Message from the Mayor Hello again; time is flying but Council is well and truly back on track. We are now showing a surplus and trying really hard to get employment for our people. Over the last year, we have had a really high turnover of staff but I believe we are finally having a win and staff are staying on to build a strong workforce. This year, Council has changed its’ organisational structure and two important roles have been created. We now have a new Director for Infrastructure Services (Mr Peter Robinson) and Robbie Sands has now changed from Dep CEO to Director for Community Services. Apart from employment over the course of my term, we have built 56 houses, and rebuilt the swimming pool (we only need trained lifesaver staff now to be able to open it). Approval for a $14.7M project to put in a barge ramp and marine road access for Topsy Creek was granted, which will run over three years starting in 2016 to 2019. Council thanks the Queensland Department of Transport and Main Roads for provision of this funding. Council has started to receive carbon funding for Oriners and Sefton (cattle leases) and we are looking at really driving the use of these properties to benefit Kowanyama. Once again, I must say a heartfelt thank you to all our staff and for their tremendous effort over the year. All the best. Cr Robert Holness

Message from the CEO Well 2014-2015 was the year that Council’s financial position strengthened to a surplus of $3m which was a massive turnaround on previous years. Cash flow improved significantly too and Council ended the financial year with $7m cash in the bank. This was achieved in just under a year after being released from Ministerial imposed financial control. Council has achieved short-term financial sustainability and is now working on strategies to ensure Council’s long term sustainability. However, there is still a lot of work to be done to repair the damage done in previous years. Again Council has endeavored to provide social services and local government services to the Community under difficult circumstances due to a lack of capacity and resources. Again, the Mayor and I have contributed toward placement of a detailed list of achievements for this past year on Council’s website. I invite the reader to log on and have a look. In the meantime, the following is a brief analysis of some of those positive projects:

Significantly improved financial position;

The announcement of the Department of TMR of the funding approval for a new Barge Landing and associated road works to Topsy Creek;

A study commissioned into Early Childhood Education and Family Support to assist in the development of an 18 month Implementation Plan;

NDRRA – Carry over of projects from 2013/14 continue: Ongoing road works repair and upkeep;

The Kowanyama Lands and Natural Resource Office – New management continues to ensure numerous land based projects continue;

A new housing subdivision (Pindi Street Sub-Division) was completed after 6 years of contractor issues. Council is now building seven new houses therein with a further six being planned for 2016;

The HACC Centre continues to be improved with a new past manager (Mr Peter Jankowski) returning to the role;

Essential Services (water, sewerage, and garbage collection & tip management) continues to improve with infrastructure projects continuing to be funded.

In short, it has been a busy year but I still look forward to initiatives being sought and implemented in the coming years. I thank all staff for their ongoing support. Thanks kindly. Emil Moul. CEO

Councillor Walter Parry – confirming his contribution: Walter was a Councillor for a 3 year term between 1994-1997; during this term he worked closely with the Council Clerk (now CEO) on improving the Airport Infrastructure. He visited Canberra lobbying for funding and even went to NZ for an International Airport meeting; also he was on the working party that lobbied the State Government to have a full-time Doctor in Kowanyama. The working party travelled to Alice Springs to visit Indigenous Health Services as part of it. This trip was majority funded by Council. Having a Doctor in Kowanyama now is the norm and he is one of the people that Kowanyama should thank. 2008-2012 and now. The two latter terms were after he received severe burns in a House fire, (which also shows he really wanted to assist his people) by being a Councillor. He was also an ATSIC Councillor for Kowanyama and the Lower Gulf Region (Jamie Satani may be able to get the period from PM&C/FaCHSIA archives). His endeavour to be on the Council shows that he was passionate about improving Kowanyama for the better. From 2008 he held the portfolio of Housing and was Chair of the Housing Advisory Committee for Council. He was knowledgeable in this area and made recommendation to those in need to be allocated housing from the Council. He fully supported Council’s fight to not have our Housing administration taken over by the State. Over time that proved itself, as many of our sister communities that signed their housing over wished they had not. He upheld the desires of Self Determination that the elders of the Council’s past fought for. In his early days as an employee of Council as a Ranger he trained with the NSW Water Police on Sydney Harbour as part of Kowanyama's plan to have our Rangers to become Fisheries Enforcement Officers. Cr Parry is sadly missed by the community and Council acknowledges his past contribution. His role has been replaced by Cr. Territa Dick.

