    At least50 families at the village ofCandikusuma in Jembrana andthe village of Pengambengan inNegara were forced to evacuatetheir homes due to the highwaves on Friday, April 6, 2012. Atthe storm's height, a small childwas momentarily swept out tosea, but was later rescued by itsmother.

    The high waves at thevillage of Candikusuma ragedalong Tirtakusuma beach. At thatlocation, some 30 homes wereevacuated. Meanwhile at the westBali villages of Pengambengan andKetapang Muara approximately 30homes were destroyed.

    Illegal Villas in Bali Citedas Fronts for Il legalForeign Workers

    Bagus Sudibya, a Balitourism entrepreneur and theHonorary Consul for South Africain Bali, told Bisnis Bali, that thereare many expatriates in Bali

    operating illegal villas. He hascalled on the government toincrease the scrutiny of thoseforeigner involved in operatingillegal accommodation services.

    Sudibya said that Bali hasb e t w e e n 6 2 , 0 0 0 - 6 5 , 0 0 0registered accommodation roomsacross the entire island. At thistime there are also some 1,000villas owned by foreigners. A partof these villas do not have legalpermits or valid building permits.These commercial villas arer e g i s t e r e d a s p r i v a t eaccommodation.

    He went on to explain thatfrom the estimated 1,000 villas

    only 300 are licensed withthe remaining 700 illegal. Hecomplained that when privatehomes are rented out to touriststhis causes losses to businessesand fosters unhealthy pricecompetition in the market. Hefurther contends that the illegalvillas do not pay taxes.

    Sudibya said some of theillegal and unlicensed villas haveas many as 10 rooms, all failing tomake a contribution to the island'stax coffers. The employees of

    these villas are comprised oflocals, mostly working on an

    informal basis and failingto pay tax on their incomes.

    Sudibya, who has filledmany senior roles in tourismorganizations in Bali, said that theinvolvement of foreigners in illegalvilla operations also constitutes aviolation of the Country'simmigration rules. He said

    foreigners found to be working invillas should be criminallyprocessed and then deported.

    Disappointed at theproliferation of foreign workersand villas in Bali, Bagus Sudibyasaid villas are being constructedin village area, in locationsinappropr ia te fo r fo re ignresidences. Moreover, he saidthat expatriates are increasinglyinvolving themselves in the sale ofproduce, gardening and localrestaurants operations.

    day again punters and welcome to the Weekly. Thisweek has seen the Easter bunny come and go withlots and lots of tourists out and about grabbing aG

    bargain. The local shirt shops will be rubbing their hands togetherwith glee and ready and waiting for the next big run due aroundJune being the next school holidays from Australia. T'was a greatrun in the A.F.L with the Mighty Pies taking a comfortable win overthe Richmond spuds, however I think the game of the match

    goes to the Weagles for their sensational win over Melbourne. As I said a few weeks ago they aregonna be the team to keep a close eye on this year.

    Moving along this week also sees the Fifth year birthday party celebrations for one of thepapers longest running sponsors, Piggy's Bar in Poppies Lane Two. The place has beenrunning under the direction of Kerry and Allan, it has seen a major renovation well over a year agoand is pretty well the place to be for your late night eating and drinking needs. They have live musicevery night and keep the standard really high. The birthday celebrations this year include a freesausage sizzle, sexy dancers and lots and lots of give aways. I hope you all get on down to Piggy'sover the following weekend and lift your glass in celebration with the crew. Congratulations to allthe staff and especially Kerry and Allan.

    This week sees another milestone within the pages of the weekly being the introduction ofthe new Around Town section in the paper. The section is a one page question and answer thingthat some businesses over the following months will be answering and enlightening us all on thewhy, where's and what for's about their places.     For morethan six decades,dicing blowfish inTokyo has beenthe preserve of asmall band ofstrictly regulateda n d l i c e n s e dchefs, usually ine x c l u s i v erestaurants.

