    L STATE FUNERAL POLICY

    Section

    1. Persons entitled to State Funeral.

    u. The Praident of the United States.

    . b. An Ex-President of the United States.

    c, The President-elect of the United States.

    d. Any other person specifically designatedby the President of the United States.

    2. Eligibility for burial in national cemetery.Eligibility for a State Funeral does not in it-self entitle the deceased to burial in ArlingtonNational Cemetery or any other national cemetery. (lReference: Act of 14 May 1948 (62 Stat.234 ; 24 U.S.C. 281) ).

    3. Responsibilities. a. The President notifiesthe Congress that he has directed that a State

    ._ Funeral be conducted. The Congress, whichhas sole authority for use of the U.S. Capitol,makes the Rotunda available for the StateCeremony through its own procedures.

    b. The Secretary of Defense is the designatednpresentative of the President ot the UnitedStates. The Secretary of the Army is the desig-natal representative of the Secnetary of De-fense for the purpose of making all armnge-ments for State F,unerals in Washington, D.C.

    - This includes participation of all Armed Forcesand coordination with the State Departmentfor participation of all branches of the Govem-

    . ment and the Diplomatic Corps.

    c. The Cmnmtanding General, Military Dis-tnict of Washington, U.S. Army as the desig-nated representative of the Secretary of theArmy, will make all ceremonial arrangementsfor State Funerals in Washington, D.C. andwill ‘beresponsible for the planning and arrang-ing of State FuneAs throughout the continen-tal United States.

    D&ignate an appropriate officer aideto the next of kin.

    In coordination with the other mili-tary services and governmental de-partments, determine the distin-guished persons to abtend all phtMM8of the funeral, and forward the namesto The Adjutant General for prepara-tion of announcements. An informa-tion copy will be forwarded h HQ,MDW.

    Designate a time and place for brief-ing of all military distinguished per-sons and inform HQ, MDW.

    e. The Department of the Army (The Ad-jutant General) will—

    Formulate the list of honomry pall-bearers consonant with desires of thenext of kin and notify perscms se-lectd.

    Issue announcements to distinguishedpersons, family, and friends to attendthe funeral service and certain otherphases of the funeral oeremony toinclude:

    (3) Furnish field grade otlicer guides be-yond the capability of HQ, MDW toprovide.

    f. Department of the Navy, Department ofthe Air Force, and the [J.S. Coast Guard willfurnish liaison officers to HQ, MDW to coordi-nate participation of the Marine Corps, Navy,Air Force, and C&t Guard.

    g. Each agency, headquarters, or unit, whichincurs costs inoident tn these funerals willpay the costs from available funds and forwarddata as h payments through their normal com-mand funding channels.

    4. Procedure. a.. Movement to repose.

    (1) If the demise occurs in Washington,D.C., the remains will be movedto a selected place of repose (Roomof Repose: Amphitheater, ArlingtonNational Cemetery; local funeralhome; Washington Cathedral or othersite of repose; the White House)where it will be attended by a guardof honor composed of representativescd all the Armed Forces.

    (2) If the demise occurs outside Washing-ton, D.C., the remains will be met atthe point of arrival in Washington,D.C., by a reception group and es-corted to the place of repose.

    b. Burial in Washington, D.C.

    (3) The main funet 1!procession. The pro-cession will be conducted from theCapitol to Arlington National Ceme-tery if the funeral service or inter-ment is to be conducted there.

    The main funeral procession will com-mence from 15th Street and Constitu-tion Avenue, NW, following the dayof repose when interment is outsideWashington, D.C.The funeral service, if conducted inwashin~on, D.c. will follow the

    period of lying in state.

    Following the funeral service, or fol-

    lowing the lying in state period if nofuneral service is conducted in Wash-ington, D.C., the remains will be es-corted to the point. of departure. -

    d. Lying in stute.( 1 ) The remains will normnlly lie in state

    in the Capitol Rotunda for approxi-mately 24 hours, depending on theceremonial requirements and desiresof the President and the next of kin.

    (2) Public viewing of the remains lyingin state in the Capitol Rotunda willbe continued throughout the entireperiod of lying in state, to end twohours prior to the removal of the re-mains from the Capitol, unless thefamily of the deceased expressly statea desire to the contrary. If desiredthe family will be penmitted a shortpericxl for private services.

    5. Demise outside continental United States. ( 1) Immediately form a guard of honor

    a. Immediately form a guard of honor com-posed of repmentatives of all Armed Forces,if practicable, to attend the remains.

    b. Coordinate arrangements, utilizing thefacilities of all Anneal Forces as required, fortransportwticm of the remains to Washington,D.C., including appropriate escort and localceremonies.

    7. Demise in Washington, D.C. arezL If demiseoccurs in the Washington, D.C., area theCG, MDW will—

    a. Arrange for the remains to be moved tothe place of repose with appropriate ceremony.

    b. Immediately fcmn a guard of honor COm-posed of representatives of all Armed Forcesto attend the remains while lying in repose.

    c. Proceed as indicated in paragraph 11through 13 (Burial Outside ‘the W=hM&m,D.C., area) or paragraphs 14 through 17(Burial in the Washington, D.C. Area).

