21Kwajalein Atoll lies 2,100 miles southwest of Honolulu and is part of the Republic of the Marshall Islands (RMI) in the West Central Pacific Ocean. Approximately 50 miles North from Kwajalein Island is Roi-Namur, 75 miles northwest from Kwajalein is Ebadon, and three miles north is Ebeye.

Kwajalein is one day ahead of Hawaii and the continental United States due to it being West of the international dateline. As a result of the time difference, and in an effort to correspond to the work week in the States, the work week on Kwajalein and Roi-Namur is Tuesday - Saturday.

U.S. Army Garrison-Kwajalein Atoll, or USAG-KA, is home to the Ronald Reagan Ballistic Missile Defense Test Site. The USAG-KA Commander is responsible for Kwajalein and Roi-Namur’s more than 1,250 residents, which are comprised of military personnel, Army civilians, contractor employees, and family members. The use of the Kwajalein Atoll as a U.S. military facility is made possible through a Compact of Free Association with the Republic of the Marshall Islands (RMI).

USAG-KA is truly a small town that includes all the necessities for its employees and family members, such as medical and dental care, religious services, K-12 schools, grocery store, AAFES, housing, recreational activities, dining services, newspaper, AFN radio and TV, as well as air and sea transportation.

In the islands, we enjoy warm, sunny days, palm trees swaying in the trade winds, blue water, and white beaches. At the same time, we co-exist with state-of-the-art radars, telemetry and optical tracking systems, communications systems, and instrumentation.

As a resident of Kwajalein or Roi-Namur, you will have a unique opportunity to become acquainted with the Marshallese people and their culture. Three miles north of Kwajalein Island is the island of Ebeye, home to approximately 12,000 Marshallese nationals. As you associate with Marshallese workers and familiarize yourself with Ebeye, you will learn the people are typically friendly and cheerful. You’ll be able to appreciate their handicrafts and culture and you may decide to learn the Marshallese language.

543 6Kwajalein is an isolated military installation that has a community of both families and unaccompanied personnel residing on the island. There are also approximately 1,000 Marshallese that are employed by the United States Army Kwajalein Atoll / Reagan Test Site as military contractors.

The Reagan Test Site (RTS) supports the development, test, and evaluation of ballistic missile defense systems, strategic systems, and system research and development. RTS operates as an activity of the Department of Defense (DoD). In addition, the site supports NASA space identification missions.

There are no private vehicles allowed within the atoll. As a result, all residents of Kwajalein/Roi-Namur use bicycles as the primary form of transportation. While Kwajalein is the largest island within the atoll, it is only three and a half miles long and a half mile wide, making travel by bicycle extremely convenient.

The Kwajalein community generally affords children a great deal of freedom. However, freedom implies responsibility. There is a 10:00p weekday curfew and midnight weekend curfew for residents 18 and younger. After children graduate, they must leave the island NLT 1 October.

There are a variety of housing arrangements for families, couples, and unaccompanied personnel. Your employer will make your housing assignment based on a number of factors. Housing receives interior rehab between tenants (painting, window washing, and appliance/floor cleaning) in addition to emergency and routine maintenance. Housing occupants are responsible for the care and upkeep of their yards. The Self-Help office will deliver and pick-up lawn mowers and has all the necessary garden tools.

As an unaccompanied employee living in bachelor quarters, you will be given a meal card for Café Zamperini or Café Roi Dining Room. Contact your sponsor for more information about your specific room assignment.

Government personnel and contractor personnel with accompanied contracts are assigned to houses. The housing units vary in size and style, but all are air-conditioned and outfitted with basic furniture items. The unit you are assigned to will depend on the size of your family and the availability of quarters at the time of your arrival.

Most houses are concrete construction with cement-block interior walls, single bath with a small tub/shower combination, and have two or three bedrooms. All two-bedroom houses are a two-story townhouse type structure. Some three-bedroom units are single-story and some are two-story. Amenities vary, but all houses are equipped with refrigerators, electric ranges, washers, and dryers. Some units have mini-blinds, carpeting, a dishwasher, and a garbage disposal.

Personnel with unaccompanied contracts are assigned to studio-style bachelor quarters (BQs). These housing rooms vary slightly in size and style, but all are air-conditioned, carpeted, and furnished with basic furniture items. All rooms have a small kitchenette space that can accommodate a few small appliances, private bathrooms, and access to free laundry facilities.

