Guidelines set for Carlton County Cares Act funding DAN REED [email protected] The Carlton County Board of Commissioners gave prelim- inary approval at the August 24 Adjourned Session for a plan to disburse $4.4 million in Cares Act money received on July 8 to fund emergency needs of Carlton County govern- ment, communities, residents, businesses, and non-profits adversely impacted by and responding to the COVID19 epidemic. Of these monies given to the County $43,452 has been given to the County for distribution to cities and townships of less than 200 people for direct COVID19 costs. The allocation is calculated as $75.34 multi- plied by the number of the city population for cities under 200 or $25 multiplied by the town population for townships under 200. A resolution must be passed by the local author- ity and sent to Carlton County requesting such funding. In addition to the monies given to Carlton County, an additional $1.7 million has been given to area schools, $1.4 million to Carlton County cities, and approximately $650,000 to Carlton County townships above a population of 200 people. The window for spending this funding is small. Expenses to be approved must have occurred between the dates of March 1, 2020 and Decem- ber 30, 2020. Monies allocated must be spent by December 1, 2020 or those funds must be returned to the State of Minne- sota and then on to the Federal Government. Approval of a plan on August 24, 2020 by the County Board will enable designated County authorities to accept applications starting no later than September 24 and start distributing monies. The preliminary plan will be pre- sented to the County’s Commit- tee of the Whole on September 1 with formal Board approval at the Board’s regular meeting on September 8. The Carlton County Eco- nomic Development Authority (EDA) will administer the funds. From September 14-28 there will be WebEx training on Small Business Grants, multiple WebEx meetings on grant application funding earmarked towards business relief, the CARES Act grant application period begins, and a yet to be established CARES Act phone line will be established to be answered by County trained staff. Current budget areas pro- jected for CARES Act funding center around: *$800,000 for Small Business Assistance *$800,000 for Community Assistance Program/Public Health Outreach *$800,000 for Community Communication Systems Im- provement *$800,000 COVID19 Response Reimbursement, Infrastruc- ture and Misc. Recess: Grade levels will have staggered and rotated to different play areas. Bus: Transportation will continue as it was prior to the spring 2020 closure. Mask will be required. Students from the same household will be allowed to sit together. High school students will be released prior to the elemen- tary school to allow for back to front bus loading. HYBRID Classrooms: The elemen- tary school will follow an A/B/C schedule with students in grades 4-6 splitting into two groups, A/B. The A group attends on Monday and Tuesday. The B group attends on Thursday and Friday. The C group includes students in Pre-K - third grade and some special education students. The C group will attend school on Monday, Tuesday, Thursday and Friday. Distance learning for all on Wednesdays. Sufficient social distancing with at least six feet between people must occur at all times. Lunch/Food Service: Students will eat breakfast and lunch as they do when attending school in person. The plan for contactless pick- up and/or delivery of meals and school materials for days that students and staff are not in the school building will be similar to what the district did in the spring. Meals will be combined to limit the need for daily transportation. Bus: During the Hybrid model, bus and van capac- ity will be reduced to 50% capacity. IN-PERSON Classrooms: Distancing as much as possible will be prac- ticed. Rooms will be arranged to best allow for this. Masks are mandatory. Lunch/Food Service: Grab and go style. Students will be distanced in the lunch area. Other areas my be used to spread out for distancing as needed. Bus: Masks are mandatory. Families will sit together. Students will be distanced as much as possible. Those riding the bus will use the main exit and entrance doors. Students who drive to school should en- ter and exit door 26. Guidelines set for Carlton County Cares Act fundingDAN REED

The Carlton County Board of Commissioners gave prelim-inary approval at the August 24 Adjourned Session for a plan to disburse $4.4 million in Cares Act money received on July 8 to fund emergency needs of Carlton County govern-ment, communities, residents, businesses, and non-profits adversely impacted by and responding to the COVID19 epidemic.

2021 will be the 100th anniversary of the city of Kettle River. If you are interested in being on the centennial plan-ning committee, contact mayor David Lucas.

Quilting will begin at Holy Trinity Lutheran Church on Wednesday, September 2 at 9 am. Donations of new cotton material is appreciated. Everyone is invited to join us for this event. We will be taking preven-tive measures as needed during this time. We will meet every Wednesday

until April. Most of the quilts we make are do-nated to area charities.

