PREFACE

Retirement is a unique milestone in the life of a

government servant. Rendering continuous active service upto 60

years of age ties a government servant to a set-routine. Every

activity/job/tasks is accomplished by a single stoke of a pen,

passing orders to the subordinates. But with the transfer to pension

establishment breaks this set-pattern and pensioner is plunged into

a sea of wilderness. Every thing looks strange and new and the

“old-young man” is faced with multitude of problems in his retired

life.

To alleviate some of the immediate concerns, an attempt

has been made in the shape of KRL Pensioners Guide, to facilitate

the KRL pensioner to know about his/her issues and fundamental

rights as a pensioner so that he/she may process his/her case and

contact the right persons for settling his/her matters. This

pensioners guide will, it is hoped, satiate his/her immediate

concerns after retirement and abridge his/her isolation triggered by

the superannuation incident.

This guide peeps into procedures, guidelines about

pension, types of pension, gratuity, commutation, approaching

right contact persons. In addition to that some essential proformae

have also been appended at the end for familiarization and

facilitation of the KRL Pensioners.

INTRODUCTION

A periodical payment made by Govt in consideration of past service rendered by a government servant on retirement/ death is called pension.

On retirement from service, a government servant or his/her family (in case of death during service or after retirement), he/she or his/her family, is entitled to receive such Pension as may be prescribed.

No pension shall be entitled to a government servant who is dismissed or removed from service for reason of discipline. CLASSIFICATION OF PENSION

Pension is divided into following six classes:- Superannuation Pension Retiring Pension Invalid Pension Compensation Pension Family Pension Extraordinary Pension

1. Superannuation Pension: A superannuation pension is granted to a government servant who is entitled or compelled, by rule, to retire at a particular age which is normally 60 years.

2. Retiring Pension: A retiring pension is granted to a government servant who is permitted to retire after completing qualifying service of 25 years. Such a pension is also granted to government servant who is required by Government to retire after completing twenty five years qualifying service or more.

3. Invalid Pension: An invalid pension is awarded, on his retirement from the public service, to a government servant who by bodily or mentally is permanently incapacitated for the public

service, or for the particular branch of it to which he belongs. The infirmity has however, to be certified by a duly constituted medical board. In case an employee dies before his retirement, his pension is calculated as if he was retired on Invalid Pension on the date following the date of his death.

4. Compensation Pension

If a government servant is discharged owing to the abolition of a permanent post, he will be entitled to a compensation pension.

Compulsorily retired under E & D Rules 1973.

5. Family Pension

It is granted to the family members of the Govt servant in case of his death during service/ after retirement. It is granted to the widow for life or till re-marriage/ death and to other eligible family members (sons and daughters if any) until they are married or attain the age of 21 years whichever is earlier.

In case of death of a govt servant before signing pension papers, the widow is entitled for death gratuity upto 25% of the gross pension.

6. Extra Ordinary Pension: A Govt servant who receives injury or is killed during performance of duty is entitled to get Extraordinary Pension. It is only sanctioned with the specific orders of the President.

LEAVE PREPARATORY TO RETIREMENT (LPR) OR ENCASHMNET

Option is required to avail LPR or leave encashment. Option once exercised can not be changed. If he/she opts for LPR, he/she may avail leave upto

maximum one year or for the period he/she has in his/her leave account.

If he/she opts for leave encashment, he/she is paid an amount equal to pay for 180 days and if the credit leave balance is less than one year, amount of leave encashment is reduced proportionately.

COMMUTATION OF PENSION

Commutation upto 35% of gross pension is admissible to a pensioner at his/her option.

Commuted portion of pension restores after completion of commuted periods of those government servants who are retired on or before 30 November' 2001.

Increases on commuted portion of pension are also authorized to those who are retired on or before 30 Jun 2001.

STOPPAGE AND RESTORATION OF PENSION

If found that a pensioner is not drawing his/her monthly pension for the last six months continuously, his/her pension will be stopped.

He/she may apply with reason, for restoration of his/her pension. The pension cell will take action as per rule/procedure and info to the concerned bank branch and individual.

WHAT STEPS SHOULD BE TAKEN IN CASE OF DEATH OF A PENSIONER AFTER RETIREMENT

Nikah Nama Application form for family pension. Non marriage/Non separation certificate. Undertaking regarding recovery of Govt Dues. Certificate required under Article 922, 920 & 911. List of Family Member. Specimen of Signature/Thumb Impression. 03 copies of NIC duly attested. 03 photographs duly attested. Original Death Certificate. Original Pension Book of her late husband.

