491 POLICING MATTERS
PCSOs Ben Holding and Stephanie Maiello attended. The report for December 2014 was read
out. A report concerning the anti-social behaviour at Parc Stephens was provided. An
individual is being questioned, concerning the theft at the Co-op Store. The Police brought to
members attention, the Online Watch Link and the Police Twitter page. The next PACT
meeting will be held on 21st January 2015.

495 INFORMATION BOARDS
The re-furbishment of the town square will eventually include the placement of an information
board. However, in the interim, the Mayor offered to provide a notice board paid for from her
tranche. This could be relocated within the area of the square during the re-furbishment if
necessary. Various designs are being sourced and some quotes have been received.

496 2 BRIDGE STREET The Town Clerk reported that completion of the sale had been carried out and money had been
deposited in the bank. Note and Close this item.
497 RISK ASSESSMENT AT GWENLLIAN CENTRE
A full risk assessment is being carried out. Evacuation procedures for the Upper Conference
Room are not adequate at present. For full compliance, expensive works would need to be
carried out. Changing council meetings to Thursday and using the Lower Conference Room as
a venue was not convenient.
498 DRAFT AUDIT REPORT 2012 - 2013
It was previously RESOLVED that:-
The council writes to the accountant, requesting that they submit the following documents to
their professional indemnity insurer, together with the council’s claim for compensation in the
sum of £30k:-
1. External Audit report
2. The “Advice” letter dated 9th
August 2013
3. The Welsh government’s letter rejecting the town council’s request for ministerial
direction
This has been done. No response has been received as yet.
499 ASSET TRANSFER OF PARKS
A meeting with the County Council and Sporting Association was held on 11th
December 2014.
The information gained from the discussion held was reported to Full Council on 16th
December 2014. Members were informed that the Sporting Association is in negotiations with
the county council to take over the lease for the park. This will exclude the play area and car
park. Once full details of the extent of the lease with the Sporting Association are known, the
town council will then meet with the county council to consider the future use of the remaining
areas. Public events, such as the Carnival, will still be held in the park.
500 REPLACEMENT OF BENCHES IN PARC STEPHENS
Benches had been removed from the park after requests from residents of Park View Drive who
had been experiencing anti-social behaviour from youths gathering around the benches.
Many complaints have subsequently been received by park users who have requested that the
benches be replaced. This matter was referred to the General Purposes Committee. Note and

501 FILMING AT COUNCIL MEETINGS
Mr Stringer had proposed that council meeting be filmed. Costs and the practicality of usage
will determine the feasibility of the proposal. This matter is under consideration by the project
officer.
502 APPOINTMENT OF A MACE BEARER
Research into the families of former Mace Bearers is being carried out. It was recognised that a
Mace bearer needs to be appointed before Mayor Making in May. Mr Tony Maliphant will be
presented with a gift in recognition of his years of service at the Welfare Coffee Morning.
503 ASSET TRANSFER OF THE QUAY
The work on the Quay has been completed. An invoice for £1165 in respect of legal fees
incurred in the preparation of the lease has been sent to the county council. Once this money
has been received the lease can be signed.

504 COMMUNITY HALLS
Mynydd y Garreg – No events booked for January. The bar in the hall is open every Friday
night at 7.30pm. Issues regarding the tennis court have been referred to the Estates Committee.

554 TO ACCEPT THE BUDGET 2015 – 2016
The Town Clerk had provided a written report which was considered by council.
The budget proposal was comprehensively discussed.
It was RESOLVED to increase the precept by 3%, to a figure of £117,121. This represents an
increase of 84p per household for Band D – from £85.75 to £86.59.

559 CYDWELI 900
Minutes of previous meetings had been circulated. A grant application for funding has been
unsuccessful. Members were informed that although many events have been planned for the
year, young people are not being involved. This needs to be addressed. The “Community
Canvas” has been started with many people offering to create a panel – meetings have been
arranged for Wednesday afternoons in the Parish rooms. Thanks were expressed to the
committee for arranging the very successful Cwmbach Choir evening. The next meeting will be
held on 5th
February 2015.

This has been done.
The town clerk reported that he is in communication with the external auditors and it is
anticipated that all queries on the accounts will be resolved by the end of the financial year.
563 ASSET TRANSFER OF PARKS
Members had been informed that the Sporting Association is in negotiations with the county
council to take over the lease for the park. This will exclude the play area and car park. Once
full details of the extent of the lease with the Sporting Association are known, the town council
will then meet with the county council to consider the future use of the remaining areas. It is
anticipated that the transfer lease will be signed by 28th
February 2015.
564 FILMING AT COUNCIL MEETINGS
Mr Stringer had proposed that council meeting be filmed. Costs and the practicality of usage
were considered. It was felt that that this time of financial austerity, spending on this initiative
would be inappropriate. However, the matter would be reconsidered at a later date when the
economic climate had improved. It was RESOLVED not to go ahead with filming at council
meetings. Note and Close this item.
565 APPOINTMENT OF A MACE BEARER
Research into the families of former Mace Bearers has been carried out. Council was informed
that no family members were able to take over the role. It was agreed that the position be
advertised:- Open to anyone living in Kidwelly or Mynydd y Garreg, preference given to long
term residents; must be able to attend the commencement of meetings of Full Council, Mayor
Making, Remembrance Day Services and any other Civic events. It was recognised that a
Mace bearer needs to be appointed before Mayor Making in May.
Mr Tony Maliphant [retired Mace Bearer] was presented with a gift in recognition of his years
of service at the Welfare Coffee Morning.

