Kriegers Flak development

Kriegers Flak I (Germany)

Kriegers Flak II (Sweden)

Kriegers Flak III (Danmark)

2001 wpd starts development in all three areas

2002 wpd files application for 80 turbines

2004 wpd files application for 128 turbines

2005 Permission granted wpd sells Kriegers Flak II to Vattenfall AB and stays as consultant

wpd files application for 91 turbines

2006 Permission granted

2007 Erection of met mast FINO II (partly financed and managed by wpd)

Soil investigations

2008 • wpd sells Kriegers Flak I to EnBW and stays as project manager

• soil investigations at all 80 locations

Studies on potential foundation types

Working group by the Energy Board on Kriegers Flak III

2009 • EnBW/wpd establish project management team

• procurement aims for start of construction 2011

Motives & Challenges for Kriegers Flak development

Motives• One of the biggest potential areas in the Baltic Sea• Few environmental issues• High wind speed above 9,5 m/s• Strategic interesting location along big transmission needs

Challenges• Sea bed conditions• Far offshore – potentially high connection costs

Kriegers Flak Interconnector

• Basic idea: replacing three independent grid connections by one common solution including HVDC technology

• 2003: wpd and NVE starts studies on interconnector between Germany and Sweden

• 2005: wpd integrates interconnector as possible grid connection in the application of Kriegers Flak II

• 2006: Vattenfall AB starts working group on the Interconnector (”Baltic Wind Link”)

• 2007: Vattenfall Europe Transmission GmbH includes the Interconnector as potential solution for Kriegers Flak I

• 2009: TSO ”Joint Pre-feasibility Study”, TSO application for 150 M€ EU grant

Motives for Kriegers Flak Interconnector

Motives• Socio-economic benefit up to 100€ Mio/year

• HVDC technology means less energy losses and higher capacity• Multiple connections lower the project operator’s risk of business interruption

Challenges for Kriegers Flak Interconnector

• Three different national laws on

transmission networks

• The three different wind farm owners

might have different interests

• Involvement of EU could add more

complexity than support

• National consumer interests could

become a hurdle

Governmental initiatives regardingKriegers Flak

• EOW December 2007: Joint declaration of ministers from Denmark, Germany and Sweden on cooperation regarding Kriegers Flak (ending up in the Nordwind project)

• September 2008: EU-coordinator Adamowitsch identifies Kriegers Flak as ”best practise case” and ask for an ”European vision not accepting cheap national solutions”

• January 2009: EU Recovery Plan includes proposal of 150 € Mio grant for grid connection Kriegers Flak

• June 2009: EU Strategy for the Baltic Sea Region – Action Plan highlights Kriegers Flak as ”demonstration of coordinated offshore wind farm connection solutions”

Motives for governmental initiatives

• Baltic Sea riparian countries already agreed on

close cooperation in the Helsinki Convention

(featuring HELCOM).

• Kriegers Flak as lighthouse project for the benefit of the citizens and the

environment

• National interests might be taken care of in the best way by mutual

cooperation

Preconditions for successful joint cooperation between stakeholders at Kriegers Flak

• Focus on the needs of the project owners and operators because:

– The wind projects are the key of the area’s development

– Grid connection is the key for the wind projects’ realisation

– Project owners are in charge of the projects’ timetable

– Project owners are in possesion of all site related data

– Project owners have ressources to be allocated with short notice

• Project owners and operators need to participate in the economic benefit of joint cooperation because:

– Project owners have taken the development risk

– Most of the projects are still not profitable

– Certain conditions (e.g. sea bed) require more ressources

How to structure further development of the interconnector and other joint efforts?

• For the time being, at least five parallel working groups are discussing Kriegers Flak

• Instead ONE working group with 10 members should head further development:

– 3 project owners/developers

– 3 TSOs

– 3 governments

– 1 EU representive

• Sub-groups are necessary, but should be supervised by the overall working group

• Initiative for restructering the work should come from the EU level

• Kriegers Flak needs to have high priority at all involved organisations and levels

How to deal with three legal regimes?

• Under the existing three legal regimes an interconnector is not realistic

• The existing rules are the result of energy politics with clear national

interests in mind

• Examples for legal hurdles:

– Ownership rules for transmission cables under Swedish law

– Rules on grid connection of electricity under Danish law

– Special rules for grid connection and sale of wind power under

German law

• Harmonisation is needed – but is harmonisation also wanted?

Kriegers Flak is the European Union’s idea in a nutshell

• Cooperation and trade with

neighboring countries gives benefits to

the customers seen from a European

perspective

• Harmonisation of legal rules is

necessary

• Public and private sector have to work

together

• Climate change and new jobs are the

major drivers