    But newlaws coming into effect fromOctober are opening the lucrativetrade to restaurants without alicense, making chefs likeHashimoto see red.

    "We have spent time andmoney in order to obtain and usethe blowfish license, but withthese new rules anybody canhandle blowfish even without a

    license," said Hashimoto, ablowfish chef for some 30 years.

    "They're saying it's nowokay to serve blowfish. Welicensed chefs feel this way ofthinking is a bit strange."

    The poison known astetrododoxin is found in parts ofthe blowfish, including the liver,heart, intestines and eyes, and isso intense that a tiny amount willkill. Every year there are reports

    of people dying afterpreparing blowfish at home.

    The Tokyo MetropolitanGovernment says city lawscovering the serving of blowfishshould be changed to reflectchanging times and hope thatrelaxing the rules will cut prices

    and bring Tokyo in line with the restof the nation.

    "Outside of Tokyo, theregulations for blowfish are evenmore relaxed and yet there arehard ly any po ison- re la tedaccidents," said Hironobu Kondo,an official at the city's Food ControlDepartment.

    "There is the hope that thenumber of restaurants withunlicensed chefs serving blowfish

    will rise, and that blowfish as aningredient will be used not only fortraditional Japanese foods butalso others such as Chinese andWestern foods."

    A full course meal ofblowfish, known as fugu inJapanese, features delicaciessuch as blowfish tempura, slicesof raw fish thin enough to seethrough fanned out across a platelike chrysanthemum petals, andtoasted fins in cups of hot sake.

    But the meal is far fromcheap, as diners pay for the safetyof a licensed chef. At Hashimoto'srestaurant, a meal costs at least10,000 yen ($120) a person.

    Though thrill seekingdiners are reputed to seek outchefs who leave just enough of the

    poison to make the lips tingle,blowfish professionals scoff at thisas urban legend,n o t i n g t h a tingesting eventhat much of thepoison would behazardous.

    Apprentice blowfish chefsmust train with aveteran fo r aminimum of twoyears before theycan take rigorousw r i t t e n a n dpractical exams.In Tokyo, theexam fee runs to17,900 yen.

    Customers outside a Tokyosushi restaurant,

    one of the places where blowfishcould be served under the newrules, said there was no substitutefor the skill of a trained chef.

    "Cooking blowfish is an artform that requires technique andskills," said screenwriter ShojiImai. "That's why we pay goodmoney for blowfish."

    Hashimoto's years of

    training means it takes him just twominutes to gut a blowfish, and hesays there is no substitute for thiskind of experience.

    "I don't want people toforget that you can actually diefrom eating blowfish," he said. "Ifeel the government's awarenessof this has diminished." ($1 =82.0400 Japanese yen)

    Many Filipino devoteesperform religious penance duringthe week leading up to EasterSunday as a form of worship ands u p p l i c a t i o n , a p r a c t i c ediscouraged by Catholic bishops,but widely believed by devotees tocleanse sins, cure illness andeven grant wishes.

    "I do this penance out ofmy free will because I believe thatGod wi l l help rel ieve my

    sickness," Corazon Cabigting, adomestic helper and the onlywoman in a group of about 50 mencarrying wooden crosses on theirbacks.

    Like the men, Cabigtingwore a maroon robe and coveredher face with a veil, held on herhead by a crown of stainless wire,dragging a 30-kg (66-lb) woodencross and stopping every 500

    meters (546 yards) inmakeshift roadside chapels.

    Elderly women chant thepassion of Jesus Christ at some ofthe chapels, while the penitents,with their hands tied to the cross,are beaten by sticks and hemp.

    "Priests often tell us thatwe should not be doing this,"Melvin Pangilinan, an organizer ofthe annual Lenten ritual whocarried cross in his younger days,told Reuters. "But, it has been our

    tradition for decades and we haveto honor it."In nearby Angeles City,

    bloody gashes from repeatedstrikes of whips could be seen onthe backs of devotees as theywalked barefoot along the streets,believing that their sacrifice wouldsomehow grant salvation for theirsins.