567 COMMUNITY HALLS
Mynydd y Garreg – St David’s Day Concert will be held at the Hall.
Gwenllian Hall – AGM was held on 29th
January 2015. The trustees thanked the town council
for its support over the year. Several trustees are retiring and new members are required. The
hall committee is in dire need of volunteers to assist at functions. An appeal will be made to
younger members of the community. The contribution to the Rees family was recognised.
Problems with the Charity Commission will arise if additional trustees are not found and the
viability of the hall is compromised.

had achieved its “Green” categorisation.

570 MEMBERSHIP OF THE COUNTRY LANDOWNER’S ASSOCIATION

571 AMMENDMENT TO LAND DISPOSAL POLICY
It was RESOLVED to amend paragraph 3.1 to read “Any disposal of land must be equal to or
exceed the value placed on it by a land valuation agent acting on behalf of Kidwelly Town

572 VACANCY OF COUNCILLORS
Members were informed of the resignation of Councillors R and P Davies. The county council
will be informed and the selection process for 2 new councillors will commence. Council
expressed its regret at the resignations. A letter of gratitude for the work carried out will be
send.
573 APPOINTMENT OF CHAIR OF FINANCE COMMITTEE
It was RESOLVED to appoint Councillor H.Jones as Chair and Councillor L.Poynting as
Deputy Chair of the Finance Committee. Note and Close this item.
574 ELECTION OF MAYOR – PROPOSALS FORMS
Members were informed that the mayoral election would take place at the March meeting of
Full Council. Nomination forms were made available.
675 ECUMENICAL SERVICE AT MAYOR’S CIVIC SERVICE
While recognising that the format of the Civic Service lies with the Mayor and Mayor’s
Chaplain it was RESOLVED to support an ecumenical service. It was recognised that all
churches and their congregations are part of the community and should be included in the Civic

576 RETIREMENT OF MAYOR’S CHAPLAIN
Members were informed that the Mayor’s Chaplain, Rev. Roger Morley-Jones would be
retiring in June 2015. It was RESOLVED to purchase an appropriate gift from the town
council for presentation by the outgoing mayor.

1 Cydweli W.I. A request to borrow the mediaeval costumes has been received. It was
agreed that the costumes should lent. A small refundable deposit

A letter outlining members’ compliance with the Code of Conduct has

Society
A response to the town council’s letter of 23rd
December 2014 has
been received, stating dissatisfaction with the information provided
and requesting a meeting with the society. The town clerk agreed to
meet with members of the Civic Society. Minutes will be taken.

Rescue Service
Notification of intention to publish a bi-annual “Building Safer
Communities” Newsletter. Issue 1 has been received and is available

A White Paper outlining proposals for Local Government has been

623 POLICING MATTERS
PCSOs Ben Holding and Stephanie Maiello attended and a written report for February 2015
was received. It was reported that the castle will be closed for repairs for a few days due to
damage caused by anti-social behaviour. Unapproved digging has been reported at Glan yr
Afon riverbank, the police are monitoring this. The police were informed that flowers and soil
had been lifted from the planters on the town square. The next PACT meeting will be held on
18th
March 2015. PCSO Holding will be leaving the area to undertake training as a police
constable. He was wished well in his future career.

625 PROJECT OFFICER’S REPORT
The Project Officer reported on the following:-
Otters – the county council wish to collect data on the movement of otters around
Commissioner’s Bridge and have requested permission to install a monitoring devise for the
period of one year. It was RESOLVED to grant permission.
Kidwelly in Bloom - funds have been identified and volunteers are coming forward. Various
ideas for themed planters are being considered. Licences for roundabouts are being applied for.
Thanks were expressed to Councillor J.Gilasbey and the project officer for the work done.
Industrial Museum - an outline of the proposed Heritage Lottery Fund application was given.
Full details are available from the project officer. Concerns were expressed over the opening
hours at the museum.

