Latest Developments in respect of the Bank'sMedical Floater Scheme, Delhi Court Case Writ

Editorial....

Members should be happy to note that our case of

Delhi High Court Writ No. 1875/2013 has been

preponed to 12.07.2017, on the instructions of the

Supreme Court of India. The chances of early

judgement in this case are brightened now. As you

know the Government has to submit their reply in

the above case. Since 50% payment at all levels is

being paid in all other Bank's, there should not been

any hindrance for positive judgement. Let us wait

and watch the outcome of 12.07.2017.

2. The process to pay the arrears to the 5th to

7th B.P.S. retirees has already started as the

Corporate Office has asked for the concerned/

relative data of all the affected employees from all

respective P.P.G. Departments at all the LHOs. We

do hope the arrears are likely to be disbursed in

July, 2017. We once again reiterate that the arrears

would be paid w.e.f. May, 2005.

3. Regarding the Mediclaim Scheme of the

Bank for the Policy "A" holders has expired on

31.05.2017 and started from 01.06.2017. In this

connection, we reproduce here Bank's Circular

I understand that many retirees has not yet entered their

investment particulars/Medical Insurance in HRMS portal,since they find it difficult to put inputs. Retirees can enter

their investment particulars from 1st to 20th of any month.For VII B.P.S. retirees, the chances of payment of arrears

sometime now is becoming bright day by day. In case theyfail to enter investment/Medical Insurance particulars

immediately, the chances of Recovery of Income Tax aremore in case Bank pays arrears of pension. Hence, I request

FAMILY FLOATER GROUP MEDICLAIM POLICY (POLICY – ‘A’)FOR MEDICAL BENEFITS TO MEMBERS OF SBI­REMBSRENEWAL OF POLICY WITH EFFECT FROM 01.06.2017

Please refer to our e­circular No. CDO/P&HRD­PPFG/78/2016­17 dated 28th December, 2015

through which introduction of Group Mediclaim Policy for SBI retirees (Policy ­ A) was advised. Policy­‘A’

was launched on 01.06.2016 and is due for renewal on 01.06.2017.

2. With a view to managing the claims and rationalizing the claim ratio in future, following modifications

have been made in the policy without significantly affecting the benefits under the scheme.

(i) Reduction in Domiciliary reimbursement from 25% to 15% ­ It has been decided to keep the

domiciliary reimbursement at 15% of sum insured across all plans.

(ii) Reduction in Room Rent for hospitalization across all plans based on categorization of centres ­

in respect of hospitalization expenses, it is observed that the cost of medical treatment is higher

at metros and bigger cities and comparatively lower at smaller centres. To obviate the possibility

of hospital overcharging, centres have been classified into three segments, i.e. Tier­I city,

Tier –II city and Other Centres (Tier – III) and the ceiling for maximum room rents have been fixed

at 80%, 70% and 60% of existing ceiling respectively. The details are given in Annexure – I.

(iii) Rationalization of hospital expenses for common ailments / procedures ­ the maximum ceiling for

treatment of some of the common ailments / procedures, which account for major portion of the

total claims, have been fixed on the basis of available rates in the hospitals at different centres.

A summary of the modifications and categorization of centres is placed at Annexure – I. All other

terms of policy and instructions relating to the scheme will remain the same.

3. Other Instructions

i. The policy will continue to be available to the existing members enrolled in the policy who were

earlier members of SBI­REMBS, their spouses and disabled child / children if any, except those

who have exhausted their entitled limit or their residual medical benefit limit have fallen below

Rs. 1.00 Lac during the policy period 01.06.2016 to 31.05.2017.

ii. The annual insurance premium will be paid by the SBIREMBS Trust in advance to the insurance

company to cover all the eligible members. However, after such payment, if it is found that some

members have expired or they have already exhausted their REMBS limit or their residual medical

benefit limit has fallen below Rs. 1.00 lac, names of such members will be deleted and full

premium amount will be refunded by the Insurance Company in such cases.

iii. As per the schemes, members of SBIREMBS who have exhausted their entitled limit as prescribed

in the plan will have option to join the separate Group Mediclaim Policy for retirees of SBI. Willing

SBIREMBS members may also concurrently join Policy ‘B’ meant for new retirees / non members

even if they have unutilized limit in the respective plan of SBIREMBS.

iv. Members whose residual medical benefit limit have fallen below Rs. 1.00 Lac during the policy

period 01.06.2016 to 31.05.2017 will continue to avail benefits upto their residual balances as per

the provisions in the REMB Scheme from the concerned Zonal Offices where these are previously

maintained till the balance is fully utilized.

4. Please bring the contents of the circular to the knowledge of all concerned. Please also issue

necessary instructions to all branches and offices under your administrative control to prominently

display notice in this regard on the branch / office notice board along with the modifications in the

Scheme for information of the pensioners. Additionally, arrange to disseminate the contents of the

Circular through the office bearers of Circle Pensioners’ Association so that all the existing members

and eligible retirees are made aware of the modifications.

