What is theKnowsley SpecialSector Partnership?

We are a partnership of 7 specialist schoolsettings, catering for the needs of some of themost needy, vulnerable and challenging pupilsfrom across Knowsley. The Headteachers fromall of the schools within the partnership haveworked together in a successful collaborativemanner for many years. We meet at least everymonth and our agenda includes:

• Building capacity across the sector –identifying any gaps in provision and workingtogether and with the Local Authority todevelop provision and practice to plug thesegaps.

• Data analysis – we look at data together sothat we are well informed about past trendsand how we can use this intelligence to helpus develop further.

• Support and Challenge – we support eachother to find solutions to issues we may befacing, and we challenge our practice to makesure that we learn together and benefit fromour joint expertise.

• We share best practice from within our schoolsand we establish and maintain links withother schools outside of Knowsley. Our widernetwork of partnerships is shared so that wecan make good use of any externalrelationships. Our partnerships even gobeyond our Country – we have goneinternational!

• We work in close collaboration with ourmainstream schools so that our learning isable to influence provision and practicebeyond the special sector.

• We share resources in order to maximise ourability to meet the needs of a very diverserange of special and additional educationalneeds.

• We discuss any complex children whose needswe may be struggling to meet, to findpractical solutions together and make adifference.

• Joint working with ACE Centre North - Speech andLanguage Therapy, Social Care Services and BluebellPark School, to develop ‘Augmentative and AssistiveCommunication’ (AAC) and support identified andprovided to identified children and adults

Investment in the SectorThe Special Sector has seen major investment over thelast 5 years, which include :

• Bluebell Park School is now the very proud owner of abrand new state of the art building, which rivalssimilar schools world wide.

• The two ‘Designated Specialist Provisions (DSPs)’ atYew Tree and Northwood Community Primary Schoolshave brand new buildings as part of mainstreamprovision.

• Meadow Park School has been totally transformedfollowing a major investment from the Council.

• Knowsley Central School has a new Key Stage 3Autism provision, which included expanding theschool site.

• Alt Bridge Secondary Support Centre has a SocialCommunications Base delivering specialist ASCsupport. Post 16 provision is also available.

• Finch Woods School has been remodelled andrefurbished to a high standard.

• Alt Bridge School has a Social & Communication Base,delivering specialist Autism Support and also has aPost 16 provision.

In total over 28.5 million pounds has been invested intothe special sector in Knowsley over the last 6 years. Aswell as investing the in the fabric of our buildings wehave ploughed an additional 2.2 million into schoolbudgets. Together, these investments representphenomenal value for money, and highlight our realdesire and commitment to meeting the needs of ALLKnowsley’s children and young people, regardless of

need. You can see from the range of staff that weemploy and commission within the special sector, thatmuch thought has gone into deciding how we canmaximise the resources that we have available.

The Continuum of ProvisionOur Continuum of Provision has been developed over anumber of years. It represents wide range ofeducational provision, able to meet a complex range ofspecial and additional educational needs. TheContinuum of Provision reaches beyond the specialsector partnership into mainstream schools and outsideof Knowsley for a very small minority of children andyoung people. It demonstrates that by workingtogether we have the provision needed to meet theneeds of the great majority of children and youngpeople in Knowsley provision. The sector regularlyreviews the provision that is available, in partnershipwith the Council and other partners. We look at dataand trends from a wide range of sources includingbirths, diagnosis of certain conditions and needs,assessment data from the council and health servicestatistics to help us to identify any emerging gaps. Weuse this intelligence to help us to forecast whatprovision might need to look like in the future and whowe might need to work with to enhance and develophow we currently work to meet current and futuredemands.

How to get a placeFor all schools (apart from Meadow Park School), allchildren and young people either have to have aStatement of Special Educational Needs (or a jointEducation, Health and Care Plan from September 2014),or be undergoing an assessment of their specialeducational needs. For Meadow Park School children andyoung people do not need to have a Statement or Plan,although many do.

If you think your child may benefit from a place at one ofour fantastic schools, then the Council’s Inclusion Serviceact as the gatekeepers to the provision. You can ask theCouncil to consider moving your child, or you can askyour child’s current school to refer your child.Mainstream schools can also make referrals for places inthe special sector, in partnership with parents/carers, bymaking an referral to the Council’s decision makingpanel.