    Section III. DEMISE OUTSIDE WASHINGTON D.C., AREA—ARRIVAL OF REMAINS AND MOVEMENT TO THE

    PLACE OF REPOSE

    8. Arrival. The CG, MDW will—,

    a. Coordinate the arrangements for the re-ception of the remains to lindude an appropr-iate ceremony.

    b. Ascertain place and time of arrival of theremains by coordination with the Secretary ofthe General Staff, Department of the ArmY,and arrange for th’e att&dance of:

    (1) Special honor guard.(2) Family.(3) Honorary pallboarem.(4) Clergy.(5) Other official mourners.(6) Troops.

    STATE FUNERAL IMPLEMENTATION—

    Section I. GENERAL

    19. Entitlement.

    b. Members of the reception party will taketheir position as they arrive and their vehicleswill be formed as indicated in figures 7, 8, 9,and 10,

    c. When all participants are in Position, theceremony site control officer will direct t-hebody bearers to enter the carrier and securethe casket.

    d. As the casket appears, prweded by theclergy, the body bearers will halt briefly,whereupon the commander of troops will bringthe joint honor cordon to ATTENTION andPRESENT ARMS. The band will sound appro-priate honors, followed by a hymn. On the firstnote- of the hymn, the casket will be carried ata slow cadence between the ranks of the hon-orary pallbearers and joint honor cordon andplaced in the hearse.

    e. When the casket has been mcured, theband will stop playing, the joint honor cordonwill be brought to ORDER ARMS, and thereception party will move to their vehicles.

    f. If the arrival of remains is to be by shipat the Washington Navy Yard, the ship arrivalwill be scheduled two hours prior to the cere-mony,

    25. Movement to place of repose. a. When thecasket is in place and all personnel are seatedin their vehicles, the cortege will move out,preceded by the escort commander.

    b. The procession will move in the orderindicated in figures 7, 8, 9, and 10 at a rate of20 miles per hour. The route will be designatedupon determination of the place of repose.

    c. As the cortege starts to move, the salutingbattery will fire the appropriate cannon salute(five seconds between rounds).

    d. The National Color team, body bearers,personal flag bearer, band, joint honor cordonand security cordon will be dismissed. Dupli-cate details will await the arrival of the re-mains at the place of repose.

    the commander of troops, joint guard of honor(para 140 through 144).

    29. Ceremony at place of repose. a. The sizeand exact location of the joint honor cordonand security cordon will be determined by theceremony site control officer, dependent uponthe location selected for repose. The jointhonor cordon will be formed to flank the routewhich the casket will follow from the hearseto the entrance of the place of repose. The se-curity cordon will enclose the immediate areawhere the ceremony will take place. The first,second, and third (final) positions of the Na-tional Color and personal flag are shown infigure 11. Prior to placement of the casket inthe place of repose another National Colorand personal flag will be positioned in standsto the flanks of the catafalque.

    b. As the cortege arrives at the place of re-pose, the hearse will stop opposite the entrancewhere the joint honor cordon is positioned.

    c. Time will be allowed for the remainder ofthe vehicles in the procession to halt, discharge

    d. When all personnel are in position, theceremony site control officer will signal thebody bearers to take their position at the rearof the hearse for removal of the casket.

Onthe first note of the hymn, the body bearers willremove the casket from the hearse and theescort commander will lead the special honorguard between the honorary pallbearers up theeast Capitol steps and into the Rotunda. Asthe last of the special honor guard wheels tofollow the escort commander, the NationalColor team will wheel into column followed hythe clergy, the personal flag, the honorary pall-bearers, and the family.

    f. When the procession has entered the Ro-tunda the band will cease playing and the jointhonor cordon will be brought to ORDER ARMSand PARADE REST.

    g. Upon entry into the Rotunda, the Presi-dent and family and the honorary pallbearersand special honor guard will take their posi-tions to the right and left of the entrance re-spectively. The National Color team, clergy,body bearers and personal flag will proceed tothe center of the Rotunda and approach the cat-afalque. The clergy will take his position nearthe foot of the casket (position 1) while the

    casket is being placed on the catafalque. Afterthe casket has been plad on the catafalque,the body bearers will rewin in their positionswhile the National Color and personal colorare posted and the COIW te~ we dismissed,The Joint Guard of Honor will then take theirposition around the casket See paragraph 28.When they are in position, the body bearerswill be dismissed and the clergy will deliver ~short eulogy (if requested).     commencing with the clergy, and those partici - -pants who are positioned on both sides of theEast entrance. Those groups that did not par-ticipate in the actual cortege will follow theirguides through the North and South entrancesto their briefing rooms where they will be dis-missed.

    j. If the family desires the casket to beopened (luring the period of lying in state, theRotunda will be cleared and the casket openedby the mortician.
