    ARTICLE I – PURPOSE

    The purpose of the By-laws is to establish Standard Operating Procedures for the Korean American Football Club (KORAM FC) in accordance with the provisions of AR 210-22 and pertinent USAG Humphreys Policies.

    ARTICLE II – MEMBERSHIP AND DUES

    SECTION 1: Membership Registration shall be in writing signed by the applicant and shall be accompanied that specific month’s membership dues.

    SECTION 2: Membership campaigns and recruitment practices will neither involve nor give the appearance of involving compulsion, coercion, reprisal, or influence.

    SECTION 3: Any individual may terminate their membership with written notification to the Registrar.

    SECTION 4: The KORAM FC Executive Committee may terminate a parent’s membership if their child is no longer part of a team within the organization.

    SECTION 5: MEMBERSHIP DUES

    A. All players shall pay $100.00 monthly membership dues in cash, check payable to KORAM FC, or by electronic payment with the member being responsible for the additional fees that may accompany electronic payment.

    B. Membership Dues can be paid in advance through the Treasurer, however all players must be current on payment by the 15th of the month in order to continue to attend practice and/or games. If payment is not paid by the 15th, the player will not be allowed to participate in any activities within KORAM FC until all dues are paid and are current.

    C. All players must pay dues for the entire month, regardless of when they start as we do not prorate dues.

    D. The Treasurer will set up a time once a month to collect dues and it is up to the parents to ensure that dues are paid.

    E. Payments can also be collected by any Executive Committee member or Team Manager provided they are enclosed in an envelope with the player’s name on the envelope and with the understanding that a receipt will not be issued at that time.

    SECTION 6: If more than one child from a family is participating in KORAM FC, the first child pays the full amount of the monthly dues and every child after that will receive a $10 monthly discount.

    SECTION 7: The membership period starts on the first day of the month and ends on the last day of the month. However, once a player makes a team, they are expected to remain on the team and pay the dues for the entire season. The season lasts six months, therefore each player is obligated to pay $600 for the season.

    SECTION 8: If a player chooses to leave their team before the season is over, KORAM FC has the right to collect any dues that remain unpaid even for future months. If the player was assigned any equipment, they are responsible for giving the equipment back to the Team Manager or pay the associated fines. If a player does not return the equipment, the Club has the right to use all legal matters to retrieve the equipment or the amount needed to replace the equipment

    SECTION 9: If a player does leave before the season is over, they will not be allowed to come back to KORAM FC without the approval of the Executive Committee.

    SECTION 10: If a player is cut from the team for disciplinary reasons, there will be no refund of the training fees paid, nor forgiveness of any obligation for remaining fees owed to the club.

    SECTION 10: LEAVE OF ABSENCE POLICY

    A. Parents must notify the Treasurer and Registrar in writing if their player(s) wish to take a leave of absence lasting one month or more.

    B. Notification must occur before the leave of absence begins.

    C. KORAM FC will waive dues for the first month (once per calendar year) that the leave of absence should take place. If more than a month is requested, the parents must pay dues for the additional month(s) or their players will lose their roster spot and must request reinstatement.

    D. If a player’s team is full, the player may be placed on a waiting list until a roster spot opens.

    E. Payment of dues must be coordinated with the Treasurer in advance of the Leave of Absence.

    ARTICLE III – DUTIES OF THE EXECUTIVE COMMITTEE

    SECTION 1: ALL COMMITTEE MEMBERS

    A. Shall keep a binder contain a record of the Executive Committee activities, reports, and committee work pertaining to his/her position, to include minutes and finance reports for a two-year period. The member shall return this binder(s) to the Secretary at the last Executive Committee meeting of the year. The binder should include two (2) copies of a comprehensive final report, After Action Report (AAR), highlighting activities for the year.

    B. Shall present any pertinent information in a brief written or oral report at the monthly Executive Committee meetings and the quarterly General Membership meetings. In case of absence, the member shall send a written report to the Secretary prior to the specific meeting that will be missed.