For all moves into the special sector, there is a carefullyplanned transition plan that is jointly agreed with thechild’s current school and their parents/carers.

Transport ArrangementsThe Council has a statutory duty to make transportavailable for children and young people who attendspecialist provision, if they meet certain criteria foreligibility. This is arranged in the form of transport fromthe child’s home to school and back. It may be a taxi ormini-bus, or if your child is older and able to travelindependently a bus pass may be provided. The schoolswithin the special sector partnership often cater forchildren and young people from across Knowsley Councilwho may require transport assistance in order to get toschool.

The special sector partnership promotes independenttravel for as many children and young people as possible,appropriate to age and need. This helps to promoteindependent living skills needed for life as an adult.Parents/carers who either live within easy reach of aschool or have their own transport may be expected tomake their own arrangements for their child to get toand from school. It is important to note that theprovision of transport is not a given right for all children,and the Council will apply its eligibility criteria to helpassess whether or not it will provide transport assistance.

There is an application process in place in order for thelocal authority to assess your eligibility for transport,and this is usually completed as part of the admissioninto any of our specialist settings.

Our facilities are first class and group sizes rarely exceed10 pupils. Class timetables enable pupils to cover allNational Curriculum areas delivered by subject specialistteachers with pupils following a wide range of externalexaminations including GCSE. Post 16 has its ownprovision and enables students to developindependence and employability skills in partnershipwith Greenbank and other colleges.

Pupils arrive at Alt Bridge usually at y6/y7 transition andwhilst some return to mainstream schools the vastmajority complete their education at Alt Bridge. Inaddition to an outstanding curriculum, pupils have theopportunity to take part in an extensive array of extra-curricular activities, including residential activities.

The Social andCommunication BaseThis is the name that we give to our integratedprovision, which supports pupils with autistic spectrumconditions and other social and communication needs.Pupils are individually assessed and then able to accessthe base to address their specific needs. Workingalongside others facing similar challenges, the pupilsare often supported by peer mentors as they gainconfidence and “real world” social experiences.

Sports with many inter-school competitions are aprominent feature of our provision, with pupils achievingconsiderable acclaim and success across Merseyside. Achef is also commissioned by Alt Bridge and we use afabulous commercial kitchen to enable pupils’ to develophigh order culinary skills. In October 2010 we received anOUTSTANDING judgement from Ofsted. We were re-inspected by Ofsted in September 2013 and again judged

“OUTSTANDING IN ALL AREAS.”

Our last two OFSTED inspections haveresulted in ‘Outstanding’ gradesbeing awarded to Alt Bridge.

About us . . .Bluebell Park is a purpose built special school whichcaters for pupils with a statement of educational needsand high level complex needs including severe learningdifficulties, physical, medical difficulties and SevereAutistic Spectrum Conditions.There are three departments: Lower school which caters for primary aged pupils, Upper school for Secondary aged pupils and Post 16 for our 16 to 19 age group.

The building has an impressive range of facilities thathave been designed with the pupils diverse needs inmind.

We have a Hydrotherapy and Learner Pool, ReboundTherapy room, Food Technology rooms, DesignTechnology room, Soft Play and Sensory rooms. There isan impressive playground which is accessible to all thepupils

Each department has a central hub where pupils eattheir dinner and carry out departmental activities

There are 25 classes within the school – 8 in eachdepartment, typical class size is 8 with a teacher and 2teaching assistants. Each classroom has been designedto enable the pupils to be as independent as possiblewith group rooms and toilets/hygiene rooms off most.

The curriculumWithin Lower and Upper School the curriculum isdelivered through termly topics where the adaptednational curriculum subjects are delivered. All theseclasses access weekly specialist music lessons deliveredby a peripatetic teacher. These classes will swim once aweek and Upper school classes have fortnightly tripsout on the minibus into the local community to focuson areas linked to the topic and developing life skillssuch as shopping. Lower school classes will have a halftermly trip out.

