Partnership working between HEE and NICE A well-established and evolving relationship

NICE has a partnership agreement with HEE covering a range of activities, and a Memorandum of Understanding which outlines the responsibilities of each arms length body in relation to the procurement and management of the National Core Content contracts

NICE is responsible for the following:

•  Access & Identity Management System – OpenAthens •  Link Resolver & Knowledge Base– OCLC (from

financial year 2016-17, HEE is now the main funder for this resource)

•  Search interface – Healthcare Databases Advanced Search (HDAS)

•  Market research •  Attended day in West Midlands on Resource Discovery •  Overwhelming conclusion and support for redeveloping

NICE has worked closely with HEE, PHE and local library services on this significant project during the past year. Key drivers: •  High service maintenance cost •  Significant and expensive technical changes to be made

by NICE on a 3 year cycle •  Unpredictable performance

Other resource discovery activities Open Access

•  NICE worked with HEE to make available access to an additional 2,000 open access journals via the national A-Z journals list

•  Exploring whether open access repositories can be made discoverable via NICE Evidence Search

•  Working together to promote open access publishing across the NHS


Other resource discovery activities Collaborative procurement •  HEE spends £3.8 million per year on Core Content •  We are conscious that there is considerable spend on

digital resources at local level – possibly as much as an additional £8 million

•  Recent survey has identified resources which are purchased most frequently across the system

•  A follow-up survey will capture more detail on ejournal procurement across NHS libraries in England


Other resource discovery activities Authentication

•  NICE and HEE have worked closely together on reprocurement of Access and Identity Management System

•  Procurement was informed by discussion paper produced jointly by NICE and Jisc

•  When outcome of procurement is known, it should be possible to proceed with pilots looking at single sign-on options


Other resource discovery activities Knowledge Hub

•  The idea of a Knowledge Hub was put forward in Knowledge for Healthcare, to signpost to evidence-based resources, KM and LKS tools and resources …

•  The aim is to build on existing initiatives such as Evidence Search, KfH blog, www.libraryservices.nhs.uk ….

•  Clear that this work needs to link in to development of HEE Learning Hub (aka TEL Hub) – and also joint working on “hubs” with other Arms Length Bodies


Future initiatives Some of the areas where there is potential for further collaborative working:

•  Greater central procurement •  Widening routes of discovery to body of evidence •  Collaboration on the development of HEE’s digital

knowledge and learning service •  Promotion of national clinical guidelines •  Scoping and delivering digital content store for the NHS in

England, in collaboration with CLA and BL