I encourage everyone to use the take out options to keep our small busi-nesses operating, al-though some have inside seating with restrictions, it is still good to be able to use outside seating and take out. Remember, the job you save may be your own. The number of new cases of the covid in our county continues to raise every day. On August 27, the Carlton County cases have risen to 182. On Au-gust 27 we had over 1,100 new cases in Minnesota in just 24 hours. With the starting of school in Sep-tember, the need to take

precautions is even more important. The statistics don’t tell us the number of recovered, but there are some who got sick with the virus in March and are still dealing with the after effects.

On July 14, an explo-sion destroyed the home of Virginia (Ginny) Korhonen. Ginny and her daughter, April were injured. April is now at home recovering and Ginny is still in a rehab center. A benefit has been established for them at the First National Bank, P O Box 429, Moose Lake, MN. 55757. Donations can be mailed or dropped off at the bank to the Bene-fit for Ginny Korhonen

and April Van Guilder. Ginny lost everything in the explosion and fire.

The Kettle River Amer-ican Legion # 360 rifle drawing will be held on Friday, November 6 at the Tower Tap at 9 pm. Door prize drawing will be at 7:30 pm until gone. There will also be a $50 door prize. You must be pres-ent for the door prizes. 1st prize: Mossberg Patriot 300 Mag wood with Vortx Scope. 2nd prize: Henry 22 LR Wood. 3rd prize: Mossberg Maverick 88 Field 12 g blk/syn. 4th prize: $100. As I’m putting the finishing touches on this news column today, it’s my 75th birthday! That’s a quarter of a century! Or 27,394 days old counting the 19 leap year days I added. My birthday is on August 31st and it sure feels weird getting to this age. When I was just 15 or 16, I never even thought of getting this old. But, the years just keep rolling along! Now, we have to pray that this COVID gets cured in the near future, although I think it may take another year or more.

We don’t go anywhere except to doctor’s ap-pointments, my therapy, and Bob has been having a nurse and therapy com-ing out to the house once a week, but that ends this coming week. My therapy will last for at least 20 more sessions or about 10 weeks. Depend-ing on how well I do. Sure wish I felt better though. It’s hard to get my work done at home as I tire out quickly and have to sit

and rest for a while then start in again, but I do push myself as much as I need to.

Also turning 75 this year are Junior Mints, and the “Coke” Trade-mark. And I share my 75th birthday with Goldie Hawn, Steve Martin, Priscilla Presley, Tom Selleck and Henry Win-kler.

Happy Birthday wishes go out to Emaleigh Olesiak today, too. She gave me a yarn bracelet several years ago, and I still wear it to remind me of what a great young gal she is! Have a great year Emaleigh!

The Cromwell Area Community Club is recruiting contestants for the annual Minnesota Sings competition. In the past two years, Joey Koti-ranta has represented us and placed in the top tier at state. We have signed up and paid for our spon-sorship this year.

Here's the call and process for this year's 'Virtual" competition: Minnesota Sings is a competition between cities throughout Min-

nesota designed for amateur vocalists. There are two divisions: 13 to 20 year olds and those 21 and older. In each division the first place singer wins $3000 cash, second place $2000 cash and third place $1000 cash. Contestants will film their performance; send it to the local team of judges who will then submit their contestants to Minnesota Sings electronically. After being approved by the panel of judges, their video will be put up on YouTube, on the Minne-sota Sings Channel. The winners will be selected from those videos by two judges who reside outside of Minnesota.

Contestants can sing to a backing track or they can accompany themselves on guitar or piano or some other instrument. Since this is a singing contest, you will only be JUDGED ON YOUR VOCAL TAL-ENTS. The song cannot exceed five minutes, the words have to be family friendly and the song memorized. You can sing

any type of music. Once you have your perfor-mance filmed (please make sure the audio sounds good) e-mail to [email protected]. A team of us from the Club will select our contes-tants. Our local deadline is September 10th and the state submission dead-line is September 20th. The State winners will be announced on Sunday, September 27th, 2020.

Ann Markusen is resuming teaching her Yoga group at the Pavil-ion on Mondays, 11:00-12:00. Wear a mask on ar-riving; take the yoga gear you use home with you. There's plenty of dance floor space to be appro-priately distanced, so no mask wearing required during yoga. The Mayor asks that we not use the Pavilion bathroom so that they don't have to disinfect afterwards.

