1. Rubyvale Progress Association Inc. - town names and registered bounded locality names. A letter

has been received from Federal Government Senator the Hon Mitch Fifield, Minister for Communications advising that there are currently no issues with processing requirements for mail and that there are no plans to change the localities of postcode 4702 (that includes Rubyvale). It was agreed that an Information Report be submitted to the Committee after further investigating the original request from the Rubyvale Progress Association Inc. on matters not only relating to a request for a unique postcode but also seeking possible changes to registered locality names and boundaries.

COMMUNITIES’ SECTION Telecommunications Black Spot Strategy Executive Summary: This report seeks to inform Council on the Federal Mobile Black Spot Programme, a Federal Government initiative that seeks to improve mobile phone coverage and competition in regional and remote Australia, and also proposes a methodology to assist in the high level prioritisation of nominated mobile black spot sites in future rounds of this programme. Resolution: Cr G. Nixon moved and seconded by Cr G. Godwin-Smith “That the Central Highlands Regional Council endorse the following locations: Anakie – QLD-0020; Dawson Development Road – QLD-0281 / QLD-1215; Lochington – QLD-0559; The Gemfields – QLD-0867; and Keilambete Road – QLD-1374 in future rounds of the Federal Mobile Black Spot Programme and based on the following criteria:

1. Alignment with Council's Corporate and Community Plans, other strategic plans and documents; 2. Alignment with Community priorities, including action plans of Community Reference Groups; 3. Impact on community or personal safety, including road safety; 4. Impact on population growth areas; 5. Impact on community services, including health, education and government services; and 6. Impact on the business, industry, rural industry and producers and the digital economy”.

Mason left the meeting at 10.05am and returned at 10.06am Proposed Change of Use - 11 Doon Street, Blackwater Executive Summary: The Blackwater Art Society Incorporated has requested Council consider relocating their club to a different premises, located at 11 Doon Street, Blackwater. This report discusses this request and identifies options to support this club, and other local arts and cultural groups. Resolution:

Cr G. Nixon moved and seconded by Cr M. Daniels “That Central Highlands Regional Council agrees in

principle to amend the use of land located at 11 Doon Street, Blackwater to provide space for community, arts and cultural groups and activities, subject to all necessary statutory approvals being obtained, and existing tenancy agreements ended”. CSC 2016 / 10 / 24 / 05 Carried (6-0) Project Committee – New Blackwater Aquatic Centre Executive Summary: Prior to the March 2016 local government elections, Central Highlands Regional Council had established a project committee to oversee the new Blackwater Aquatic Centre project. This project committee was established consistent with the following resolution of Council passed on 11 March 2015 reading as follows:

1. That pursuant to section 264 of the Local Government Regulation 2012, Central Highlands Regional Council resolves to appoint a special committee, the ‘New Blackwater Aquatic Centre Project Committee’, to oversee the new Blackwater Aquatic Centre Project including the following members:

Deputy Mayor Councillor Gail Nixon

Councillor Kevin Cracknell

Councillor Kevin Pickersgill

Chief Executive Officer

General Manager Communities

2. That pursuant to section 257 of the Local Government Act 2009, Council delegate to the Chief Executive Officer all necessary powers to implement the New Blackwater Aquatic Centre Project and in exercising these powers, the Chief Executive Officer has due regard to the minuted decisions of this Special Committee.

Since the March 2016 election of the new Central Highlands Regional Council, the project committee has not been re-activated. At the Communities Standing Committee held on 27 September 2016, the Chairperson Cr Charlie Brimblecombe supported the re-introduction of the project committee to continue to oversee the new Blackwater Aquatic Centre project.

The Chief Executive Officer advised Committee members that a report would be presented to the next meeting. This report is now prepared and is seeking to recommend re-introduction of a new project committee. Resolution:

Standing Committee recommends to Council that it approves the re-introduction of a project committee to oversee the construction and project management for the new Blackwater Aquatic Centre and the following members be included as part of the project committee:-

Lacey (Observer) left the meeting at 10.15am Mobile Ablution Facility Executive Summary: This report provides information in relation to public amenity requirements for Council and community events, and discusses options for mobile ablution facilities to support events where permanent facilities are not available, or sufficient to meet the event needs. This report also provides indicative information regarding costs for these facilities. Council considered the report. Resolution: Cr G. Godwin-Smith moved and seconded by Cr M. Daniels “That provision be made at the next 2016-2017 Budget Review for the purchase a mobile ablution facility for use at select community events.” CSC 2016 / 10 / 24 / 07 Carried (6-0) Adjournment Meeting was adjourned at 10.38am for morning tea and resumed at 10.56am

