BACKGROUND OF KWONG WAI SHIU HOSPITAL Kwong Wai Shiu Hospital was founded in 1910 by a group of Cantonese merchants who wanted to provide Cantonese immigrants with free medical services. It is one of Singapore’s oldest charitable healthcare institutions. Through the Kwong Wai Shiu Free Hospital Ordinance, a 6-acre piece of land with 3 colonial buildings was parcelled off from what was then Tan Tock Seng Hospital and given to the Kwong Wai Shiu Hospital to run for 102 years. Initially, Kwong Wai Shiu Hospital’s in-patient services were only available to the Cantonese – outpatient services were accessible to all - but in 1974 the constitution of the hospital was expanded to include the admission of people of all races into its in-patient facilities. While holding strongly on to its traditional values of compassion and care, Kwong Wai Shiu Hospital also endeavour to keep up with the ever-changing healthcare needs of Singaporeans. Today, although Kwong Wai Shiu Hospital cannot afford to offer free hospital care, it continues to serve the community with the lowest fee for in-patient care and a very low nominal fee for out-patient care; these low charges have been maintained for the last 18 years.

INCREASE INTERMEDIATE LONG TERM CARE SECTOR As part of Singapore’s efforts to increase the capability and capacity of the intermediate long term care sector, Kwong Wai Shiu Hospital has committed to a redevelopment plan which will raise the number of beds to 622 from the current 350 beds. At this expanded capacity, it will be largest single site operator. With the expansion, Kwong Wai Shiu Hospital will provide a platform to create an integrated hub of community health services. This integrated hub will provide a one stop centre for the all the critical and major community health needs of the resident and the community and public in the region.

PRELIMINARY SITE MASTERPLAN The new integrated hub consists of the following services:

New Nursing Home Building

1. Nursing home beds 2. Senior Care Centre for rehabilitation of dementia and non-dementia patients 3. Administration offices 4. Nurse quarters 5. Back of house services including kitchen, stores and etc. 6. External health care tenants with services that will complement Kwong Wai Shiu Hospital

Conservation Buildings Traditional Chinese Medicine centre Multi-purpose hall Patient service centre Retail stores that will be leased to external tenants Private nursing home wards Note: The services located in the Conservation Buildings are preliminary and are subjected to change The new nursing home building shall be constructed by Ministry of Health Holdings (MOHH). The Conservation Buildings shall be constructed by Kwong Wai Shiu Hospital and its team of appointed consultants. The redeveloped site shall include the 4 conservation buildings, the heritage garden the new nursing home building and ancillary infrastructure. All other existing buildings will be demolished.

Site Infrastructure Site infrastructure shall be shared as this is a single site for the Hospital. MOHH and its team of consultants shall take the lead in the authority submissions for items related to the entire site. The items include site infrastructure – substation, drainage, sewerage and etc. - and URA/BCA submissions.

FORWARD WORKS Soil investigation works, structural investigation of conservation buildings and topographical survey have been completed. Refer to Appendices for reports of the completed work.

SCOPE OF WORK The Quantity Surveyor shall provide services that comply with the following broad performance based requirements.

New Nursing Home Building – Third Party Advisor/Design Review Assist the Kwong Wai Shiu Hospital’s appointed team of consultants in the review of design by MOHH’s team of consultants in terms of costing. The design by MOHH shall comply with the following: 1. Enable efficient operational workflow – quality of patient care, time and cost shall be the key

efficiency measurement yardsticks

Conservation Buildings The Quantity Surveyor shall note that there are URA conservation guidelines to observe for the A&A work to the 4 conservation buildings. The Quantity Surveyor will provide cost consulting services for the works described below and, as a general, for the completion of the A&A work to the 4 conservation buildings.

Space Leased to External Tenants

A significant portion of the conservation buildings shall be leased to external tenants. As such, part of consultant team’s work shall involve conversion of the spaces to a state which is ready for the tenants to take over for their subsequent fit out work.

Common Facilities and Space Retained for Kwong Shiu Hospital’s Usage

The consultant team will provide interior design services to the common facilities – including upgrading work particularly for lifts and toilets - and spaces retained for use by Kwong Wai Shiu Hospital.

Strengthening Works

As the 4 buildings were constructed many decades ago – some of the buildings were built in the 1800s – the Structural Engineer will create a strengthening plan that complies to end user and authority requirements.

General Requirements The scope of work shall include all of the following.

1. Pre tender estimate 2. Tender documentation 3. Tender evaluation and recommendation 4. Construction contract documentation 5. Attending consultants meeting, construction site meeting and technical meetings 6. Inspection of construction work for progress payment 7. All related relocation/decanting work of affected services during new nursing home building

construction 8. Completion inspection for final accounts

Any work that is not stated but is required to successfully bring the project to completion and handover shall be deemed to be included as part of the Quantity Surveyor’s scope.

ANTICIPATED TIMELINE The Hospital’s operations shall continue during the construction of the new nursing home building. As such, the entire project will be split into phases as detailed below. Note that the timeline is not fixed and may be revised from time to time.

SUBMISSION REQUIREMENTS

Profiles and CVs of Nominated Personnel The profiles and CVs of the nominated personnel shall be included in the submission package.

Portfolio of Similar Work Done Bidders shall submit a portfolio of similar work completed or in progress.

General Fee submitted shall be deemed to include all necessary attendances of regular and ad hoc meetings, site inspections, coordination with other consultants and any other work required to successfully carry out the project and the stated scope of work.

Submissions shall reach the above by 12 noon (Singapore time) of 25 October 2013. Late submissions will be void and not taken into consideration. A site show round with a Q&A session to address any doubts and queries will be held on 11 October 2013. All bidders are expected to attend this site show round session. The site is located at 705 Serangoon Road Singapore 328127.