Community Profile The Kowanyama Community Council lies 25 km (as the crow flies) from the east coast of the Gulf of Carpentaria in the south-western region of the Cape York Peninsula, and 600 km n/west of Cairns. The community is based on the banks of Magnificent Creek, which joins the South Mitchell River, which in turn forms part of the Mitchell River Delta. Road access is only available 4 to 5 months of the year in the dry season. Weekday flights to and from Cairns service the Community throughout the year. The total area of the DOGIT plus both Oriners and Sefton (pastoral leases) now equals approximately 4,120 square kilometres. The acquisition of the two pastoral leases in 1992 almost doubled the original size of the DOGIT. The country consists mainly of wetlands and delta mangroves in the north, extending to “forest country” of the central peninsula. Kowanyama means “place of many waters” in the Yir Yoront language. The community includes the Kokoberra, Yir Yoront (or Kokomnjen) and Kunjen clans, who each have language and other cultural differences. The Indigenous inhabitants are the direct descendants of Aboriginal groups who inhabited the Lower Mitchell and Alice Rivers and neighbouring areas. In 1903 the Queensland Government declared the Mitchell River an Aboriginal Reserve for the benefit of the Aboriginal peoples of the State. In 1905 an Anglican Mission was established at Trubanumen. In 1916 the headquarters of the Anglican Mission was moved to Kowanyama. The Queensland Government took over the administration of the Mitchell River Mission and Reserve in 1967. In 1987 the State transferred control to the Kowanyama Aboriginal Council via a Deed of Grant in Trust. The Community has a population of approximately 1,200 people. Constitution Details Under the local Government Act 2009, this Council is constituted by the Councillors, who are elected to the local government under this Act. The Local Government Regulation 2012 has also been enacted to support the Act. Council must ensure compliance under this Regulation. This Regulation now has since been updated effective January 2014.

HACC (Home and Community Care) - Aged Care Centre

Achievements at the HACC Centre: This year has seen some major events and activities at the HACC Centre. Kitchen refurbished – the whole kitchen has been repainted, new tiles laid, extra storage room created, air-conditioner installed. Food safety regulations met. At the moment the HACC Centre provides meals for 10 internal clients and 30 external clients daily. The internal clients receive 3 meals a day (Breakfast, Lunch and Dinner) the external clients are provided with lunch from Monday to Friday and a weekend pack which is delivered also on Fridays. The total volume of meals for the year is 21900 meals Internal clients 10 x 3 x 365 = 10950 meals External clients 30 x 1 x 365 = 10950 meals To be able to deliver the meals nice and warm to our clients the HACC Centre has purchased a thermal box. Delivering the meals gives the staff at the centre the opportunity to have a regular contact with the clients, sometime they have a quick yarn and also are able to see if there is anything else the client needs. We are able to see if there has been any changes to their wellbeing or health and if required contact the Health Centre or family members so they may follow up any concerns. The HACC Centre has an allocated respite room which is being utilised by clients to provide the carer with well-deserved respite. At the moment the respite room is book 3 days per week by 2 clients. These clients enjoy the personal interaction with our other internal clients. We have resumed our home maintenance program which incorporates garden maintenance to the outside clients who do not have the possibility to cut their own lawn. As everyone knows this is an important activity ensuring no snakes enter the garden and it reduces any fire hazards. To keep up with the demand we employed two new staff to assist Wesley. The garden service is conducted Tuesdays to Thursdays during the week and all clients have been allocated so that their garden is attended to on a 3 weekly roster. The transport service is another import part of the HACC services and is utilised by our cliental several times on a daily base. Assisting clients to medical appointments, shopping and social interactions is keeping our staff very busy. Taking clients bush on the weekend so they can go fishing has developed into a favourite activity for 2 of our older clients (90 and 85 years of age).

