RE: FCC Ordered Rate Increase & Call for Protest

Dear Fellow RTC Telephone Conswners:

The R o w Telephone Company Consumer Advisory Committee is a group of consumers that represents you. the consumers 0 1 Ronan Telephone Company. We are sendi you this to q u a t your input to help us represent you hetter, and to request your help in fighling an unjustified federally ordered rate increase.

The Federal Communications Commission (FCC) issued a decision on October 1 1 which will increase your telephone hill on January 1,2002. Our committee has twice filed formal commrnts with the FCC opposing this rate change. We succacded in enlisting the support of Senator Baucus, Senator Bums and Representative Rehhurg asking the FCC to delay a decision in h i s casc lo allow hut!! public input. The FCC ignored both the opponents to this process and the many Congressmen and Sa~tarx vdr; suppdrted a delay.

This decision will raise the federal nsidenlial Subwiher Lint Chrrge by 43% and the multiple line husiness Suhscriher Line C h u g by 53%. The order also contemplw further imeasing the residential fee by as much ils 85% within two years.

Furthermore. the poljcy direction of this FCC indicates [hut h i s could be the first step in a longer process that will increase local telephone rates hy as much as 700%.

We feel very strongly that our efforts to successfully udvtwue for continued affordable local telephone rates with the policymakers in Washington DC will he fruitless unless tl large numbcrofconsum#s join us in our protest!

To this end. we have enclosed reply cuds expressing i)ur concerns to lhe key policymakers at the FCC and to our Congressional Delegation, in hopes of sending the m?ssage.lhi real live consumers in rural mrnmunilies like ours, nationwide. will he severely impacted hy these radical policies. 0 Lake County suffers from chronic poverty, hlgh unemployment and under- employment, Indian Reservation Problems, Hlgh Growth and an Influx of the Wealthy:

Lake Co. is a poverty stricken area with annual per capita income just over $17,000.

Unemployment has historically been 2% to 6% higher than the national average.

Most of Lake Co. is located on the Flaihead Indian Reservation, which exacerbates

Lake Co. has Experienced High Growth along with the rest of Western Montana.

The Presence of Flathead Lake has Proven to be a Lure for the Wealthy:

all socio-economic problems.

Property Values have been driven up beyond the reach of many locals. This has caused a “Rich North Valley and a “Poor South Vallef Problem. Consistent puplic policy is impossible with “Rich North” vs. “Poor South”, this Problem is Exacerbated by the ”Rich Whites” vs. ‘Poor Indian” problem.

The CS&U has 6,800 Enroled Members, 3,700 of which Live on the Reservation.

The Flathead Indian Reservation, home to the Confederated Salish and

Kootenai Tribes, is the geographic area in question. Located in western Montana

just south of Glacier National Park, the reservation, at 1.2 million acres,

encompasses most of Lake County and parts of Sanders, Flathead, and Missoula

Counties. 24% of the reservation's 26,507 residents are Nathre American (2000

U.S. Census). Of the 6,800 eorolled CSKT tribal members, 3,700 live on the

reservation. The reservation Is also home to tribal desendants and members of

32 other Indian tribes (DHRD 2001). Total Indian population is estimated to be

appoxirnately 11,339 (Montana FAIM evaluation - Stat? of Montana - DPHHS -

-

2001).

A recent GAO report ( TmmunkaUons: U I a m ! and Choices

OfInmet U . , February, 2001) and a series of US. Department of

Commerce studies (Fa///ng 7?nvugh the N g 1995,1999,2000) on Americans'

access and use of technology show that although more Americans now own

computers, minority and low-income households in inner cities and rural

communities are still far less likely to have computes or onllne access to the

Internet and know how to use advanced technology than users of more affluent

households. Although the numbers of Americans who have access to computers

and know how to use the Internet are increasing, the recent reports show that

the ' digital divide" persists for low-income, minorities and non-English speaking

children and adults. This is certainly true of the Flathead Indian Reservation,

most of whom do not have telephones and or computers in the honie, do not

have friends or family with computers, have never used the Internet, and are

unfamiliar with basic computer applications. Many reservation residents do not

have telephones (DHRD - 2001 - Job survey) and are not able to budget for the

monthly fees.

The Flathead Indian reservation is considered an economically distressed

rural community. If you evaluate the CSKT on reservation population, 48Oh

access poverty based programs at least once a year (childcare assistance,

commodities, low income energy assistance, Tribal welfare'). Eighty-percent of

the jobs in the local area require computer skills and the ability to perform

identified applications, yet there are no computer training programs in the area

, (DHRD, 2001) and accesi to phone lines and computers affects the employability

of enrolled Tribal members.

Although 95% of the nation's schools are now equipped with C l a s m O t n

computers: Flathead Reservation schools have not fully caught up with this

trend, nor have the schools made computer technology accessible to the

reservation public. Furthermore, there are no after-school programs on the

reservation, despite the reservation's high number of latchkey children. . .

' CSKT OEDP Plan - 2002

. The Flathead Reservation hlstorlcally has had higher annual

unemployment and poverty rates than Montana and the nation. The 1990 U.S.

Census reported a 17.9% UnemPlOYmMt rate for Native Americans living in Lake

Ccruirt';. However, a more thorough study conducted in 1995 by the BIA

estimated the rate to be 49%. Both numbers are extremely high when

compared to the Montana and national rates of 4.9% and 4.0940 respectively (MT

DOLI, 2000). Recently, the State of Montana welfare evaluation found that

unemployment on the Flathead Indian Reservation is 41% (ABT evaluation - State of Montana DPHHS - reported on 2/11/02 - Great Falls Tribune).

