AM. ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 51ST meeting of Operation & Coordination Committee of MP held on 26th April 2016 at Banquet Hall, Shakti Bhavan, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/799 dated 02.06.2016.

[OCC may confirm the minutes] ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL 2016 TO MAY

2016.

2.1 Frequency Particulars: During May 2016 the system frequency was below 49.9 Hz for 7.10% of time against 13.07% of time during April 2016. The system frequency was above 50.05 Hz for 23.12% of time during May 2016 against 16.98% of time during April 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 69.78% of the time during May 2016 against 69.94% of time during April 2016. The average monthly frequency was 50.00 Hz during May 2016 whereas it was 49.98 Hz in the month of April 2016. The system frequency did not touch 49.20 Hz during the above period.

As decided in the meeting regarding calculation of ATC/TTC using PSS/E software, held at WRLDC on

18th April 2016, the calculation of ATC/TTC cannot be done without modeling of capacitor bank details in PSS/E software. In view this, it is therefore requested that the details of capacitor banks installed at various locations along with their capacity and healthiness may please be submitted in the meeting by MPPTCL so that the same can be modeled in PSS/E software. The information has not been received so far. MPPTCL is again requested to submit the same.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the current financial year 2016-2017 (upto May 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2016-2017 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).

[Action: Committee may like to note] 2.3.5 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during April 2016 and May 2016. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation.

2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) Details of DISCOM wise Power supply given to various domestic categories during the period April 2016 and May 2016 is enclosed at Annexure 2.4(i). [Committee may like to note]

3 Main Breaker of 400 KV Nagda-Rajgarh-II

23.07.15 Y-phase CT burst / BKR Problem

400 KV Rajgarh II is charged from 400 KV Main Bus-I, for ensuring connectivity with Main Bus-II. The work is in progress with work of providing Reactor on ISP Bay. 400 KV Rajgarh-I is shifted in diameter of 315 MVA ICT-IV, which has facility to connect on Main Bus-I and Main Bus-II.

4 40 MVA 132/33 KV Transformer ECE make at 132 KV Lakhnadon

06.10.2015 Internal sparking in Y Ph. HV side winding.

The defect developed in transformer and matter taken up with M/s ECE for its repair. The transformer has been shifted to ECE works for repairs, on receipt of above reconditioned transformer, it will be recommissioned. .Repair work is in progress.

5 12.5 MVA 132/33 KV HEL make X’mer at 220 KV S/s Nimrani

30.10.2015 X’mer hand tripped due to high Tan-Delta of 2 No. 132 KV bushings

The new 63 MVA X’mer has been charged on 24.04.16 in place of 12.5 MVA, 132/33 KV X’mer.

6 3x105 MVA, 400/220 KV ICT-I at 400 KV Indore

02.08.15 Differential protection optd. and 33 KV tertiary PT burst

The transformer bank is out of circuit from 02.08.2015. 2 No. 105 MVA Units of these banks have failed. The complete bank has to be replaced with 1X315 MVA 3 Ph. Transformer. 315 MVA BHEL make transformer has been unloaded on plinth on 28.04.2016 and erection work is in progress.

7 315 MVA, 400/220 kV ICT-I at 400 kV S/s Bina

15.10.15 Due to Buchholtz relay alarm.

The 315 MVA X’mer Sr. No. 6005210 is out of circuit from 15.10.2015. The Transformer has been shifted from Bina to M/s BHEL works for repairs. The repair order is in process of approval, after repairs this X’mer will be recommissioned at 400 KV S/s, Bina.

8 315 MVA, 400/220 KV ICT at 400 KV S/s, Julwaniya

05.01.2016 The ICT has been removed for installation at Bina 400 KV S/s and commissioned there at 16:49 Hrs. on dtd. 05.01.2016. MPPTCL is requested to submit the latest status in the meeting.

9. 160 MVA, 220 / 132 KV X’mer BHEL make at 220 KV S/s Ratlam

12.01.2016 BHEL make Sr. No. 6005206 X’mer failed

DI issued for replacement of failed transformer and 160 MVA BHEL X’mer received at S/s, erection work is in progress.

10 315 MVA, 400/220 KV X’mer II (TELK make) Main Breaker at 400 KV S/s Katni

03.11.2015 X’mer commissioned through bus coupler breaker since commissining.

It has come to notice that the transformer-II has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X’mer-II. MPPTCL is requested to submit latest status of main breaker both sides.

10.05.2016 Transformer failed on dated 10.05.2016 as intimated by T&C, MPPTCL.

Latest status is requested from MPPTCL.

13 20 MVA APEX make 132/33 KV X’mer Sr. No. T-739/45342 at 220 KV S/s Nepanagar

16.05.2016 Transformer failed on 16.05.16 as intimated by T&C, MPPTCL.

Administrative approval for replacement of failed transformer by 40 MVA X’mer will be taken up shortly.

14 12.5 MVA, 132/66/33 KV X’mer CGL make Sr. No. 23615 at 132 KV S/s Pichhore

19.05.2016 Transformer failed on 19.05.2016 as intimated by T&C, MPPTCL.

The load is manageable through (1x20 + 1x40) MVA X’mers in running condition at S/s Pichhore. Hence replacement of failed X’mer is not required as intimated by MPPTCL. Latest status is requested from MPPTCL.

15 160 MVA 220/132 KV BHEL make X’mer Sr. 2040031 at 220 KV S/s Dewas

23.05.2016 Abnormal winding resistance and development of internal hot point.

Fault attended by BHEL engineer and X’mer filtration carried out. After filtration & testing work, X’mer charged on 11.06.2016 at 16:25 Hrs as intimated by EE(Testing), Dewas.

The utilities may submit the latest status. [Action : MPPGCL/MPPTCL]

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF APRIL 2016 and MAY 2016: The details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures:

Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units.

Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs.

ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING APRIL 2016 AND MAY 2016 : There was no major grid disturbance in MP during April 2016 and May 2016. Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. 5.1 Submission of detailed tripping report of incident occurred at ISP HPS on 18.05.16 by

ISP :- At 02:19 hrs of dtd 18th May 2016, R-phase CVT of 400 KV Bus 2 at 400 KV Indira Sagar burst resulting in bus fault on the 400 KV Bus 2. With this the Bus Bar protection operated for the bus fault however, all the connected elements from the substation has tripped during the event. This caused complete blackout of the substation along with generation loss of 215 MW.

The detailed tripping reports of incidents submitted by ISP on 19.05.2016 and 27.05.2016 were contradicting each other and also tripping data given by ISP on telephone was also not matching with the details already given in tripping reports. . It appears that ISP has manipulated certain facts in the later report submitted by them and hide some information which is required to be submitted to SLDC and WRLDC. Thus certain assumption were made in preparing detailed tripping report by SLDC and WRLDC.

5.2 Grid incidence / tripping at ISP at 12:19 Hrs on 04.06.2016. : Shift Incharge of ISP had requested for outage on 400 KV Bus-A and 400 KV ISP-Indore Ckt-I from 06:00 Hrs to 17:00 Hrs on 04.06.2016 for carrying out some maintenance work. Accordingly, SLDC Control Room Jabalpur has issued code to ISP at 08:00 Hrs for carrying out the maintenance work. On completion of maintenance work/ repairs, ISP C/R has started normalization of bus/feeders without obtaining prior consent of SLDC C/R Jabalpur. Meanwhile during shifting 400 KV ISP-Nagda Circuit from 400 KV Bus-B to Bus-A, without informing SLDC C/R, bus fault occurred at 400 KV ISP substation resulting in tripping of all the 400 KV feeders as well as unit No.6 which was on bar. It has been observed that ISP & OSP HPS generally do not take prior permission of SLDC C/R while segregation of busses / changeover of feeder from one bus to another. It has come to notice of SLDC only when tripping of transmission elements/ machines takes place at ISP/OSP Hydel Power Station. The matter of performing switching operation in the switchyard without consent of SLDC was also discussed in the 49th OCC meeting of MP.

Such attitude of ISP & OSP is not desirable for safe, secure & reliable operation of the integrated grid as SLDC was unaware of the reason of tripping and loss of generation in the important corridor of state transmission grid and could not take remedial measures to restore the grid at the earliest. Further, performing any switching operation of transmission element without obtaining code from SLDC C/R is also violation of IEGC and MPEGC.

Therefore it is requested all the entities should take care of to perform all switching operation of the grid after obtaining grid code and consent from SLDC for safe, secure & reliable operation of the integrated grid. [Committee may like to note] ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS /

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL :- As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that the procurement of synchronization trolley is under tendering stage. Further it was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore is not in order and requires immediate attention for its proper functioning.

The MPPTCL is requested to submit latest status along with time lines in the meeting.

6.3 System Protection Scheme (SPS) in MADHYA PRADESH :- In last meeting Chairman OCC had requested MPPTCL to submit the complete details of all SPS commissioned in MP along with load shed quantum to SLDC, so that the copy of the same could be placed in Control room of SLDC and concerned substation / power station for reference and record.

The same is not furnished so far. MPPTCL is requested to submit the information in the meeting.

6.4 Communication problem with Hydel Power Station:- The communication problem with Hydel Power Stations of MPPGCL in general and particularly with Tons and Pench HPS was discussed in various OCC meetings. In the last meeting MPPGCL representative informed that a mobile No. 09977507928 has been provided at Pench HPS and installation work of extending mobile facility at Tons HPS is under progress which shall be completed shortly. MPPGCL is requested the updated status for communication at Tons HPS in the meeting.

It is therefore requested that the PLCC communication with all Hydel Power Stations should also be

made operational RTC [Action : MPPTCL/MPPGCL]

6.5 Over Loading of 220 KV OSP-Barwaha line at Omkareshwar Hydel Power Station :- Member Secretary OCC informed the committee that in 50th OCC meeting, Sr. Manager (O&M), OSP has intimated that number of trippings were occurred in past months due to overloading of the line and requested to allow to interchange the CT of 220 KV OSP –Barwaha line (500-300/1Amp) with 220 KV OSP-Barawaha (tap Nimrani) line (800-400/1Amp. In the meeting Chairman OCC requested MPPTCL to examine the matter and report to SLDC at the earliest. The CE(T&C), MPPTCL Jabalpur has suggested to install new 200 KV CTs of 800-400/1 A in place of existing 500-300/1 A CTs of 220 KV OSP-Barwaha feeder at OSP end. Accordingly vide letter no 07-05/NCA-94/5577 dtd 19.03.2016 SLDC informed Omkareshwar HPS and requested to take necessary action in the above matter at the earliest.

Representative of OSP HPS informed the committee that the replacement of CT’s of 220 KV OSP-Barawaha line with 800-400/1A shall be done after the commissioning of 6th bay at OSP by MPPTCL. Chairman OCC requested the representative of OSP the work of replacement of CT should not be linked with the construction of 6th Bay at OSP HPS and required to be completed by the OSP at the earliest and necessary steps for procurement and installation may be initiated without any delay

6.5 Protection System at Rajghat Hydel Power Station:- On 20.05.16 following EHV line trippings were occurred –

From the above relay indications, it is obvious that the fault was on 132 KV Bina-Rajghat section

which was timely cleared from 220 KV S/s Bina but the protection system at Rajghat HPS failed to perform. Consequently the fault was cleared from 132 KV S/s Pichhore in Z-3. Moreover, in earlier occasions during occurrence of trippings, the protection systems at Rajghat HPS were also not operated and faults were cleared from 220 KV S/s Bina and 132 KV S/s Pichhore simultaneously. Thus non-operation of protection system at Rajthat HPS is threat to the grid security and reliable operation.

Therefore it is requested to check thoroughly the protection system at Rajghat HPS and it is the need of the hour to ensure the proper & timely operation of protection system. MPPGCL is requested to submit the protection relays details in the meeting.

6.6 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs as only two shifts were running and only day ahead activities were performed by MPPMCL CR.