To enable the best possible care the staff at the hacc centre attend regular training for example, fire safety training, manual handling training, first aid, food safety and certificate 3 in Home and community care. This training is provided by Cairns TAFE and all new staff is also rostered to attend.

Since passing accreditation standards, the dark clouds hanging over the centre has been replaced by sun shine, ensuring that we are able to continue to serve the elders of Kowanyama and assist them staying in the community for as long as possible. The HACC centre hosted an opening information session on Elder Abuse during the Family and Domestic Violence prevention month of May, which was attended by several community members. Feedback from the participants was very positive stating that sessions like these need to be repeated on a regular base.

In June this year some of HACC centre clients attended the Laura Traditional Dance Festival in Laura. I was a pleasure to see how family members came together to enjoy the festival on the sacred grounds.

Sport and Recreation The 14/15 year has been a challenging one for Sport and Recreation mainly due to acquiring staff and funding to develop a comprehensive program to meet community needs and aspirations. At the end of the 14/15 year Council had employed 2 sport and recreation staff and secured further funding. Key Achievements:

29 community disco which were supported by QPS.

Laura Dance + Cultural Festival - In collaboration with the School, community members, HACC centre, and Rangers, the KASC Children and Family program supported staff and families to attend the BI-ANNUAL Laura Dance and Cultural Festival.

Men’s Group Activities including supporting July School Holidays 2015, 16 lucky kids of Kowanyama went adventuring with 5 local Indigenous Rangers to check on the 10 turtle egg nests on the beach between South Mitchell and Topsy River.

Kowanyama Aboriginal Land & Natural Resource Management Office The Kowanyama Aboriginal Lands Office and Natural Resource Office has done well this year under the management of a new Lands & Sea Manager. It has really been a year of consolidation. Grant reporting is up-to-date and exciting new fully funded projects are commencing in the new year – including research & monitoring the Red Finch and attacking the Hymenachne Weed at Kokoberra swamp, with aerial spraying of pesticides and cattle exclusion fencing, to kill this highly invasive aquatic weed. From May to December 2015 you would have noticed that the Rangers have been monitoring Flat Back and Olive Ridley nesting turtles on Kowanyama beaches. The “Nest to Oceans” Queensland State/ EHP funded turtle program ahead for another 2 years and we are excited about the ever increasing number of nests (40 this year), and no predation by feral pigs following the success of “Operation Bikki Bikki” feral control team that has accounted for about 80 pigs in the tertiary dunes behind the Kowanyama beaches. Rangers have received work applied training this year which has upgraded their Certificate III in Conservation and Land Management and we have also developed a Safety Management Manual & System ensuring a safe work place for our operations We also welcome John Clark and Taron David to the Ranger ranks and farewell to Senior Range Garth Forrester. Darby Horace has also joined us as the “Animal Health Officer” having replaced Willie Banjo, who is enjoying retirement. It has been a busy year and 2016 will prove to be even busier and

more productive than ever. Well done to our productive and energetic team Oriners Station has had a major makeover with the recent installation of a photovoltaic solar system installed by our Rangers, a group of voluntary photovoltaic electrical engineers and CAT (Centre for applied technology). This has been a massive logistical project due to the remoteness of

Oriners, from suppliers in Sydney, Cairns & Melbourne, however the blood, sweat & tears (heat and flies) have all been worth it. We now have a Station and Ranger Base that can be used 24/7/365 with lights, electricity and a purpose built lockable secure sliding door container under the house. Following the rewiring of the house we can now concentrate on essential upgrades that are still required. This has been an outstanding project funded by the Carbon Burning at Oriners and a contribution by the Federal Working on Country program. Congratulations to all - a video documenting the “build will follow in the new year.