    C. Shall be responsible for giving pertinent information about KORAM FC activities to the General Membership in a timely manner.

    D. Shall make a concerted effort to attend all applicable Meetings, even if there is no report to be given. This is due to the quorum requirements of voting described in Article IV, Section 3, and the need for input from all sources, and the importance of obtaining information to adequately fulfill Executive Committee obligations.

    E. Shall make a concerted effort to attend and support all KORAM FC activities.

    F. Shall tender a written resignation to the President at least two weeks prior to the departure of the position. The President shall fill vacant position(s) with majority approval of the Executive Committee.

    G. Shall read Constitution, By-laws, pertinent Army Regulations and local policies.

    H. Shall be KORAM FC Members.

    I. Shall register in the Volunteer Management Information System (VMIS) and submit monthly volunteer hours to the Volunteer Coordinator.

    SECTION 2: THE EXECUTIVE COMMITTEE

    A. Shall be consisted of the President, Vice President, Secretary, Treasurer and Registrar.

    B. Shall formulate plans and establish internal operating procedures for the organization in accordance with the KORAM FC Constitution and these By-laws.

    C. Shall establish the scope of activities, services and facilities.

    D. Shall establish rules and internal controls.

    E. Shall ensure that the organization is properly administered, its funds safeguarded, that all income is received in full and properly accounted for, that all expenditures are properly accounted for, and that creditor relationships are approved.

    F. Shall approve all purchase plans for new uniforms proposed by the Uniform Chairperson.

    G. Shall review financial statements, reports of inspection and audit, and take appropriate action as required.

    H. Shall meet no less than a monthly basis.

    I. Shall authorize funds in the amount up to $1000 without the approval of the General Membership to support Club activities.

    J. Shall plan the agenda for the quarterly General Membership Meetings. SECTION 3: PRESIDENT

    A. Shall be a general supervisor of all affairs of KORAM FC and preside over all meetings of KORAM FC.

    B. Shall execute policies and principles that are deemed necessary to carry out the objectives of the organization with the assistance and advice of the Committee.

    C. Shall appoint committee chairperson and the Secretary, Treasurer, and Registrar with the assistance of the Vice President.

    D. Shall perform other duties of a committee member when such member is absent and an action needs to be accomplished which cannot be delayed until the member’s return or replacement. Such action of the President will be reported to the Executive Committee at the following meeting.

    E. Shall conduct or direct an annual review of the Constitution and By-laws.

    F. Shall be empowered to call special membership meetings of KORAM FC.

    G. Shall be a liaison between KORAM FC and the local community.

    H. Shall authorize funds in the amount up to $500 without the approval of the Executive Committee or General Membership to support Club activities.

    I. Shall handle disciplinary actions with the assistance and advice of the Executive Committee, the Team Manager and the Coach.

    J. Shall supervise the hired Coach(s) with the assistance of the Executive Committee.

    K. Shall submit a Memorandum for Authorized Signature Card of Checking Account to the USAG Humphreys Approving Authority.

    L. Shall ensure that the KORAM FC Constitution and By-laws are upheld.

    SECTION 4: VICE PRESIDENT

    A. Shall perform duties of the President when the President is absent or is unable to perform his/her duties.

    B. Shall act as a Parliamentarian of the organization, and when performing the duties of the President, shall appoint another member to act as parliamentarian.

    C. Shall be a committee member of a review of the KORAM FC Constitution and By-laws.

    D. Shall serve as an advisor for any Standing Committee.

    E. Shall ensure that the accounts of KORAM FC are audited prior to being turned over to the new incoming Treasurer.

    F. Shall submit the appropriate fundraising request forms to the proper agency for processing 60 days prior to the event if being held on the USAG Humphreys community.