    Over 80 percent ofFilipinos practice the Catholicreligion.

    Chinese teen sells kidney to buy iPhoneFive people in southern Chinahave been charged wi thintentional injury in the case of

    a Chinese teenager who sold akidney so he could buy aniPhone and an iPad,.

    The f ive included asurgeon who removed a kidneyfrom a 17-year-old boy in April lastyear. The boy, identified only by hissurname Wang, now suffers fromrenal deficiency.

    One of the defendantsreceived about 220,000 yuan(about $35,000) to arrange thetransplant. He paid Wang 22,000

    yuan and split the rest withthe surgeon, the three otherdefendants and other medical staff.

    The report did not say whoreceived and paid for the kidney.

    The teen was from Anhui,one of China's poorest provinces,where inhabitants frequently leaveto find work and a better lifeelsewhere. He bought an iPhoneand iPad, and when asked by hismother where he got the money,admitted selling a kidney.

    Apple products are hugelypopular in China, but are pricedbeyond the reach of many Chinese.

    IPhones start at 3,988 yuan($633), and iPads begin at 2,988yuan ($474).

    Wang's renal deficiency isdeteriorating only a fraction of thepeople who need organ transplantsin China are able to get them,leading to "transplant tourism"where patients travel overseas forsuch operations, and to a blackmarket for human organs.

    China banned the trading ofhuman organs in 2007. Severalother suspects involved in the caseare still being investigated.

    Radar Bali reports thatthe 68-year-o ld King ofDenpasar, Raja Ida TjokordaNgurah Jambe Pemeutan IX,

    more generally known as CokSamirana, is facing thepossibility of 3 years in prison iffound guilty in a trial nowunderway in the DenpasarDistrict Court.

    In the latest courtproceeding held lastThursday,a team ofpublic prosecutors ledby I Putu SuparthaJaya and I KetutTerima Darsana toldthe panel of judgesthat the Raja hasbeen proven guilty ofcriminal fraud againstNi Putu Lely Mawarnii n a p r o p e r t ytransaction.

    Based on thefacts presented byprosecutors to thec o u r t , c r i m i n a lmisconduct by CokSamirana had caused losses toMawarni amounting to Rp. 7.6billion (US$844,000).

    Prosecutors told thecourt that the King's guilt wasmade all the more onerous not

    only by the loss suffered by thev i c t i m , b u t a l s o t h epsychological pain he hadinflicted by his thievery. Inaddition, prosecutors said thatthe King's criminal behavior wasinappropriate for a well knownand respected public figure.Considering mitigating factors inthe King's favor, prosecutorscited Cok Samirana's politedemeanor throughout the

    course of the trial.Considering all side, theprosecutors are seeking a 3-year prison sentence for themember of Denpasar's royalty.

    U p o n h e a r i n g t h esentence demands, Samarina,who was accompanied by his

    lawyer I Gusti Made Arya, saidhe would prepare a writtendefense. The court gave theKing until Wednesday, April 24,2012, at which time he mustonce again attend the court andread his written defense.

    Prior to Thursday'shearing, Samirana asked for thecourt session to be postponedfor one week to allow him toreturn the money lost by thevictim. The prosecutors and the

    panel of judges told the King thatthe trial would proceed and thatSamirana could elect to returnthe stolen funds at any time priorto final sentencing.

    The case against theKing traces back to 2006 whenthe victim, Lely Sri Mawarni,attempted to purchase land fromSami rana measu r ing 10hectares on Jalan Badak Agungin the Renon, sub district of

    Denpasar. The parcel isreportedly owned by the SatriaPalace (Puri Satria) - the royalhousehold Pemecutan. The landwas offered at a price of Rp. 75million (US$8,300) per are (100square meters). After reachingan agreement on the price, Lely

    paid a deposit of Rp. 15 billion(US$1.7 million) to be spreadover three installments. Whenthe woman made a secondinstallment payment of Rp. 7.6billion (US$844,000), sherequested the opportunity to

    view the originalland certificates forthe parcel.