ABOHAR UNIT

We have a write up from Sh. T.K. Datta, Secretaryof our Abohar Branch, which reads like this :

It is my pleasure to apprise my fellow pensioners

that the gloom period has come to an end. The

pensioners who retired during 5th to 7th B.P.S. werethe most sufferers as they were having very meagre

pension. It is needless to add that the leadership at

federation level and circle level toiled and moiledduring three decades but it remained fruitless due

to the negative attitude of the concerned authorities.

During this period some of our revered members

closed their life chapter and left for heavenly abode.To mention few of the notables like Sh. M.M. Singh,

Sh. N.S. Dhamoon, General Secretaries and Sh.K.K. Puri, Worthy President. Although their vacuum

cannot be filled up but the Association has to go

ahead. The contribution of our previous GeneralSecretary Sh. Jai Ram Gupta, also cannot be

ignored. Our members demands continued to beignored and unheard. But our leaders at Association

and Federation level never lost the chance to present

the same to the management. The result is beforeyou.

Now, I could not help without appreciating the

sincere and commendable endeavours of dynamic,

energetic, expertise and mature leadership atFederation level and Circle level. When we heard

the news that the Govt. has cleared our demand of

5th to 7th B.P.S. retirees, our joy knew no bounds. Itis time to share joyous juncture, fantastic and

splendour achievement which were pending fordecades.

Now we have come to know that the Bank hasissued instructions to all the P.P.G. Departments of

all the circles to arrange to send the required data inrespect of the affected pensioners, for payment of

arrears.

I, on behalf of Abohar Unit, wish all the best to our

Circle leadership headed by S/Sh. A.C. Rambani,the President and Sh. T.R. Gupta, the General

Secretary. Finally, I have all the regards for our

beloved federation whose leaders were instrumentalin getting this great demand, cleared.

A Pensioners' Meet was held at Pathankot on26.05.2017, in which four office-bearers from

Chandigarh namely S/Sh. T.R. Gupta, S.K. Sharma,K.P. Joshi and S.S. Kumaria attended the same.About 60 members were present at a short notice of

2 days only. Our Zonal Secretary Sh. A.K. Wadhera

arranged the meeting alongwith his local office-bearers in a nice manner. There were about 5/6 ladymembers also, who attended the meeting. Themeeting was chaired by Sh. Hem Raj Garg, the Chief

Manager of the Branch, and welcomed the office-bearers from Chandigarh and had all praise for thelocal unit. Our thanks to Sh. Hem Raj Garg for

allowing and attending the meeting thereat. The

members were eager to listen to the latestdevelopments of the Association/Federation, whichwere promptly addressed by the General SecretarySh. T.R. Gupta. Sh. K.P. Joshi also addressed the

meeting and expressed his views about theAssociation/Federation. We are very much grateful toSh. A.K. Wadhera and Sh. Harish Gupta for arrangingthe meeting in a befitting manner. The meeting

JAMMU UNIT

After the meeting of Pathankot on 26.05.2017, we wentto Jammu, where the Pensioners Meet was to be

organised at 11.00 a.m. on 27.05.2017. The meetingwas chaired by respected Dy. Gen. Manager Sh. A.K.Singh and organised by our J&K Module Vice PresidentSh. Ujjagar Singh and Organising Secretary Sh. Vinod

Mahajan and anchored by Sh. A.K. Nayyar. About 15members who had crossed the age of 75 years were

honoured by the Jammu Unit with presentation of aShawl each. S/Sh. A.K. Singh, Dy. General Managerand T.R. Gupta, the General Secretary of theChandigarh Circle Association did the honour ofpresenting the Shawls. It was a very largely attended

meeting numbering to more than 150 members ofJammu Unit. The senior-most member at the meetingwas honoured by the Circle Association with a Shawl.

The Vice President Sh. Ujjagar Singh was also honouredfor their module's efforts in mobilising our members forcontributing towards legal fund. Sh. Sham Lal Sharma,the senior-most office bearer of the Association at

Jammu, who could not attend the meeting due to hisillness was also presented with a Shawl by the CircleAssociation for his services rendered to our belovedPensioners' Association.

Sh. A.K. Singh, in his speech, welcomed all thepensioners present thereat and wished them happy,peaceful and long life. It was really a great occasion

that Sh. A.K. Vali, Dy. Gen. Secretary of SBI OfficersAssociation, J&K Module; Retired Branch Secretary ofSBISA, Chandigarh Circle Association, Sh. O.N. Bindrooand Retired General Secretary Sh. Virender Bhat of SBI

Officers Association, Chandigarh Circle were alsopresent. Sh. Vali in his speech assured their help for thepensioners cause in the forthcoming 11th B.P.S.

Sh. T.R. Gupta, Gen. Secretary of the Circle Associationapprised the members of latest developments of theAssociation/Federation in details and the members werequite satisfied with the latest information. Sh. K.P. Joshialso addressed the gathering. Our thanks to respected

Dy. Gen. Manager Sh. A.K. Singh for all the courtesy &facilities, he provided to the pensioners. Our thanks toS/Sh. Ujjagar Singh, Vinod Mahajan and A.K. Nayyarfor conducting such an excellent meeting, which ended

with sumptuous lunch.
