    as part of the preparations for the Asia Pacific EconomicSummit (APEC) to be held in late 2013.The Regent of Badung, Anak Agung Gede Agung, said

    We have allocated Rp. 17 billion for the 2013 budget.The improvements in lighting and gardens will take

    place from the Simpang Siur intersection to the Nusa DuaTourism Complex the venue for the APEC conference.

    The 12-kilometer stretch of highway is being festoonedwith planters on the center road divider and curbsides.

    Road lighting powered by solar cells are also beinginstalled along the highway together with improvements inthe roads drainage system to prevent flooding during periodsof heavy rain.

    The National TransportationSafety Committee (KNKT)has started an investigationto find out why a new Lion

    Air pas senger jet miss ed therunway and ditched into thesea in Bali on Saturday.

    Separately, a member ofthe House of Representativespointed out that the House hasrecently warned the country'slargest private airline to pay moreattention to human resources,including preventing possibleoverwork by its crew. But theairline strongly denied such apossibility.

    Speaking to reporters onSunday, Transportation Ministryair transportation chief HerryBakti said that the NationalTransportation Safety Committee(KNKT) was still collecting dataabout the crash, includingpassenger and crew statements,official weather reports, log booksand flight data from the downedaircraft.

    JIMBARANJ imbaran is just south of the airport and Kuta. This

    was formerly a real backwater of south Bali, just a tinyfishing village with a daily market. That all started tochange in the 1980s and J imbaran is now home to severalworld class 5 star beach resorts, plus a few moremoderate mid-market hotels.

    There is however little in the way of budgetaccommodation and there are also many high-end villas inthis area, particularly on the ridges of high ground above

    J imbaran Bay. This has resulted in monikers such as the"Beverly Hills of Bali" or "Millionaire's Row".

    The bay itself has a pleasant white sand beachand is very safe for swimming. The three clusters of grilledseafood restaurants on the beach are a major tourist drawin the evenings, as is the truly stunning sunset.

    J imbaran is also home to a Norwegian University,Gateway College, with around 500 students studyingathletics, philosphy, culture, economics and journalism.

    The school is located in Kedonganan close to Sari SegaraResort and in J l, Bantas Kau where it also has a small cafe.

    J imbaran has an increasing number of rather chicshops but there is little or no nightlife here. It has theadvantage of being a little closer to Kuta and Seminyakand the cultural highlights of Central Bali.

    G'day again punters and welcome to the weekly brain dump. As usual itwas a good weekend in the A.F.L with a fairly standard run for all teamsconcerned. The ranks are starting to take shape nicely and the dominantsides are making their positions clear, but at the end of the day time wil ltell and as the season progresses the boys will be sorted from the men. Iwill finish the footy part of this ramble with a big well done to theBombers for their great win over Freo and if that's the calibre of footy the

    lads are going to maintain for the season I think a few coaches better getready for some tough footy when they come up against Hirdys boys. Freowere in front at the half time siren by 36 point (That's 6 goals Ken) and they came back and took the win by a slim 4point margin. There is a second part to the win, which I think should be talked about and that's the rumour andgeneral consensus that a different team ran on after the half time break. I read a few posts on Facebook whichindicated that the boys may have had a few extra oranges during the break to get them up and ready to roll hard forthe last half, and they did. The stigma attached to the use of banned substances in sport is never going to go awayonce the jungle drums start beating. The chief of the A.F.L actually suggested on Friday night before the game thatHirdy temporarily step down, however Hirdy categorically stated he wil l not be stepping down as coach. At timeof writing this column, he is meeting with ASADA (Australian Sports Anti-Doping Authority) to try and shedsome light on the issues surrounding his apparent use of the drug Hexelin. Time will tell.