Ferris attended the meeting at 10.58am Rotary Park, Blackwater - Fence Replacement Executive Summary: Central Highlands Regional Council owns and is responsible for maintenance of Rotary Park, Blackwater and the associated assets. The Rotary Club of Blackwater has been based at this park for many years and has contributed to a variety of improvements on site. This report examines Rotary’s request to replace the existing fence with a new galvanised post and chain wire mesh fence at Rotary Park. Resolution:

Cr G. Nixon moved and seconded by Cr K. Hayes “That the Central Highlands Regional Council

Communities Standing Committee: 1. Accepts the Blackwater Rotary Clubs’ initiative to remove and replace the perimeter fence with a

galvanised post and chain wire fence at Rotary Park, Blackwater at the Club's expense; 2. Supports the Blackwater Rotary Club with meeting Work Health and Safety requirements, site

restrictions and traffic control; 3. Endorses the request from the Club to sell the old fence being removed from Rotary Park,

Blackwater at their Auction in March/April 2017 with any proceeds being retained by the Rotary Club”.

CSC 2016 / 10 / 24 / 08 Carried (6-0) Attendance General Manager Communities B Duke attended the meeting at 10.58am Creative Cultural Futures Strategy Executive Summary: This report to the Central Highlands Regional Council Communities Standing Committee is seeking approval of the Draft Central Highlands Regional Council Creative Cultural Futures Strategy 2016–2026. Following extensive engagement and endorsement by the Central Highlands Arts and Cultural Advisory Committee, the Central Highlands Regional Council Creative Cultural Futures Strategy 2016–2026 will guide the delivery of arts and cultural activities and services for Council in partnership with the community. The Central Highlands Regional Council Creative Cultural Futures Strategy 2016-2026 supports the following objectives:

To recognise, support and celebrate the partnerships between arts and cultural groups, community and government in the common goal of strategic and innovative arts and cultural services delivery.

Partnerships between community and government stakeholders are fundamental to achieve a vibrant, innovative and creative cultural future for the Central Highlands’ region.

The Draft Central Highlands Regional Council Creative Cultural Futures Strategy 2016-2026 has six (6) major objectives and is mapped to the state and national objectives for arts, heritage and cultural priorities.

The development of the strategy was successfully led by Central Highlands Regional Council Arts and Cultural Officer Karen Newman.

Communities Standing Committee adopts the Central Highlands Regional Council Creative Cultural Futures Strategy 2016-2026 presented subject to the following amendments:

Mayoral message from current Mayor Hayes only;

Absorption of Councillor comments into Strategy content;

Appropriate Artisan endorsements; and

Acknowledgement of work undertaken by the Central Highlands Arts and Cultural Advisory Committee (CHACAC) in the development of this Strategy

Newman left the meeting at 11.08am New Blackwater Aquatic Centre - Progress Report Executive Summary: This report provides a progress update regarding the construction of the new Blackwater Aquatic Centre located at Hunter Street, Blackwater and outlines future milestones yet to be achieved in delivering this project.

Emerald Aquatic Centre Waterslides - Progress Update Executive Summary: This report provides a progress update regarding the construction of the new Emerald Aquatic Centre Waterslides located at Opal Street, Emerald and outlines future milestones yet to be achieved in delivering this project.

Possible visitation to Central Highlands Regional Council by Bundaberg Regional Council and Maroona Regional Council to discuss and exchange ideas and initiatives

Cr P. Bell:

Preparation of the 2017 meeting calendar and structure and frequency of Council meetings, standing Committees and strategy forums. Cr Hayes advised that he will be meeting with and working through a proposal with Councillors and the Chief Executive Officer in the near future.

Preferred facility guidelines prepared by the National Rugby League (NRL) and presented by Government Relations Advisor at the recent LGAQ conference. Possible presentation to Council’s Level Playing Field Working Group at a later date and further consideration of guidelines in the review of Council’s Open Space and Recreation Plan and future capital works

Expression of Interest – New Blackwater Aquatic Centre Management Agreement Executive Summary: At Council’s Finance and Infrastructure meeting held on 13 September 2016, Council resolved to call for Expressions of Interest (EOI) from suitably qualified persons to manage the new Blackwater Aquatic Centre. The EOIs were called on 15 September 2016 and closed on 10 October 2016. At the close of the EOI, four (4) Expressions of Interest were received. This report discusses the submissions received and in accordance with the provisions described in the Local Government Regulation 2012 a shortlist of respondents now be invited to prepare written tenders for these management rights at the new Blackwater Aquatic Centre. Resolution Cr G. Nixon moved and seconded by Cr G. Godwin-Smith “That pursuant to section 228 (6) of the Local Government Regulation 2012, Central Highlands Regional Council approves the three (3) shortlisted respondents to the Expression of Interest for the management rights of the new Blackwater Aquatic Centre with each respondent now being invited to prepare a written tender for consideration by Council.” CSC 2016 / 10 / 24 / 12 Carried (5-0)

• Council has identified a need for about 100 invert crossings across the shire. Council is going to have a rolling program to do a couple each year. The ones for this year include a floodway on Sothernwood road (completed) and Glenlee Road.

