the oil & gas and the transportation of that commodity between onshore facilities and offshore oil rigs. The highly cyclical nature of that economic foundation plays havoc with occupational targeting.
2) Of the top 15 most issued IBCs in the Bayou Region, the majority are foundational or prerequisites for more specific certifications or cross‐functional across a wide variety of occupations.
3) Only two of the earned IBCs is directly connected to any of the top 15 Target Occupations: Truck/bus mechanics & Emergency medical technicians.
4) IBCs related to occupations in the Health Sciences cluster are significantly underrepresented relative to the Targeted Occupations list. Seven of the top 15 Target Occupations fall in the Health Science Cluster.

1) The Capital Region shows many potential Target Occupations meeting the established growth criteria – even beyond the top 15 identified here.
2) Three of the top four high growth industry targets are in construction related industries, as are many of the potential target occupations. Only generic construction sector IBC earned.
3) Although Welder as an occupation is not on the Targeted Occupations list, several of the occupations on that list like Millwright are required to perform welding and electrical skills.
4) Six of the top 15 IBCs are in data manipulation/desktop publishing which are cross‐functional but show little direct linkage to the top 15 Target Occupations list.
5) Target Occupations show greater demand for machining and fabrication and less need for electrical and welding IBCs.

Central Region1) The Central Region industry structure combines a mix of health
care, social service, retail customer industries and several different manufactures.
2) There are two welding IBCs in the top 15 list but there is little statistical evidence of welding demand in the region, either on the Target List or in online job postings.
3) There is no priority statistical rationale for the meat processing IBC as there are no occupations on the Target Occupations list or in the top 30 online job postings that align with that skill.
4) Nurse assistant is a stepping stone to LVN/LPN and even Medical Records/HIT, however the occupation itself is not found in the top 40 online job postings nor on the Target Occupations list.
5) Emergency Medical Responder is linked to EMT/Paramedic

Delta Super Region 1) The Delta Super Region has a mixed economic base, with health
care, education and consumer retail services as the main drivers. 2) Current job postings data shows demand in health care and
hospitality occupations. 3) The telecom industry and telecom installers and insurance
carriers and insurance sales agents and claims clerks were in demand but there are no IBCs related to either of these fields.
4) Specialty Trade Construction is on the top 15 industry list, but no special trades construction occupations are on the Target Occupations list.