    T h e K i n gallegedly promisedthe woman that hewould present theo r i g i n a l l a n dcertificates and, onthe basis of thatunderstanding, sheattended the officeof a Notary, GustiNgurah Oka, tocomplete the downpayment of Rp. 15billion. The King,h o w e v e r , w a sunable to present

    the promised original landcertificates for the parcel.

    Later developments sawformal letters filed by the SatriaPalace objecting to the sale,

    insisting that the land on JalanBadak Agung belonged to theroyal household and was not forsale.

    The trial will resume onApril 24th when Cok Samiranawill present his defense.

    Almost half of peopleaged 18 andover reportsome binge-drinking, orhaving moret h a n f o u rs t a n d a r ddrinks on anyday, and 6 percent claim todrink at this

    A New Jersey man whosurvived accidentallyshooting a 4-inch (10-cm) nail into his heartwhile trying to clear a

    jammed nail gun saidon Friday he feels likehe won the lottery.

    Dennis Hennis, 52, whowas revived from cardiac arrestbefore being airlifted for surgeryto Cooper University Hospital inCamden, New Jersey, laughedoff Dr. Michael Rosenbloom'ssuggestion that he buy a lotteryticket.

    "I've already won thelottery," said Hennis of Vineland,New Jersey, in an interview.

    "I got a new grandson onmy birthday on March 23 and a

    week later I'm almost dead. Nowwe can celebrate birthdaystogether," he said.

    Hennis, a self-employedbuilder, was working with hisson, age 28, on a neighbor's roofon Saturday when his nail gunjammed and he tried to clear it,mistakenly pointing it towardhim.

    The powerful tool wasbuilt to fire 4-inch nails at 120pounds per square inch (8.4 kgper square cm), said hospital

    spokeswoman LoriShaffer.

    "It was about a footaway and it went right into mychest, right into my heart,"Hennis recalled.

    The nail pierced his

    right ventricle, which suppliesblood to the lungs, and Hennissoon went into cardiac arrest.

    Hennis, whose soncalled an ambulance, wasrushed to a local hospital andrevived but clearly neededimmediate surgery at a traumacenter like Cooper, nearly anhour's drive away, Rosenbloomsaid.

    "Imagine there is a nailin the heart and they have to doCPR. It turns a little puncturewound into a laceration," thesurgeon said.

    Fog had grounded themedical helicopter but itsuddenly lifted and Hennis wasflown to Cooper and rushed intothe operating room.

    Hennis' recovery fromsurgery has been remarkableand he was expected to bedischarged in time to celebrateEaster with his family, includinghis third and newest grandchild.

    "We closed the holeand his heart is strong,"Rosenbloom said by telephone.

    Tinkler pulls the plug on JetsB i l l i o n a i r e m i n i n gmagnate Nathan Tinkl erhas pulled the plug onh i s back ing for A -League side NewcastleJets, leaving the club indanger of not fielding a

    team for the 2012-13 A-League season.

    Tinkler's HunterSports Group (HSG) saida n " i r r e v o c a b l ebreakdown in confidenceof the current FFAmanagement" to resolvea number of issues and$27 million in losses left itwith no option but toreturn the club's licenceto football's governingbody.

    HSG says thoseissues include the club'sdisputed $5 mil l ionacquisition fee, the Jason Culinainsurance matte r and acontinued request to addresswhat it calls the A-League's"unsustainable financial mode".

    But FFA chief executiveBen Buckley told Fox Sports thatHSG cannot simply hand back itsA-League licence.

    "The Hunter SportsGroup has a legally bindingcontract that goes through untilJune 2020, to participate in theA-League and field a team in theA-League," he said.

