  This Application  is  submitted  in  conjunction with,  but  separate  from,  an  application  to modify  the  Environmental Resource  Permit  (ERP)  for  the  facility.    The  proposed  application  to modify the ERP addresses the needed changes, if any, to the Surface Water Management System (SWMS) of the SLDRDF and provides revised calculations supporting any proposed modifications to the SWMS.      It is understood by all parties that there is an experimental nature to the draft CORP and that proposed modifications to effect any proposed remedy may need to be altered as results of monitoring, measurements, and testing are collected and analyzed.  Therefore, the revisions to the current  facility permit  requested by  this minor modification application are  limited  to  the areas delineated on the drawings included in Attachment B to this Application.  The initial Limit of Work, noted on Drawing No.1 will be effective for the draft CORP.  The additional Limit of Work noted on Drawing No. 1 will be effective under this Application upon SLD evaluation of the effectiveness of the work in controlling odors at the site and the concurrence of FDEP.  These proposed revisions may be altered in the future for use in additional areas of the SLDRDF as indicated by the results of the final CORP.  In any case, FDEP approval will be sought for use of the revisions proposed in this Application to areas outside of the limit of work for this Application.     GAS COLLECTION PIPE INSTALLATION    The  proposed  gas  collection  pipe  is  a  component  of  the  “Pilot  Study”  as  discussed  in paragraph 2.4 of the CORP.   Under this minor modification to the SLDRDF waste permit, an 8 to 12‐inch, corrugated and perforated HDPE pipe will be  installed as  indicated  in Detail 2 noted as Interim Condition  I on Drawing No. 2  in Attachment B.   The actual pipe  size will be estimated during the gas collection and control system (GCCS) pilot study design.  In the initial work area, as indicated on Drawing No. 1, the pipe will be buried in a 3‐foot deep trench below the top surface of waste  and backfilled with  lightly  compacted waste.   An  approximate 6‐foot width of  40‐mil HDPE or LLDPE geomembrane will be centered over the pipe at the top of the waste as indicated in the detail.  A triangular section of clean fill will cover the geomembrane and provide initial swale containment as  indicated  in  the detail.   Additional  geomembrane will be  installed beneath  the SWMS swale in the area of the downchute pipe as indicated in the details.    As an alternative to the pipe trench, the 8 to 12‐inch collection pipe, as discussed above, may be wrapped in a double‐sided drainage geocomposite placed on top of the waste as indicated in Detail No. 5 noted as Alternative Service Condition on Drawing No. 4  in Attachment B.   The collection  pipe  location would  be  the  same  horizontal  location  as  indicted  in Detail  2  and  the horizontal  extent  of  the  geocomposite  would  be  a  minimum  of  10  feet.    As  a  part  of  the alternative, a geomembrane will be placed over and a minimum of 2 feet beyond the limit of the geocomposite.    A  clean  soil  cover will  be  placed  over  the  geomembrane  as  indicated  in  the drawing details.

  The gas collection pipe will be installed below the benches above east and south slopes of the  SLDRDF where partial  final  closure  systems have  recently been  constructed  as  indicated  in Drawing No. 1.   The  location of the gas collection pipe will be as  indicated on the sections.   The geomembrane above the collection trench, or geocomposite as appropriate,  is  intended to  limit the probability of a vacuum  leak to the surface of the clean fill and to minimize the collection of percolated water in the gas collection pipe trench, or the geocomposite as appropriate.  The gas collection pipes on the east and south slopes will connect to a temporary vacuum pump (blower) and flare system currently being designed by SCS Engineers of Tampa, Florida.  The location of the temporary  vacuum pump  (blower)  and  flare  system will be  at  the  intersection of  the east  and south slopes as indicated on Drawing No. 1.    After  the evaluation of performance of  the gas collection pipe  in  the  initial work area, a joint decision by SLD and FDEP will be made regarding the  installation of a gas collection pipe  in the additional work area indicated on Drawing No. 1.  Should expansion to the additional area be agreed, this Application will serve as the authorization for the expansion and no additional minor modification  application will be  required unless  significant  revisions  are  indicated by  the  initial operations.   BENCH MODIFICATION    The current SLDRDF permit drawings submitted in support of the initial solid waste permit application  package,  subsequent  renewals,  and  previous minor modifications  contain minimal information related to the removal of surface water runoff from the side slopes of the facility.  The lateral grading of side slope benches is indicated having a flat, zero percent, slope.  As discussed in paragraph 3.1 of the draft CORP, water is a critical component of the odor production cycle.  The purpose of the proposed modification to SLDRDF benches is to reduce the water that is available for infiltration into the waste and to thereby reduce the generation of odors by channeling runoff to downchutes for rapid removal from the waste mound.    The  strategy  for  accomplishing  the  rapid  removal  of  runoff  from  the waste mound  is indicated in the details 1 through 4 provided in Drawings No. 2 and 3 included in Attachment B to this Application.  Detail 1 indicates the existing condition on and above benches at the SLDRDF on the  east  and  south  slopes  of  the  Phase  2  disposal  area.    These  benches were  constructed  in accordance with the current permit drawings, except that down chutes were provided to remove any  accumulated  runoff  from  above  the  bench.    However,  instead  of  running  off  via  the downchutes, surface water runoff has infiltrated the waste.      Detail 2  indicates  Interim Condition  I discussed above where the proposed gas collection pipe  is  installed and a geomembrane and clean fill cover are placed to discourage vacuum  leaks.  As the gas collection pipe  is placed, waste  inboard of the clean fill over the gas collection pipe  is placed and sloped to the proposed drainage bench.   The  limit of any  future waste placement  is

B. ADDITIONAL INFORMATION

Please attach the following reports or documentation as required.

1. Provide an engineering report, signed and sealed by a professional engineer, that includes (Rule 62-701. 730(2)(a), F.A.C.): a. A site plan, of a scale not greater than 200 feet to the inch, which shows the project location and identifies the

proposed disposal units, total acreage of the site and of the proposed disposal units, and any other relevant features such as water bodies or wetlands on or within 200 feet of the site and potable water wells on or within 500 feet of the site;

b. A geotechnical investigation which meets the criteria of Rule 62-701.41 O, F.A.C.; c. A hydrogeological investigation which meets the criteria of Rules 62-701.410(1)(a) and (c), F.A.C.; d. An estimate of the planned active life of the facility, the design of the disposal areas, the design height of the

facility, and the maximum height of the facility during its operation; e. Documentation that the faci lity will not be placed in a 100-year floodplain or restrict the flow of the 100-year

flood or reduce the floodplain capacity unless compensating storage is provided; and f. For above-grade facilities, documentation that the minimum horizontal separation between the waste disposal

area and the site property boundary shall be 100 feet as measured from the tow of the final cover slope.

2. Provide a boundary survey, legal description, and topographic survey of the property (Rule 62-701.730(2)(b), F.A.C.).

3. Provide an operation plan which describes how the applicant will comply with Rules 62-701.730(7) and 62-701.320(16), F.A.C. (Rule 62-701.730(2)(c), F.A.C.).

4. Provide a closure plan which describes how the applicant will comply with Rules 62-701.730(9) and (10), F.A.C. (Rule 62-701.730(2)(d), F.A.C.).