    G. Shall serve as a Co-Chairperson for fundraising events and any sponsorship opportunities.

    H. Shall be responsible for the Equipment Manager and the equipment of KORAM FC.

    SECTION 5: SECRETARY

    A. Shall record and keep the minutes of all KORAM FC meetings and monthly finance statements.

    B. Shall distribute copies of minutes to all members of the KORAM FC Executive Committee for approval. After approval by the Executive Committee, the Secretary will distribute the minutes to the General Membership. The Secretary will also submit a copy of minutes and finance statements to the USAG Humphreys Approving Authority within a week after the meetings.

    C. Shall make copies of the agenda, minutes and finance statements available to all members attending the monthly Executive Meetings and the quarterly General Membership Meetings.

    D. Shall be responsible for submitting the audit report to the USAG Humphreys Approving Authority when needed.

    E. Shall be responsible for all correspondence for KORAM FC, as directed by the President and maintain a copy in the binder.

    F. Shall notify KORAM FC Executive Committee members at least a week in advance for all meetings and take RSVP for their attendance.

    G. Shall update and maintain KORAM FC’s annual calendar.

    H. Shall prepare binders including necessary documents such as the Constitution, By-laws, and Regulations and Policies for the Executive Committee.

    I. Shall maintain and distribute KORAM FC Executive Committee member contact information.

    J. Shall submit the Executive Committee Officer’s List to the USAG Humphreys Approving Authority.

    K. Shall collect all the binders, including After-Action Reports (AAR), at the end of the year from Committee Members.

    L. Shall provide a copy of each Committee Member’s AAR to the President and maintain copies in the Secretary Binder.

    M. Shall provide a monthly newsletter or updates to the General Membership with the assistance of the President and the other Executive Committee members.

    N. Shall preside over the elections of the President and Vice President.

    SECTION 6: TREASURER

    A. Shall maintain financial records in accordance with the Constitution and By-laws.

    B. Shall safeguard all monies of KORAM FC, keeping a record of all receipts, disbursements, and other financial transactions.

    C. Shall disburse funds only as authorized by the President, Executive Committee and General Membership.

    D. Shall execute, with the President’s direction and with KORAM FC’s name, all contracts and other instruments which have been approved by the Executive Committee or General Membership.

    E. Shall prepare a monthly financial statement and forward a copy to the Secretary prior to the monthly Executive Committee meetings and the quarterly General Membership meetings.

    F. Shall report the financial statement at the monthly Executive Committee meeting and the quarterly General Membership meeting.

    G. Shall serve as a committee member for all KORAM FC fundraising events.

    H. Shall establish annual budgets with the President and Vice President, and present to the Executive Committee and General Membership.

    I. Shall be responsible for collecting membership dues every month and depositing the money by the 15th of every month.

    J. Shall be responsible for the payment of our coach(s) every month.

    K. Shall be responsible for securing proper amounts of insurance to cover KORAM FC for bonding, liability, and property.

    L. Shall prepare for the books and records to be audited annually, under the guidance of the Vice President. All records of the audit shall be given to the Secretary for the organization’s records.

    M. Shall provide money handling procedure SOP to Committee Members.

    SECTION 7: REGISTRAR

    A. Shall prepare registration packets to include registration forms and medical release forms.

    B. Shall plan and organize tryouts in August and February. Will coordinate with the coach(s) and team manager(s) in regards to team management.

    C. Ensures all paperwork is completed by each player and turned in prior to them starting any practice and/or game.

    D. Shall maintain player records to include disciplinary records and attendance records.

    E. Shall serve as a liaison between the team manager(s), coach(s), and the Executive Committee in regards to player behaviors and attendance records.

    F. Shall work with the Executive Committee and Coach(s) to develop and publish training and game/tournament schedules.

    G. Shall publish tournament teams when needed.

    H. Shall maintain a membership roster and team roster and provide a hard and electronic copy to the Executive Committee, the appropriate Team Manager and Coach and any other standing committee member that may need it.

