INVITATION TO KYUEM SUMMIT 2012

Greetings and salutations,

1. Registration

If you are applying as a group from an institution, please fill in Application Form A. Your participation as a delegate is confirmed under the quota reserved for your college (maximum 6 delegates per college).

If you are applying as an individual delegate, please fill in Application Form B instead. Please note that your application is subject to availability on a first come first serve basis.

3. Choice of council The following is the list of the councils to choose from:

A maximum of two delegates is allowed for every council for those applying under the college quota.

Individual delegates may apply to any council based on their preference, again subject to availability.

5. Transportation

Transportation will not be provided. Travel time is approximated at 45 minutes from Kuala Lumpur.

Nearby AccommodationIt’s optional for delegates to find overnight accommodation in Lembah Beringin or Tanjung Malim if you find there might be some difficulties travelling back to your respective colleges. 9) Embellishment of Itinerary:

1) Arrival of Participants & Registration (8.00am – 9.00am)This is when the 6 participants from each of the invited colleges would arrive at the grounds of KYUEM. A registration counter will be opened at the Great Hall and the delegates shall then be escorted by the KYUEM students to the Dining Hall for their breakfast. For those who may be bringing their luggage bags, these bags will be tagged and kept in the Dining Hall.

2) Opening Remarks (9.00am – 9.30am)Once the participants are done with their registrations and breakfast, they will be escorted to the great hall for the opening session. This will include a speech by the director and the opening remarks by an alumnus of KYUEM. This will mark the opening of the event.

3) Talks and Q & A Session (9.45am – 11.45am)After the opening session, the delegates will be brought to their respective discussion venues. These will be the LT 1, LT 2, and the Great Hall itself. The first hour will be occupied by the invited speakers in a forum-style format while the second hour will be a Q & A session. The invited speakers are:

PHILOSOPHIES OF POLITICS COUNCIL

On the matter of the Philosophies of Politics.

It is hard for participants to maintain objectivity in discussing political issues especially when one does not thoroughly understand the workings of the political system. KY summit provides a proper medium for youths to broaden their understanding of the practices of politics by centralising the discussion of the political council on the philosophies of politics.

The discussion of the political council will follow the most unique flow compared to the other 2 councils. Rather than focusing the discussion on recent developments in our political environment, we instead direct our discussions towards analysing the key questions on political philosophy in hope of achieving a greater understanding of the practice of politics in Malaysia and around the world. For example, participants will attempt to define "democracy" by assessing not only the views of historical figures but also recent events that have been going on around the world.

They are expected to analyse events such as the Arab Spring for example, so that they may form a strong argument and uphold their view in the open debate during the Analysis Session of the political council. Not only that, they would also analyse local affairs that is relevant to their view and prove that their argument is not only true from a global perspective but also, most importantly, relevant to local practicality. We are optimistic that this approach would create a more intellectual society of matured thinkers.

The Declaration of the Political Council is expected to cover the questions on the philosophies of politics and provide a strong argument as an answer to these questions.

SOCIAL DEVELOPMENT COUNCIL

On the matter of the Malaysian Education System

Failure to form a coherent and holistic education system deters the intellectual development of a society. Further implications also include negative consequences on the economy since education is a costly business. Efforts to nurture future growth for the economy from the fruits of education may never be achieved at all if the system is too rigid. Recognizing the importance of education for a country, it is thus a highly relevant point of debate for KY summit.

Recent political developments saw the demands for a repeal of the students' loan under the Perbadanan Tabung Pendidikan Tinggi Nasional(PTPTN), the national fund for higher education loans. The logic for the movement is basically a demand by Malaysians for free education. To them, it is a right for every student to have financial support in pursuing a tertiary education locally.

From the demand for repeal, the Malaysian education system is brought into the limelight. The performance and style of our education institution is questioned and both sides of the political divide are debating on the needs for a change and improvements. The recent debate between Khairy Jamaludin and Rafizi, two prominent politicians on the issue of PTPTN, raised two examples of an education system from a global perspective exemplified by Greece and Finland.

