Federal, State and Southern California Rapid Transit District officials participated in the ceremony heralding the start of construction for the El Monte-Los Angeles Busway. By fall, the first eight miles of the 11-mile exclusive express facility are expected to be open to travel by 60-mile-an-hour and faster RTD Busway Flyers. Officially turning soil at the event were Frank J. Walton, California secretary of business and transportation, and Dr. president of RTD. Walton, who represented Governor Ronald Reagan at the event, said California was making history in developing the Busway, adding• "This project is the first at- tempt to wean the driver away from his automobile and at the same time provide him with the mobility that only rubber-tired transit can make available." Dr. Topping termed the effort a milestone in federal, state and local cooperation. "Visualize, if you will," RTD's president said, "Bus- way Flyers operating in their own right-of-way—moving at 60 miles an hour and faster- bypassing four lanes of com- muters' automobiles stalled in bumper to bumper morning and evening traffic." El Monte-Los Angeles Busway Groundbreaking Marks New Era For RTD The results of their efforts are expected to help future subway builders save millions of dollars through improved tunnel design and through better venting, which will lead to lower construction costs. The work is being spon- sored by a dozen members organizations of the Institute for Rapid Transit, with prin- cipal financing coming from the Urban Mass Transporta- tion Administration of the U.S. Department of Trans- portation. It originated from a re- quest by RTD, which is con- tributing $30,000 to the proj- ect, and whose chief engi- neer, Richard Gallagher, is responsible for establishing many of the program's ob- jectives. City and County officials joined Transit District direc- tors and officials in preview- ing the initial phase of the project under way at DSI lab- oratories Thursday, January 27. Jack R. Gilstrap, RTD's Continued an Page 2 Counterfeit Monthly Passes Being Used, Operators Ca utio ned "A number of counterfeit monthly passes have been turned into me the last few weeks," reports Max L. Rise, general superintendent of transportation. "These passes have been picked up and a re- port made by the Operator. "In the future," Rise con- tinued, "whenever you are cer- tain that a person has present- ed a counterfeit monthly pass, do not question the pass hold- er. Honor the pass, then noti- fy the dispatcher immediately either by radio or by the near- est telephone." Dispatchers have been in- structed to direct operators to drive to a particular location on their route, at which point the bus should be set down for arrival of police or special agents. "This procedure," conclud- ed Rise, "is necessary so as to afford the police or special agents an opportunity to iden- tify the person in possession of the counterfeit pass." The Revenue Act of 1971 has made important changes in the Federal income tax withholding system which will effect withholding rates on wages paid on or after Janu- ary 16, 1972. Also changed from 1971 is the amount of personal ex- emption from $675 to $750, and the maximum standard deduction allowance from $1,500 to $2,000. Social Security, as of this date, remains at 5.2%, but deductions will be made from paychecks on the first $9,000 of 1972 earnings, as com- pared to the $7,800 cut-off of last year. "You will first notice the effect of these changes on the paycheck that you receive on January 21," according to John S. Wilkens, director of Continued an Page 4 Norman Topping, $1.4 Million To Be Returned To Six Transit Operators The Southern California Association of Governments (SCAG) has received De- partment of Transportation certification for SCAG's re- gional transit improvement and coordination p r o g r am which will immediately result in a return of $2.4 million dollars for public transit op- erators in Southern Califor- nia, SCAG President John T. Conlan announced today. The regional transit pro- gram was developed by SCAG and RTD, with the cooperation of other area tran- sit operators in Southern Cali- fornia. Certification by DOT in- creases federal capital grant eligibility for area public transit operators from the cur- rent 50 percent to 66.6 per- cent. Supervisor Dan Mikesell of San Bernardino County, Chairman of SCAG's Com- prehensive Transportation Planning Committee, esti- mates that under SCAG's Transit Development Pro- gram, a savings of millions of dollars in local matching funds will result from the certification. The increased eligibility will affect not only all future federal transit grants to the region but is also retroactive for three years. The resultant additional one-sixth funding, which totals the $2.4 million, will be distributed to public transit operators who have re- ceived 50 percent capital grants from DOT during the past three years. Along with RTD, those cities having a Continued an Page 4 Federal, state and RTD funding has made the project possible it was explained by Dr. Topping and Walton. They noted that the $53 million facility is a joint effort of the RTD and the California Department of Public Works' Division of Highways." The effort has been undertaken in association with the federal Department of Transportation (DOT) and it's Urban Mass Transportation and Federal Highway Administrations. Dr. Topping added that, fortunately for California and the nation, "the attitude no longer prevails that, simply by attempting to provide accessi- bility for the automobile, we would also be providing mo- bility for people. "We have come to realize that any effort aimed at one- dimensional accessibility only destroys mobility. Without bal- anced transportation — out- standing freeways, highways and surface streets, along with improved and expanded pub- lic transportation services, the snail's pace at commuter hour will prove to be an omen of the paralysis to come." The Busway will consist of in-bound and out-bound ex- clusive express lanes for high- speed bus travel along the San Bernardino Freeway from Mis- sion Road in Los Angeles to a terminal at Santa Anita Avenue in El Monte. The Southern CaliforniaAssociation of Governments(SCAG) has received De-partment of Transportationcertification for SCAG's re-gional transit improvementand coordination p r o g r amwhich will immediately resultin a return of $2.4 milliondollars for public transit op-erators in Southern Califor-nia, SCAG President John T.Conlan announced today.