Post 16 curriculum is focussed on external accreditationwith pupils gaining qualifications in many subjects suchas Horticulture, Hair and Beauty, Catering, English andMaths. These pupils will follow a personalised pathwayand do not stay within their class groups. There is anincreased focus on independence and preparation forlife after school.

Speech & Language, Physio and Occupational therapistsspend time within school delivering specificprogrammes and working with class staff to ensurethese inputs are generalised into daily classroom life.Access to therapy input is through referrals from schoolor home.

There is a team of nurses on site to administer dailymedications and deal with any pupil medicalemergencies.

About UsFinch Woods Academy is a member of the AdelaideMulti Academy Trust and is a small special schoolsituated in Halewood catering for Knowsley studentswith social, emotional and mental health difficulties.Students with SEMH cover the full range of ability andcontinuum of severity but their behaviours present themain barrier to their learning.

Students in our care receive education in a small,positive, secure and caring environment. The needs ofthe individual are paramount and thanks to a generousstudent / teacher ratio can be planned and catered for.Class sizes have a maximum of nine students and eachclass has a qualified teacher with special needsexperience, and a teaching assistant.

We offer students more individual attention than couldnormally be delivered in a mainstream school andprovide national curriculum programmes of studytailored to meet the particular needs and aspirations ofthe individual.

Staff from various support services such as educationalpsychology, the youth offending service, school healthservice, Connexions and the school attendance teamregularly visit the school to work in partnership with usmeeting the complex needs our students present.

Curriculum and EnrichmentActivities Our students have the opportunity to visit a variety ofplaces to enrich their learning and participate in avariety of after school enrichment activities. Allstudents are offered the same opportunities regardlessof gender and are encouraged to participate.

We offer a variety of sports including, football, cricket,outdoor and adventurous activities. After schoolactivities include cookery, guitar, art, library andcomputer clubs. The after school offer depends on theinterests of the students so will vary from year to year.As part of our behaviour and reward system, studentshave the opportunity to purchase reward activities suchas mountain biking, bowling, snow boarding,manicures and go-karting.

A major element of our enrichment activities is theFinch Woods Academy Pledge. This Pledge is what weat Finch Woods believe every child should experienceduring their five years with us. We expect all studentsto have completed the Pledge before they leave FinchWoods Academy.

The curriculum model is currently divided into fiveareas; these are:

Modified CurriculumAll pupils have access to this curriculum within theirclass/year groups. This includes daily literacy andnumeracy lessons and other foundation subjectsincluding Spanish. The curriculum offered is referencedto pupils’ preferred learning styles and identifiedlearning cohorts in which pupils are placed.

Well-beingA key element to our curriculum is promoting healthand well-being and is an integral part of the school

curriculum. It encourages and nurtures individuals todevelop their full potential through access totherapeutic interventions to enhance self-esteem andmotivation to ensure readiness for learning. Ofstedsaid that, “Staff place a high priority on pupils’ well-being so that they are ready and eager to join inlessons. Pupils enjoy excellent relationships with staffwhich are mutually respectful and build pupils’confidence and trust”

The KS3 curriculum provides exciting opportunities forstudents to gain national accreditation throughASDAN. Y7 pupils follow the ADSDAN Key Steps, andreceive awards at the end of the year. Y8 and Y9 followthe ASDAN Diploma in Life skills and receive theiraward at the end of Y9.

Knowsley Central Schoolprovides a service tomainstream schoolsWe have an experienced outreach team who make asignificant different and aspirations of pupils in partnerschools. Ofsted reported that, “the outreach service isan extremely highly regarded provision”. We providespecialist teaching, advice and consultancy in partnerschools and part time literacy classes at KnowsleyCentral School.

About us . . .Meadow Park is like a half way house between amainstream school and a special school. We arespecialist in what we do, as our staff are trained towork effectively with pupils who exhibit a range ofadditional needs. We cater for pupils who are findingmainstream schooling difficult, often as a result ofsocial, emotional or mental health difficulties. We havea wide range of levels of need at our school and oftenour pupils have learning difficulties or have fallenbehind with their learning.