PERSONAL APPEARANCE OF PENSIONER AND PAYMENT THROUGH LIFE CERTIFICATE

As a rule, a pensioner must take payment in person after identification by comparison with the Pension Payment Order. A Pensioner specially exempted by the Government from personal appearance, or a female pensioner not accustomed to appear in public, or a male pensioner who is unable to appear in public in consequence of bodily illness or infirmity, may receive his or her pension upon the production of a LIFE CERTIFICATE signed by a responsible officer of Government or by some other well-known and trust worthy person.

DRAWAL OF PENSION THROUGH AGENTS.

A pensioner of any description, resident in Pakistan is exempted from personal appearance if he draws his pension through a duly authorized agent approved by Government who must execute a bond to refund overpayments and produce at least once a year a life certificate signed by any of the persons authorized.

DRAWAL OF PENSION BY PENSIONERS NOT RESIDING IN PAKISTAN

A pensioner not residing in Pakistan may draw his pension at any Treasury in Pakistan, any branch of the National Bank of Pakistan through a duly authorized agent who must either produce a certificate by magistrate, a notary public or a banker or the head of a Pakistan Mission abroad or a gazetted officer duly authorized by him on each occasion, that the pensioner was alive on the date to which his pension is claimed.

STEPS REQUIRED IN CASE OF LOSS OF PENSION BOOK

To register an FIR regarding loss of Pension Book. Report to Finance Division along with a copy of FIR for

preparation of New Pension Book immediately with info to Pension Paying bank.

MEDICAL TREATMENT FOR KRL PENSIONERS

Free indoor treatment for self and dependent family members at KRL/Armed Forces/Govt Hospitals.

Free outdoor treatment upto their annual medical ceiling equivalent to amount as fixed at the time of retirement or at the time of death of employee (in case of family pension).

Purchase of the medicines from the market on the prescription of a doctor of KRL Hospital or any Govt/Army Hospitals and get the cost of medicine re-imbursed through expense bills.

GRATUITY

A government servant employed on contract basis under NCA 2007 who has rendered five years or more satisfactory service, is entitled to a gratuity up to maximum of 5 years and beyond five years leave encashment if leave credit is available in his/her account @ 10 days per annum upto maximum 120 days except civil / armed forces officers and officials on re-employment to be dealt in accordance with clarification issued by SPD vide letter No. 998/3/COP/Accts dated 26 Feb. 2008 and 998/1/COP/Accts/KRL dated 27 Nov. 2010.

RESPONSIBILITY OF ADMIN DIVISION

To finalize the pension in time, it is the responsibility of Admin Division that they complete all required documents required under rules and send the same to Finance Division KRL for issuance of PPO.

PENSION DOCUMENTS REQUIRED AT THE TIME OF RETIREMENT

Three sets of Revised CSR-25 send by Admin Division before six month of retirement.

Three copies of NIC duly attested 03 Nos passport size photographs Bank account Number with full address of the bank branch

and Code Number from where he wants to get pension and other end service benefits

Form “B” of the minor children Dependant family members Proforma duly completed in all

respect Certificate under Article 922 (a) CSR Declaration under Article 920 (i) CSR Declaration under Article 911 CSR Undertaking regarding recovery of Govt. dues Undertaking required vide Ministry of Finance Notification

NDC (NO DEMAND CERTIFICATE)

A certificate by the department concerned that all the dues against the retiring government servant upto the date of retirement have been realized and nothing is outstanding against him/her.

It is in the interest of retiring government servant that he/she should clear all dues/loan against him/her.

Before retiring, Handing/Taking over should also be completed.

RESPONSIBILITY OF FINANCE DIVISION

Will process the case for sanction of pension. Allot PPO to the Pensioner with information to the

pension paying bank branch. Issue Pension Book to the Pensioner directly. Intimate any type of change in procedure or payment to the

pensioners. Intimate increases in pension announced by the Govt.

from time to time, to the concerned bank branch as well as pensioner.

RESPONSIBILITY OF PENSION PAYING BANKS

To maintain Payment Register of all KRL Pensioners. Payment of Pension to the correct pensioner. Stop payment of pension in case of loss of pension book.