The global perspective here shows a promising resource of debatable items that can be utilized to analyze our education system in a more critical view. Our aim is that participants may become more resourceful in giving opinions and achieve objectivity in weighing the facts. It is hope that the exposure to a global opinion may expand the thinking capacity of youths and be more independent in their opinions and not condemn themselves to politically biased opinions.

The Declaration of the Social Development Council is expected to cover the Education system reform, the waiver of students’ loan under the national higher education funds and the higher

education institution.

ECONOMIC POLICY COUNCIL

On the matter of subsidy and import duties

Malaysians enjoy very low prices on food products and petrol fuel. This is a result of huge subsidies given by the government. Malaysians benefit since they have greater purchasing power and can consume more goods, however, the cost to the government to give subsidies is huge as well. The subsidy given to petrol fuel for example, is roughly 12% of the government expenditure for the year 2009. This would have a mixed response from the public.

One side prefers the low price level while the other, prefers more government expenditure on development of the country rather than spending on subsidy. Both views have relevant arguments on the practicality, thus making it more appealing an issue to be discussed in KY summit. There are also huge resources of global examples that can be used in explaining the relevance of certain policies or approach since the economy does not differ much in other part of the world. Unlike politics and social aspects, the economic condition is not much affected by cultural differences.

Another interesting point of discussion is the huge excise duties imposed on imported cars. The argument is interestingly to protect the local producer of automobiles: Proton. The effect of the huge tax made it hard for locals to own an imported car since the total excise duty on a single imported car can be as high as the price of the car itself. Again, there are many views on this issue. Those for it usually stress on the importance of a national identity of having our own national automobile company while those against it usually argues on the inefficient allocation of resources.

Our vision is that the student can analyse the huge economic powers of today or dominant producers of cars and scrutinize the government’s protection that they received. They should also review the benefits and negative implication of proposing huge import duty and huge subsidies.

The Declaration of the Economic Policy Council is expected to cover the issues on fiscal policy with relevant focus should be given to excise duty and subsidy and its impact on local industry.

ANALYSIS SESSIONS FOR DELEGATESDelegates are the focus of the analysis session. They will be the determining factor of the success of the analysis session, and with it, the KYUEM summit itself. Analysis session is the most important session of the summit as it will tell us, to what extent have this event gave an impact to the participants. These are the parties involved during the analysis session:

Involvement:

1. Ambassadors

To keep the learning alive and flowing in the right direction. Also to ensure intimacy throughout the analysis session. Ambassadors will be the brain of the analysis session in which he or she will make key decisions that will shape the path of the discussions. The ambassador will work hand in hand with the chair.

1. Chair

The chair will assist the ambassadors in during the sessions. He/she will be moderating the session and ensure the flow of thought flows systematically.

1. Delegates

The participants which consists of college students. They will need to keep an open mind throughout the discussion and come up with the proper questions and resolutions for the betterment of the nation. They are the focus of the session and the analysis session depends fully on the delegate's competence.

1. Helpers

Helpers on the other hand will assist the chair and delegates. They will be the medium for delegates to talk to the chair and also provide for the participants any required assistance. They will not have a definite guideline apart from aiding the chair and delegates.

The 1st analysis session will follow a simplified version of the 7 step flow devised by our committee. While the 2nd analysis session will follow the full 7step flow. The flow is a continuous process, meaning, it must be finished in order for the session to be concluded. Following is a description of the flow.

1st Analysis Session (1 hour and 15 minutes)

1 hour and 15 minutes is given to each council to decide on the questions that must be tackled/discussed by the council for the 2nd Analysis session. Each delegate must uphold their view and expected to maintain it if they feel it is appropriate. They are encouraged to propose issues relating to the theme for discussion. Following is the flow

1. Introduction by Chair

o The Chair's speech will be a reminder to the participants of the code of conducts. Also the additional mechanisms of the debate will be announced during this time, if any.

o Delegates are advised to listen attentively and give full cooperation.

