Library is a treasure house of books and is capable of meeting almost all the
information needs of people. Libraries are temples of knowledge, education/learning,
where generations of young and old get enlightenment on the achievements of
mankind. Goa can be legitimately proud of having one of the oldest libraries in India
as well as in Asia which has enriched Goan cultural and educational life.
1. Krishnadas Shama Goa State Central Library:
The State Central Library occupies the pride of the place among the public
libraries in India, especially for its collection on Goan History and Culture. The
Central Library is the oldest Public Library in India established on 15th September
1832 by Vice Roy Dom Manuel de Portugal e Castro as `Publica Livaria`. Four years
earlier to Calcutta Public Library, 1836. (The National Library of India) It was
changed to Bibliotheca Publica and enriched with bibliographical repository
transferred from the Convents run by religious orders, which were suppressed.
However, the collection on Mathematics and Military Science was left in Academia
and books on Administrative and Legislative matters were transferred to Secretariat
Library. On 15th February 1897 the status of library was raised to that of a ‘National
Library’ and renamed as `Bibliotheca Nacional de Nova Goa`. In March 1925, it was
annexed to the academic and cultural institution (Instituto Vasco da Gama) and
designated as “Biblioteca Nacional Vasco da Gama” by Decree Law no.38684 dated
18th
March 1952. Under this Decree the privilege of `Deposito Legal` (Delivery Act)
was made applicable to this library by virtue of which the library received all
publication from Portugal and her overseas Provinces. From September 1959, the
Bibliotheca was detached from the Instituto Vasco-da-Gama and put under the
administrative control of ‘Servicos de Instruccao e Saude’ (Education and Health
Services); it was then renamed as “Biblioteca Nacional de Goa”. The collection of
pre-liberation period consists mainly of books and journals in Portuguese, French,
Latin, English and very few books in local language like Konkani and Marathi. The
total pre-liberation collection was about 40,487 volumes.
1
The earliest book available is Repertorium Singularioum Super Toto Codice
Lugdini by Baldi published in 1539. The collection of the library has manuscripts and
codices in Portugues, Castilian, Latin, Tamil, Ceylonese, Canary and Konkani dating
th thsince 17 and 18 century.
The collection of the local newspapers includes the publication of Estado da
India Portuguesa since 1856 to 1961 and then from 1961 to present day publication.
The library is an important center for Indo-Portuguese studies as well as
Portuguese colonial history. It is also a repository of Indo Portuguese Literature. The
other important collection is of “Boletim Official” (Official Gazette) dating since
1837 till date.
Further, State Central Library is acting as a repository of books published in
State under the provision of the Delivery of Books Act, 1954. To support the library
movement the Government of Goa has passed and enacted the Goa Public Libraries
Act, 1993.
Present Status of Library:
Government in an effort to inculcate reading habits among the youth and to
encourage research has set up a six floor library in the heart of the city at Patto, Panaji
– Goa. Central Library is the State Library and apex of Public Library system in Goa.

1.4.2 PRESERVATION/FUMIGATION LABORATORY
A separate Preservation and Conservation laboratory has set up in 2013. The
preservation lab takes care and treatment of rare books, manuscripts, newspapers,
magazines etc. to prevent further damage and deterioration and to improve the
condition for further use.
Informative documents from this section are mostly of paper material like
Manuscripts, Early Imprints, Official Gazettees, Newspapers and Books from 17th
century onwards. Due to course of time and on account of physical, chemical and
biological factors, their properties undergo change and they deteriorate and get
damaged. Part of the collection is microfilmed so that the information from the
damaged book/document is read from microfilm. But it is obligatory on our part to
protect and preserve this heritage for as long as possible. This is possible only if
proper treatment is provided to these documents which are already deteriorated which
is called Conservation and Preservation. Fumigation is also being done for the books
infected.
35
For providing training to the staff of Central Library for working in preservation lab,
trainings & workshops were conducted in collaboration with National Archives, New
Delhi and CSMVS Museum Art Conservation, Mumbai. Concerned staff was also
deputed for training & workshops in preservation techniques and for its proper
implementation.