MPPMCL is requested to immediately start their functioning from MPPMCL Control Room where SLDC SCADA terminal has been provided.

[Action : MPPMCL] 6.7 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS for OCCM of Western Region :- In previous OCC meetings it was informed by SLDC that proposed transmission elements outage shall be consider by WRPC for the period from 20th of current Month to 19 of next month. The data for the above proposed outages shall be positively sent by 3rd working day of current month to WRPC for outages of said period. The shutdown proposed by the entities after due date shall not be consider except emergency shut down In view of the above SLDC was also requested all the entities to send their proposal by 1st day of the month for onward transmission to WRPC within stipulated time. It is observed that the entities are submitting their outage plan during real time operation which are not in emergency nature i.e pre- mansoon maintenance, oil filtration etc. . Further the entities are also not confirming their readiness for availing shut down in D-3 days. SLDC again requested that all the entities should submit their outage plan for OCC of WR by 1st of every month for onward transmission to WRPC and give their readiness on D-3 for availing the approved shut -

down to SLDC. Shut down proposed (except emergency shut down) after due date shall not be forwarded to WRPC/WRPC and shall be return to the entities. [Action : All Intra State Entities] 6.8 Proposal of Shut Down of Intra-state Transmission Elements :- It is observed that the most of the shut downs have been proposed by the entities in real time are not in emergency nature. The reasons for proposed shut down are generally painting work, oil filtration, routine maintenance etc. It is to mention that the due to large grid operation in safe & secure manner, compliance of various regulation of MPERC/CERC, and renewable energy management, it is not possible to entertain the shut downs in real time which are not in emergency nature. It is therefore requested that all entities should submit their outage plan which are not in emergency nature prior to 3 days of proposed shut down date. In real time operation only emergency shut down shall be considered by SLDC. [Action : All Intra State Entities] 6.9 Declaration of import capability for the month of June, 2016 for MP Control Area. : As per congestion procedure dated 26.4.13 cl. 4.1&4.2 which states that: Quote:

“State Load Despatch Centre (SLDC) shall assess the Total Transfer Capability(TTC),Transmission Reliability Margin (TRM) and Available Transfer Capability (ATC) on its inter-State transmission corridor considering the meshed intra State corridors for exchange (import/ export) of power with inter-State Transmission System (ISTS). These figures along with the data considered for assessment of TTC would be forwarded to the respective RLDC for assessment of TTC at the regional level.

In 481st OCC meeting of WR, Member Secretary, WRPC requested that all SLDCs to carry out the monthly TTC / ATC calculation & upload the same at their respective websites and also communicated to concerned RLDC & NLDC subsequently. WRLDC has already been assessing TTC, TRM and ATC for the inter regional corridors at respective ends, intra regional corridors (group of control areas) and uploaded in their website.

Accordingly, MP SLDC has computed transfer / import capability of Madhya Pradesh Control Area for the month of June 2016 considering MP demand 10590 MW and MP generation 4798 MW. The transfer / import capability of Madhya Pradesh Control Area comes out to be 6145 MW and the same is posted on the website of MP SLDC. This is in compliance with Clause 4.1 of the Detailed Procedure for Relieving Congestion in Real Time Operation approved by the Central Electricity Regulatory Commission. MP is the first State in Western Region who declared their Import Capability of State Control Area.

6.10 Draft report of Sub-Committee 3 : Demand Projection :- Deputy Director, WRPC through email has forwared the report of Sub-Committee 3 : Demand Forecast for approval of appropriate authority of the MP. SLDC vide letter no. 07-05/RPC-54/819 dtd requested MPPMCL to furnish comments/observations on the above draft Report to Chief Engineer (PS&LF) and Member Secretary of the committee, CEA at the earliest. In 484th OCC meeting of WR, member secretary, informed that the above information was not received from the states and request to submit the same. In view of the SLDC vide letter no. 07-05./RPC-54/922 dtd 15.06.2016 again requested MPPMCL to confirm whether the comments / observations have been sent and if already sent the copy of the same please be forwarded to this office. In case the same has not been sent, the information may please be sent immediately under intimation to this office. SLDC has not received any communication from MPPMCL. MPPMCL is requested to confirm the same in the meeting. [Action : MPPMCL]

6.11 Tripping at Omkareshwar HPS on 16.06.2016 :- It has been observed that at the time of tripping incident took place at Omkareshwar HPS the relay indications conveyed to SLDC is generally late. On dtd. 16.06.2016 at around 07:30 Hrs, 220 KV OSP-Barwaha Ckt, 220 KV OSP-Chhegaon Ckt & 220 KV Bus Coupler tripped at Omkareshwar Power Station. The relay indications observed had been intimated to SLDC after laps of around 45 min of tripping i.e. around 08:15 Hrs the operation of Bus Bar Protection has also been intimated. Due to not conveying the relay indications in time & hence in absence of the same it becomes difficult to SLDC to issue the real time code for restoration of tripped elements. It is therefore requested to ensure for submission of relay indications immediately to SLDC at the time of any system occurrence/tripping of lines. It is further requested that the detailed tripping report of the occurrence in prescribed format may please be furnished to SLDC immediately with following details along with soft copy:-

1. Nature of fault (Permanent/temporary) 2. Relay operated 3. Protection details 4. Fault clearance time 5. Feeder arrangement 6. Failure of any protection if any and cause of tripping and cause of Bus Bar Protection Operation. 7. Disturbance recorder file (in .pdf format and if possible in comtrade format i.e. .efg and .dat file) &

Event Logger file (in .pdf format). Single line diagram and relay indication, may also be furnished.

