Introduction
Following a request from the EPA, SLR Consulting Ltd. was commissioned to monitor three groundwater monitoring locations, GW1, GW2 and GW3, at KMK Metals Recycling Ltd., Cappincur Industrial Estate, Daingean Road, Tullamore, Co. Offaly.
Borehole GW1 is located within a pump house on-site and is used for drinking water supply. The water system is treated through a drinking water system, after the sampling point, and is serviced by a contractor annually. Borehole GW2 is a tap located at the southern wall of the WEEE Plant on-site and is used for monitoring purposes, during periods of low rainfall it tops up the rainwater harvester tanks via a ball cock system. GW3 is located off-site to the north of the industrial estate and is not currently in use in any of the industrial estate facilities.
The EPA requested that the frequency of sampling and analysis of groundwater at GW1 and GW2 be increased to quarterly (EPA Request for Corrective Action, EDEN, 2020). This report is the first quarterly report of 2020.
Monitoring was conducted by Clodagh Gillen of SLR Consulting Ltd. on the 3rd February 2020. This report was completed by SLR’s Principal Hydrogeologist Dominica Baird and Project Hydrogeologist Clodagh Gillen.
Sampling Methodology
Groundwater well monitoring locations GW1 and GW2 are presented in Drawing 01. Groundwater well monitoring location GW3 is located off site, to the north of the main entrance.
Groundwater samples from monitoring locations GW1 and GW2 were taken from tanks via taps. The taps were allowed to run for several minutes prior to taking water samples. A YSI meter was used to test the temperature, pH, and conductivity in-situ; parameters such as colour, silt content, and odour were also recorded during sampling; field sheets are presented in Appendix 1. Since the December 2019 monitoring round, the electricity powering the GW3 pump was disconnected due to ESB works that had recently taken place, hence a sample could not be collected. Contractors are due in the coming weeks and hopefully a sample can be collected during the next sampling round.
The samples were collected in the appropriate sample containers, which are supplied by the laboratory for the required analysis. Sample containers were filled and sealed so that there was minimum free air space. The containers were securely sealed so that there was no loss of volatile parameters and no separation of components. All samples containers were clearly and uniquely labelled with details including ID, sampling date and sampling time.
All samples were placed into a cooler box with ice packs to maintain a temperature below 5°C. The samples were forwarded to ALS Environmental Ltd. for analysis. For all monitoring points a grab sample of water was extracted from the outflow of the final sampling chamber. The analysis required for each sample was listed on the Chain of Custody Record which accompanied samples.
2.1 Rainfall The closest rainfall station is in Mullingar approximately 35km north-north-east of the site. The rainfall over the proceeding November, December, and January was 126.7, 82.8, and 54.4mm respectively. November was above its long-term average, December and January were below. See Table 2-1 for rainfall data from the week before sampling. There was a small amount of rainfall on the sampling date of 3rd February 2020.

2.2 Laboratory Testing The groundwater discharge samples were analysed for a suite of parameters:
• Conductivity, pH, total nitrogen, total faecal coliforms
• Metals – chromium, lead, mercury, nickel, arsenic, copper, zinc, iron, aluminium, cadmium
• Chloride
• VOCs, mineral oil/ DROs, kerosene range organics, TPH speciated (TPH CWG)
Results
This section summarises the groundwater results reported for 3rd February 2020 monitoring round. The laboratory results are presented in Appendix 2.
3.1 Groundwater Results – February 2020
The results for the samples taken at monitoring points GW1 and GW2 on 3rd February 2020 can be seen in Table 3-1 below. VOCs, mineral oil/ DROs, kerosene range organics, and TPH speciated (TPH CWG) are not listed in this table as all are below detection limits, see Appendix 2.

Discussion
4.1 Overview With regards to the February 2020 results, for groundwater sample GW1, none of the parameters exceeded the assessment criteria (SI No. 366 of 2016 (Groundwater Regulations)).
For groundwater sample GW2, arsenic exceeded the 2016 Groundwater Regulations with a concentration of 25.1µg/l compared to the groundwater regulation of 7.5µg/l.
All VOCs, mineral oil/ DROs, kerosene range organics, and TPH speciated (TPH CWG) in both groundwater samples were below detection limits. Additionally, there was no visual or olfactory evidence of contamination during groundwater sampling.
No coliforms were reported in either sample.
In comparison to the previous round of sampling (2nd December 2019), for sample GW1 no parameters exceeded the 2016 Groundwater Regulations in either sampling round.
For sample GW2, the parameters exceeding the 2016 Groundwater Regulations remained the same; arsenic. The concentrations during both sampling rounds were very similar (25µg/l and 25.1µg/l, respectively).
All VOCs, mineral oil/ DROs, kerosene range organics, and TPH speciated (TPH CWG) were below detection limits during both sampling rounds.
No coliforms were reported in either groundwater sampling round.
It should be noted that there are no Groundwater Regulations for pH, total nitrogen, cadmium, copper, iron, nickel and coliforms.

