Dear Kirkwood School District Residents:Welcome to the Kirkwood School District (KSD). We

are blessed to have a generous community who supports our work through projects such as this School Directory, which is produced in partnership with the Webster-Kirkwood Times and our local business community. Every community member is a true partner in the important job of educating our children. Our schools are a great source of community pride, and we invite you to participate and get involved.

We encourage you to attend one of our many events including productions performed by our award-winning performing arts program or one of our many athletic events. If you are a senior citizen, please contact us at 314-213-6123 to ask about our “Golden Pass.” The “Golden Pass” is for residents over 60 years of age and allows them to attend most events free of charge.

We are very proud of our tradition of excellence and high student achievement. The district has been named a Missouri “School of Distinction” for academic performance each year since 2001. Kirkwood seniors graduating in 2014 had an average ACT composite test score of 24.1. The national average composite score is 21.0 and the Missouri average is 21.8. The U.S. News and World Report 2015 “Best High Schools” listing ranked Kirkwood High School as the third best public high school in the state of Missouri.

The Kirkwood School District’s growing enrollment (600 resident students since 2009) validates our excellent schools and strong municipalities within our attendance area. Student enrollment is a key factor that influences the district’s expenditure budget, because we must hire more teachers to maintain class size ratios within the desired range. The district has been able to balance our expenditures and revenues over the last few years, thanks to cuts made to non-classroom positions and supply budgets, but this delicate balance is not sustainable for the long term. In order to maintain the current level of student programs and services, desirable class sizes and safe schools, the Board of Education voted to place an operating tax levy of 78 cents per $100 of assessed valuation on the ballot for Nov. 3, 2015. If voters approve the tax proposal, a house appraised at $250,000 would see an approximate increase of $370 on the tax property bill. We are excited about the soon-to-be completed Walker Natatorium, on the campus of Kirkwood High School, which was made possible through a $10 million grant from the Earl E. and Myrtle E. Walker Foundation. The Walker Natatorium will be one of the most modern and well-equipped aquatic facilities in the St. Louis area. The Kirkwood School District Foundation has launched the “Legacy Fund for the Walker Natatorium” campaign to help offset the operating costs of the facility. PREPARING FOR THE SCHOOL YEARNEW STUDENT ENROLLMENT

All students new to the Kirkwood School District enroll at their individual schools. If you do not know which school your child will attend, please call the Office of Student Services at 314-213-6105.

New students will be asked to furnish the following items at the time of enrollment: official copy of birth certificate, Social Security number, a completed physical examination form with immunization record, and two documents showing proof of residency in the school district. Proof of residency documents include utility bill, real estate deed, lease agreement and personal property tax receipt.

ELEMENTARY SCHOOL ENROLLMENTNew elementary students enroll through

their home school office. Parents/guardians should phone their child’s school for an appointment. Incoming kindergartners must be 5 years old before Aug. 1, 2015, in order to enter school in the fall.

NIPHER MIDDLE SCHOOL ENROLLMENTNew students attending Nipher Middle

School may enroll by contacting the school office at 314-213-6180.

All incoming sixth graders are invited to the Nipher Orientation held at the school on Aug. 14, from 8 a.m. to 12 p.m. All currently enrolled seventh and eighth graders are invited to attend one of two Back to School Orientation days: Aug. 10, from 2 p.m. to 6 p.m. or Aug. 11, from 9 a.m. to 12 p.m.

NORTH KIRKWOOD MIDDLE SCHOOL ENROLLMENT

New students attending North Kirkwood Middle School (NKMS) may enroll by contacting the school office at 314-213-6100, ext. 7303.

All currently enrolled NKMS students in grades 6-8 are invited to attend our one-day orientation held at school on Aug. 10, 10 a.m. to 7 p.m. 6th Grade Parent Only Open House on Aug. 11 from 6 to 8 p.m.; 7th and 8th Grade Parent Only Open House on Aug. 13 from 6 to 8 p.m.

KIRKWOOD HIGH SCHOOL ENROLLMENTAll new and returning Kirkwood High

School (KHS) students must register for classes before school begins. If you are new to KHS and have not yet enrolled, please call the guidance office at 314-213-6118 to schedule an appointment. Parents/guardians of new students are asked to attend registration with their students.