6.12 Requirement of load details of transmission elements for reliability study using PSS/E Software:- the PSS/E Software Modelling for reliability/load flow studies is being done at National level so that the grid security matters are dealt efficiently and reliably to avert grid disturbance like situations and for availing shut downs. Work for this has been undertaken at atate level/regional levels throughout the country. Further the reliability studies using PSS/E software is being done at state level by SLDC for which loading details (in MW & MVAr) of 132/33 KV X’mers, 220/33 KV X’mers, 220 KV & 132 KV Railway Traction feeders and 220 KV & 132 KV Industrial feeders of M.P State Grid were requested from CE(T&C) vide letter No.-07-05/RPC-35/502 dated- 07.05.2016 for following date & time:-

1. 25th December 2015 – 11:00:00 Hrs. 2. 25th June 2015 – 13:00:00 Hrs. 3. 19th May 2016 – 23:00 Hrs.

The above details has not been provided to SLDC so far, hence it is requested to provide the above details in the 52nd OCC meeting of M.P in soft & hard copies. [Action:MPPTCL] ITEM NO. 7 : REGULATORY ISSUES: 7.1 CENTRAL ELECTRICITY REGULATOTY COMMISSION PETITION NO 84/MP/2015, I.A. 8/2016 :-

CERC in its record of proceeding in petition no 84/MP/2015, hearing on dtd 21.04.16 regarding

endangering the secured grid operation of All India electricity grid through inadequate/non-performance of Free Governor Mode Operation (FGMO) with Manual Intervention by the generators and non-compliance of Regulation 5.2 (f), (g), (h), (i) of Indian Electricity Grid Code read with Regulations 24 and 111 of Central Electricity Regulatory Commission (Conduct of Business) Regulations, 1999.

The Commission observed that a committee has been set up to examine the issues with regard to implementation of FGMO/RGMO. The Committee has submitted its report which would be uploaded on the Commission`s website for comments of the utilities. The Commission will take a view in the matter after considering the report of the committee and the responses of the utilities thereon.

The IA of the petitioner shall be considered and disposed of in the light of the decision of the Commission on the committee report

MPPGCL/ NHDC/ JP Bina are requested to submit the status of RGMO/FGMO in their units. [Action : MPPGCL/NHDC/JP Bina] ITEM NO. 8 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 8.1 Black Start mock drill of Hydel stations of MPPGCL :- The black start mock drill of Tons HPS, Bargi. Pench and Gandhisagar HPS have been completed successfully on 08.10.15, 12.10.15, 06.11.15 and 06.01.2016 respectively. The second time black start mock drill of Gandhisagar HPS has been completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh (Ujjain) for Simhasta 2016. SLDC has proposed that the black start mock drill of Rajghat and Madikheda HPS shall be planned and finalize the date in the OCC. Thereafter the procedure shall be prepared & furnished to the MPPGCL & concerned officials by MP SLDC.

The black start mock drill of ISP and OSP were proposed to be conducted on in the month of June

2016. [Action : MPPGCL] 8.2 Black Start mock drill of Indira Sagar Power Station :- The black start mock drill of ISP was proposed to be conducted on 21.06.2016. Indira Sagar intimated that the black start mock drill schedule for 21.06.2016 at ISPS is not possible as the programming tool SK06 (service kit), to be used for reconfiguring come of the blocks in the processor 70RP05, to facilitate black start procedure is not possible and requested to postpone the black start mock drill at ISPS till November 2016. It is to intimate that in case of any emergency all the black start capable hydro generators should be able to come on bar immediately without manual reconfiguring any function blocks in the processor or protection settings. It appears from the above letter that ISP machines are not capable of black start mock drill under normal conditions and made to black start capable by changing some settings with programming tool SK06. This is defeating the very purpose of black start of hydro generator as it could not be put on bar during total or partial black out of the grid. As per IEGC Clause-5.8 “Recovery Procedures”, mock trial run of the black start capable hydro/ gas generators shall be carried out atleast once every six months in order to achieve the fastest possible recovery of the grid during emergencies. ISP in above letter has requested to postpone the black start mock drill till November 2016 (about 6 months). It is violation of the IEGC regulation if the black start mock drill could not be conducted within the time stipulated in IEGC. The SLDC does not agree for 6 months time extension and request you to make all 8 units capable of black start within two months time.

In view of above, it is requested that all the machines of ISP should be made capable of black start without changing any programming / protection setting immediately and black start mock drill of Indira Sagar Hydel Power Station be arranged as early as possible. Please also intimate the earliest possible date of black start mock drill of ISP. [Action : NHDC/ISP]

8.3 Black Start mock drill of Omkareshwar Hydel Power Station :- The black start mock drill of Omkareshwar HPS was proposed to be conducted on 07.06.2016. Omkareshwar HPS intimated that Omkareshwar HPS has been supplied, erected & commissioned by M/s Voith Siemens Consortium. It is also intimated that most of the installed equipments like Excitation System, Governor System etc are imported equipments and needs special programme for the operation. Therefore, for first time OSP need modifications in software programme so that line charging as per black start mock drill procedure can be carried out. OSP intimated that OEM has asked for two months(2) time for evaluation and providing the solution. OSP is requested to made all the eight machines capable of black start during the visit of OEM at OSP at the earliest [Action : NHDC/OSP]

ITEM NO 9: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:

9.1 Quarterly Review of Crisis Management Plan: The NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

However despite continuous persuasion by SLDC other state utilities i.e MPPTCL, MPPGCL and IPPs

are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the fourth quarter of 2015-16 (Jan to March 2016) to CEA under intimation SLDC.

9.2 Status of Physical & Cyber Security in Power Sector regarding: Status of physical & cyber security in Power Sector for the fourth quarter (Jan to March 2016) has not been received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.

The state entities are requested to furnish the Status of physical & cyber security in Power Sector for

fourth quarter (Jan to March 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO. 10: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 10.1 Status of AMR system installed at SLDC:

In the month of March 2016, the complete data of 487 meters was received through AMR system and data of 137 Nos meters (Monthly-96 & Partial – 41) was not received through AMR system. The incomplete data is received may be due to connectivity / alignment problem of optical cable, network problem or modem not installed or due to some other problem. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. The Committee may like to discuss the following as an action plan for receiving the complete data through AMR system in in a time bound manner.