    Moving along this week, and in keeping with Bali the Right Way I'd like to share with you a conversation I hadwith a tourist/expat during the week. This fellow has a job in the oil and gas industry and has decided to use Bali asa hub for his fly in fly out position. He has rented a little humpy out behind Carrefour shopping centre and hastuned his radio into LBFM while he is here, so things are good for him, while he is here. He went onto explainthat there are a heap of tax benefits along with a heap of cost of l iving savings that he now enjoys and for thebetter part of his time here all is good. One part of the conversation sticks in my mind and I tend to agree with theopinion he conveyed, which was, he had noticed that up here, in Bali many of the expats do nothing other thandrink beer all night and generally the same thing in the day if they aren't sleeping. He continued the conversationline with does anyone actually take tours or go fishing or catch a movie or anything else other than sit and drinkbooze?? Now, being that I am a seasoned Bintang taste tester, and if someone had been batting on about this forweeks I would probably say give it a rest or not this old chestnut again but at the end of the day is this fellowright ??? Many of the expats that come here actually do nothing other than drink booze all day and night. If wetake a look at the tourists that frequent the island, I think many of the pictures you'll see of these travellers onholidays are ones that are showing them with green bottles in hand, in the pool, at the bar or even walking downthe street and I think that's what Bali is all about for so many of us. I guess if you are satisfied with your li feachievements and you come to Bali to retire and you are happy to do nothing more than drink booze then good onyou, as if it wasn't what you wanted to do then you would easily change it.

    There are so many things other than a lifetime of drinking to doin Bali that it's not funny, and you only have to look around tofind something other than drinking to do. I look forward to

    having another conversation with the same fellow in a fewyears and see how things have treated him on the island and seewhether his feelings have changed towards living here amongstthe rest of us.

    Ok folks I hope this ramble found you all well and trust that no-one I know had been for a fun run in Boston.     to develop an outer ringroad to prov ide easyaccess.

    Wayan Suambara, head ofBadung Development andPlanning Agency (Bappeda) hassaid that the administration wascurrently conducting a feasibilitystudy on the plan.

    Replicating the roadconstruction on the reclaimedbeach could be an option.Pekalongan in Central J ava hasalready done this successfully,Suambara said.

    Such a system would besuitable in Bali where land

    acquisition was very costly, hesaid.Road access to Tanjung

    Benoa is very narrow and largetourist buses pass along the streetevery day.

    The once remote fishingvillage is now becoming anopulent tourist spot with a line ofluxury hotels, restaurants andwater sports facilities filling thearea.

    Located adjacent to NusaDua resort complex, TanjungBenoa is a favoured option forboth local and internationalguests who are attending variousconferences and businessmeetings in Nusa Dua.

    A few weeks ago,President Susilo BambangYudhoyono had to visit TanjungBenoa, creating a traffic jam in thestreets as buses, as well as cows,were roaming the streets,Suambara said.

    There should be quick fixsolution to the traffic problems inTanjung Benoa, especially aheadof the Asia-Pacific EconomicCooperation (APEC) Summit nextOctober.

    Badung administration willpropose that the centralgovernment include theconstruction of access to Tanjung

    Benoa as part of thenational development program,he said.

    Wayan Puspanegara, alegislator, said that Badung hadallocated Rp 397 billion (US$40.7million) for the construction ofb a s i c a n d s u p p o r t i n ginfrastructure in the 2013 fiscalyear.

    Badung must have world-class infrastructure as it is thecentre of Bali's tourist areas,Puspanegara said.

    Badung has also set asideRp 72 mil l ion for roadimprovements and regional levelinfrastructure.

    Ketut Ardana, chairman ofthe Association of IndonesianTour and Travel Agencies(ASITA), said that many touristsnow preferred to go to TanjungBenoa for water sports.

    Tanjung Benoa, with itswell-equipped water sports, hasattracted thousands of touristsevery day, Ardana said.

    armada of shuttle vehicles forUbud as a means to reduce trafficcongestion in the popular artscommunity located in Central Bali.

    As reported by Bisnis Bali,Soediana said the proposedshuttle service would providetransport from the satellite parkingspace for passengers off visitingbuses to destinations within theUbud community and reducetraffic congestion in the popular

    sub-destination in Bali.Because of this, Soediana

    applauds steps underway tocreate satellite parking as anappropriate step to accommodate

    a growing number of tourists onUbud's small and narrow streetsthat are unable to handle largebuses.