KHS FRESHMAN ORIENTATION DAYAll ninth-grade students are expected

to attend KHS Freshman Day on Aug. 14, 7:50 a.m. to 12:30 p.m. Students will attend sessions to learn more about KHS academic requirements, behavior expectations and extracurricular clubs and activities. Bus transportation will be provided for students participating in the Voluntary Transfer Program and for eligible resident students.

Ninth-grade students will receive additional information on Freshman Day from their grade level principal in early August. Parents/guardians of ninth graders are invited to attend the first part of this morning.

KHS ORIENTATION DAY FOR NEW STUDENTS GRADES 10-12

New students entering KHS grades 10-12, along with their parents/guardians, are invited to the first part of the morning session of the KHS Freshman Orientation Day on Aug. 14. A letter will be sent to these students in early August describing the agenda pertaining to them.

IMMUNIZATIONMissouri legislation requires every

student to have documented evidence of immunizations meeting all state requirements on file at their school. No student will be allowed to begin school on Aug. 18 unless all immunizations are up-to-date and documented. Parents who have questions concerning immunization requirements may call the Office of Student Services, 314-213-6105.

BUS TRANSPORTATIONTo be eligible for free bus transportation

to and from school, a student must live one mile or more from an elementary school, one and one-half miles or more from middle

school, or two miles or more from the high school. Students who do not qualify for free transportation may purchase a pass for $492 for the school year if space is available on an existing route. Students who qualify for the free or reduced priced meals may purchase a bus pass at the rate of $128 a year.

First Student Inc., 544 Clark in Kirkwood, has computerized all bus routes for eligible students living in the Kirkwood School District. Information regarding bus transportation was mailed directly to students’ homes in August. If you did not receive transportation information, or have questions, please call First Student at 314-965-6130, or the Office of Student Services, 314-213-6105.

Students who participate in the Voluntary Transfer Program should contact Diane Huwer in the Office of Student Services, 314-213-6105, with questions regarding transportation from the city of St. Louis.

SCHOOL LUNCH & BREAKFAST PROGRAM

The district’s school lunch and breakfast program provides students with well-balanced meals that meet state and federal guidelines. Prices are kept as reasonable as possible.

Lunch Prices for 2015-16:Elementary Students: $2.70Middle and High School Students: $2.85Adults: $3.30Breakfast Prices for 2015-16:Students: $1.95Adults: $2.35

Family income criteria are calculated annually by the National School Lunch and Breakfast programs of the federal government for a reduced-price meal program. All children in district schools receive an application in the fall. Families with children who qualify for the reduced-price program are notified by their schools. Applications are available in all principals’ offices and can be made or changed at any time during the school year if an eligible family experiences an increase in family size or reduction in income.

KIRKWOOD BOARD OF EDUCATION 2015-16

ABOUT THE SCHOOL BOARDThe Kirkwood School District Board of Education, the

teaching and support staffs, parents and community share responsibility for creating successful schools. As elected representatives, the seven-member board of education serves as the governing body for the community’s public school system. The school board sets district policies, selects the superintendent of schools, adopts the annual budget and determines the tax rate. Community participation at board meetings is encouraged, and a forum for public comment is provided at the beginning of each meeting.

The annual school board election is held in April. Board members serve three-year, overlapping terms with two or three members elected each year. School board members, who receive no salary, are committed and concerned citizens who devote countless hours working on behalf of children and the educational interests of Kirkwood School District residents.SCHOOL BOARD MEETINGS

School board meetings are generally held the first and third Monday of each month during the school year and monthly during the summer. Meetings are held in the conference room of the district’s Administrative Services Center, 11289

Manchester Road at 7 p.m. District residents are encouraged to attend and may share their views with the board during time allotted at the beginning of regular meetings.

Residents may also express their views by writing to the Kirkwood Board of Education, 11289 Manchester Road, Mo. 63122-1197. Board members can also be reached through email on the district’s website: www.kirkwoodschools.org. Copies of materials submitted will be provided to all board members.