1. CE(T&C) office may take up the matter with M/s Secure Meters Ltd for resolving the alignment &

network problem. 2. AMR facility is required for newly commissioned substation / Xmers / HT consumers / OACs / REGs –

71 Nos. (T&C) office may apprise the status to the Committee. 3. Issue of starting the AMC by M/s Secure Meters Ltd. [Action : CE(T&C) MPPTCL]

10.2 Non reporting of details of newly installed meters, replaced meter & CT and change in polarity of ABT meter installed at interface points to SLDC:

Inspite of the assurance given by CE(T&C) office in the earlier OCC meetings, the site officials are still not reporting timely the details of the newly installed meters, replaced meters, change in CT ratio of meter and polarity change in meters installed at interface points to SLDC. This may lead to incorrect data computation of the ABT meter installed at the interface points and may affect the accuracy of MP transmission loss computation and energy accounts of Discoms.

Further, CE(T&C) office informs about the commissioning of new substation / transformer to SLDC

but do not furnish the details of ABT meters installed, Xmers. As such, SLDC has to collect the required details from substations / field offices which is a time consuming process. In the 51st OCC meeting, assuance was given by CE(T&C) office that the instructions will be issued to field offices for furnishing the details of Xmers (Sr. No.) and ABT Meter details such as Mtr Sr. No., Meter CT & PT Ratio, Equipment CT & PT ratio, MF , but the same are not being received by SLDC.

Action : CE(T&C) MPPTCL] 10.3 Scheduling of power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36 Nos Railway Traction Substations - The scheduling of 200MW power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36 Nos Railway Traction Substations (TSS) in Madhya Pradesh is being done as per the directives issued by Hon’able CERC vide order dated 05-11-2015 in petition no. 197/MP/2015 treating Railway as a deemed licensee. [ Action : Railways / MPPTCL] 10.4 Providing AMR facility for the ABT meters installed at MPPGCL :

In compliance to state commission directives for computation of weekly transmission losses and

Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC.Accordingly MPPGCL has provided AMR facility on 108 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. However, SLDC is not receiving the complete data of ABT meters through AMR system.

In the 51st OCC meeting, SLDC informed that data of 60 Meters out of 108 meters where AMR facility is

provided by MPPGCL are being received through AMR system and requested the MPPGCL to take up the matter with M/s Secure Meters Ltd. for providing the complete data to SLDC. The list of missing data was also emailed to MPPGCL. However, the data of balance 48 Nos meters is still not being received by SLDC.

10.5 Regarding Deviation limits for Renewable Rich States:

The Central Electricity Regulatory Commission has notified the CERC (Deviation Settlement Mechanism and related matters) (Third Amendment) Regulations 2016 on 06th May 2016. These regulations has come into force with effect from 30.05.2016. In the said Regulations, the Commission has specified the deviation limits for the Renewable Rich States as under:-

The SLDC has already requested to WRLDC / WRPC to consider the deviation limit of 200MW for scheduling / monitoring the deviation on real time basis and for the computation of deviation charges w.e.f. 30.05.2016 for Madhya Pradesh. The Committee may like to discuss the deviation limit for Discoms in Intra State ABT for monitoring the deviation on real time basis and computation of DSM charges.. 10.6 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:

It was discussed and decided in the 45th OCC meeting, that energy accounting of Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station. SLDC has started the accounting of REGs connected at 132KV level and above as per the actual data recorded in ABT meters installed at the pooling stations w.e.f. April 2015. For REGs connected at 33KV level, SLDC has requested the commercial sections of Discoms to furnish the meter, modem & SIM details and % of energy purchased by MPPMCL and % of energy wheeled to Discoms for configuration at SLDC. However, Central & West Discom has mainly furnished the generator wise meter, modem & SIM details whereas SLDC has requested to furnish the pooling station wise meter, modem & SIM details and also % of energy purchased by MPPMCL and % of energy wheeled to Discoms for the purpose of energy accounting at pooling station. As per the draft REG regulations, SLDC has to perform the energy accounting at the pooling stations. In the absence of desired information from Discoms, the energy accounting of the REGs connected at 33KV pooling station could not be started. Discoms are therefore again requested to furnish the following information on priority biasis.

i. The details of ABT meters installed at the pooling station alongwith modem and SIM details for integrating with AMR system of SLDC.

ii. The pooling station and meter wise details of the % of energy purchased by MPPMCL and % of

energy wheeled to Discoms.

10.7 Energy Accounting of Discom embedded Open Access Customers connected at 33KV level.

In accordance with Madhya Pradesh Electricity Balancing and Settlement Code (BSC) 2015 and as decided in the 48th OCC meeting that energy accounting of Discom Embedded Open Access Customers (DEOACs) shall be done by the Discom Energy Accounting Group (DEAG) of Discoms. Accordingly, SLDC has provided the training and necessary inputs to Discom officials on 11th Dec 2015. Further, SLDC vide this office letters No. 4605 dated 05.01.2016 and 133 dated 13.04.2016 has also requested the Commercial Sections of Discons to issue necessary instructions to Discom Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs from the month of April 2016 to be done in May 2016 with parallel run for the month of Dec 2015 to March 2016. The East Discom has already issued DSM Bill of embedded customers for the month of April 2016, but, no feed-back regarding issuance of DSM Bill / energy accounting of the embedded customers from the month of April 2016 by Central & West Discoms is received by SLDC.

The Committee may like to discuss the status of energy accounting of embedded customers in Central

ITEM NO 11: SCADA/EMS RELATED ISSUES: 11.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 132KV S/s HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS - The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations (mentioned in Annexure-11.1) has already been identified and forwarded to MPPTCL for arranging integration of telemetry. Two number special meetings of MPPTCL filed officers/T&C officers have already been held at SLDC Jabalpur regarding integration issues. The matter was also discussed in the meeting held in the office of CE(T&C) on dated 07-06-2016. The present status of integration of RTUs is detailed in annexure-1 enclosed herewith. The integration of most of the RTUs is pending for want of commissioning of data channel which is pending due to shortage of PLCC panels/modems etc. In addition to the above, the upgradation of RTUS for incorporating telemetry of renewable feeders is also required to be taken up. The list of such feeders is enclosed herewith as Annexure-2. The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, may please be provided by T&C.