    I. Shall be responsible for Uniform Order sheets, working with new players and the Uniform Chairperson to help coordinate the purchase of the uniform and correct numbering of the uniform.

    J. Shall ensure all players receive a copy of the Constitution and By-laws in their Welcome Packet.

    K. Shall report the team status at the monthly Executive Committee Meeting.

    ARTICLE IV – STANDING COMMITTEES

    SECTION 1: FIELD MANAGER

    A. Shall reserve all fields through CYSS and MWR for our practices and any home games.

    B. Shall serve as a liaison between MWR and CYSS and KORAM FC.

    C. Shall communicate with Team Managers and update the schedule as necessary for locations of the practice/games.

    SECTION 2: TEAM MANAGER(S)

    A. Shall work with the Registrar and maintain paperwork for the team’s players.

    B. Shall take attendance at all practices and/or games or assign someone to do it if the Team Manager cannot be there. Maintain records of Excused and Unexcused absences.

    C. Shall serve as the first point of contact for the parents of the team that they are managing.

    D. Shall ensure the team has the equipment that is needed for away games, home games and practices.

    E. Shall handle discipline at the first level, and if it is needed to be elevated bring any behavior problems to the Registrar’s attention so that the Executive Committee can handle it appropriately.

    SECTION 3: EQUIPMENT COORDINATOR

    A. Shall maintain an inventory of all items that KORAM FC has.

    B. Shall maintain the storage area where the equipment is stored and must work with the Team Manager(s) and Coach(s) to ensure that all property that is needed for practices and games is available to them.

    C. Shall maintain a check-out sheet for all inventory and hard copies of equipment receipts for when the Club issues soccer balls and pennies to players.

    D. Shall provide hard copies of the inventory to the Vice President on a quarterly basis at the minimum.

    E. Shall notify the Executive Committee when more equipment is needed and/or requested.

    F. Shall research vendor(s) in order to procure the equipment needed and requested and the price of it to give an accurate quote for the President to authorize or the Executive Committee to authorize unless it is over $1000. If it is over $1000 the General Membership must vote to approve the purchase.

    G. Shall provide receipts to the Treasurer of all items purchased.

    H. Shall report the equipment status as requested to the Executive Committee and at the Quarterly General Membership Meeting.

    SECTION 4: UNIFORM COORDINATOR

    A. Shall research uniform options and other apparel options and research vendor(s).

    B. Shall be responsible for keeping an accurate inventory of all items and maintaining records of actual items sold and/or donated.

    C. Shall work with the vendor chosen in order to purchase uniforms for all of our players. This is not limited to replacement uniforms and must work as a liaison between KORAM FC and the vendor chosen.

    D. Shall provide receipts to the Treasurer for all items purchased.

    E. Shall work with the Registrar to confirm uniform numbers for each player.

    SECTION 5: COMMUNITY OUTREACH CHAIRPERSON

    A. Shall work on any community outreach programs to which KORAM FC can help out to include soccer programs on post and orphanages off post.

    B. Shall propose ideas and events that can help our community out to the Executive Committee and General Membership.

    C. Shall coordinate volunteers and oversee all community outreach events.

    D. Shall serve as a liaison as between our community and KORAM FC.

    SECTION 6: TOURNAMENT COORDINATOR

    A. Shall help register the teams for any tournaments to which KORAM FC would like to participate in.

    B. Shall work with the Treasurer to ensure payment is made in a timely manner for each team that would like to attend a tournament.

    C. Shall work with the Team Manager, Coach and Executive Committee to help plan out pension stays or hotel stays and coordinate the logistics for all tournaments.

    SECTION 7: VOLUNTEER COORDINATOR

    A. Shall identify areas where volunteers can be used with input from the Executive Committee.

    B. Shall maintain volunteer lists coordinating with the Registrar for the need of any volunteers.

    C. Shall encourage all volunteers to register in the Volunteer Management Information System.

    D. Shall nominate a Volunteer of the Month, Quarter, and Year to the USAG Humphreys Installation.

    E. Shall express appreciation of volunteers in the KORAM FC app or initiate individual thank you letters to the volunteers after each volunteer activity.