Microwave ovens, air-convection ovens without exposed heating elements, InstaPots, induction cookers, coffeepots, crock pots, pop-up toasters, George Foreman-style grills, slow cookers, rice cookers, hot-air cookers, and bread makers are allowed in unaccompanied personnel housing (UPH) rooms. Fire regulations prohibit the use of appliances with open heating elements such as hot plates, toaster ovens, electric frying pans, or woks in UPH facilities.

HOUSING BY EMPLOYMENT CLASSIFICATION

EDUCATION

Kwajalein schools are highly academic, with strong emphasis on basic skills at the elementary level and on college and career readiness at the secondary school. Both George Seitz Elementary School and Kwajalein Junior/Senior High School are accredited by the North Central Association/Commission on Accreditation and School Improvement (NCA/CASI). School is in session 180 days a year from late-August to early June. Classes and CYS operate Tuesday through Saturday. Students have an hour for lunch and all students (except Ri-Katak students) and teachers go home for lunch.

All children from age 6 to 18 must attend school unless they hold a valid certificate of graduation or are attending a home-school program approved in advance by the Kwajalein School Administrator.

Students have the opportunity to become involved in a comprehensive community athletic program, as well as a school intramural program. A full program of music instruction, both choral and instrumental, is also offered. Students generally buy or rent their own musical instruments, although some are available through the schools. Private music lessons can be arranged.

Due to resource limitations, Kwajalein schools cannot provide formal programs or services for students who have more than mild learning disabilities or serious deficits in speech, reading, or language development. Prior approval for entry into the Kwajalein School System is required by the Kwajalein School Administrator.

Student dependents reaching the age of 19 are not eligible to remain on dependent status in Kwajalein. These dependents may be authorized to reside on island via an "Exception to Policy" for a specific length of time and purpose, i.e. to finish high school. All other student dependents reaching the age of 19 must leave Kwajalein via the Permanent Change of Station (PCS) process or obtain a sponsored contract position with one of the on-island employers to remain a resident on the island. The status change will not affect the eligibility to return as an on-island visitor.

The Kwajalein School System develops productive, successful, and responsible students committed to academic excellence and lifelong learning.

Families may choose to home-school their children, but prior approval from the Kwajalein School Administrator must be received first. A notice of intent must be submitted by the parents to the Kwajalein School Administrator, it is at that time that the Kwajalein School System will provide parents with a copy of progress reporting requirements.

Once permission has been received, home-schooled students may still participate at the school in subjects such as music, band, art, physical education, and computers, and they may use library resources.

HOME-SCHOOLING

All students must submit proof of immunizations in adherence with standard vaccination schedules in order to enroll in Kwajalein schools. In addition, all students must meet medical clearance requirements necessary for travel to the Kwajalein Atoll.

George Seitz Elementary School serves students from kindergarten through sixth grade. Children must be five years old on or before September 1 to be eligible for enrollment in kindergarten. Any student who has successfully completed a recognized kindergarten program during the prior school year is eligible for enrollment in first grade.

Proof of immunizations for kindergarten students and students new to the Kwajalein School System must be provided before the start of the school year. An extension of time may be granted for all immunizations except the TB skin test. Proof of the TB skin test must be provided before the student attends classes.

Kwajalein Junior/Senior High School serves approximately 100 students in grades 7 through 12. Kwajalein students consistently outperform the Department of Defense and stateside norms on the ITBS, SAT, CLEP, and other standardized tests. Kwajalein High School has had numerous National Merit Scholarship finalists and winners as well as Presidential Scholars. Curriculum is designed to equip students to become life-long learners, effective problem-solvers, responsible citizens, and caring contributors to humankind.

The High School offers a selection of clubs and activities in which students can participate including: National Honor Society, Student Government Association, athletics, Spartan Espresso, and Jim Jera.

The SAC offers before and after school care, summer camps, and evening recreation programs to Kwajalein residents. The program is accredited through the Council on Accreditation and the National After-School Care Alliance.

MEDICAL SERVICESKwajalein Hospital is a 12 bed inpatient care hospital employing U.S. licensed and certified doctors, nurses and technicians. The hospital is equipped to provide general medical inpatient and outpatient care, emergency treatment, pre-natal care, and some general surgery. Ancillary services include medical imaging, physical therapy, clinical laboratory, pharmacy, and occupational health.