[Action: - CE (T&C)/CE (T&P), MPPTCL] 11.2 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:- In this reference SLDC will like to bring following facts to the forum:- (a) The matter of procurement of RTU for Rajghat HPS and Bansgar III HPS was discussed in detail in last forteen OCCM meetings as well as on two number special telemetry meetings, without any conclusive result (b) The Telemetry of Rajghat HPS is out since LAST TWO YEARS . (c) The matter of replacement of RTU was taken up by SLDC since 2012 (from last three years) & MPPGCL failed to arrange RTU even after lapse of three years. (d) Lot of inconvenience is observed in grid monitoring in the absence of telemetry from Rajghat & Bansagar-III. (e) MPPGCL is also not providing the time line for availability of telemetry of Rajghat HPS/Bansagar-III HPS. (f) WRLDC is pressing hard to restore the telemetry on top most priority . (g) The present status of procurement of new RTUs/Arrangement of telemetry may please be provided by MPPGCL.

11.3 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTUS The present status of telemetry discrepancy is enclosed herewith as annexure-11.3. The commissioning of new SCADA,EMS system is under progress and for successful implementation of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy is to be taken up on highest priority. During the special meeting held at SLDC on 24th August 2015, it was already agreed that the corrective action regarding STATUS telemetry which is essential for EMS functioning shall be completed by 31st October 2015, however the same is not completed. MPPGCL and MPPTCL may please provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

[ACTION: T&C, MPPTCL & O&M: GEN, MPPGCL] 11.4 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS PER BACKUP SLDC REQUIREMENT:- The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already in advance stage and the additional communication channel is required to be extended to respective control centre's for testing with new SCADA/EMS system. The RTU wise progress may please be provided by MPPTCL & MPPGCL .

11.6 Telemetry of Railway TSS Sub Stations:-

The telemetry of 36 Nos railway Traction Sub Stations is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. Accordingly, to finalise

the telemetry scheme, a meeting of various filed offices from railway & SLDC was held at SLDC Jabalpur on 08-01-2016. In the meeting, the various options for providing telemetry e.g. directly from TSS Sub Stations, through divisional SCADA system or through railway centralised system were discussed in detail. Railway officers clarified that they will arrange a centralised system at Jabalpur which will receive telemetered data required by SLDC from various field locations and the railway centralised system located at Jabalpur shall be integrated with SLDC SCADA/EMS system using Inter Control Centre Protocol (ICCP). The strengthening of divisional system for providing data to railway centralised SCADA system, if required shall be taken care by them while designing of railway centralised SCADA system at Jabalpur.

SLDC informed that for integration of railway centralised SCADA system with SLDC SCADA/EMS system railway has to arrange a 2 MBPS dedicated point to point leased line upto SLDC for which railway agreed. The time schedule for arranging centralised system at Jabalpur and its integration with SLDC SCADA/EMS system was also discussed and railway authority assured that the same will be arranged within six months. It was also assured by Railway officers that strengthening of field infrastructure for data required by SLDC shall be completed by April 2016. Railway officials to provide progress in the matter. It is proposed to hold 53rd OCC meeting of Operation and Coordination Committee of MP on 23.08.2016. The host and venue of the same shall be decided in the meeting.

Annexure – 5 System Disturbance / System Incidence :

1. System Disturbance on 05.04.2016 at 220 KV S/s Bina: On dated 05.04.2016 at around

05:35 Hrs. M.P system was normal and frequency of National Grid was 50.01Hz. At 05:41 Hrs. 220 KV ‘B’-Phase CT of 220 KV Bina Interconnector – I burst at 220 KV S/s Bina causing 220 KV Bus fault. Consequently 220 KV Bus Bar Protection operated at 220 KV S/s Bina resulting in tripping of all connected 220 KV feeders and 220/132 KV X’mer at 220 KV S/s Bina which are as follows:-

220 KV Bina Interconnector – II. 220 KV Bina – Ganjbasoda Ckt. 220 KV Bina – Vidisha Ckt. 220/132 KV, 160 MVA (TELK) X’mer – I. 220/132 KV, 160 MVA (BHEL) X’mer – II. 220/132 KV, 3X40 MVA (BHEL) X’mer – III. Due to the above tripping there was no load loss in any area. There was no generation

loss and System was normalized in due course of time.

2. System Disturbance on 06.04.2016 at STPS: On dated 06.04.2016 at around 20:55 Hrs. M.P system was normal and frequency of National Grid was 49.86Hz. Prior to fault on 06.04.2016, STPS unit No # 9 tripped at 19:50 Hrs. due to Generator CB air pressure very low. Remaining all 400 KV and 220 KV lines were in charged condition and normally loaded and STPS Unit # 7, 8, 10 & 11 were On Bar. At around, 21:00 Hrs. while synchronizing Unit # 9 at STPS, relay sensed REF protection and trip command got initiated to circuit breaker. However, the C.B failed to trip and LBB protection got initiated. Consequently Bus Bar Protection of 400 KV Main Bus – I at STPS operated, resulting in tripping of following feeders and tansformers:- 400 KV Sarni – ISP Ckt. 400 KV STPS – Seoni (PGCIL) Ckt. 400 KV STPS – Astha Ckt – I. Bus Reactor – I. STPS Unit # 10. STPS Unit # 11. Stn Transformer – 11 Due to the above tripping there was no load loss in any area. There was generation loss of about 457 MW, 2576.8 MWH and System was normalized in due course of time.