    "They do not have a rightto hand the licence back and weexpect them to fully commit andfully honour that contract.

    "I would say to theHunter Sports Group they needto renew that commitment, theyneed to honour their obligationsand they need to make sure thatthe Newcastle fans are not letdown."

    The news comes just a

    w e e k a f t e r t h eannouncement of a new FFA-funded team to be based inwestern Sydney from nextseason, which followed theofficial revoking of ClivePalmer's licence to the nowdefunct Gold Coast United.

    "The FFA's financial

    track record is less thanencouraging with a variety ofe xp a n s io n c l u b s l o s i n g

    substantial money and closing,and the FFA recently confirmingto fund a west Sydney team afterclub owners were stronglyagainst the knee-jerk reaction,"HSG chief executive TroyPalmer said.

    FFA's plans for a 10-team league now appear to bethrown into chaos with keybroadcast rights negotiations indanger until a new owner can befound for the Newcastle club forthe second time in less than twoyears.

    Less than 18 monthsago, Tinkler and HSG stepped into rescue the ailing Jets and saythey have pumped $12 millioninto the club.

    HSG says the FFA'sown report for the 2012 financialyear cites losses in excess of$27 million, with similar lossesforecast in the next financialyear.

    "As a keen Jets and

    football fan this has been atough decision and I am aware theimpact this will have on members,players, coaches, fans and theentire football community," HSGchief executive Troy Palmer said ina statement.

    "I am particularly saddenedfor members and supporters whohave embraced our communitymodel, which has been accepted inso many areas as a successful and

    unique way to engagethe entire communityand build the A-Leaguebrand.

    " I t i s a l s ofrustrating to haveinvested so much time,energy and money tosave the Jets for thecommunity at shortn o t i c e a n d t h e ncontinually hit roadblocks at the FFA."

    Palmer saidwhen HSG stepped in,

    the club was "insolvent, had only500 members, diminishing crowds,minimal community engagement,no merchandise programme andnegligible corporate support".

    "Dur ing the 2011/12season we believe we turned thisaround to be seen as leaders in allthese areas," he said.

    "Unfortunately, having lostconfidence in the FFA managementand its ability to find a resolution, it isclear we have no other option.

    "It is about removing

    ourselves from an administration inwhich we have an untenablerelationship."

    Acquisition fee.Palmer confirmed in a

    press conference that the criticalfactor for the decision has been alack of clear communication overthe club's acquisition fee, despiteHSG saying it attempted to organisenumerous meetings on the issue.

    But Spanish duo Jorge Lorenzo and Dani Pedrosareeled the Australian in as his decision not to test over a fullrace distance in the winter began to prove costly.

    With just over three laps left, 2010 world championLorenzo snatched the lead on his Yamaha and kept hisadvantage to win by 0.832sec from Pedrosa, with Stonerfinishing almost three seconds off the pace in third.

    Stoner said his pace slowed after he began to sufferfrom "arm pump", a crippling condition caused by strugglingto cope with braking pressure and which causes spasms inthe forearm.

    And he aimed to ensure there was no repeat of theproblem before the next round at Jerez in Spain on April 29.

    "We were by far the fastest out there but after fourlaps I was started to get real arm pump, my arms wereshaking off the bars and I was holding on with two fingers,"said Stoner who had been two seconds ahead at one stage.

    "I couldn't grip and I couldn't use the brakes."Without that there was no problem to win, we're

    really happy with the speed of the bike. I've got two weeks togo away and train and we can come back again.""I felt like a backmarker at the end, but I couldn't hold

    onto the bike, I couldn't do anything. But if we sort it out, wewill be okay."

    Lorenzo had started from pole position but lost thelead after three laps to Stoner.

    "I put everything I had into attack and I won," saidLorenzo.

    "This victory is because I never gave up, keptpushing and trying. Casey was very strong at the beginningand opened a gap.