The regional transit pro-gram was developed bySCAG and RTD, with thecooperation of other area tran-sit operators in Southern Cali-fornia.

Bowl Parade. Trollies much like "Old 43" characterized public transportation equipment at the turn

of the century. A few are still in transit service, though most of them have given way to modern

equipment such as RTD's new 7100 Series diesel powered bus.

Team Of Engineers Use Aerospace Techniquesgeneral manager, explainedfor the group the importanceof the testing to the District'stotal programming of massrapid transit service in theLos Angeles area. Gilstrapnoted the undertaking is typi-cal of the kind of expertiseand technology being em-ployed by the transit agencyto insure the community ofthe most modern and effi-cient transit facilities avail-able anywhere.

As Dr. Seemann explainsit, the cost of maintainingproper temperatures in sub-way stations may be as muchas 10 percent of the totalconstruction costs, and powerconsumption for environmen-tal control systems may runas high as half that requiredfor moving subway trains. Indollars, environmental controlconstruction may be as highas $5 million per mile ofsubway.

"Most systems completedin recent years have hadproblems. In many casescostly retrofitting has beenrequired, and even this hasn'tbeen satisfactory. And manyolder systems are experienc-ing progressively worse con-ditions," Dr. Seemann ex-plains.

"No extensive practical re-search in subway and stationdesign had been done sincethe 1940's," Dr. Seemannsaid, "and the current proj-ect was conceived in 1968when the RTD was in thepreliminary design phase ofa subway line for Los An-geles.

"Since starting the projectin 1970," he said, "we havefound that most recent de-signs were based on inaccu-racies and lack of knowledge;hence the problems."

Part of the problem, he be-lieves, is in the fact that fewexperiments were performedwith scale models simulatingactual conditions.

"Here, we are using geo-metrically scale model tun-nels and vehicles, with 'reallife' speeds. As a result, ourdata should be infinitely moreaccurate than that availablein the past," Dr. Seemanndeclared.

The problem arises be-cause trains rushing throughsubway tubes heat the sur-rounding air, pushing itahead to the nearest escapehatch, often the platform ofa subway station. Additional-ly, modern electric subwayvehicles use their power forbraking, and in so doing alsoincrease the temperature im-mediately surrounding thecars.

The result, unless tubes areproperly vented, can be aradical increase in both tun-nel and station temperature.

In the past, venting hasbeen a hit or miss proposi-tion, with some systems, suchas New Pork, depending ona series of simple holes to thesurface, grated to provide forpedestrian or vehicular traf-fic. Others, such as Chicago,use elaborate vent "chim-neys," with intricate bafflingsystems.

"One of the things we aretrying to determine," Dr.Seemann said, "is not onlyhovi large the vents should

be, and how elaborate, buthow far apart. Builderscan save substantial sumsby eliminating unnecessaryvents, just as they can saveby proper venting."

Work on this phase of theproject is being done in a90-foot vent and station testfacility in which airflow canreach speeds of 70 miles perhour and temperature canreach 130 degrees.