DENTAL SERVICESDental services include emergency relief of pain, examination and diagnosis, dental X-ray, restorative treatment, prosthetic treatment, crowns, bridgework, limited cosmetic treatment, and limited endodontic/periodontal services. The clinic is staffed with full-time U.S. licensed dentists, dental hygienists, and dental assistants. Orthodontic services are not available.

The Medical and Dental Services Departments are responsible for providing health care to the Kwajalein community. The Fire Department maintains an ambulance service that is staffed by qualified emergency medical technicians. The Health services at Kwajalein are only intended to deal with emergencies and routine care of residents, there are no provisions made for highly specialized treatment. Serious medical problems should be addressed and resolved before moving to Kwajalein. The hospital handles pre-natal care, but all pregnant women must leave the island to deliver by their 32nd week of pregnancy.

Residents should understand that the scope of services at Kwajalein is limited despite the presence of well-qualified professional staff and services that correspond to a well-run community hospital in the United States. Certain acute conditions may arise that are beyond the capabilities of local personnel, resources, and facilities.

Emergency medical evacuation to Honolulu medical facilities may entail delays from 24 to 48 hours. Residents should be in good health physically and psychologically, requiring regular off-island specialist care no more than once annually. Such “regular off-island specialist care” would generally be associated with the employee’s vacation or business leave.

People who develop medical problems requiring special diagnostic or therapeutic treatment may be referred by a staff physician to specialists in Honolulu. E-mail consultations and video teleconferencing with Tripler Army Medical Center, Honolulu, or other medical specialists, allows access to specialists for patients at Kwajalein who require supplementary evaluation. USAG-KA guidelines limit formal referral status/benefits to patients with problems that may result in significant complications if specialty consultation is delayed longer than a few weeks.HEA

PHARMACYThe pharmacy has a basic stock of commonly used medications. Since not all brands of drugs are stocked on island, it is advisable to bring a supply of any over-the-counter drugs and prescription medications that are used regularly. Prescriptions must be paid for upon delivery and then submitted to the insurance company for reimbursement.

OPTOMETRYAn optometrist from Hawaii visits Kwajalein Atoll for one week twice a year. Residents on Kwajalein and Roi-Namur can make appointments up to 30 days in advance. Information regarding scheduled optometrist visits is announced via the AFN roller channel.

PHYSICAL THERAPYServices include evaluation and treatment of most acute, non-acute orthopedic, and post-operative PT. Certain conditions may arise that are beyond the capabilities of local personnel due to limited resources, equipment and facilities. The clinic is staffed with a full-time U.S. licensed Physical Therapist and limited consultations are available with a U.S. licensed Occupational Therapist.

U.S. based residential Internet service is available to residents located on Kwajalein and Roi-Namur. To receive/begin service, simply complete a Residential Internet Service Agreement, pick up a modem, and make a payment for the first month’s service.

Activate your residential Internet service on Kwajalein by visiting Bldg. 702, between 1-5 PM, Tuesday – Saturday. They can be reached for inquiries at 805-355-0843. Roi-Namur residents should go to the Finance Office, between 1 - 4p, Tuesday - Friday. There you can:

TELEVISION & RADIO

American Forces Network (AFN), broadcasting from Kwajalein 24 hours a day, is part of the Armed Forces Radio and Television Service (AFRTS). AFN Kwajalein operates several television channels and three FM radio stations. Television and radio are provided to Roi-Namur by fiber-optic cable.

Top-rated U.S. television shows are obtained by AFRTS from the four major broadcast networks and several cable networks, providing a good mix of popular programming.

AFN Kwajalein broadcasts local information on two stations. The “roller” channel is a community bulletin board posting important notices, upcoming events, mission announcements, etc. The weather channel has live weather radar and daily forecasts.

TV reception requires a coaxial cable in unaccompanied housing to tap into the shared roof antennas on Kwajalein or the cable system on Roi-Namur. A UHF/VHF antenna is required in accompanied housing. These connection materials may be purchased on-island through AAFES retail locations.

THE KWAJALEIN HOURGLASSThe Kwajalein Hourglass is a weekly newspaper that supports the command and serves as a vital part of the command information program. Through the Commander's Corner and Commander's Hotline, the paper offers a means of two-way communication between the commander and the community. The Hourglass covers news and events on Kwajalein, Roi-Namur and other island communities on Kwajalein Atoll and plays a vital role in maintaining American-Marshallese relations.