Pastoral Lease extension On 6th August 2014 Council accepted an offer by the Department of Natural Resources and Mines to extend its pastoral leases on the Sefton and Oriners properties. The Sefton pastoral lease was extended by 30 years to 31 December 2049 and the Oriners pastoral lease was extended by 33 years and 3 months to 31 December 2055. The cost of each extension was a nominal application fee. Carbon Credit Sales On 30 January 2015 Council sold Australian Carbon Credit Units (ACCUs) arising from the land management practices of the Council for the previous three years. This is the first sale of ACCU's by Council and opens up a potential ongoing revenue stream. The quantum of the sale is commercial in confidence but is material on both a cash and revenue basis in the 2014/15 financial year.

management with in the civil construction industry and resource sector; in his

new role assumes responsibility of the integrated program of infrastructure

projects and the maintenance and operation of the Shire’s assets.

Essential Services Another full on year again for essential services with our priority on up grading infrastructure to meet Kowanyama’s growing needs and ensuring available funding is spent wisely. A new switch board has been installed at sewage pump station two and larger pumps installed, this will go a long way to mitigating past problems of rain water entering the sewage system in the wet season causing manholes to back up and flood lower lying houses, and we are in the process of up grading switch board and pumps at sewage pump station one.

A new switch board has been installed to facilitate control of irrigation at the ponds working off SCADA giving Kowanyama much greater control of waste water. Second primary pond is in the process of being desludged.

Existing dam is been reinvented to allow pond water to irrigate the football field instead of town water.

We are currently in the process of upgrading the tip by building a new shed to help filter and recycle waste and get some control over what is being dumped to comply with relevant requirements and ensure a long tip life. Delvene Bernard (our Environmental Health Officer) has monitored and documented anything to do with environmental health and is doing a great job here. Our Current team:

We are endeavouring to bring Kowanyama’s infrastructure up to a high functioning level and ensure a high level of services to the community for years to come. Building Services (The team: Carpentry/Electrical/Painting/Fencing/Maintenance) Things are busy as usual with B.A.S. (Building and Asset Services – Queensland

Department of Housing and Public Works) as they overseeing all works from maintenance to major upgrades. Our maintenance budget was $500,000 with the budgeted outputs being 800+ for the year. We have also delivered large amounts of major/minor upgrades. These consist of bathroom replacements, kitchen replacements and windows etc. Council’s upgrades Delivered were as follows:

Work involved for council was:

Design. Tender. Supply and install 3 sets of kitchens, wardrobes and vanities. Supply concrete for slabs, driveways and pathways. Supply Sand and clean Sites. Auditing.

Painting. Council has re-decorated the internal or external of 36 properties under minor works contracts through B.A.S. We Hired 4 local staff (Milton George, Jacob Aidan, Harry Daphney and Troy Meili) and 2 contractors to mentor and supervise. All works was delivered in a 16 week program. Pre-paint works were done by Colin Lawrence and Bradley Holness who are 2 Local contractors whom Council had trained previously. Training Council delivered Cert 4 in: Safe Asbestos Practices, First Aid and Fire Safety. I would like to take this opportunity to thank all the team members for their commitment which has allowed Council to deliver Services to the Community this past year. The Team players are Gilbert Gibo foreman (big boot), Paul Michael, Trevor Gilbo, Maynard Josiah, Terry Tommy, Rodney Patterson and Karl Major I thank everyone and keep up the good work.