One item tested in the fa-cility is a replica of a typicalChicago vent.

"We are finding that thereare some real discrepanciesbetween the calculations usedto design the vent and whatreally happens. This is alsotrue of vents being used byother systems," Dr. Seemanndeclared.

A 400-foot tunnel in whichtrains run at 70 mph is beingused to test subway aerody-namics and thermodynamics.It features a dozen ventshafts, which can be openedor closed to provide theoreti-cal differentes in systems,and a large station replicawhose size can be changedto provide different config-urations.

Like its smaller counter-part, it is used to study air-flow through the vents bothbefore a vehicle reached themand alter it has passed. Fullyinstrumented and automatic-ally controlled, it can throughtelemetry measure tunnelwall drag as well as resistanceon the vehicle itself at differ-ent speeds and under varyingconditions. A smoke genera-tor provides a visual meansof studying air flow, and dataobtained on recording graphsand magnetic tapes providethe other information on eachof the several test runs madedaily.

"In sophistication and abil-ity to provide useful data,the facilities rival those usedby the Aerospace Industry todesign aircraft and missiles,"Dr. Seemann said. Both fa-cilities were designed andbuilt by DSI Chief EngineerHoward Krachman and hisstaff.

When the program is com-pleted, Dr. Seemann and hisassociates will prepare a de-sign handbook which can beused by all future subwaybuilders. It will be publishedby the U.S. GovernmentClearing House.

Inputs to the handbook arealso being made by a groupof researchers at Cal Tech,where considerable analyticalmathematical studies are be-ing undertaken, led by Dr.Gordon Harris, and by agroup called the AssociatedEngineers. In the group areParsons, Brinckerhoff, Quade& Douglas, Kaiser Engineers,and DeLeuw Cather.

"When you consider that ifheated air was not removed,a rise of 55 degrees per hourcould take place in a subwaystation during a typical rushhour," Dr. Seemann said,"you can realize how impor-tant it is to provide the bestpossible system for environ-mental control. And if youdon't, your errors can catchup with you. For example,Mexico City's system islooked upon as one of the

most modern in the world-and yet, because it is im-properly designed from atleast one standpoint, theground temperature adjacentto the subway there has risen10 degrees in the past threeyears. Eventually, this couldmean real problems in pro-viding a proper environmentfor Mexico City subwayriders."

make the trip in approximately18 minutes, as compared withthe 35 to 45 minutes requiredby autos during peak trafficperiods.

In addition to easing con-gestion along the San Bernar-dino Freeway, the project isexpected to determine thefeasibility of new concepts ofjoint highway-bus operation,Walton explained.

Primary objectives of theproject are to increase theoverall people-carrying capaci-ty of the freeway corridor,complementing community andenvironmental values, provideimproved bus service to areascommunities along the free-way, and reduce traffic con-gestion in those areas.

Another objective is to col-lect and evaluate data to de-termine the patronage andoperating characteristics of abus mass-transit system on ex-clusive freeway bus lanes inan auto-oriented major metro-politan area.

Dr. Topping pointed outthat the project also is in-tended to establish a rationalbasis for planning future free-ways incorporating mass trans-it facilities.

The project was first con-ceived in 1969 and will beCalifornia's first example ofa multi-modal transportationsystem. Total cost will be $53million.

Antique Collection, one of the most comprehensive collections

of rare image-in-motion and cinematic apparatus in existence,

is on extended loan to the museum. Everything from shadow

play puppets to movie cameras are included in the display, and

a number of devices may be operated by the viewer. No closing

date.

HISTORY OF EXPOSITION PARK—Early days revisited through a

changing collection of photos and memorabilia in this three-phase

exhibit which marks the centennial celebration of Exposition Park,

home of the museum. On display through January 1, 1973.

DURER AND HIS TIMES—Exhibition commemorates the great

German painter Albrecht Durer (1471-1528), who with his works,

particularly his woodcuts and engravings, exerted a great influ-

ence not only in his own time, but also in the times that followed

down to the present date. Pictures and documents from his life

and times were assembled by the Institute for Foreign Relations

in Suttgart with the assistance of the foreign ministry of the

Federal Republic of Germany. On display through February 27.