The incidence of poverty among Native Americans on the resewation is

30.4% (1990 US. Census). The reservation's child poverty rate is 28.9% (2000

US. Census). The 1997 BIA Labor Force Report documented that 37% of

employed Tribal members were living in poverty. More recent repork indicate

that 48% of the enrolled Tribal membeKhlp accesses poverty based program9

, at least once a year. The dkts of poverty are most severe when generational

in character, and generational poverty Is doseb correlated with low rates of

literacy as well as limited access to computer tectihobgy. Many Indian residents

of the reservation are third or fourth generatlon welfare recipients for whom

poverty has been a lifelong experience.

In addition to poverty, the pmject's target population suffers fmm

extremely high rates of domestic abuse and homeknes. DHRD data indicate . .

' Survey of 600 teachers conducted by Lake Sncll Perry & Associates and the Tanance Group for NctDay, 2/01,

that 45% of the familles enrolled in its programs have experienced domestic

violence, and 60% have been homeless at cne time or another. Many have

experienced more than one period of homelessness within a year, where children

were parceled out to extended families while the parents resided in cars or with

friends.

In 1998,94.67 out of 1,000 Lake County residents received food stamps,

compared to 71.63/1,000 for Montana. In 1998, the Lake County TANF caseload

was nearly twice the average state caseload (MT DPHHS). In 1999, Lake

County transferred 50% of its TANF caseload W the new Tribal TANF Program,

which has since served 470 unduplicated famllles.

Recent Tribal TANF Program data Indicate that 50% of the caseload

(enroiled CSKT Tribal members who seek services from the Tribes) does not

read, comprehend or communicate at an 8m grade level. The statistics are

similar for the Tribal General Assistance (GA) Program. Dislocated woods

workers, representlng about 230 families not currently served by either the Tribal

TANF or GA Programs, show even more alarming Wendes: 70% have

obvious literacy issues and only 28% have either a hlgh school diploma or GED

(DHRD, 20019.

Twenty-three percent of Lake County residents do not have High School

diplomas (1990 U.S. Census), and 50% of the resenratlon's Current Adult WC

Education (ABE) student population Is NatIve American. Many of these . ,

individuals are 4% students at Saiish Kootenai College, where 65% of entering

freshmen do not have high school diplomas or GEDs. Addltiocaily, over 80% of

students enrolled in SKC ABE, the Only ABE services available to CSKT members

and descendants, mter with test scores below the 3" grade level (DHRD, 2001).

17% of the reservation's school age children and 15% of ail 16-19 year-

olds do not enroil in or attend school each year (1990 U.S. Census). This means

that approximately 800 students on the reservation, most of them Indian, do not

attend school and are missing out on basic literacy, math and reading. Tribal

officials believe the actual number is higher, since so many children skip from

school to school before leaving entirely and are not counted as dropouts.

Most of the families targeted in the service area reside in the Ronan Pablo

School District, the reservation school district with the highest percentage of

families eligible for the subsidized school

and 56% of Ronan students). This district also has the most severe problems,

I inciuding poor attendance, partkularly among first and second graders. It is a

Tile I school district and designated a "low-performing" xhod. 22% of its

students have iimited English profldency and 27% of its K-ZM grade students

receive special education services (Ronan Pablo School DIsbM, 2001).

The Ronan Pablo School DlsWct is also the reservation disbict with the

highest percentage of Indian students (56%). At least 50% of its enrolled

kindergartenen are Native American, yet only one in three Ronan High School

graduates is Native American (CSKT Education Dept., 1999). This refleck an

extremely high dropout rate, which occurs reservation-wide. There am seven

high schools on the reservation, and there were over 290 graduating seniors in

1997. However, only 26 graduates were CSKT members.

Teen pregliancy rates are also correlated with low rates of literacy

including computer literacy. A 15year study conducted by the M Department

of Public Health and Human Services (DPHHS) revealed that Native Americans

account for 22% of all teen births in the state, although only 6% of the state's

population is Native American. The Montana Counties with the highest rates of

teen pregnancies are all within reservation boundaries, and Lake County is no

exception. Of the 330 births recorded in 1999,47 or 14% were to teen mothen.

The county's teen rate in 1999 was 18%. 60% of the county's births

that year were to Native American mothers, although It is not known how many

of these were teens (M Vital Statistics, MT DPHHS, 1999).

Enrollment data from Two Eagle Wer High school (TER) further indicate

the need for family and computer literacy servkes for Natlve American teen

parents residing on the resenmtion. TER sems 130-150 7m-12m grade students

from across the reservation. 99% of its student body lives below the povertv

level. The number of pregnant and parenting teens enrolled in the TER high

school is as follows: 30,97-98; 23,9849; 18,9940. Some of these teens have

more than one child, and their dropout rate is abwt 50% (CSKT Mucation

Dept., 2001). . .

Chronic unemployment, underemployment, poor self-esteem, and low

educational success all contribute to generations of Native American families quitting

the public schools and continuing the cycle of low educational achievement fcrr both

parent and child. The target population In question tends to have family histories with

a high reliance on welfare, high number of teen births, large number of single parent

families, limited life and study skills, and no attachment to lifelong learning or higher

education that might include an introduction to computer technology.

The CSKT administration has recognized the importance of

linking Tribal members to both telephones and to computer technology, but has

not had the funding to cover estimated cQsts at even the most basic inodest

monthly rates.