2. Roll-call session

o This session is mandatory in order for a new session to start.

o The Chair will call out the names of the delegates to check their attendance.

o Delegates will be provided with placards that will be used in response.

3. 1st Round Open Debate (20 minutes)

o Debate will commence with an open discussion between all delegates.

o Delegates will not be allowed to talk among each other during this period.

o Delegates will be required to stand at the podium to extend their points which should not exceed 3 minutes, The Chair will ensure this is followed.

o Ambassadors are expected to listen to every delegate's speech. Ambassadors may only interrupt if there is a need for it.

o Ambassadors are not allowed to join in the discussion to avoid a biased ambassadors analysis session. They are expected to act as a mentor to help delegates improve their argumentative skills.

o No POI's allowed during the 1st analysis session.

4. 5 minutes intermission

o The aim of intermission is to help delegates by allowing them to discuss among each other.

o The informal session is expected to help delegates to share facts among them and clarify points given during the formal session

o Lobbying is highly discouraged

o Ambassadors may not extend the length of intermission.

5. 2nd Round Open Debate (20 minutes)

o A continuation of the 1st round open debate.

o The method will be exactly the same.

6. Ambassadors' Analysis

o Towards the end of the discussion, the ambassadors will analyse the points and summarise the questions the delegates wishes to bring into focus

o The ambassadors is expected to acknowledge all points extended and award merit up to their own personal discretion.

o Ambassadors are also expected to shoot down points that are too weak and not put it up for voting consideration.

o Outcome of the Ambassadors analysis would be a set of premature resolutions. These resolutions are the conclusion by the ambassador. It reflects what the ambassador believes to be the strongest point of view throughout the debate. The ambassador are expected to release in between 9-15 premature resolutions to proceed to the following session.

o Delegates will be required to stay at the venue and an informal session will commence.

8. Voting for resolutions

o Delegates will be given 3 pieces of paper representing their voting rights.

o Delegates will raise the papers up and hand it to helpers around the hall when the premature resolution that they favour is read out by the ambassador. Only 1 vote per delegate per motion.

o They may abstain from voting but the papers must be handed in at the end of the voting process.

o The top 3 or 5 motions that received the most votes will be the selected motion.

o In case of a draw, ambassadors will be given an exclusive right to choose a motion to be passed.

o Ambassadors are required to comment on the selected resolution. They must comment on paper and also in front of all the delegates. The written comment must be submitted to the Secretary General after the session concludes.

o To conclude the session, ambassador will conduct a post-mortem of the session and advice delegates of their approach throughout the discussion.

The purpose of this session is to for the delegates to come up with the most appropriate solution to the problems proposed. Any proposal will be considered valid, given delegates can justify with appropriate explanation. The 2nd analysis session consists of two parts:

Delegate Analysis (2.15pm - 5.00pm)

Ambassadors' analysis (5.00pm - 5.30pm)

Delegate Analysis(2 hours and 45 minutes)

1. Opening Speech by Ambassadors and Chair

o Ambassador’s Speech would be a welcoming address to the council.

o Also a short post-mortem by the ambassador of the previous session and areas that requires immediate attention.

o The Chair's speech on the other hand will be a reminder to the participants of the code of conducts. Also the additional mechanisms of the debate will be announced during this time.

2. Roll-call session

o This session is mandatory in order for a new session to start.

o The Chair will call out the names of the delegates to check their attendance.

o Delegates will be provided with placards that will be used in response.

3. Opening speech by delegates

o This session is mandatory for the start of a new session or for a start of a new phase of discussion.

o The purpose is as an encouragement for all delegates to join in the discussion.

o This also serves as to provide grounds for discussion.

o Delegates will be given 1 minute to present their view on the solutions to the proposed questions/issues that was agreed upon in the 1st analysis session.