3. System Disturbance on 07.04.2016 at 220 KV S/s Malanpur: On dated 07.04.2016 at around 22:25 Hrs. M.P system was normal and frequency of National Grid was 50.04Hz. Prior to fault 132 KV Motijheel – Banmore Ckt – II was open and 220 KV Malanpur – Gwalior (PGCIL) Ckt – I was charged through 220 KV Bus Coupler Breaker – II at 220 KV S/s Malanpur. At 22:30 Hrs. 220 KV ‘R’- Phase CT of 220 KV Malanpur – Gwalior (PGCIL) Ckt – I (which was charged through Bus Couplat Breaker – II) burst at 220 KV S/s Malanpur resulting in 220 KV Bus Fault and consequently 220 KV Bus Bar Protection Operated at 220 KV S/s Malanpur which resulted in tripping of following feeders and transformers:- Agenda Of 52nd OCC Meeting Of M.P. 35

Due to the above tripping interruption occurred at 220 KV S/s Malanpur, 132 KV S/s Ambha, 132 KV S/s Banmore, 132 KV S/s Morena, 132 KV S/s Morar, 132 KV S/s Badgaon, 132 KV Railway Traction Hetampur at 132 KV S/s Banmore – I & II and there was load loss of about 179MW, 74.98MWH. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 10.04.2016 at 220 KV S/s Maihar: On dated 10.04.2016 at around 20:00 Hrs. M.P system was normal and frequency of National Grid was 50.01 Hz. Prior to fault 132 Kv Satna – Maihar Ckt and 132 KV Amarpatan – Jhinna Ckt was open for load management and 220 KV Maihar – Satna (PGCIL) Ckt tripped at 18:35 Hrs. due to pole discrepancy at 220 KV S/s Maihar end. At around 20:02 Hrs. after attending the fault/rectification of breaker of 220 KV Maihar – Satna(PGCIL) Ckt at 220 KV S/s Maihar end the Ckt was test charged but the feeder did not hold and again tripped due to pole discrepancy, consequently following feeders also tripped due to jerk:-

220 KV Katni – Maihar Ckt. 132 KV Maihar – Kymore Ckt. Due to the above tripping interruption occurred at 220 KV S/s Maihar, 132 KV

Amarpatan, 132 KV Maihar cement, 132 KV Reliance cement & 132 KV KJS cement and there was load loss of about 119 MW, 23.8 MWH. There was no generation loss and System was normalized in due course of time.

5. System Disturbance on 15.04.2016 at 220 KV S/s Rewa & Sidhi : On dated 15.04.2016 at around 09:30 Hrs. M.P system was normal and frequency of National Grid was 49.88 Hz. At around 09:41Hrs. 220 KV Rewa – Birsinghpur (SGTPS) ckt tripped on transient fault from SGTPS end only. Thereafter complete load of 220 KV S/s Rewa shifted on 220 KV Sidhi – Rewa Ckt and 220/132 KV, 160 MVA X’mer at 220 KV S/s Sidhi, resulting in overloading and tripping of

220 KV Rewa – Sidhi Ckt. 220 /132 KV, 160 MVA X’mer at 220 KV S/s Sidhi. Due to the above tripping interruption occurred at 220 KV S/s Rewa, 220 KV S/s Sidhi,

132 KV Rampur Naiken, 132 KV S/s Beohari, 132 KV S/s Sidhi, 132 KV S/s Deosar, 132 KV S/s Mauganj, 132 KV S/s Katra, 132 KV S/s Mangawan, 132 KV S/s Sagar and there was load loss of about 233MW, 58.25 MWH. There was no generation loss and System was normalized in due course of time.

6. System Disturbance on 18.05.2016 at ISP HPS: On dated 18.05.2016 at around 02:15 Hrs. M.P system was normal and frequency of National Grid was 50.03Hz. Prior to fault Unit No # 1 & Unit No. # 8 of ISP HPS were on Bar. At around 02:19 Hrs. 400 KV ‘R’- Phase CVT of 400 KV Main Bus – B at ISP Burst creating bus fault at 400 KV Main Bus – B at ISP. 400 KV Bus Bar Protection operated resulting in tripping of following connected feeders and unit at ISP HPS:- Agenda Of 52nd OCC Meeting Of M.P. 36

400 KV ISP – Nagda Ckt. 400 KV ISP – Sarni Ckt. 400 KV ISP – Indore Ckt – I. 400 KV ISP – Indore Ckt – II. ISP HPS Unit No. # 1. ISP HPS Unit No. # 8.

Due to the above tripping there was no load loss in any area. There was generation loss of about 215 MW or 361.16 MWH and System was normalized in due course of time.

7. System Disturbance on 18.05.2016 at 220 KV S/s Birsinghpur : On dated 18.05.2016 at

around 14:50 Hrs. M.P system was normal and frequency of National Grid was 49.94Hz. Prior to fault 220 KV Bar Protection, 220 KV Bus Coupler Breaker and 220 KV Bus Tie Breaker at 220 KV S/s Birsinghpur was out of service, hence 200 KV Main Bus – I and 220 KV Main Bus – II was made as Rigid Bus by closing the Main Bus – I isolator and Main Bus – II isolator of 220 KV Birsinghpur – Jabalpur Ckt – I at 220 KV S/s Birsinghpur. At around 14:56 Hrs. on Date 18.05.2016, it is suspected that a transient fault occurred on 220 KV Birsinghpur – Jabalpur Ckt – II close to or at 220 KV S/s Birsinghpur and Ckt tripped from 220 KV S/s Jabalpur only, as the protection cable of the Ckt was out due to theft (as informed by A.E S/s telephonically) at 220 KV S/s Birsinghpur, hence fault persisted and Bus fault occurred at 220 KV S/s Birsinghpur resulting in tripping of all connected feeders from Far end as follows:- 220 KV Jabalpur – Birsinghpur Ckt – I. 220 KV Jabalpur – Birsinghpur Ckt – II. 220 KV Birsinghpur Interconnectot – II, III & IV. 220 KV Railway Traction-I & II. Due to the above tripping interruption occurred at 220 KV S/s Birsinghpur and 132 KV S/s Umaria and there was load loss of about 37MW or 21.58MWH. There was no generation loss and System was normalized in due course of time.

