La consolidación del Estado Latinoamericano constituye la garantía de unasuprema Seguridad colectiva y del Estado, democracia interactiva, fuente segura de trabajo dentro de un innovadorsistema económico y financiero, además de instituciones respetuosas del Estado de Derecho democrático.