CORPORATE SERVICES Post Office/Bank Agency

Kowanyama Post Office is run under a licence agreement between Kowanyama Aboriginal Shire Council and Australia Post for the benefit of the community members. We currently have 4 mail deliveries a week that coincide with the Skytrans flight. During the dry season, the larger articles of mail are delivered weekly, on Tuesdays, by Tuxworth & Woods, Carriers. Our current hours of operation are 9am to 4pm Monday to Friday (with 1 hour for lunch between 12 & 1) We have a Commonwealth Bank ATM which is located in the foyer and is the same type of machine used by all Commonwealth Bank outlets, providing a fast and accurate service. Through Australia Post we are able to provide for sale a variety of telephones, computers, stationary, printers and multimedia products at the same price you would buy them at any Australia Post outlet Australia wide. This provides competitive pricing for our Community members, without having to go to Cairns to access these prices. We also still have a small number of Post Office boxes available for lease with the current cost of $32 per year. This is a convenient way to receive your mail 24/7 without have to line up. You just come along with your key and collect your mail when it suits you. At Kowanyama Post Office you can pay your bills, like car registrations, telephone accounts, Foxtel and many others. Just present the payment advices at the counter and they will be taken care of. I would like to thank the staff that has worked at the Post Office during this year, Valerie Dick, Lynelle Richards & Leara Aiden for their effort during the year in providing a competent and friendly service to our community members. It is a job well done.

Kowanyama Administration, and Training Centre.

This year has seen considerable change in our administration team, but it has had some very positive outcomes with staff accepting additional responsibilities to ‘make things work’. Even Councillors and from time to time senior staff chipped in to answer phone calls and respond to front desk enquiries. We started this financial year with a much reduced workforce and there continued to be a high staff turnover but we were fortunate to have some very good local staff in our team. Our receptionist Leah Josiah went on maternity leave and Venita Teddy took over and during her time with us she started our Admin desktop manual which is proving very useful to new and temporary staff. Colleen Malone was our payroll officer in Kowanyama until she left in January 2014 and the payroll function was transferred to Cairns where Janice Staines our old payroll officer took up the position again. Our housing officer Shirley Yam took on additional responsibilities of cashier and payroll support to ensure we were able to deliver services. Shirley acts as 2IC in the manager’s absence. Centrelink saw our long time officer Michelle Jimmy leave her position to finish her army reserve course. Natasha Goggleye and Shannon Port worked with Maxanne Brumby to continue to provide Centrelink services to the community. Council grounds were maintained by Russell Kitchener until David Kitchener (Old Crow) took over.

Greg Reed the Administration and Training Centre manager left early in this financial year and Imelda Agars held the fort until Fiona Brady commenced in October. Flo Cornish provided high quality relief HR services, producing much valued templates, position descriptions and policy reviews. These have been of great help to Fiona Brady who has covered some of the local HR requirements. Doug Hasson the grants officer whose role also included disaster management, working with the men’s group, literacy and numeracy teaching, MEX contact and IT contact left us in April 2014 and the grant function was then transferred back to the Cairns Office. Fiona Brady and Kerri Enever picked up the Kowanyama based aspects of Doug’s role.

Pansy Daniel took up the council office cleaning role and is a real help covering reception when we are short staffed. Imelda Agars took on the HACC and the PA roles for the seven months she was here. The PA role was then filled 5 months later by Kerri Enever, a multi-talented person who also provides oversight for the Women’s Shelter and the Monkarr Childcare Centre. Belinda Stanley was our Skytrans/Admin officer on her departure her role was filled by Maree Carpenter and Venita Teddy. All in all 2013-14 has been a tough but rewarding year for Kowanyama Administration and we look forward to improving our level of service as we fill positions.