OBITUARIES

Thomas Gresczyk age 70 of Long Beach, Califor-nia died Sunday, March 22, 2020 from leukemia plus other underlying conditions. He was born June 29, 1949 in Cloquet to Lewis and Bernice Gresczyk. Tom grew up in Kettle River, MN, attended Kettle River Elementary and graduated in 1967 from Moose Lake High School. In high school Tom played trumpet in the high school band and was student manger and statisti-cian for all sports. Tom was always a great sports enthu-siast. He loved the Vikings and Twins. While growing

up he was often seen with a transistor radio attached to his ear. He also loved polka dances at Star Club. After high school he enlisted in the U.S. Air force for four years and was stationed at Amarillo Air Force Base Texas, Eglin Air Force Base, Florida, Bien Hoa Air Force Base in Vietnam, Ramstein Air Force Base, Kaiser-slautern, Germany and Mc-Guire Air Force Base New Jersey. After 4 years of service he attended UMD for a year before deciding that he wanted a career with the Air Force. During those 16 years he was stationed at Beale Air Force Base, Cali-fornia, Ramstein Air Force Base, Kaiserslautern, Ger-many, Mildenhall Air Force Base, England and March Air Force Base, California. Tom liked Germany the best because of the music and the food. While he was over-seas, he wrote sports articles for the military newspaper Stars and Stripes. His talent as a statistician didn’t go to waste either as he was a stat-istician for many of the Air Force sports teams. In his

free time, he often coached the girls’ sports teams. He retired from the Air Force in 1988 with many commen-dations and awards. Tom being a very humble person we never knew about them till going through his things. He was hired in 1988 by MEBA (Marine Engineers Beneficial Association) as a paymaster. Tom was very conscientious worker and had a .005% error rate. He worked there till he retired March 2017. While work-ing Tom walked in every union Labor Day Parade in downtown Los Angeles, CA. Whenever Tom had the opportunity, he would watch Old Time Polka Hour or tape it. He espe-cially liked Dr. Kielbasa and Chmielewski’s. Tom also was an avid supporter of the University of Southern Cal-ifornia men’s football team and women’s basketball and volleyball teams. He never missed a game if he could help it. Tom’s parents lived with him in Califor-nia during the winters. In their later years Tom took care of them in California.

Tom was a devote practic-ing Catholic. He was the head usher at St. Cornelius in Long Beach, CA Sun-day night Mass. He took this position extremely se-riously as he wouldn’t leave on a vacation until he had done his service as a Sunday night usher. Tom is deeply missed by his sisters Rita ( Jeff ) Harrigan Snohom-ish, WA, Lynn ( Jonathan) Mott Orange, CA, brother Rick (Pimpa) Gresczyk of Wright, Mn plus 4 neph-ews, a niece, a step-nephew and step niece, and 5 great-nieces and 2 great-nephews. Tom was preceded in death by his parents and will be buried next to them. Visi-tation 10:30 a.m. Septem-ber 7, 2020 at St. Joseph’s Catholic Church in Split Rock Township near Kettle River, MN with the funeral Mass following at 11 a.m. Burial will be at 1 p.m. at St. Mary’s Catholic Cemetery in Wright, MN. Gather-ing following at the Wright Senior Center. Masks are mandated or will be pro-vided. Social distancing will be practiced.

Paul Elwood Jacobson, 84, resident of Moose Lake, was born on June 16th, 1936 in Duluth, MN to Hjalmer “Ted” and Agnes (Anderson) Jacobson.

Paul grew up in Duluth. He attended and graduated from Denfeld High School. Paul was an athlete in track and field through college, which he enjoyed and talked about frequently later in life. Paul attended the University of Minnesota in Duluth and Minneapolis. Paul joined the Air National Guard and was a jet mechanic for four years and was in the reserve for six years. Paul always enjoyed the outdoors and would leave Duluth and go to his family’s resort on Oak Lake where he fished, hunted and

trapped among other fun “adventures”. Paul learned of the outdoors during this time and it provided a step-ping-stone for what would become his outdoor passion throughout his life.

Paul married Helen Spetz on September 12th, 1959 in Minneapolis. Paul spent his career in the insurance field. His passion in life was always fishing; on Lake Su-perior, in Canada, and cher-ished trips to Montana with his sons and grandsons. Paul also loved hunting, espe-cially during deer and grouse seasons. He was known for harvesting maple syrup and making his infamous home-made wine. Paul enjoyed camping and traveling with Helen and his family. From tenting in the early days to the 5th wheel camper to Ca-ribbean cruises, Paul loved it all. In Paul’s spare time, he could be found in his wood shop building memorable gifts for his wife, children and grandchildren. Above all else, Paul cherished his fam-ily and loved spending time with all of them.