8. System Disturbance on 18.05.2016 at 400 KV S/s Chhegaon : On dated 18.05.2016 at around 17:15 Hrs. M.P system was normal and frequency of National Grid was 49.94Hz. At around 17:20 Hrs.,’Y’-Phase CT of 220 KV Chhegaon – Nepanagar Ckt burst at 400 KV S/s Chhegaon resulting in 220 KV bus fault. Consequently bus bar protection of 220 KV Main Bus – I operated at 400 KV S/s Chhegaon and resulted in tripping of following feeders and transformers:- 220 KV Chhegaon – Omkareshwar Ckt. 220 KV Chhegaon – Nepanagra Ckt. 220 KV Chhegaon – Khandwa Ckt – I. 220 KV Chhegaon – Nimrani Ckt – I. 220 KV Chhegaon – SSTPS Ckt – I. 220/132 KV, 160 MVA X’mer – I, at 400 KV S/s Chhegaon.

220 Incomer of 400/220 KV, 315 MVA X’mer at 400 KV S/s Chhegaon. Due to above tripping there was no interruption in any are and there was no load loss. There was no generation loss and system was normalized in due course of time.

9. System Disturbance on 20.05.2016 at 220 KV S/s Mahalgaon: On dated 20.05.2016 at around 05:00 Hrs. M.P system was normal and frequency of National Grid was 50.03Hz. Prior to fault 132 KV Motijheel – Banmore Ckt – II, 132 KV Jora – Sabalgarh Ckt, 220 KV Bina – Mahalgaon Ckt and 220 KV Bina – Datia was open for load management. At 08:15 Hrs., ‘Y’-Phase CT of 220 KV Bina – Mahalgaon Ckt (which was ideally charged from 220 KV S/s Mahalgaon end) burst at 220 KV S/s Mahalgaon, resulting in 220 KV Bus Fault and 220 KV Bus Bar Protection operated at 220 KV S/s Mahalgaon. Consequently following feeders and X’mer tripped:- 220 KV Mahalgaon – Bina Ckt. 220 KV Mahagaon – Datiya Ckt. 220 KV Mahalgaon – Gwalior (PGCIL) – I. 220 KV Mahalgaon – Gwalior (PGCIL) – II. 220/132 KV, 160 MVA X’mer – I & II at 220 KV Mahalgaon. 220/132 KV, 120 MVA X’mer – III at 220 KV Mahalgaon Due to above tripping there was no interruption in any area and there was no load loss. There was no generation loss and System was normalized in due course of time.

10. System Disturbance on 23.05.2016 at Tons HPS : On dated 23.05.2016 at around 14:20 Hrs. M.P system was normal and frequency of National Grid was 50.06 Hz. Prior to fault Tons Unit # 1 was on bar and 220 KV Tons – Kotar Ckt tripped at 14:22 Hrs. as earth was broken at Loc. No. 49-56 and was declared faulty. At around 14:50Hrs. Lighting cable of tower lighting of switchyard fallen on 220 KV Main Bus – 2 due to heavy storm and rain. Consequently 220 KV Bus fault occurred at Tons HPS and following feeders and transformer tripped:-

221 KV Tons – Rewa Ckt – I & II. 220 KV Tons – Satna Ckt. Unit No. # 1 at Tons HPS.

Due to above tripping there was interruption at Tons HPS but there was no load loss. There was generation loss of about 105 MW and System was normalized in due course of time.

11. System Disturbance on 25.05.2016 at 220 KV S/s Maihar: On dated 25.05.2016 at around 12:20 Hrs. M.P system was normal and frequency of National Grid was 49.98 Hz. Prior to fault 220 KV Maihar – Satna (PGCIL) Ckt, 132 Kv Satna – Maihar Ckt, 132 KV Kymore – Satna Ckt and 132 KV Amarpatan – Jhinna Ckt was open for load management. At 12:23 Hrs., 220 KV Katni – Maihar Ckt tripped on transient fault due to adverse/bad weather. Consequently complete load of 220 KV S/s Maihar was fed through/shifted on 132 KV Maihar – Kymore Ckt. thereafter at 12:25 Hrs. 132 KV Maihar – Kymore Ckt also tripped due to disk puncher at tower Loc. No.17. Further due to heavy rain & storm 132 KV Katni – Kymore Ckt – I & II tripped at 12:32 Hrs. Due to the above tripping there was interruption at 220 KV S/s Maihar, 132 KV S/s Amarpatan & 132 KV S/s Kymore and there was load loss of about 56.8 MW, 13.41MWH. There was no generation loss and System was normalized in due course of time.

12. System Disturbance on 25.05.2016 at Tons HPS: On dated 25.05.2016 at around 11:50 Hrs. M.P system was normal and frequency of National Grid was 50.05 Hz. After the above arrangement complete load of 220 KV S/s Rewa & 220 KV S/s Sidhi was being fed radially through 220 KV Tons – Rewa Ckt – I & 220 KV Tons – Rewas (tap Sirmour) Ckt – II. At 11:59 Hrs. on 25.05.2016, transient flasover occurred in B-Phase wave trap of 220 KV Kotar – Satna Ckt at 220 KV S/s Kotar due to heavy storm & rain, resulting in tripping of 220 KV Satna – Kotar Ckt & 220 KV Tons – Kotar Ckt from both ends respectively. Simultaneously in 220 KV Bus Bar Protection operated at Tons HPS resulting in tripping of all 220 KV connected feeders and transformers as below:- 220 KV Tons – Kotar Ckt. 220KV Tons – Satna Ckt. 220 KV Tons – Rewa Ckt – I. 220 KV Tons – Rewa Ckt – II (tap Sirmour). Due to the above tripping interruption occurred at Tons HPS, 220 KV S/s Rewa, 20 KV S/s Sidhi, 220 KV S/s Sirmour, 132 KV S/s Rewa, 132 KV S/s Sidhi, 132 KV S/s Sagra, 132 KV S/s Katra, 132 KV S/s Mangawan, 132 KV S/s Mauganj, 132 KV S/s Deosar, 132 KV Beohari, 132 KV S/s Rampur Naiken, Jhinna HPS, Silpara HPS & Devlond HPS and there was load loss of about 128MW & 85.33MWH.