Grants Under the direction of the Finance Manager, Kowanyama at the end of the 2014-2015 had 48 current grants with 10 of these grants being finalised by June 30 2015. Purchasing Store Once again the 2014/15 year proved to be a busy one especially to keep up with the much needed building materials for our maintenance to housing after just coming out of the wet season. Our Case forklift had a small overhaul and is now back in service as mentioned previously this machine is the work horse of our operations as well as catering for other departments when needed. Stores personal dismantled pallet racking in exchange for small type shelving making more space available as well as labelling of items once the product came of the pallet racking shelf onto the smaller shelving We were surprised that for the first time in history that a semi-trailer truck arrived in Kowanyama loaded with supplies on the 7th February 2015 and again on the 3rd & 25 March and to top it again on the 22nd & 27 April. it just goes to show that the weather pattern is definably changing. During the coming months ahead (July-December) it was also business as usual to stock up for other departments’ needed supplies. Stores also has started to stock cleaning items such as soap, napisan, air fresheners, laundry powder just to name a few, and will continue to do so were items that save Council having to purchase goods from the local retail store. Sadly the erecting of the pallet racking to house fencing materials as well as pipes has not happened as yet however I can report that the slab is down and this will go into the 15/16 annual report as well as the completion of the much needed erection of this racking. Stores has also housed a 20ft chiller container which supports the bakery to store flour and other bakery products also including soft drinks. Staff Update Mr Ronderson Moses has stepped down as stores manager. We Welcomed back Mr Peter Wallace in August 2014 who has taken on the role as Stores Manager. Mr Darren Zingle as temporary store person. Our inventory system is still in the process of being implemented as processes are taken in small steps to make sure we get it right. Staff Training Ronderson is continuing to endeavour to obtain his forklift Licence. Workshops (Heavy and Light) We have had a very productive year, in catching up and maintaining a regular serviced fleet, including the purchase of some new vehicles.

We have moved the tyre bay, giving us a secure lock up area, for cars that are in for work, or locked up while drivers are away. We have also been able to cement an area to keep equipment on during the wet to make easier access.

We have under taken working on our heavy fleet. Sending out the loader for a major overhaul and repairing the rear arms on the backhoe. We have also undertaken rebuilding the old cattle company truck, which is owned by Council, which, when completed, can be rented out, or used to bring in some of our own freight, saving council money.

The introduction of security cameras has cut down the number of times we get broken into, and has caused several young delinquents to appear at the local court. We believe the workshop is starting to run more smoothly and more productively. Dustin Adams is due to graduate his apprenticeship soon. Regards Adrian Carter Workshop Manager.

I.T & Financial Reporting Information Technology and Computer Systems Council’s Information Technology and systems received a significant investment at the end of the year to replace our servers in both Kowanyama and Cairns and to install a wireless link between offices. The old servers had reached the end of their useful lives, were out of warranty and we had received a warning from our IT support that they had no more capacity to save any more data. In evaluating quotes from suppliers it emerged that there was a significant decision to make in terms of technology choice. In summary this was a choice between a cloud based server and hosting our own servers again. Our cost calculation revealed that hosting our own servers had a higher upfront cost but overall was less expensive over the five year life expectancy of a server. Accordingly Council made the decision to host our own server. Before year end Council had also made a decision to install a wireless link between Council’s Administration Office and seven other Council buildings within the community. The wireless link will enable staff in those offices to directly access Council’s network instead of dialing in using a mobile dongle or phone. It will also allow Council’s TIPT phone system to be installed in those offices. The Council buildings connected by the wireless link include the Aged Care Centre, Lands Office, Multi-Purpose Sports Centre, Purchase Store, Training Centre, Airport building and Womens’ Shelter. The connection was installed and went live at the end of July 2015. Audit Committee At its January 2015 meeting Council resolved to form an Audit Committee in accordance with legislative requirements. This involved adopting an Audit Committee Charter and appointing the membership of the Committee. It should be noted that the legislation requires that an Audit Committee have a mix of Councilors and external members and include individuals with high levels of financial skills. Council’s Mayor Robert Holness and Deputy Mayor Michael Yam were appointed as Council members to the Committee. Mr. Rodger Dunstan was appointed to the committee as an external member and chairperson. Mr. Dunstan has Accounting qualifications and is a Registered Company Auditor. He has extensive experience in the Local Government sector as a contractor with the Queensland Audit Office and as a consultant to various Local Governments. The Audit Committee held its first meeting on the 26th March 2015. A copy of the Audit Committee Charter is available on the Council’s website.

As part of the 2014/15 valuation process Council conducted a review of its assets register and engaged an external consultant to conduct a segmentation exercise on its road network. The valuation was conducted by AssetVal Pty Ltd. Donation of Infrastructure Assets The Department of Local Government, Community Recovery and Resilience donated infrastructure assets to Council on 27 January 2015. This infrastructure was constructed by the Department under its Indigenous State Infrastructure Program and the cost was $971,597.22. The constructed assets included upgrades to the water and sewerage reticulation infrastructure, including System Control and Data Acquisition (SCADA). Council acknowledges and appreciates the Department’s commitment to the Kowanyama community.