    F. Shall recognize our volunteers at our bi-annual picnics with a Certificate of Appreciation.

    SECTION 8: OTHER COMMITTEES

    A. The President, with majority approval of the KORAM FC membership, may establish other committees deemed necessary.

    B. The President may appoint the chairperson of any other committee.

    ARTICLE V – ELECTIONS AND VOTING

    SECTION 1: Elections for elected officers (President and Vice President) are held annually in March. Each officer shall be elected by a simple majority of all members. SECTION 2: All KORAM FC members have voting rights, excluding the President. The President shall vote in a tie. SECTION 3: VOTING PROCEDURES

    A. The Secretary will oversee the election and voting process each year unless that person has been nominated themselves, at which point the President will appoint someone else to oversee the election.

    B. The slate of nominations will be submitted to the Executive Committee by February 15 every year and will be presented to the General Membership by March 1.

    C. The General Membership will complete voting by March 15th. Elections are held as secret ballot. SECTION 4: The President and Vice President shall be elected by a voting majority for a period of one year, starting April 1st. The election will be held annually, or as needed to fill a vacant position. SECTION 5: The positions of Secretary, Treasurer and Registrar will be appointed by the President.

    ARTICLE VI – PLAYER DISCIPLINE AND ATTENDANCE

    SECTION 1: ATTENDANCE POLICY

    A. All players must be on time and attend all events to include practices, games and other team events. Both the parent and player are responsible for attendance unless there is an unavoidable conflict.

    B. If there is an unavoidable conflict, the player and/or parent must notify the Team Manager that they will miss the team event prior to it starting.

    C. An Excused Absence is an absence that is due to an injury, illness or unavoidable conflict that has been specified. All other absences are counted as Unexcused.

    D. In the case that a player is seriously ill or injured (such as a doctor prohibits them from participating), they should provide a doctor’s note to the Team Manager and they will not be expected to attend the practice during the timeframe they are not allowed to practice. This will not affect their attendance rate. Also, if a player has a pre-planned trip (Spring Break, Winter Break and Summer Break being prime examples), they must give at least a 30 day notice to the Team Manager. This also will not affect the player’s attendance rate. Any other circumstances should be brought to the Team Manager and the Registrar’s attention and they will determine the appropriate action needed with the advice of the Executive Committee.

    E. A player may not have more than two (2) Unexcused Absences per month, otherwise they will forfeit playing in the next two (2) games, however they will be required to attend these games even if they cannot play in them.

    F. If a player misses greater than 25% of all practices and/or games that they are expected to be at, they will not be allowed to play in any games until their attendance rises to above 75%. This does mean the player is expected to come to any games, even if they are not allowed to participate in the game. Also, a player who misses more than 25% of practices and/or games will not be put on a roster for any tournaments until their attendance rate raises to above 75%.

    G. A player who continually misses more than 25% of practices and/or games may be removed from their team and from KORAM FC without any refunds.

    SECTION 2: SCHOOL AND CYSS TEAMS

    A. KORAM FC encourages all of our high school players to try out for the High School Soccer Team. If they tryout and should make the team, they will not be required to attend KORAM FC’s practices however they will need to pay the monthly dues in order to keep their roster spot, unless they choose to take a Leave of Absence. However, they may continue to practice on an optional basis if they would like.

    B. If a player would like to play other sports for their school (outside of the High School Soccer Team) and/or CYSS they must try to balance their schedule as much as possible. Once again, a player does have the Leave of Absence Policy or if they are going to miss a specific number of practices due to a conflicting practice, they must notify the Coach and the Team Manager and get approval first. If approval is received, missing the practice will not count against their attendance rate. Notification for this should be sent via email to the Team Manager, so that we have written documentation for this.