SCHOOLHISTORY KirkwoodHighSchool(KHS)hasalong,richhistorythatdatesbacktothefoundingof the Kirkwood School District in 1865.High school and elementary students attended school together in a temporary building,which opened in the fall of 1866,and later in the Jefferson Avenue School,thedistrict’sfirstformalschoolbuiltin1869.African-American students attended theBooker T. Washington School, whichopenedin1869onAdamsnearGeyerRoad.In1888,thedistrictbuilttheAdamsAvenueSchool next to the Jefferson School andofferedatwo-yearhighschoolprogramforstudentscompletingtheelementarygrades.In1896,Kirkwoodofferedthefirstfour-yearhighschoolprograminSt.LouisCounty;10students were members of the firstgraduating class in the spring of 1897. In1922, a new high school was built onKirkwood Road, the site of Nipher Middle Schooltoday. The present Kirkwood High School on EssexAvenuewasbuiltin1955ona43-acrecampus.Bothwhite andAfrican-Americanstudents were enrolled to attend high school together for the first time. Thecampus includes the Thomas N. KeatingPerformance Center, a fine arts complexthatfeaturesan821-seattheatre;band,artand vocal music classrooms; and theprivately funded Walker Commons. Thecampus also includes the Earl and Myrtle Walker Science Center, a state-of-the-artsciencefacilitythatwasdedicatedin2007.In addition to taxpayer support of the 2005 bondissuetofundthenewsciencecenter,privatedonorscontributedtoequippingthescienceclassroomsthroughthe“Pioneeringthe Advancement of Science” campaignconductedbytheKirkwoodSchoolDistrictFoundation. In the spring of 2014, updates to the journalism and band classroom spacesbegan. The journalism and band spaceswerelastrenovatedin1995.Therenovationsinclude updated technology and increased square footage. The renovations alsoinclude the high school’s Atlas program,

which offers credit recovery classes to students. A new physical education and sportscenter was completed in fall 2008. Thecenter features two competitive gyms (Denver Miller Gym and the David Holley AssemblyHall),theDavidDamerallFitnessCenter, a dance studio, health classrooms,wrestling room and staff offices. Withsupport from citizens and private donors through the Kirkwood School District Foundation, a new track and synthetic turf were installed inKHSE.L. LyonsMemorialStadium and ready for school and communityuse inOctober 2010. In spring2012, the new track was dedicated as the AlvinMillerTrackinhonorofthe1983KHSgraduate, who is regarded as the bestathleteinschoolhistory.Inthefallof2014,renovationstothestadiumbleacherswerecompleted; the renovations includeaccessibility for the physically challenged,new restrooms, concession and broadcastcenter. The Walker Natatorium on the KHScampusisbeingfundedbyagrantfromtheEarlE.andMyrtleE.WalkerFoundation.Forthe first time in school history, our students will have the opportunity to learn to swim as part of the physical education curriculum, and our aquatic teams will have a home wheretheycanpracticeandcompete.TheWalker Natatorium is scheduled forcompletion by August 2015. Plans for adedicationceremonywillbeannouncedthisfall. The Kirkwood School District Foundation launched a campaign to raise $3 million to establishaLegacyFundandusetheinterestearned from the fund for general operational costs for the pool such as utilities, water testing and balancing and equipmentinspections. The Nipher Middle School building was built in 1921 and officially opened in September 1922 as Kirkwood High School (KHS), the community’s new high school. Before its construction, secondary students attended school with elementary-age children in one of the district’s first buildings, a four-room brick school built in 1869 at Adams and Jefferson. A few years after KHS opened on Kirkwood Road, a separate south building was built in 1929 to house seventh and eighth grade students in a junior high school.

Following the tradition of naming public schools for outstanding community citizens, the board of education chose to the name the junior high school in honor of Dr. Francis E. Nipher, who had been a distinguished educator and professor at Washington University in St. Louis. The north building housed Kirkwood High School until its move in 1954 to its present location on Essex Ave

During reorganization in 1976, Nipher Junior

High School became Nipher Middle School to house grades 6 through 8 with grade 9 moving to Kirkwood High School.

Renovations resulting from a 1993 tax/bond issue included construction of a two-story addition in the front of the building to house a new library/media center, computer labs, classrooms, the main school and counselors’ offices as well as technology and other building improvements. In 2005, a two-part bond initiative funded infrastructure improvements at the school.

In November 2010, the KSD community overwhelmingly approved Proposition 1, a $33.5 million bond issue to support the district’s master facilities plan. Prop 1 renovations at Nipher included the construction of a three-story addition to house six, state-of-the-art science classrooms. The new science facility opened for students in the 2012-13 school year. In the summer of 2013, front entrance renovations occurred to improve building security.

The Nipher building is a designated historical landmark and its recent additions continue to reflect the original design of William B. Ittner, renowned school architect.

Designated as a Missouri Gold Star School, Nipher is proud of its students and their achievements. Nipher students consistently excel in academic competitions that include FIRST Robotics, Science Olympiad, Geography Bee, math and musical competitions. The dedicated staff is committed to character education and to helping all students develop a sense of belonging in the Nipher learning community. In addition to providing rigorous learning experiences, the school offers opportunities for students to explore a variety of interests through plays, musicals, choirs, bands, orchestra, fencing, archery, weight lifting, wall-climbing, intramurals and a wide variety of clubs.

North Kirkwood Middle School (NKMS) was built in 1957 as a junior high school for students in Grades 7, 8 and 9. In 1976, the district began a reorganization of school grade levels and the junior high school became a middle school for Grades 6 through 8 with Grade 9 students moving to Kirkwood High School.

As a result of a tax/bond issue in 1993, a building addition connecting the east and west buildings was completed in 1995 to house the new library/media center, seven classrooms and three computer labs. In 2005, a two-part bond initiative funded infrastructure improvement at NKMS.

In November 2010, the KSD community overwhelmingly approved Proposition 1, a $33.5 million bond issue to support the district’s master facilities plan. Prop 1 improvements at NKMS included construction of a new addition on the west side of the school to house six state-of-the-

art science classrooms. The new science wing opened to students in January 2012. Additional renovations included a new entry to the school from the Ruth parking lot, a new security system and the relocation of the assistant principal’s office.

NKMS is proud of its students and dedicated staff who, with incredible parent and community involvement and support, have created an exceptional learning community. Our school is nationally recognized as a Blue Ribbon School and a Missouri Gold Star School. NKMS has also been named a “Champions for Character” award winner for incorporating service learning throughout our school. Most recently, the Missouri School-Wide Positive Behavior Support (SW-PBS) program recognized NKMS as a Bronze Level Award winner. This award was earned as a result of the many positive behaviors and excellent character

demonstrated by our outstanding students. In an effort to communicate effectively with

MISSOURI GOLD STAR SCHOOLNATIONAL BLUE RIBBON SCHOOL

Keysor Elementary School first welcomed children in September 1930. The school was named for Judge William Winchester Keysor, a prominent Kirkwood citizen and president of the school board in the early 1900s. Designed by renowned school architect William B. Ittner, the building has been expanded several times through additions in 1938, 1949, 1954, 1987 and, most recently, 2012.

Renovation resulting from a tax/bond issue in 1993 included technology and building infrastructure improvements. In 2005, a two-part bond initiative funded infrastructure improvements at Keysor.

In November 2010, the KSD community overwhelmingly approved Proposition 1, a $33.5 million bond issue to support the district’s master facilities plan. Prop 1 funded improvements to Keysor that included

construction of a three-story addition of approximately 30,000 square feet to house classrooms and a gymnasium, renovation of 15,000 square feet of the existing building, and site safety and traffic flow improvements. Work was completed in the fall of 2012, allowing Keysor to welcome all of its kindergarten students and families to their home school.

On May 28, 2013, Keysor officially dedicated their Project IDEA “landscape for learning,” a new outdoor learning and play space on roughly 1.5 acres on the west side of campus. Project IDEA, which stands for Imagination, Discovery, Exploration and Adventure,” is an inclusive space with various play structures plus a walking path, garden lab, soccer field, stage area and other features that support creative learning and a respect for the environment. Designed with students and community members in mind, the

project was funded with support of the Keysor PTO, private donors and community foundations and grants.

Keysor is proud of its students and staff for their consistent focus on learning and achievement. It was named a Missouri Gold Star School in 2011 and 2013, a 2013 Blue Ribbon School of Excellence, and was one of 22 schools nationwide invited to present at the 2014 and 2015 Model Schools Conference. Students and staff adhere to Keysor Pride expectations – being respectful, responsible, honest and kind. Through various efforts, Keysor is intentionally working to develop in students a sense of connectedness to nature and a responsibility to contribute in positive ways to our community and a global society. MISSOURI GOLD STAR SCHOOLNATIONAL BLUE RIBBON SCHOOL

The state of Missouri recognized North Glendale as a National Blue Ribbon School and Gold Star School in 2014.

North Glendale Elementary School opened in the fall of 1938. Two years later the north and south wings were added. In 1964, the south addition was constructed and the gym was rebuilt, moving the school office to its present location in the center of the building. Renovations resulting from a tax/bond issue in 1993 included technology and building infrastructure improvements. In 2005, a two-part bond initiative funded infrastructure improvements at North Glendale. In spring 2008, the school dedicated a new outdoor learning pavilion in honor of Tom Waltz, former principal who retired in 2006. The pavilion was made possible through a grant submitted by the city of Glendale, Kirkwood School District and North Glendale PTO.

overwhelmingly approved Proposition 1, a $33.5 million bond issue to support the district’s master facilities plan. Prop 1 funded improvements to North Glendale that included the construction of a 30,000-square-foot three-story addition consisting of classrooms, a gymnasium and a cafeteria as well as site safety and traffic flow improvements. The cost of the North Glendale improvements was approximately $6.3 million. Work on the project began in June 2010 and was completed in the fall of 2012. North Glendale welcomed all its kindergarten students to their home school in August 2012. In 2013, a new library was created in the old gymnasium area, and the former library was converted into approximately 2,300-square-feet of additional classroom space.

The school often serves as a community focus for its namesake city of Glendale. The school and the city have established a strong partnership for the purpose of combining resources to benefit

children and instruction. In 2010, the Kirkwood School District, North Glendale PTO and the city of Glendale collaborated to build a new school playground and to create a school/community park area.

North Glendale Elementary School is proud to be a school where teachers and support staff are dedicated to doing what is best for students. The school has set high academic and behavior expectations for all. Robinson Elementary School was built in 1929 as a three-story brick building and officially welcomed children in the fall of 1930. The school was formally named the George R. Robinson Elementary School to honor a prominent community member. Mr. Robinson, a co-founder of the Ralston Danforth Commission Co., is remembered for his philanthropic contributions and for establishing youth organizations in the Kirkwood community. Robinson School has expanded through building additions in 1937, 1949, 1953, 1987 and, most recently, in 2012 through Proposition 1. Prop 1 funded improvements including construction of a 25,000-square-foot addition housing classrooms, a gymnasium and cafeteria as well as renovation of 16,000 square feet of the existing building.

The mission of our school states that Robinson students will make a difference in their communities and their lives by acting with habits of resiliency and problem solving. To that end, we believe our responsibilities span beyond our walls.

This year we are thrilled to be able to make use of our new outdoor classroom space. Constructed during the spring of 2015 with funds raised by our PTO, our classroom amphitheater is located in the center of our woods, surrounded by nature trails. We look forward to continued work in 2015-2016 to further improve our outdoor spaces so we can integrate more and more outdoor experiences into the school day. We also responsibly connect with the larger world by thoughtfully

integrating technology into our instruction, giving our students a chance to make meaningful connections around the corner and around the globe. The staff of Robinson is committed to preparing students for their role in an increasingly digital world, while also teaching them the importance of maintaining a balance between the traditional and technological.

Opened in the fall of 1946, Tillman Elementary School was named in honor of Frank P. Tillman, Kirkwood Superintendent of Schools from 1924-47. The west end of the building is the original structure, which expanded with middle and east sections added in 1951. A gymnasium was built in 1964. In 1987, a three-floor classroom addition was added to the back of the building. Six new classrooms in a one-floor addition were built in 1993.

Renovations resulting from a tax/bond issue in 1993 included a new gymnasium, renovation of the old gym into a cafeteria/auditorium, technology infrastructure, air conditioning, ADA compliance, and interior upgrades. In 2005, a two-part bond initiative funded improvements at Tillman that included new domestic/fire mains, new fire alarm system, replacement of restroom

pipes, tuckpointing, exterior door replacements, and asphalt sealing. During the summer of 2013, interior renovations of approximately 6,300 square feet of first floor spaces were completed to improve the security and handicapped accessibility within the building.

The school is proud to have achieved “Gold Level” recognition by the Missouri Department of Elementary and Secondary Education for its implementation of the school-wide Positive Behavior Support program. Also, Tillman received two Promising Practices from the Character Education Partnership, recognizing the school’s “Celebrating You” Abilities Awareness Assembly and the Character Council.

As Tillman Trailblazers, our students and staff explore new opportunities. Our motto is “Together Everyone Achieves More” and is

focused on building relationships of mutual respect among all members of the learning community. The original Westchester Elementary School building was completed for the opening of the 1956-57 school year with a starting enrollment of 149 students. The school is located near Des Peres on approximately 10 acres and includes a wooded wildlife area on the east boundary. The original structure is now the south wing and cafeteria area of the present building. Additions were completed in 1958 (north wing) and in 1964 (east wing).

In 1993, a second gymnasium was added and other renovations resulting

from a tax/bond issue that included air-conditioning, technology infrastructure and interior upgrades. In 2005, a two-part bond initiative funded infrastructure improvements at Westchester that included new domestic fire main, new fire alarm, tuckpointing, storm line repairs, north gym walls painted and asphalt sealing. In 2013, interior renovations of approximately 2,175 square feet were completed to improve building security.

Westchester is proud to be the home of the “Westchester Winners.” Westchester

celebrated its 50th anniversary in 2006-07. The school was named a No Child Left Behind Blue Ribbon School in 2007. Westchester also received the Missouri Gold Star recognition in 2007 for achieving academic excellence. For the past seven years, Westchester has been recognized by the Missouri Department of Elementary and Secondary Education as a “Gold Level” school for its implementation of the school-wide Positive Behavior Support program, in conjunction with its Character Education program.

Kirkwood Early Childhood Center (KECC) is a licensed and fully accredited early education center serving children and families prenatal until the start of kindergarten. KECC is open year round, 6:30 a.m. to 6 p.m., Monday through Friday, and offers a variety of full- and half-day programs to meet the individual needs of families with preschool children.

KECC opened in 1991 with 70 children enrolled in six classrooms housed in the former Hough Elementary School building and an adjacent one-story wing. In May of 2002, KECC moved into a new and greatly improved facility which features 12 spacious classrooms designed for preschool-age children, full gymnasium, screening and developmental assessment spaces, and a Discovery Room. An enhanced security system and many other new features make KECC a world-class facility. In addition, KECC is now licensed to serve 399 children. The new building is part of the Hough Community Learning Center complex.

KECC provides several options and a variety of programs for early childhood education. These programs include a full-day preschool program, half-day preschool, Parents as Teachers, and Early Childhood Special Education programs. In addition, a Summer Adventure program is available for children who have completed kindergarten

through 5th grade. KECC offers Adventure Club before- and after-school programs at all five Kirkwood elementary school locations.

The curriculum in KECC classrooms is developed to allow each child and family to become personally involved in the adventure of learning. This includes cognitive development in math, science, pre-reading, art and social studies; social/emotional development; language development; music and movement; field sports, water play and gross motor/gym activities. Educational assessments and developmental checklists are administered in October and March based on observations of developmental milestones. The results are shared with parents during parent-teacher conferences. Services for students with developmental disabilities or delays are readily available by an outstanding staff of special educators located within the building. This staff also provides outreach services to our community preschools.

The dedicated staff is committed to providing a nurturing and inclusive, yet challenging learning environment for young children throughout the various programs offered at the center. KECC is proud of the longevity of its highly qualified staff members who engage in a minimum of 15 hours of professional development annually. KECC has received recognition for being a “Positive

Behavior Support” award-winning school. The center is a member of the St. Louis Association for Education of Young Children (SLYAEC), the Child Day Care Association, Missouri Board of Voluntary Accreditation and a participant in the USDA Food Program. KECC also offers, on a limited basis, a sliding fee scale for reduced tuition. There typically is a long waiting list, so it is recommended to call well in advance to reserve a spot on the list. The Parents as Teachers (PAT) program offers information about early childhood development and support for expectant parents and parents of children from birth until kindergarten eligibility age. PAT is free and voluntary and open to all parents in the Kirkwood School District. In 2014-15, PAT provided services to approximately 550 Kirkwood families.

The PAT program offers a variety of services designed to help all children receive the best possible start in life. These programs include home visits conducted by an early childhood specialist; group connections on childhood topics such as discipline, toilet teaching, sleep issues and sibling rivalry; community resources for parents and children; and screenings for hearing, vision, health and overall development.

PROTECTION OF PUPIL RIGHTS AMENDMENT (PPRA)The Protection of Pupil Rights

Amendment (PPRA) (20 U.S.C. § 1232h; 34 CFR Part 98) applies to programs that receive funding from the U.S. Department of Education (ED). PPRA is intended to protect the rights of parents and students in two ways:

• It seeks to ensure that schools and contractors make instructional materials available for inspection by parents if those materials will be used in connection with an ED-funded survey, analysis, or evaluation in which their children participate; and

• It seeks to ensure that schools and contractors obtain written parental consent before minor students are required to participate in any ED-funded survey, analysis or

evaluation that reveals information concerning:

1. Political affiliations;2. Mental and psychological

problems potentially embarrassing to the student and his/her family;

3. Sex behavior and attitudes;4. Illegal, anti-social, self-

incriminating and demeaning behavior;

5. Critical appraisals of other individuals with whom respondents have close family relationships;

6. Legally recognized privileged or analogous relationships, such as those of lawyers, physicians and ministers; or

7. Income (other than that required by law to determine eligibility for participation in a program or for

receiving financial assistance under such program).

Parents or students who believe their rights under PPRA may have been violated may file a complaint with ED by writing the Family Policy Compliance Office. Complaints must contain specific allegations of fact giving reasonable cause to believe that a violation of PPRA occurred.

SPECIAL SCHOOL DISTRICT (SSD) PUBLIC NOTICEAll responsible public agencies are required

to locate, evaluate, and identify children with disabilities who are under the jurisdiction of the agency, regardless of the severity of the disability, including children attending private schools, children who live outside the district but are attending a private school within the district, highly mobile children, such as migrant and homeless children, children who are wards of the state, and children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The Kirkwood School District assures that it will provide a free, appropriate public education (FAPE) to all eligible children with disabilities between the ages of 3 and 5 under its jurisdiction. The Special School District of St. Louis County (SSD) assures that it will provide a free, appropriate public education (FAPE) to all eligible children with disabilities between the ages of 5 and 21 under its jurisdiction. Disabilities include autism, deaf/blindness, emotional disorders, hearing impairment and deafness, intellectual disability, multiple disabilities,

orthopedic impairment, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, visual impairment/blindness and young child with a developmental delay.

The Special School District of St. Louis County (SSD) and the Kirkwood School District assure that they will provide information and referral services necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for the Missouri First Steps program.

The Special School District of St. Louis County (SSD) and the Kirkwood School District assure that personally identifiable information collected, used, or maintained by the agency for the purposes of identification, evaluation, placement or provision of FAPE of children with disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guardians may request amendment to the educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right

to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA).

The Special School District of St. Louis County (SSD) and the Kirkwood School District have developed a Local Compliance Plan for the implementation of State Regulations for the Individuals with Disabilities Education Act (IDEA). This plan contains the agency’s policies and procedures regarding storage, disclosure to third parties, retention and destruction of personally identifiable information and the agency’s assurances that services are provided in compliance with the General Education Provision Act (GEPA). These plans may be reviewed at the Special School District of St. Louis County (SSD) or the Kirkwood Central Office during regular school hours on days school is in session. This notice will be provided in native languages as appropriate.

FAMILY EDUCATIONAL RIGHTS & PRIVACY ACT (FERPA)Annual Notification/Student Records

The protection of student rights has always been a top priority of the Kirkwood School District. This document is distributed annually to all parents and students in order to comply with state and federal requirements to notify the parents/guardians and eligible students of their rights with respect to the student’s educational records.

In general, a student’s educational record includes any information maintained by the school district, which contains information directly related to a student. A major exception would be a personal record kept by a staff member if it is kept in the sole possession of the maker of the record and is not accessible or revealed to any other person except a temporary substitute for the maker of the record.

The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age certain rights with respect to the student’s education records. These rights are:

1. The right to inspect and review the student’s education records. Parents or eligible students should submit to the school principal a written request that identifies, as precisely as possible, the record(s) they wish to inspect. The school official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

2. The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate or misleading. Parents or eligible students may ask the school to amend a record that they believe is inaccurate or misleading or in violation of the student’s privacy. They should write the principal or appropriate official, clearly identify the part of the record they want to change and specify why it is inaccurate or misleading. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment.

3. The right to consent to disclosure of personally identifiable information contained in the student’s education records except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure

without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member; a person serving on the school board; a person or company with whom the school has contracted to perform a special task; or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the school discloses education records without consent to officials of another student district in which a student seeks or intends to enroll.

4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the school with the requirements of FERPA. The name and address of the office that administers FERPA is the Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Ave., SW, Washington, D.C. 20202-4605.

5. Directory information may be released by school officials. This includes print and electronic publications of the school district that, if disclosed, would not be considered as determined by the Kirkwood School District as harmful or an invasion of privacy. This information may be released without prior written consent to parent and student organizations for marketing purposes; such as for “buzz” books produced in the fall, and to outside organizations including, but not limited to, companies that manufacture class rings or publish yearbooks in the spring. In addition two federal laws require local educational agencies (LEAs) receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to provide military recruiters, upon request, with three directory information categories – names addresses and telephone listings – unless parents have advised the LEA that they do not want their student’s information disclosed without their prior written consent. Such information is also considered a “public record” which must be released upon demand to

any person who requests it, under the Missouri Sunshine Law. If a parent, guardian, person acting as a student’s parent in absence of a parent or guardian, or the student (if 18 or older) does not want the district to release the information listed below, they must notify the district in writing within 10 days of receiving this notification of the information they do not want released.

The following “Directory Information” may be released without obtaining parental consent:

Student’s name, parent’s name, address, telephone number, electronic mail address, date and place of birth, grade level, major field of study, enrollment status, participation in officially recognized activities and sports, photographs, weight and height of members of the athletic teams, dates of attendance, degrees, honors, awards received, most recent previous school attended.

The district has determined that the Voluntary Interdistrict Choice Corporation (VICC) and its officers, employees and agents are school officials with legitimate educational interests because they act for and on behalf of the district with respect to transfer students and the transfer program, and because they seek to advance the interest of both. A transfer student’s attendance records and other educational records relevant to the student’s participation in the program or to the program itself may accordingly be disclosed to VICC without obtaining written consent from the parent/guardian or eligible student.

VOLUNTEER & COMMUNITY MENTOR PROGRAMSKirkwood School District parents and

community volunteers have long contributed to making Kirkwood schools the best learning environments for children by donating their time and talents in a variety of ways. Volunteers assist classroom teachers, work with individual students, perform clerical duties, plant shrubs and flowers, or help school nurses and librarians.

In addition to the committed volunteers from each school’s PTO, other adults impact students’ lives through several mentor/role model programs. Kirkwood

Community Mentors seeks adults in our community who will serve as role models and provide positive supports to students at all grade levels. Helping students establish positive goals and improve their academic performance takes no more than 60 minutes of your time a week. OASIS (Older Adults Service Information System) is a national organization that provides financial support and resources to

train tutors. Older adults are trained to serve as language arts tutors in Kirkwood elementary schools. Monthly sharing and training meetings for OASIS tutors are conducted in the district’s central office. OASIS training sessions for new tutors occurs annually at the beginning of each school year. SPECIAL EDUCATION PARENT ADVISORY COUNCILThe Kirkwood Special Education Parent

Advisory Council (PAC) was developed to provide professional and supportive connections among parents and school staff who share an interest in promoting the education of children with disabilities. Each school has several parents who

represent their school on the district-level PAC. These parents also work with their schools to support families of students with special needs. Kirkwood’s district-level PAC meets several times each year to share information and seek input from parents on district planning for special

education and related supports for students. These meetings are open to everyone and are listed on the Special Programs Website and in the Parent Handbook and Buzz Book each year.

VOLUNTARY TRANSFER PROGRAM ATTENDANCE AREA THREE