4. Commence debate

o Debate will commence with an open discussion between all delegates.

o Delegates will not be allowed to talk among each other during this period.

o Ambassadors are expected to listen to every delegate's speech. Ambassadors may only interrupt if there is a need for it.

o Ambassadors are not allowed to join in the discussion to avoid a biased ambassadors analysis session. They are expected to act as a mentor to help delegates improve their argumentative skills.

o Delegates who wishes to give a speech must go to the podium and may choose either one of the following format:

i) Direct - Delegate will be given 3 minutes for speech. No POI's allowed by other delegates

ii) Indirect - Delegate will be given 5 minutes for speech. Delegate MUST accept the first 2 POI's given to him

5. 5 minutes intermission in between 20 minutes debate.

o There will be a 5 minutes intermission in between each 20 minutes open discussion

o The aim of intermission is to help delegates by allowing them to discuss among each other.

o The informal discussion is expected to help delegates to share facts among them and clarify points given during the formal session

o Lobbying is highly discouraged

o Ambassadors may extend the intermission for up to 15 minutes. It is an exclusive right of the ambassador.

Note: Steps 4 and 5 will be repeated until 5.00pm or when the ambassador feels the council have a clear cut polarised opinion.

Ambassadors' Analysis (30 minutes)

6. Ambassadors’ analysis

o Towards the end of the discussion, the ambassadors will analyse the points and summarise the questions the delegates wishes to bring into focus

o The ambassadors is expected to acknowledge all points extended and award merit up to their own personal discretion.

o Ambassadors are also expected to shoot down points that are too weak and not put it up for voting consideration.

o Outcome of the Ambassadors analysis would be a set of premature resolutions. These resolutions are the conclusion by the ambassador. It reflects what the ambassador believes to be the strongest point of view throughout the debate. The ambassador are expected to release in between 9-15 premature resolutions to proceed to the following session.

7. Voting for resolutions and post-mortem

o Delegates will be given 3 pieces of paper representing their voting rights.

o Delegates will raise the papers up and hand it to helpers around the hall when the premature resolution that they favour is read out by the ambassador. Only 1 vote per delegate per motion.

o They may abstain from voting but the papers must be handed in at the end of the voting process.

o The top 3 or 5 motions that received the most votes will be the selected motion.

o In case of a draw, ambassadors will be an given exclusive right to choose a motion to be passed.

o Ambassadors are required to comment on the selected resolution. They must comment on paper and also in front of all the delegates. The written comment must be submitted to the Secretary General after the session concludes.

o To conclude the session, ambassador will conduct a post-mortem of the session and advice delegates of their approach throughout the discussion.

Delegates are reminded to abide by the rules of the council and to respect the ambassador as apart from being a process of discussion, the Analysis Session is also a learning session for delegates, with the ambassadors acting as a guide for delegates to develop their argumentative skills.

BASIC GUIDELINES

Delegates must abide by the following basic guidelines and code of conduct of the session. The chair will remind participants to abide by the rules at the start of the session.

o Delegates will be divided into 3 councils.

o Each Council will have 1 ambassador and 1 chair.

o Any consensus reached will be projected on the screen.

o The 1st analysis session will be to agree upon the most crucial questions to be tackled.

o The 2nd analysis session will be to agree upon the resolutions to the prior questions.

o The Declaration of each council will include the agreed issues that requires utmost attention and the resolutions reached by common consensus.

o The Declaration of KY summit will consist of all the declarations of each council plus conclusion by the Secretary General.

o The Secretary General shall proclaim The KY summit Declaration during the closing ceremony.

Code of Conduct for KY summit

o Delegates must keep an open mind.

o Lobbying is highly discouraged.

o Delegates may form interest groups but not a coalition.

o Delegates are required to strengthen their points with relevant proofs rather than rallying support from the floor or risk having the points shot down by the ambassadors.

o Delegates must respect the contrasting views of other delegates.
