J OSHUA KOM ISARJEVSKY:Joshua started as an inter-state compact case- that case has since been closed. Joshua iscurrently on probation for burglaries (see file). He was on conditional release until8/10199 (l7th B-day), and has complied with the previous court orders ... However, Joshwas arraigned on 4 new petitions on 5128/97, pled true, and disposition was continueduntil 8/27/97- a PD I is ordered for that hearing date. Disposition was continued becausethe court allowed Joshua to travel from 6/1197-8/18/97 with the Continentals- a travelingmusical ministry group. Given the circumstances, jurisdiction can be retained until age18- there is a significant amount of restitution involved (Alton PD will have the figures)-I would suggest a suspended commitment to the House of Corrections- Josh has skatedby and needs to be held accountable in my opinion- (read my case logs for more info).

Charlie, I am reassigning this case to you from Bill Brehm. This boy was adjudicated bya Connecticut Superior Court for multiple delinquent offenses committed in thatjurisdiction for which he has been placed on probation until November 11, 1996. TheConnecticut authorities have placed him with his parents in Alton Bay, NH, and haverequested us to provide courtesy probation supervision, noting that he is on a waiting listfor placement at a facility in the State of Vermont.Please meet with the juvenile and his parents in the near future at which time I wouldask you to do the following:(1) Have them sign our Conditions of Release document and establish a probationsupervision reporting schedule for the juvenile. This looks to be a high risk case basedupon the nature of the offenses (arson and others). Bill Brehm already met thempreviously but apparently 'd id not get Conditions of Release signed or reply toConnecticut's request as noted below.(2) Get releases signed to verify and monitor school attendance and also to establishcontact with the pending Vermont placement facility. NOTE: I believe our authority andresponsibility to supervise this boy via the ICJ would end when he leaves NH and entersplacement in VT. As soon as he is placed in VTj we need to notify Linda Bombaci, ourInterstate Compact Administrator, so she can inform CT and VT. I believe that CTwould then need to request courtesy ICJ supervision by the State of VT.(3) As soon as you have completed the above, send a written reply via Linda Bombacito CT advising them of the supervision status of this case as requested in theirDecember 8, 1995, investigation request and Linda Bombaci's December 18, 1995,transmittal (in the file).Thank you for your prompt attention to the above.