    SECTION 3: DISCIPLINE POLICY

    A. Discipline will be handled at the lowest level possible starting with warnings from the Coach or the Team Manager. The Team Manager may contact the parent(s) to notify the parent of any problems that are taking place of the field to try to correct the behavior. However, if the Team Manager does not feel comfortable approaching the parent and the misconduct continues, the issue(s) will be elevated to the Registrar and then the Executive Committee. The Registrar will document the issue on the player’s record and the Executive Committee will notify the parent in writing that the player could be either suspended or terminated from the Club if the issue continues.

    B. The Coach and the Team Manager has the authority to immediately suspend any player for up to one day if a player continues to misbehave after receiving warnings from the Coach. The Coach and the Team Manager may also bench any player for misbehavior at any time.

    C. All players are expected to conduct themselves honestly, professionally, and in a manner that is respectful of the other players on their team, other players in the Club, the Coaches, the Team Managers, the Referees and opposing players and coaches. KORAM FC players are expected to display a high standard of sportsmanship and self-control during all practices and games both on and off the field.

    D. All parents will under no circumstances shout abusively or threated any physical abuse to any player, coach, another parent or referee. Parents will not dispute calls made by the referee. Parents will not make any negative comments about any player on or off the field as this effect the entire team and Club and this will not be tolerated. If a parent does any of the previous actions stated, they may be taken off the field and not allowed to come back for any duration of time set by the Executive Committee. If the behavior continues, this could affect the player’s standing within the Club and could be just cause for the removal of the player from the team and KORAM FC altogether, without any refunds.

    E. All parents will not coach from the sidelines, as this is a distraction for the players on the field. If the Coach asks for help, then that parent who was asked may stand near the Coach and help with directing the team. That is the only circumstance where coaching from a parent is acceptable. Cheering the players on and giving positive feedback is always acceptable and encouraged.

    SECTION 4: UNIFORM POLICY

    A. All players must adhere to our uniform policy. The uniform that should be worn (Home or Away Uniform) will be listed in the schedule and the players should dress in full uniform (Jersey, Shorts and Socks). A player may not be allowed to play if they do not wear the proper uniform.

    B. During the colder months, KORAM FC authorizes the use of the Warm-Up uniforms to wear as well. Black (Under Armour type) shirts and leggings may be worn under the uniform to keep warm. Hats and gloves are acceptable to wear during the colder months as long as they do not impair vision.

    C. All players who wear glasses should also wear sports goggles during practices and games. Although they are not required on normal day to day games, they are required during tournaments.

    D. All players must wear shin guards at all times.

    E. Turf cleats are always needed for tournaments and they must be worn at all tournaments.

    SECTION 5: EQUIPMENT POLICY

    A. If a player is assigned equipment such as a soccer ball or pennies, it is their responsibility to keep possession of it and to take care of the equipment until it is returned.

    B. If the equipment is damaged due to normal wear and tear, the player must notify the Team Manager who will replace the damaged equipment with new equipment at no charge to the player.

    C. If a player damages the equipment due to negligence or loses the equipment, the player is responsible for purchasing the replacements at the cost provided when they signed the equipment out. If a player does not pay for the equipment, they will not be allowed to play in any future practices and/or games until the funds have been received.

    ARTICLE VII – TRANSPORTATION

    SECTION 1: PRACTICES. All players must follow USAG Humphreys Child Supervision Matrix in regards to child supervision on the field, practice drop off and pick up, and home game drop off, pick up and attendance. SECTION 2: AWAY GAME TRANSPORTATION. It is up to the parent and guardian to ensure that their player is able to get to the game. We post the address on the app and it is up to you whether you will drive your player, take public transportation or carpool. If you would like to carpool or meet up via public transportation, you can use the Team App in order to coordinate this with another parent. KORAM FC is not responsible for providing or coordinating transportation for its players.