In addition to news, the paper supplies information the community needs: weather updates, range operations, official notices and special hours of operation for local facilities, weekly TV and movie listings, tide tables, schedules of adult and youth sports events, notices of club meetings, religious and school activities, and classified ads. The paper is published at no charge and can be picked up at several locations around the garrison.

KWAJ CURRENTThe Kwaj Current is a bi-weekly television show produced by the U.S. Army Garrison Kwajalein Atoll Public Affairs Office (PAO) and contractor media team. The program provides local news, current events, sports coverage, and command information for the remote island community of USAG-KA. It runs on channel 29-1 on Kwajalein and channel 49-1 on Roi-Namur.

USAG-KA FACEBOOKThe USAG-KA, in conjunction with the PAO, operates a Facebook page designed to maintain open lines of communication within the community. The page includes regular updates from the PAO regarding special events, local news, facility hour changes, and announcements from the Garrison Commander's office.

AFN 99.9 - THE WAVEAFN-Kwajalein's local radio program, The Wave, can be heard via the roller channel and via radio frequency 99.9 six hours a day, Tuesday through Saturday, 7-9a, 11a-1p, and 4-6p. Enjoy Kwajalein Atoll-specific programming produced by the PAO alongside a mix of new and classic music.

BARGAIN BAZAAR A thrift store maintained by the Yokwe Yuk Women’s Club, the Bargain Bazaar

SURFWAY Surfway is the on-island grocery store, stocking a variety of essentials and

a limited selection of specialty items. Fresh produce and dairy products are flown in weekly and patrons may choose from specialty meat cuts at the in-house butcher. Patrons can have groceries delivered to their quarters.

CHAPEL SERVICES

The island’s main contractor employs a Roman Catholic priest and an interdenominational chaplain. We have active Catholic and interdenominational congregations. Both groups meet at the Island Memorial Chapel and sponsor a wide variety of activities for all ages throughout the week. Services are also available on Roi-Namur.

Daily Catholic mass is held Tuesday through Friday in the chapel office. Weekend services include a Saturday 5:30p mass and a 9:15a Sunday mass. CCD is offered at various times along with First Reconcilitation, Confirmation, and First Communion classes. Interdenominational services are held on Sunday at 8:15a (traditional service in small chapel) and 11:00a (contemporary service in large chapel). Christian Women's fellowship and Men’s and Women's Bible Study meet throughout the year. All faiths are invited. Additionally, The Church of Jesus Christ of Latter Day Saints is also available for worship and fellowship, and meets Sundays at 10:00a in the Corlett Recreation Center, room three.CO

LIFE ON ROI-NAMURDubbed the "Best 480 Acres in the Pacific," Roi-Namur is one of the two defense sites in USAG-KA that supports permanent residents. Approximately 60 U.S. personnel reside on Roi and another 100 personnel commute daily. Transportation between the two islands is by commuter airplane - the flight takes 20 minutes. Roi offers many of the same amenities as Kwajalein, including the Bank of Marshall Islands, a barber shop, various recreation services, as well as dining facilities. It is also home to many historic WWII sites and the Kiernan Reentry Measurements Site (KREMS) - the United States' most sophisticated and important research and development radar site.

Various congregations utilize the Roi-Namur Memorial Chapel for services. Catholic mass and interdenominational services are offered two times a month (on the 2nd and 4th Fridays).

The dispensary is staffed by a registered nurse. General medical care and management of chronic conditions can be provided on Roi-Namur. Requests to see a physician requires traveling to Kwajalein Hospital. Dental care, physical therapy, and optometry services are only available on Kwajalein.

Personnel living on Roi-Namur include unaccompanied employees and couples. These individuals reside in one, two, or three-story bachelor quarters, comprised of studio style rooms. Each unit comes fully furnished and features a kitchenette, private bathroom, wall-to-wall carpeting, and central air conditioning. All BQ buildings have free laundry facilities and a lounge with a big-screen television.

SHOPPINGRoi-Namur Shoppette offers a small assortment of housewares, electronics, frozen meats, dry groceries, and books/magazines. Merchandise found in any of the stores on Kwajalein can be transported to Roi-Namur at no extra charge through the Shoppette's shuttle program.