THE L.A. FAMILY, WATSON—Pictorial panorama of the past 72

years of news events in Los Angeles as seen by four generations

of newspaper photographers from the Watson family. Memorabilia

and photographic equipment are also shown by the well-known

Los Angeles camera-bearing family. On display January 29 to

March 19.

MANHATTAN BEACH OPERATOR HONORED — Edward Delmar

(left) of Manhattan Beach has been honored as RTD's December

"Operator of the Month." Director Don C. McMillan presents the

30 year veteran of Los Angeles public transit with a courtesy

plaque. Delmar was nominated for the award by one of his

Beverly Hills-UCLA-Pacific Palisades Line 76 passengers. Speaking

for other passengers when she wrote the letter, the writer com-

mended Delmar on his pleasant courteous manner and said it

was a pleasure to ride his bus. Delmar who wears a 25 year

safety award pin, is also active in union activities. He is presently

president of Local 1565.

Elements of the SCAGplan which DOT certi-fied provide for coordinationof route scheduling, transfersand transfer points betweenoperators, fare structures, lev-els of service, and provisionfor a five year capital im-provement program. Costlyduplication of services will beavoided.

The fourteen publicly own-ed transit operators in the re-gion have cooperativelyagreed upon the consolidationof programs, according toJohn F. Hutchison, Directorof Transportation for the Cityof Santa Monica, Chairmanof SCAG's Transit AdvisoryCommittee which will coordi-nate the program. The Com-mittee is made up of PublicTransit Company Operatorsand Managers who will havethe responsibility for main-taining and updating the newprogram.

Division 7 Tops"Drive WithPride" Contest

First place honors in theDistrict's November "DriveWith Pride" contest went toDivision 7 with a 9.2% re-duction in accidents for themonth. One of the closestcontests in "Drive WithPride" history, only fourtenths of one percent sepa-rated the top three divisions.

Division 10 came in secondwith 9 and Division 11 thirdwith 8.8% .

Host for the trainroompresentation ceremonies atthe respective divisions wasJohnny Johnston, assistantsuperintendent of transporta-tion. Johnston discussed theDistrict's plans for rapidtransit and answered ques-tions regarding District op-erations. On hand also forthe ceremonies were two newemployees: John C. Miller,Insurance Manager and Rob-ert C. Williams, Deputy Ad-ministrator - Equal Employ-ment Opportunities.

Exact Fare went into Oper-ation Sunday, January 30, onthe three Eastern Cities Linesbus routes operated by RTD.

At the same time, the Dis-trict announced, improvedconnections between EasternLines and four area bus routeshave been established for per-sons living and traveling inthe community.

The changes will be in ef-fect on Eastern Cities Lines140 (Kern Avenue), 141(Ford Boulevard), and 142(City Terrace).

Operators on buses travel-ing along the three routes will,beginning Sunday, no longerseil tokens, carry cash or pro-vide change.

As a convenience to pas-sengers, token outlets havebeen established at a numberof East Los Angeles area re-tail establishments.

Exact Fare permits speed-ier travel by avoiding delayscaused by change-making atthe bus stops, RTD officialsnoted, explaining that passen-gers on Lines 140, 141 and142 can pay their fares withtokens or 20 cents in cash.

The improved connectionswill be accomplished througha minor rerouting of Lines140, 141 and 142 from GageAvenue to Rowan Avenue be-

tween Hammel Street andThird Street. The presentroute along Gage Avenue be-tween Third Street and Ham-mel Street will be discontin-ued.

Monday through Saturday,all line 141 buses will bescheduled to operate as a con-tinuous trip at First and Row-an through the Line 140 routein both directions. Alternatingbuses on Line 140 will termi-nate at Rowan and FirstStreet.

On Sundays and Legal Hol-idays, all Line 141 buses willbe scheduled to operate as acontinuous trip at First andRowan through the Line 142route in both directions. Allline 140 buses will terminateat Rowan and First Street.

Accordingly, easier accesswill be provided between theEastern Cities Lines and RTDLines 11, 17, 26 and 32.

2. Make promises sparingly and keep them faithfully, no matter

fellow's expense are rarely worth the effort and may hurt

9. Pay no attention to ill-natured remarks about you; simply

live so that nobody will believe them.