He was preceded in death by his parents, Hjalmer and Agnes Jacobson.

Paul will be deeply missed by his wife of 61 years, Helen

Jacobson; daughter Bonnie Lofgren, sons Dan, Mike (Lynn) and Matt Jacobson, Grandchildren Sam ( Ju-lie) Jacobson, Anna Jacob-son, Josh Jacobson, Chris (Shelby) Lofgren, Olivia (Austin) Johnson, Jeff Lof-gren, Miranda (Bryce) Ja-covetti, Alicia Miller, eight great grandchildren, broth-ers Leonard Jacobson and Richard (Margot) Jacobson, in-laws and many nieces and nephews.

Visitation will be held on Friday, September 4th from 10:00 AM until the 11:00 AM Memorial Service in Hope Lutheran Church of Moose Lake, both open to the public. Social distancing and masks will be required while attending the indoor visitation and memorial ser-vice. The service will also be broadcast on 101.3FM for those who prefer to listen from the parking lot of the church. Inurnment will im-mediately follow the service in Sunset Memorial Ceme-tery of Moose Lake.

Help save Willow River CIP

Yesterday afternoon I attended the Stand Up for CIP Rally in Moose Lake. The event had an amazing turnout and featured many speakers.

The Willow River Challenge Incarceration Program (CIP) is a government program that works . . . and it’s being cut. The MN DOC,

blaming the Coronavirus for its $14,000,000 budget defi-cit, is cutting two of its best programs. Willow River and Togo CIP (it’s counterpart) account for less than 1.8 per-cent of the DOC’s $611,119,000 budget. Many great jobs will be lost in the Pine County community. This is one of those rare government programs that generates a substantial monetary and social return on taxpayer money (I’ll explain below).

In short, CIP is designed for repeat non-violent offend-ers (i..e drug and property

felonies) who have ended up in prison, either because of a long criminal history or because probation did not work for them. It’s an inten-sive and highly structured program for 270 (180 at WR, 90 at Togo) qualifying male offenders. Phase I is six months with an emphasis on ed-ucation, critical thinking, chemical treatment, rigorous exercise and boot camp.

They must also work, much of it benefiting the community or non-profits. For instance, partic-ipants build houses for Habitat for Humanity, provide over 50 hours a week in staff time to Camp Heartland, unload trucks for Disabled American Veterans, participate in community improvement projects, and provide help during emergencies (the Willow River and Moose Lake floods are a great example). They participate in restorative justice measures. There are also vocational opportunities, and other college and career prep guidance.

Upon completing Phase I, there is another six months of Phase II and III (mostly served in the community). In other words, they are getting an early release from prison, saving the taxpayer money in further incarceration costs.

CIP works: it decreased the chances of reof-fending with a new felony by 32 percent, and decreased the chances of reincarceration by 35 percent. There are many success stories from graduates, including one who became a den-tist and many who obtained jobs in corporate America. Graduates go on to become productive, taxpaying members of our communities, sup-port their families, and become better parents and community members. When you consider the reduction in crime, the reduction in current and future incarceration, the reduction of law enforcement and court expenses, the reduction in child welfare cases, the end of generational poverty, the reduction in social support needs, the addition to the tax base, the addition of productive employees and community members, the program more than pays for itself. A conser-vative estimate is that the program has returned $47,000,000 to the economy.

The CIP staff work hard. When they had a Cor-onavirus outbreak among the offenders, it was contained and their efforts kept Pine County numbers down. The staff has done everything right; they don’t deserve to lose their jobs and have the facilities shut down.

Facing a fierce public outcry, the U.S. Postal Service is “suspending” its sudden cost-cutting moves — tossing out high-speed sorting ma-

chines, uprooting collection boxes, reducing Post Office hours and eliminating car-rier overtime — that have slowed mail delivery and threatened the on-time delivery of mail-in ballots for the presidential election.

That’s all to the good, but it’s important to understand that

the changes to USPS that Postmas-ter General Louis DeJoy and the current administration have in mind for after the election could permanently damage this quint-essentially American institution — and citizens’ access to far more than ballots for November 3.

Already, the controversy over the go-slow edicts have aroused public alarm about the effects on nearly every household. These effects aren’t just theoretical: Many have experienced delayed or missing deliveries of prescription medication, paper Social Security or payroll checks, legal documents, packages of the wide array of purchases during the pandemic lockdown and more.

To these impeded services, add a vital source of local news for many Americans — the daily or weekly newspaper delivered to their mail-boxes by a postal carrier.