Appendix1. Results are expressed on a dry weight basis (dried at 35ºC) for all soil analyses except
for the following: NRA and CEN Leach tests, flash point LOI, pH, ammonium as NH4 by the
BRE method, VOC TICs and SVOC TICs.
2. If sufficient sample is received a sub sample will be retained free of charge for 30 days
after analysis is completed (e-mailed) for all sample types unless the sample is destroyed
on testing. The prepared soil sub sample that is analysed for asbestos will be retained for a
period of 6 months after the analysis date. All bulk samples will be retained for a period of 6
months after the analysis date. All samples received and not scheduled will be disposed of
one month after the date of receipt unless we are instructed to the contrary. Once the initial
period has expired, a storage charge will be applied for each month or part thereof until the
client cancels the request for sample storage. ALS reserve the right to charge for samples
received and stored but not analysed.
3. With respect to turnaround, we will always endeavour to meet client requirements
wherever possible, but turnaround times cannot be absolutely guaranteed due to so many
variables beyond our control.
4. We take responsibility for any test performed by sub -contractors (marked with an
asterisk). We endeavour to use UKAS/MCERTS Accredited Laboratories, who either
complete a quality questionnaire or are audited by ourselves. For some determinands there
are no UKAS/MCERTS Accredited Laboratories, in this instance a laboratory with a known
track record will be utilised.
5. If no separate volatile sample is supplied by the client, or if a headspace or sediment is
present in the volatile sample, the integrity of the data may be compromised. This will be
flagged up as an invalid VOC on the test schedule and the result marked as deviating on
the test certificate.
6. NDP - No determination possible due to insufficient /unsuitable sample.
7. Results relate only to the items tested.
8. LoDs (Limit of Detection) for wet tests reported on a dry weight basis are not corrected
for moisture content.
9. Surrogate recoveries - Surrogates are added to your sample to monitor recovery of the
test requested. A % recovery is reported, results are not corrected for the recovery
measured. Typical recoveries for organics tests are 70-130%. Recoveries in soils are
affected by organic rich or clay rich matrices . Waters can be affected by remediation fluids
or high amounts of sediment. Test results are only ever reported if all of the associated
quality checks pass; it is assumed that all recoveries outside of the values above are due
to matrix affect.
10. Stones/debris are not routinely removed. We always endeavour to take a
representative sub sample from the received sample.
11. In certain circumstances the method detection limit may be elevated due to the sample
being outside the calibration range. Other factors that may contribute to this include
possible interferences. In both cases the sample would be diluted which would cause the
method detection limit to be raised.
12. Mercury results quoted on soils will not include volatile mercury as the analysis is
performed on a dried and crushed sample.
13. For leachate preparations other than Zero Headspace Extraction (ZHE) volatile loss
may occur.
14. For the BSEN 12457-3 two batch process to allow the cumulative release to be
calculated, the volume of the leachate produced is measured and filtered for all tests. We
therefore cannot carry out any unfiltered analysis. The tests affected include volatiles
GCFID/GCMS and all subcontracted analysis.
15. Analysis and identification of specific compounds using GCFID is by retention time
only, and we routinely calibrate and quantify for benzene, toluene, ethylbenzenes and
xylenes (BTEX). For total volatiles in the C5-C12 range, the total area of the chromatogram
is integrated and expressed as ug/kg or ug/l. Although this analysis is commonly used for
the quantification of gasoline range organics (GRO), the system will also detect other
compounds such as chlorinated solvents, and this may lead to a falsely high result with
respect to hydrocarbons only. It is not possible to specifically identify these
non-hydrocarbons, as standards are not routinely run for any other compounds, and for
more definitive identification, volatiles by GCMS should be utilised.
16. We are accredited to MCERTS for sand, clay and loam/topsoil, or any of these
materials - whether these are derived from naturally occurring soil profiles, or from fill/made
ground, as long as these materials constitute the major part of the sample. Other coarse
granular material such as concrete, gravel and brick are not accredited if they comprise the
major part of the sample.
Identification of Asbestos in Bulk Materials & Soils
The results for identification of asbestos in bulk materials are obtained from supplied
bulk materials which have been examined to determine the presence of asbestos fibres
using ALS (Hawarden) in-house method of transmitted/polarised light microscopy and
central stop dispersion staining, based on HSG 248 (2005).