• Maintenance crew currently doing maintenance grade on Jo Jo Road working back to Willows Rutland Road, Lockington, Medway Ducabrook to finish at Bogantungan.

4 Matters raised from the Community

4.1 Road Maintenance • Why do any graveling between Medway & Ross Pierce turnoff when they are the only ones using this section of road? Seems like a waste of tax/rate payers money. Council should have advised that there were other sites more needing. There isn’t any gravel from Medway to Bogantungan.

• It has been 12 months since a section of resheet work was done on Ducabrook then continued north with a maintenance grade for the full length of the road.

• This type of work is done with NDRRA funding and is specific to sites and does not include betterment or flexibility to sites. Council does not have a say on this.

• Council strategies does not include gravelling between these two locations. Council’s plan is to

• Who is the NDRRA?

• NDRRA is flood recovery funding with a strict criteria set by Federal Government to identify the locations. Council engaged a contractor to assess the whole of the road network, which was done according to the rules. Council strategy is to work on other sections in the future.

• NDRRA commenced in 2008 to ameliorate flood damage. Council was only allowed to repair the damage and returned to what it was not improve it. They are now allowing Council’s to provide a program to the betterment of the

4.2 Street Maintenance

• Reporting that there are a number of potholes on Long Street that need to be patched. Concerned with the number of tourist that camp there during the winter months that they may injure themselves.

• Also reported Kash Jedras has lived here for 25 years & has only had his road graded four times.

4.3 Road Maintenance • Can Council consider graveling the Medway road from the Medway turnoff to the bitumen in next year’s budget? Most of it is gravel but some sections are clay. Could be approximately 2 km that needs work. Very appreciative of the floodway work over the years but not enough when wet weather is around. This impacts on business and stock movement when the roads are impassable.

• Vosses gully the pipes are too small.

• Budget consideration - Contact Hastings to identify the problem locations.

• This road is a Council priority road.

4.4 Federal Government Funding for Northern Australian Road Network

• Council is very conscious of the change in federal focus and being part of the Northern Australia, Beef Road Network. Council will try for funding from this program. Need to identify roads that are part of the main network from Darwin to Gladstone. Identify the feeder/significant roads that contribute to the main stock movement in the region. Council is committed to providing additional funds to complete road projects that funding has been allocated to. Example is the Blackwater Rolleston Road where TMR contributed 2.5M and Council contributed $600K to complete the road works.

• Council has future plans to work on doing small sections as time goes on. Council will consult with the road users to get good result.

4.5 Approaches to Grids

• Who is responsible to repair approaches to grids on council roads?

• Council has almost finished putting together a responsibilities fact sheet on grids.

• Property owners have to maintain approximately 5m either side of the grid. Council will grade short of the grid, they don’t go to the grid because grader will fill

4.6 Blackspot Funding – TV Towers & Mobile Phone

• Blackspot funding is a very competitive pool of funds. Luke Lankowski has recently provided a report for Council which identified a list of 48 priority blackspots in the region. A bubble map has been created identifying where there is coverage and then consideration can be given to locations to provide continuous coverage. There has recently been 3 locations successful with funding allocation with one being near the Willows. There is no priority on the locations. Council is aware of emergency situations and try to include this in their application. Ken O’Dowd is trying to bring the minister out to the region.

4.7 Maintenance of the Bogantungan Cemetery

• Can the cemetery be tidied up? Not cheap to run a crew out to do the work but Colin is willing to do it if Council can contribute something towards the cost of fuel and chemicals to keeps the weeds down? Colin and June currently look after the railway station and are happy to do this one also. Colin has a chemical license to spray weeds.

4.9 Street Name Change

4.10 Economic Development

• Council has recently put in a funding application for the Emerald Saleyards planning stage. Since 1 July Emerald is now one of the tick clearing facility. Some statistics – about 100K cattle pass through this facility yearly – 60K from this Shire region – 19K from Barcaldine Shire & 13K from Isaac Shire. The yards are cleaning in excess of 5K head a month – handling cattle is a problem and a second access ramp is required. Approximately 117K head of cattle pass through there the selling facility last year.

• The abattoir – sites have been identified – approaching state and federal members for funding assistance – supply situation is a considering factor.

4.11 Waste Management Levy

• Why has Council put a new waste levy on all properties? What does the levy pay for?

• Urban rate payers have been funding all of the waste facilities in the past but everyone generates waste. Council is under pressure to make waste work and tidy up sites. Council believed that everyone should contribute. The levy allows Council to provide facilities for all rate payers to use.