In the public imagination, kids on bikes earning a bit of money before or after school still toss the local newspaper to the doorstep of subscribers. They were long ago replaced by adults with cars — but even that has changed at many local newspapers.

Finding the independent con-tractors willing to deliver before dawn is a challenge for many newspapers, and sometimes the

shrinking sizes of their routes make no economic sense for the newspaper or the driver. Newspa-pers discovered over the years, too, that their “alternative delivery” strategies for distributing adver-tising materials were becoming prohibitively expensive. The most cost-effective alternative for these newspapers is often the Postal Service.

Newspapers and the USPS over the years have had their “fren-emy” moments, with publications ever alert to changes in postage rates — with their arcane distinc-tions such as “in-county carrier routed sorted” or “Saturation/High Density Plus/High Density flats” — that have their roots going back to 1775 when the Post Office founded by Ben Franklin set purposely low rates so that newspapers could bring informa-tion quickly to the Colonies in the throes of revolution.

But just as the newspaper is a local business, the local Post Offices and distribution centers are staffed not by faceless bureaucrats but neighbors and com-munity residents. Newspapers’ partnership with the USPS has so far ensured that readers usually get their copies the same day that’s printed on the front page.

Delivering newspapers is just one of the important services of an institution that has “service” in its very name.

Unfortunately, the USPS is being treated as if it is a commercial enterprise that now “loses” money, a standard never applied to the Department of Defense, say, or FEMA. Nor has another agency, or private enterprise for that matter, been forced by law to pay upfront the cost of post-retirement health benefits going 75 years into the future. The Institute for Policy Studies, a non-partisan think tank, figures this man-date costs the USPS more than $4 billion a year.

Delivering the mail, including delivering newspa-pers, throughout the nascent and soon to be sprawl-ing United States was so important to the framers of the Constitution that in its Article I they empowered Congress “To establish Post Offices and Post Roads.”

With this crisis that’s been forced upon an already wounded United States Postal Service, it’s time to remind Congress that it also has a duty to sustain this vital wellspring of democracy and American identity.

The program will also not be effective if it is moved to a prison. For it to work, it has to be in a camp set-ting away from the prison. It’s been tried in prisons, and it’s not nearly as effective.

Our local legislators are working hard on this and are aware of it. A separate supplemental budget is needed to continue the program, and there sounds like support from the legislature. Please reach out to the governor’s office and legislative leaders and ask to put the cuts on hold and to push for a separate supple-ment. It often feels like we’re the forgotten area of the state - if you value this program and the jobs that it provides, make your voices heard.

People often complain to me about the revolving door of the criminal court system. This is one pro-gram that stops that revolving door.

This one is worth saving.

affected by the fires in Califor-nia that much. He lives about 40 miles north of San Francisco and they do get quite a bit of smoke in the air, but it’s manageable. Our son, Curtis is closer to the fires, but he only has to deal with the smoke when the wind is right and also the ash that settles on his car that he keeps parked outside. We can only hope these fires and other natural disaster’s can be ended soon. We are fortunate to be living in an area where we haven’t been hit by such events, but then you never now when something could strike our area, too!

Most of you may have realized that there are some good things that have come out of this COVID Pandemic and Quarantine. I know that my life has slowed down quite considerably and I’m sure it’s that way for the rest of you, too.

So, I got to thinking about baseball and all the changes our Minnesota Twins and other teams have had to adjust to. There is also one other thing that

I have noticed while watching the games. Most of you have probably heard the saying: “There’s No Crying in Baseball”? Well, now there’s no spitting in baseball either. At least I haven’t seen a single player spitting since the COVID restrictions. I guess it would just be way to unsanitary to spit anymore. But, I wonder how long it took the players to re-frain from doing this nasty habit? As I’ve always felt that spitting or spitting sunflower seeds was a pretty gross habit, so I for one am happy to see this tradition go by the wayside! Now let’s hope we can keep this from ever starting up again.

Have you noticed a shortage of canning jars, caps and lids? I guess with this pandemic, more and more folks put in gardens this spring and now they are preserv-ing their harvests. So, if you have those items, hold onto them, or maybe they can be shared with those who need them. I’ve also noticed that more and more store shelves are empty of so many other items. The suppliers must

not be able to make the products we need and most items are back ordered.

Commissioner Gary Peterson said he wanted to see this application process go smoothly and not have people scrambling for help after a major snowstorm as happened last year.

Peterson commented, “This is a start and I want to move forward.”