It is not uncommon for pupils to come to Meadow Parkwith a poor history of their past schooling. As part ofour role we assess the needs and potential of our pupilsin order to carefully plan the next steps of theireducational journey. We use a wide range ofinterventions and strategies in order to equip our pupilswith the skills they need to be successful learners. Aftera period of time at our school, for some pupils this will

mean a return tomainstream school,for others it may meanmoving on to a special schooland some may continue to attendMeadow Park longer term.

As part of our provision we have a ‘Nurture Base,’which caters for pupils who need to learn in a highlystructured environment where personal skillsdevelopment is at the heart of the curriculum. We alsohave an ‘Assessment Base,’ which offers intenseassessment of needs for pupils with limited informationavailable about their needs. Some of pupils may be inneed of assessment for possible Autism or ADHD, whichmay be an underlying reason behind why they havestruggled in their previous schools.

Whatmakes usspecial . . .Our school isorganised into twodepartments. Our‘Middle YearsDepartment,’ catersfor Years 3 to 8, andour ‘Upper Years Department’ caters for Years 9 to 11.The school site is zoned to enable the two departmentsto operate independently. We are lucky to havebenefitted from major investment from KnowsleyCouncil in 2013. Our school has been refurbished andre-modelled to a high standard and provides excellenteducational facilities which rival any similar setting. Aswell as our general classrooms, we have specialistteaching spaces for arts and design, design technology,ICT, food studies and PE and Sport. We have beencareful to ensure that our school environment fostersan ethos and culture of learning and to this end ourclassrooms are warm, welcoming spaces, with a highspecification of furniture and resources. Our investmentin our children has gone far beyond the physicalbuilding.

We believe that a personalised approach best serves theneeds of our pupils. This means that we treat pupils asindividuals and we carefully tailor our provision tomeet their needs. We have a number of different rolesemployed at our school in order to deliver a wholerange of educational and social programmes. Theseroles include teachers, learning facilitators, youthworkers, mentors and therapeutic staff. We alsocommission a part time Educational Psychologist,Clinical Psychologist and Personal Advisor. In short, welook at the holistic needs of our pupils.

Our class sizes do not exceed 10 pupils and there isusually one teacher and learning facilitator in eachclass, as well as a varied skilled team able to meet thediverse needs of our pupils, who work with pupils bothin and out of the classroom and in and out of theschool day. We really do go that extra mile at MeadowPark!

Historically we have always been a good school and ourmost recent OFSTED Inspection in February 2013reconfirmed this. We are striving all the time to be thebest that we can and aim to be an outstanding school.

About usNorthwood is a two-form entry primary school withNursery provision, a Children’s Centre and Private ProviderNursery. In addition, we have a Designated SpecialProvision which incorporates four classes for children witha range of needs, including Autistic Spectrum Condition;Social, Emotional and Behavioural Difficulties andComplex Learning Needs. Within our DSP, we also have aLanguage Unit with two classes, one for children withReceptive Language Difficulties and one for ExpressiveLanguage Difficulties.

All classes in the DSP have a high staff-to-pupil ratio andamenities available include a purpose-built soft playroom, sensory room, quiet space, calm room and outsideplay and tranquil areas. Children also benefit from theexpertise of a highly-trained staff, a small nurturingenvironment, family lunch and specialist resources to help

maximise their learning and development. The childrenalso benefit from weekly swimming sessions, peermassage and relaxation.

Our Curriculum is designed to meet individual needs andensures that all children make good progress.

We are a fully inclusive school (awarded Inclusion QualityMark, March 2014) and the children within the DSP areincluded in all whole-school activities, celebrations andevents.

We are a one form entry primary school with Nursery;in addition we have three Designated Special Provisionclasses (DSP). What makes us special . . .We are a small, friendly primary school, where we reallydo believe that “Every Child Matters”. We aim to giveour children a good education and a high level ofpastoral care so that they learn well and are happy inschool. Visits to the school are always welcome, so comeand see what Yew Tree can offer you!

Our class sizes do not exceed 10, our DSP is well staffedwith 3 teachers, 7 teaching assistants and a LearningMentor. Our curriculum is designed to meet individualneeds and ensures that children make good progress.We offer a range of support programmes, including arttherapy and Rebound (trampolining). All classes in theDSP have an opportunity to go swimming andparticipate in a range of PE activities taught byspecialist staff.

In 2013 Ofsted stated:
