Joint ventures

Twickenham Station£8.5 million of station improvement works are planned including a new landmark station building, a public plaza the size of five tennis courts, more shops and a 250% increase in secure cycling spaces.

We can deliver a range of property-led services alongside our joint venture partners, from development management and project delivery through to asset and estates management.

FOUR Waterside, Northampton Northampton Borough Council has selected Kier Property as its development partner in regenerating the St Peter’s Waterside scheme as part of the Northampton Enterprise Zone.

Within this is FOUR Waterside, a 225,000 sq ft development of high-quality office buildings, which will form the heart of Northampton’s business quarters for many years to come.

An important part of our brief has been to attract occupiers by creating a brand around the name FOUR, positioning the development as “an environment where your business can succeed and your staff can excel.”

The site will be part of an enhanced gateway into Northampton, close to the University’s new Innovation Cube which was also built by Kier.

3 Sovereign Square, Leeds This joint venture with Bruntwood provides over 80,000 sq ft of grade ‘A’ office accommodation alongside 10,000 sq ft of retail and leisure space in a six-storey building that offers a link between Leeds city and the planned South Bank development.

Before completion, the majority of the building was pre-let to the Addleshaw Goddard law firm. Kier and Bruntwood sold the building to Leeds City Council in July 2016, in what was believed to be the largest UK property deal to take place following the Brexit referendum.

Solum Kier and Network Rail have created Solum, a joint venture company that exists to upgrade and maximise the asset value of railway land.

Network Rail had historically approached development on a property-by-property basis. The multiple-site structure of Solum creates a longer-term working relationship for both parties with guaranteed capital receipts for Network Rail and a development pipeline for Kier. The main objective of the joint venture is to enhance development value over and above existing asset value and upgrade stations.

Working with occupiers, we have completed mixed use development projects at Epsom, Walthamstow and Christchurch. Other schemes include Haywards Heath, Guildford, Redhill, Bishop Stortford, Maidstone East and Surbiton.

Emergency services and healthcare

We have wide-ranging experience of working alongside construction partners to deliver integrated solutions for public authorities, from finding sites and releasing old ones, to overseeing the build and providing facilities management services.

Examples in the emergency services arena include:

Gloucester Fire and Rescue Authority Kier designed and built six new fire stations in strategic locations across the county to improve response times. As well as housing fire engines, rescue boats and 4X4 vehicles, the stations included accommodation, office facilities and community rooms. We also delivered a training building and a Community Life Skills Centre, where groups from across the county gain skills needed to help reduce and prevent accidents.

London Fire Brigade Working with DIF and our construction team, we have designed and built nine community fire stations across London. Following handover to the London Fire and Emergency Planning Authority, Kier will maintain the stations over a 25-year concession period.

Norfolk and Suffolk Police Investigation Centres (PICs) Working closely with partners in the Justice Support Services consortium, we delivered six PICs across the two counties offering a total of 140 cells as well as specialist forensic and photographic units, interview rooms and other facilities. The PICs are designed and built with high levels of sustainability in mind. Features include efficient thermal insulation, ground-source heat pumps, solar panels, low water use fittings and low-energy lighting.

North Kent Police Headquarters This new three-story building in Gravesend, housing up to 472 officers and staff and including 40 cells, is a key element of the Police Authority’s project to replace its Victorian estate. Featuring a geothermal heat pump, it was built with particular sensitivity due to its close proximity to an abstraction point.

Gloucestershire Fire and Rescue AuthorityWhen Kier built four new fire community stations for the Gloucestershire Fire and Rescue Authority, our integrated ‘one-stop’ approach provided the client with certainty of delivery and laid the foundations for a long-term investment relationship.

Our experience within the health sector includes investments in private patient unit schemes, care homes and strategic estates partnerships.

Recent healthcare projects include:

Garrett Anderson Centre, Ipswich This four-storey, 9,000 sq ft extension to Ipswich Hospital provides a new A&E department (including treatment, resuscitation and x-ray rooms), a Critical Care department, Day Surgery and Short Stay Ward. It was built by Kier Construction, and Kier Services provide 24/7 engineer support, hard FM, helpdesk, a life cycle management programme and utilities services.

Hinchingbrooke Treatment Centre This state-of-the-art facility at Hinchingbrooke Hospital, which provides diagnosis and clinical support for 50,000 patients each year, is a winner of the NHS Innovation Award for Design & Build. The two-storey, 91,800 sq ft centre was built by Kier Construction, with Kier Services providing non-clinical services including cleaning, catering and portering.

The innovative mixed-use solutions we offer cover all asset classes and help enable our clients to extract the greatest possible value from their property portfolio.This is because returns from a range of uses can drive higher value that can be used to fund and deliver complete property solutions for occupiers, with higher-value users “pump-priming” the rest of the site.

In today’s market, it is becoming more important to create mixed-use sites, and Kier’s broad-based expertise and integrated approach places us at the forefront of developing this area.

Ordnance Survey A prime example of our approach is our work with Ordnance Survey (OS), which saw Kier deliver a new 175,000 sq ft headquarters in Southampton. While the existing city-centre site was in an excellent location, the old estate included tired office and industrial buildings. OS was keen to have a modern headquarters that would allow it to introduce new working practices.

A key factor in financing the development was our ability to maximise value from the existing site to part-finance the new building. By completing a single transaction with Kier for both the new site and the disposal of the old one, OS successfully avoided waste, to receive high-quality levels of service and innovation. We secured planning permission on the old site for a residential-led mixed use scheme.

Mixed-use development

Ordnance Survey, SouthamptonThe OS development included an acoustic wall parallel to the building’s front elevation, to minimise noise from the adjacent M271. Although this feature increased build costs, it reduced background noise to allow a more sustainable form of mixed-mode ventilation. The cost was therefore offset against as there was no need for a fully integrated air conditioning system.

In creating the new building, which achieved a BREEAM “excellent” rating, we worked very closely with OS and its advisers to ensure that it met all their requirements and made the most efficient use of available space. Exploring life-cycle costs and long-term maintenance, enabling us to influence plant and equipment specification ahead of fit out.

Reading Gateway One of the UK’s most significant current regeneration projects is the mixed-use development currently underway on Kier’s 20-acre Reading Gateway site, which has stood empty since Hewlett Packard relocated in 2006.

The scheme consists of 175 new homes, 12 commercial units, two car showrooms, three retail warehouse units totalling close to 50,000 sq ft, a 120-bedroom hotel for Premier Inn, a public-house, a coffee shop and a drive-through restaurant.

Even before construction started, there was significant interest in the scheme from a wide range of potential occupiers. Bewley will be developing the residential element, following the sale of the land.

Watford Health Campus, Watford This is a major mixed-use regeneration project aiming to meet Watford Borough Council’s vision for 70 acres of redundant land to the west of the town: “To deliver a new quarter for west Watford, where uses and urban design complement each other. It will provide housing, jobs, community uses, better transport links and new hospital facilities.”

The £240 million-scheme is delivered through a 20-year partnership between Kier, Watford Borough Council and West Hertfordshire Hospitals Trust. Kier’s development expertise, ability to invest equity and strong covenant to secure cost-effective debt are fundamental to its success.

Watford Health Campus, WatfordThe Watford Health Campus scheme will result in 375,000 sq ft of mixed-use, including 650 homes, 140,000 sq ft of office space, a 25,000 sq ft foodstore, 50,000 sq ft of neighbourhood retail, 110,000 sq ft of light industrial space, a 120-bed hotel, an energy centre and new road and green infrastructure being delivered over a 15-20 year programme.

The Penda Property Partnership We are working closely in a three-year programme with Staffordshire County Council and the local Police and Crime Commissioner (PCC) to transform surplus and under-used council and police buildings to bring new jobs, redevelopment and investment to the county.

Working together as the Penda Property Partnership, we are reviewing the current use of properties to identify which of the approximately 450 buildings and offices collectively belonging to the Council and the Office of the PCC have the potential to be developed further.

According to Nigel Turner, Kier’s Executive Director - Development, Property and Business Services, “This unique partnership allows us to deliver new projects together alongside greater operational efficiencies and value for money for our partners.”

Creating mixed-use communities

Princes Gate, CatterickThe £150,000 sq ft development of Catterick Garrison town centre began in May 2014 and was completed by summer 2015. Tenants include retailers such as Brantano, Sports Direct, Boots, Iceland, Poundland and Cotswold Outdoor, as well as leisure operators Greene King (Hungry Horse), Costa, Subway, Thomas the Baker and KFC.

When it comes to creating fully integrated mixed-use communities, our expertise in working across sectors including retail, office, residential and leisure is an important factor in our ability to meet the widest range of client needs.

Catterick Garrison One example of our experience in this area is Catterick Garrison in North Yorkshire. This is home to the British Army’s largest UK-based training establishment and to a population of around 13,000 people who are directly dependent upon its presence. In recent years, the Ministry of Defence (MoD) and Richmondshire District Council have been keen to create a vibrant and thriving town centre.

An important new part of this is the Princes Gate development, delivered by Lingfield (Catterick) Ltd, a joint venture between Kier and Lingfield Securities. This £30 million retail and leisure development is fully let, with tenants including Empire Cinemas, Premier Inn and Next.

Student accommodation

We invest in and develop high-quality accommodation for students across the UK, delivering over 2,500 beds to date.

Our approach is flexible, ranging from direct-let development schemes and university-procured projects secured through the OJEU and competitive dialogue process. We are able to seek opportunities, through freehold purchases, long-leasehold arrangements or joint ventures.

The strong cash position and resources of Kier fully complement our expertise in delivering PFI initiatives and enable us to grow in this sector.

Recent and current projects include:

University of Salford This £78 million university-procured student accommodation project at the University of Salford’s Peel Park campus provides over 1,300 student bedrooms. The facilities include single en-suite units with shared kitchen and common spaces, and self-contained family units for postgraduates.

The new student village offers a 'home from home' experience within a sustainable environment and gives students a variety of social and academic spaces. These include informal and formal learning areas, communal space that contributes towards promoting social interaction and the building of friendship, and open and private courtyards that enable outdoor recreation, learning and socialising.

“The view I was able to get from these buildings into the park and of the urban skyline in the distance is simply stunning. University of SalfordOur structured finance proposition with the University of Salford was for the delivery of a student village providing 1,364 beds and communal facilities.

Glasgow UniversityThis direct-let student accommodation project involved the conversion of two office buildings in the West End of Glasgow.

Comprising a total of 135 en-suite cluster bedrooms and 129 self-contained studio units, Clifton House and Stewart House were refurbished by Kier, with practical completion for both sites achieved before the start of the academic year.

Newcastle University As part of Kier’s strategy of acquiring land and property to deliver a full range of direct-let student facilities, we are transforming a former nightclub in Newcastle city centre into a high-quality residence with 329 bedrooms. The development will also include 5,000 sq ft of retail and leisure space. We are working with Sodexo to operate and market the scheme.

Southampton Solent UniversityWe have bought a 2.26-acre site at East Street in Southampton to develop a 423-bed student accommodation scheme offering a variety of room types and communal facilities. Close to Southampton Solent University and the city centre, the scheme forms part of a drive to regenerate Southampton. This also includes the Mapmakers development, where Kier is also delivering 66 homes on the site of the formers Ordnance Survey headquarters.

East Street, SouthamptonThe cluster flats, studios and townhouses will all have access to an array of communal spaces that include: cinema room, study spaces, kitchen, and a spacious courtyard for outdoor studying and socialising.

Kier is continuing to build a very strong mixed-leisure and retail portfolio. This comprises community schemes (which include local retail facilities offered on the high street), as well as food and non-food developments.

As ever, our approach to development focuses on occupier requirements and the need wherever possible to avoid over-complex development solutions.

Waterfront Leisure, Walsall We are the developer on this £65 million redevelopment of the Walsall Waterfront, which will regenerate over 17 acres and provide a new leisure destination for the community.

The 64,500 sq ft cinema element is operated by The Light Cinemas, generating around 230 jobs for local people. Other leading brands to have signed up to the scheme include John Lewis, Costco, Travis Perkins, Hennes, New Look, B&Q, Costa Coffee, Whitbread, Travelodge, Pizza Hut, Bella Pasta and Chiquito.

Bespoke occupier solutions

We engaged with the local community throughout the planning process and undertook a two-day consultation event in the New Art gallery that saw over 300 responses in support of the scheme.

Retail and Industrial Park, Sydenham When we purchased this 13-acre site from National Grid, we first developed and built a 120,000 sq ft bulky goods retail park across 10.5 acres. Subsequently, we developed the remaining 2.5 acres speculatively as 75,000 sq ft of trade counter industrial space under our Trade City brand, as we believed there was a shortage of high-quality industrial units in the area. This thinking was immediately vindicated, as the four units comprising Phase I were successfully let to tenants including Halfords Autocentres and the Wolseley Group trading as the Plum Centre.

Travelodge, Hemel Hempstead When we led the mixed-use development of a 3.5-acre site in Hemel Hempstead, this was the first step in the regeneration of the town’s Marylands area. Phase I included a pre-let 108-bed Travelodge hotel, a 4,000 sq ft Mitchells and Butler restaurant (trading as Toby Carvery), a 1,000 sq ft Subway and a 1,000 sq ft Domino’s pizza takeaway.

The Travelodge was completed in record time, using a “Boxclever” construction technique. As a result, it was open in time for the London Olympics.

31 – 36 Foley Street, London The transformation of a 34,000 sq ft building on Foley Street in London’s West End, which provides a new office for Kier. We bought the former BBC building from the BA Pension Fund in early 2016 in partnership with Investec Structured Property Finance. Investec provided a debt facility including funds for the acquisition and future development of the property. The first floor and half of the ground, lower ground and second floors are sub-let.

Transforming education

Our ability to create integrated solutions drawing on the wider expertise of Kier to deliver investment, construction and FM services enables us to operate facilities in many sectors, including education.

As a result, we are working with many public authorities to transform children’s lives at school. Such work often involves creating designs featuring large, multi-functional indoor and outdoor 'streets', a range of teaching and learning environments and the in-built flexibility to meet evolving curricular needs.

Kent Schools Building Schools for the Future (BSF) We delivered 11 Secondary Schools across North Kent. Three of these were PFI facilities that were built in parallel over an 18-month construction period and maintained by Kier.

Within the Local Enterprise Partnership (LEP), we were responsible for and delivered multiple key tasks, including town planning approvals, sustainability matters through design, FF&E (furniture, fixtures & equipment) agreements and school ICT requirements. We delivered these to each school in line with each individual ICT strategy.

Under our Strategic Partnership Agreement with Kent County Council, the LEP also delivered significant numbers of training opportunities, school curriculum sessions and community projects.

Norwich Schools This £79m educational project involved the delivery of six new schools for Norfolk County Council. The schools, built by Kier Construction, were delivered over a phased programme to align with the reorganisation of Norfolk’s school estate.

The schools were designed to form a focal point in local communities to encourage wider community use. They also included photovoltaic cells to generate 10% of the energy load through renewable sources.

Owner occupiers

Trade City Uxbridge. With Phase 1 complete Kier developed Phase 2; a speculative Trade City development of 121,000 sq ft over 11 units.

Trade City Uxbridge Offering 24 light industrial units totalling over 300,000 sq ft, both Phase I and Phase II of the Trade City Kier Park development at Uxbridge have proven to be highly successful speculative schemes. Organisations including AGS Fourwinds and the Driving Standards Agency have taken units here.

R-150 Winsford A new 150,000 sq ft industrial and logistics unit at Winsford Industrial Estate in Cheshire is another joint venture partnership between Kier, Maple Grove and Yorvale, it offers 143,000 sq ft of warehouse space, with 7,000 sq ft of office space and 112 car parking spaces, 31 HGV spaces and 14 dock-level loading doors.

Lyon Way, Frimley Following the purchase of a 13-acre site on Lyon Way in Frimley, we initially developed a 90,000 sq ft office scheme for BAE Systems and sold 2.5 acres to Frimley Park Hospital NHS Foundation Trust. Our focus then shifted to the speculative development under our Trade City brand of smaller industrial units totalling 165,000 sq ft. We initially left the remainder of the site unbuilt, enabling us to target regional and national occupiers with freehold and leasehold possibilities.

Logistics City ThurrockLogistics City, Thurrock is a major new development set in the heart of the West Thurrock industrial area on Motherwell Way, close to Junction 30/31 of the M25.

Western Road, Bracknell When we purchased this 2.8-acre site, we aimed to develop a speculative 55,000 sq ft industrial and trade counter scheme for occupiers interested in either freehold or leasehold tenure. Occupier interest even before the start of construction was such that our risk exposure was within acceptable parameters.

Tri-link 140, Normanton This six-acre Logistics City development at Wakefield Europort near junction 31 of the M62 is a joint venture between Kier, Yorvale and Maple Grove Developments. It comprises 135,000 sq ft of B2 and B8 warehouse and distribution space and 7,000 sq ft of office accommodation.

Walworth Business Park, Andover One example of this is at Walworth Business Park in Andover, where Test Valley Borough Council appointed Kier to improve the asset management services within its existing estate and stimulate regeneration and development opportunities.

Residential

Kier is currently developing over 500 residential sites nationally in the private and mixed-tenure sectors. With our commercial and residential development skills, we are increasingly becoming a leader in major urban mixed-use regeneration.

Evolution, Woking A key example is a project in Woking for a single-site, mixed-tenure development of 373 homes, all of which have been designed to achieve Lifetime Homes standards and Code for Sustainable Homes Level 4. Of these, 224 will be new social rented homes for Woking Borough Council (WBC) under the PFI Housing contract. The balance of 149 private-sale homes is part-funding the development.

The project has been delivered under a special purpose vehicle (SPV) called Evolution. This is a 50:50 arrangement between Kier and Thames Valley Housing, who will be responsible for housing management, repairs and maintenance. The PFI contract term is 28 years.

Kier builds over 2,500 homes each year. This figure increases annually and is set to exceed 4,000 new homes in 2020.

Maltravers, Sheffield Supported by funding from the Homes and Communities Agency, we developed this scheme for the Great Places Housing Group to provide 88 new apartments, bungalows and houses for affordable rent. As well as carrying the cost of site-investigation works, we achieved the budget through the careful selection of materials, leaner programming and improved architectural detailing. Developing a firm fixed price gave us certainty of cost and reduced risks associated with construction and land.

Waltham, North London We acquired the site and then acted as developer for £66 million of open-sale and affordable housing built for the Estuary Housing Association. Under a joint venture agreement with Morley Fund Management, we then handled construction, infrastructure and remediation for the £83 million development of the site’s commercial area.

Mapmakers, Southampton 66 residential units are being delivered under the Mapmaker brand, situated next to Ordnance Park, which was part of the Ordnance Survey's office development relocation.

Seven Small Sites, Enfield Working with Enfield Council, we have built 94 new homes, ranging from one-bedroom apartments to four-bedroom houses, on Council-owned sites across the borough. Aiming to help address the urgent need for family housing in this part of North London, the overall scheme provides 37 affordable rented council-owned homes. The private sale of the remaining 57 properties funded the entire development.

The face of retail centres is changing right across the UK, as the quality of the built environment and the buzz of the refreshed consumer offer lead to more vibrant communities.

Kier has an important role to play in this ongoing revolution, as we bring our investment, development and management expertise to bear on creating more stimulating retail parks and centres.

Bell Green Retail Park, Sydenham Directly after we bought this 13-acre former gasworks site from National Grid Properties (NGP) it needed to be remediated to eradicate any contamination issues. Kier was appointed as contractor on the 10.5-acre retail scheme, partly thanks to our 'open-book' approach to all costs that enabled us to demonstrate best value. The site was fully let to major retailers including Toys R Us, Pets at Home, Next at Home, DSG (trading as PC World Superstore), B&Q and McDonalds.

Kingswood Park, Hull Operating in a joint venture with Kingswood Parks Development Company, we are working on a scheme to expand the Kingswood Parks retail park in Hull. This includes the addition of 10 new units that could provide up to 250 new jobs for local people. A key element of the proposal is that no existing retail business should relocate out of the city centre or other local retail destinations to ensure the scheme has no impact on existing retail centres.

We are currently talking to various national brands who have expressed a strong interest in coming to Hull, ensuring the Kingswood development becomes an even better place to live, work and visit.

Snowhill Retail Park, Wakefield Opening in May 2017, Wakefield’s Snowhill Retail Park was 95% pre-let nearly a year before, with high-quality tenants including Aldi, McDonalds, Greggs, Subway and Costa Coffee. This has transformed a vacant six-acre site to help underpin the sustainable regeneration of the wider area.

Bell Green Retail Park, SydenhamKier was also the contractor for the scheme. This was important for winning the initial bid by providing confidence of delivery to NGP. Best value demonstrated through implementing an open book approach on all costs associated with the development.