    Soediana also supportsplans that would give the Gianyar

    regency the right to operatethe shuttle service around Ubud.Only the shuttle vehicles wouldbe allowed to deliver touristsaround Ubud, he explained.

    The PAWIBA chairmanwarned that both Ubud and Bali'sreputation will suffer if theproblems of traffic congestion isnot urgently addressed in Ubud.The operation of a satelliteparking system in cooperationwith a shuttle service, he believes,will reduce the use of fossil fuels,minimize pollution and, mostimportantly, help eliminate stressfor visitors to Ubud.

    The State News AgencyAntara confirms that theprovince of Bali will sooninclude Bali's airport in the

    Trans-Sarbagita Public BusSystem in order to furtherreduce traffic congestion inBali.

    T he ch ie f of th eTransportation, Informationand Communication Service(Dishubinfokom) for theprovince of Bali, Dewa PutuPunia Asa, said, At the same timethis (the bus system) will stimulatethe public to use public transport

    as a means of overcomingtraffic congestions travelling inand out of the airport.

    Routes travelling fromSanur and Nusa Dua to the airportare now being tested.

    We have been preparingthese routes for a long time, nowthe only problem is the bus stops

    (halte) and finding the buses toserve the new route, said Asa.

    He said that the plan forpublic transport to visit the

    airport is part of a nationalprogram.In closing, Asa said: We

    are now waiting for the buses(to be used on the route) tocome from J akarta.

    As a temporary measure,plans are to borrow buses fromother Trans-Sarbagita routes.

    Pastika: Bali monorail given green light by HinduBali Governor Made MangkuPastika has stated that themuch d iscussed monorailp r o j e c t h a s r e c e i v e dpermission from relevantHindu religious leaders.

    Rose Tattoo is an Australian rock and roll band, now led by Angry

    Anderson, that was formed in Sydney in 1976.     Australia's Daniel Ricciardo of Toro Rosso claimed a best-ever F1finish in seventh, while Force India's Paul di Resta, RomainGrosjean of Lotus and Sauber's Nico Hulkenberg roundedout the top 10.

    Hamilton's lead from pole position lasted only into lapfive when Alonso activated his DRS on the home straight,sneaking on the Briton's outside, then Alonso's team-mateMassa shot down Hamilton's inside.

    Next Sauber's Esteban Gutierrez slammed into theback of Adrian Sutil, of Force India. Flames licked from theright side of Sutil's machine as engineers battled to savehis race. But both cars were out.

    Vettel, who started ninth on the grid, was movingominously up the field.

    Likewise Webber, who started the race from the pitsafter a disastrous qualifying session. But that run to thefront was curtailed on lap 16 when Jean-Eric Vergne, of

    Maine "hermit" arrested, accused of hundreds offood thefts

    A Maine man who walkedinto the woods shortly afterthe 1986 Chernobyl nuclearaccident and lived as ahermit for almost threedecades, supporting himselfby stealing from nearbycamps, was arrested lastweek, police said.

    Christopher Knight, 47,had lived nearly without humancontact in a tent near a pondoutside of Rome, Maine, about20 miles north of the statecapital Augusta, state policesaid.

    They arrested him at thePine Tree Camp, where he wasstealing food, police said. Theysaid Knight, nowb e i n g h e l d a tKennebec County

    J ail, confessed toburglarizing the campabout 50 times, taking

    Former World Cup-winning South African mentorWhite on Monday bowed to McKenzie's record with theQueensland Reds as both have increased the pressureon Deans' Test position.

    The pair match wits in an intriguing sub-plot toSuper Rugby's most pivotal Australian derby of 2013 onSaturday night when the Reds and Brumbies meet atLang Park.

    White's success in turning around the Brumbies inthe past 18 months virtually mirrors McKenzie's influenceat Ballymore where he led an amazing Queenslandrevival after taking the reins in late 2009.

    The Reds went one win from making the 2010 semi-finals before winning the 2011 championship and pippingthe Brumbies for last year's Australian conference title.