• This is about providing a skip bin in your area so that landholders are able dump their waste. This was a fairer way to comply with waste legislation that is being imposed on Council’s now.

now a bin station. Council has introduced a waste levy so the cost of waste is now shared across all of the region. Also need to consider the broader travelling public that Council is obliged to provide this service to. Council now has a very strict regime with the regulator, EHP (Environment Heritage Protection) to bring up the standard of these facilities. Council now has a strategy and will bring forward $1.58M to upgrade Ruvyale, Sapphire & Capella sites. Council need to comply with the EHP but also make these facilities practical and usable. Locklees site has only about 3 to 4 years left and a new major site needs to be identified.

• Dump Points – Peter Griggs, CHDC Tourism officer is currently working on a strategy identifying best dump point sites across the shire.

• Flag pole and flag - completed • Toilet block – hand basins, toilet

bowls completed and painting will commence in the next couple weeks.

• Cactus – Green Army have completed works in this area and appears to have a successful result.

• Feral cats – Rangers working on this and also working on Wild Dog

4.2 Dump Point • Caravaners left the town this year because there is no dump point located at the Willows.

• Dump point needs to be accessible by road not on the side of the road to block traffic.

• Travelers were dumping in the pit at the rubbish dump but not able to now.

4.3 Rubbish Bins Stations

• The three, 3m industrial bins at the waste facility, are insufficient. They are always full, they are being used by town’s residents and rural landholders. In tourist season the bins are full each day. Need an extra service day.

• A 12m bin with a ramp would be more cost effective and would have the capacity to take the additional waste.

• Would like to have recycling bins at the waste facility.

• Is this being reported to the Emerald Office?

4.4 Town Streets • Cr Nixon recommended that Council develop a strategy to upgrade the streets and roads for the Willows Community. Turn around near the Post Office, road is very narrow.

• Mayor suggested that some community residents met with Councillors and staff to discuss what is required and program in when works crews are in the area.

4.5 Television Service and Mobile Phone coverage

• Television transmission systems have an impact on the locals and the travelling public and where they stay. Council has recently agreed to contribute to the upgrade of the tower in Sapphire. Maps have been provide in the handouts

• Mobile phone service in rural locations are disadvantage. There was a site near the Willows that was successful in the first round of blackspot funding. Through Ken O’Dowd’s office Council has prepared an advocacy document to highlight where there is coverage and also identify the disadvantage sites.

• The Willows don’t receive channel 9 only receive IMPAJA which relates to the Northern Territory because they are still on the VAST satellite digital system.

• Council offices advised 7 years ago that this was going to be turned off after a period of time. Is this still going to happen?

• Different channels is the issue, not the service.

• Council is committed to improving the serves.

• The money that the Government spent on the digital set top boxes for pensioners would have been better spent on a digital tower.

• Tourist in this region would generate a substantial amount of money to the Gemfields.

• Through CHDC they use an economic measuring database that identified the value of Tourism in the Central Highlands generated $199M annually. Tourism is important in this region.

4.6 Town Entrance Sign

• The Willows has the best presented town entrance sign with the mowed grass area and the roses/plants. Thank you to Robyn and Viv for maintaining this area.

• Cr Nixon congratulated the community for their community spirit and thank you for how you look after the town.

4.7 Mowing & Equipment

• Special thanks to the fire brigade for the work they do around the town and Council for providing the equipment.

4.8 Fire Break around the town

• Fire Break around the town appreciated and provides piece of mind knowing it is there and also the work that the fire brigade does.

• Highlighted concerns for the area on the northern side of Willoughby Street. The land holder put in a break some years ago and council then maintained it about 4 years ago by widening it. This is now overgrown with buffel grass.

• Neighboring property owners should also contribute.

• Slashing is not always suitable, running a grader over this will tidy it up.

• The Fire Brigade have

plans to slash the entire fire break around the township once the grass dry’s off some more. Fire break needs to be a minimum of 25m wide.

• Council grader crew will be passing through the area towards the end of November could possibly assist.

4.10 Disposal of Green Waste at the Rubbish Dump

• The Fire Brigade will be burning some of the timber piles as part of their fire mitigation. Seeking approval to burn the green waste prior to the fire season.

4.11 Feral Cats • Reported that Feral Cats are getting into the skip bins and the kittens are getting caught in the drain hole at the base of the bin. Can some mesh be put over the holes to prevent them from getting stuck?

4.12 Road Works • Mayor suggested that some of the community should met with Council staff prior to commencing road work to discuss what needs to be done to get the best outcome.

• Council is working on a roads strategy for Rubyvale, Sapphire and Willows as a long term plan for future works.