The Kowanyama Aboriginal Shire Council being aggrieved party because of the deregistration of the Kowanyama Cattle Company Pty Ltd (KCC) by ASIC resolves to instruct Ashurst Lawyers to make an application to the Court to reinstate the registration of the company under s601AH(2) and also have a Liquidator appointed to recover its debt and restructure the KCC for the benefit of the Kowanyama Community.

3. Councillor Expenses Reimbursement Policy and Payments

As required to be reported in accordance with section 250 of the Local Government Regulation 2012. Council's current policy reads as follows:

General Policy

Provision of support and payments to elected representatives

Intent: To clarify the extent of expense reimbursement, and support provided to elected representatives of Kowanyama Aboriginal Shire Council. Scope: This policy applies to all duly elected representatives of Council.

Payment of expenses incurred when travelling on Council business

Purpose: This is to ensure that all reasonable expenses incurred by Councillors whilst travelling on Council business are paid for by Council Principle: Council will normally arrange direct payment of airfare, accommodation and travel and incidental allowance. Other expenses incurred in conducting Council business supported by tax invoice will be paid.

General Business item (h) Travel Allowance Policy Changes (meeting dated 21st Aug 2013): As per discussion with Financial Controllers the Council decided to pass the following resolution.

Council resolve to amend the current Travel Request & Travel Reimbursement

Authorization Policy/Procedure and Forms to be ‘if meal allowances are paid to

Elected Members; employees and Council representatives prior to travel,

Receipts must be provided as proof of meal allowances expenditure.

Non submission of Receipts will not result in reimbursement of such payments

by the Elected Members; employees and Council representatives’.

5. Complaints Management

The Council has a complaints management process in place and is committed to dealing fairly with administrative complaints. The complaints management process is designed to ensure that any member of the public can lodge a complaint about how they have been dealt with by Council staff or how they have been affected by any Council administrative decision. The complaints management process will be made available to the public on Council's website. During 2014/15, there were nil complaints lodged with Council under the complaints management process. 6. • Register of Council Policies 13. Summary of any Rates, Charges and Service Levy Rates are not charged. However a General Service Levy is charged for all wage earning residents of the community. Council did not grant any concessions for this levy. 14. Internal Audit During the year Council extended the term of the Contract internal auditors, being Pacifica Chartered Accountants, for a further three years from 1 November 2014. During the 2014-15 financial year Pacifica conducted an internal audit on Council’s Job costing practices and recoverable works. The field work involved visits to Kowanyama and the Cairns Office in February 2015. The objective of this internal audit was to review the effectiveness of the process and business practices in place to ensure that the Council’s Job Costing mechanisms are adequate and ensure that cost allocations to projects are complete, accurate, managed to budget and invoiced where necessary (on a timely basis). The results of the audit have been reported to Council Management and the Audit Committee. 15. The objective of the policy is to ensure a workplace free of discrimination and to promote Equal Employment Opportunity. Council's EEO Management Plan is aimed at ensuring all employees and applicants for employment are treated fairly, basing selection and promotion only on factors relevant to the job, such as skills, qualifications, abilities and aptitude. 16. Capital Project Works Council completed the following works program during the period 1 July 2014 to 30 June 2015:

Shoulder reconstruction to Kowanyama – Dunbar Rd and new bitumen seal to shoulders, funded under NDRRA and TIDS

Reconstruction of some Town Streets, NDRRA 2014

Reconstruction of swimming pool including new shade sails and upgrade to amenities, NDRRA 2014

17. Advertising Advertising costs incurred by Council during the year totalled NIL.

18. National Competition Policy

There were NIL complaints based on competitive neutrality under section 52 (3) of the LG REGULATION 2012.