629 DRAFT AUDIT REPORT 2012 - 2013
The town clerk reported that the review of council invoices from 2006/7 to 2012/13 had been
completed and send to the External Auditor. The estimated error of a possible £90k which
would have to be repaid to revenue has been reduced to £3,141. If this is accepted by the
auditor, it will be repaid from revenue to capital receipts in the accounts for the year ended 31st
March 2015.
No action, if any, will be taken against the accountants until the response from the auditor has
been received. The town clerk will do the accounts from now on. He was thanked for his work.
630 ASSET TRANSFER OF PARKS
Members had been informed that the Sporting Association is in negotiations with the county
council to take over the lease for the park. This will signed in the near future.
631 APPOINTMENT OF A MACE BEARER
The position has been advertised, but there has been no response. A Mace bearer needs to be
appointed before Mayor Making in May. Adverts will be placed in the Kidwelly, and Mynydd
y Garreg News and the Parish Magazine.

637 RETIREMENT OF MAYOR’S CHAPLAIN
The Mayor’s Chaplain, Rev. Roger Morley-Jones will be retiring in June 2015. It was
previously RESOLVED to purchase an appropriate gift from the town council for presentation

A presentation was given by Jon Hobden from Yhghyd Ltd, a new Kidwelly based social
enterprise. It will be based in the former library premises in Bridge Street, opening on 1st June
2015. Mr Hobden outlined the proposed activities which will involve working with community
groups, employing the less able and training those with learning difficulties. An information

695 DRAFT AUDIT REPORT 2012 - 2013
The town clerk reported that the review of council invoices from 2006/7 to 2012/13 had been
completed and send to the External Auditor. The estimated error of a possible £90k which
would have to be repaid to revenue has been reduced to £3,141. No decision has yet been made
by the auditor.
696 ASSET TRANSFER OF PARKS
Members had been informed that the lease for the asset transfer of Parc Stephens to Kidwelly
Sporting Association will be signed once problems with former trustees have been resolved.

Councillor J. Gilasbey attended a meeting arranged by One Voice Wales to consider the
proposals. She gave a verbal report. The serious implications for the survival of smaller
councils was noted. A Full Council meeting will be held on 21st April 2015 to consider
Kidwelly Town Council’s response to the document.

1 Ombudsman A revised Code of Conduct has been received and circulated to

2 Jane Wareham The headteacher will retire at the end of the summer term. A letter
acknowledging her excellent achievements at the school will be sent.
The Mayor will present a gift on behalf of the council, on her

3 Mr Stringer A copy of the petition sent to the county council to restore the
benches in Parc Stephens to their former positions has been received.
The site chosen for the relocation of the benches is considered
unsatisfactory by the petitioners. It was noted that the county council
is preparing costs for a third option. It was agreed that a Community
Meeting would be called so that all interested parties could put
forward their opinions. This will be held at the Rugby Club, one
evening, police, residents and county officers in attendance. The
Mayor will take the chair. For clarity, this matter will be re-named
“Benches in Parc Stephens”.
The Mayor informed members that “Beating the Bounds” is scheduled for 30th
May 2015.

57 PROJECT OFFICER’S R EPORT
The Project Officer gave the following report:-
1. Kidwelly Industrial Museum – researching and working towards accumulation of all
information required for the next stage of the Heritage Lottery Fund application. Students from
Trinity College, Carmarthen held their final year assessment performance at the museum. They
also performed sketches on the streets of the town. Their efforts were much admired. The
project officer was thanked for her hard work in making this event possible.
2. Kidwelly in Bloom – applying for the license to allow gardening work to be undertaken
near the by-pass.
3. Five Year Strategic Plan – working to identify areas to be included in the strategic plan.
4. Mynydd Mountain – finding solution to the problem of GL16 and the general mynydd
mountain management plan.

64 BENCHES IN PARC STEPHENS
Mr Hayden Tonge informed members of his concerns over the proposal of some residents to
replace the benches in their original positions at the rear of Park View Drive. He was afraid that
anti-social behaviour would return if youths were to congregate around the benches.
Members were informed that a Community Meeting to discuss the location of the benches in
the park will be held in the Princess Gwenllian Centre on 11th
June 2015. An agenda had been
circulated. Councillor M.Thomas wished it noted that he was dissatisfied with the way the
whole arrangement process for the meeting had been handled.
Councillor A.Jenkins proposed that the council make a decision not to replace the benches in
their original positions. An amendment was tabled whereby it was RESOLVED to discuss the
matter further at the Estates Committee on 9th
June 2015 so that the new councillors have time
to familiarise themselves with the issues.

Gwenllian Centre :- a written report was received and circulated. The Rev Roger Morely-Jones
is holding his retirement tea at the hall on 13th

118 FIRST RESPONDER SCHEME
Mr Mark Gower gave a presentation outlining the First Responder Scheme. At least 8
volunteers would need training, provided by Mr Gower. This would be free. A defibrillator
would cost £800, plus £400 for a secure storage box. A grant of £400 could be obtained from
the British Heart Foundation. It was RESOLVED to hold a public awareness campaign to
attract volunteers, and if successful, purchase 3 machines with assistance from the British Heart
Foundation.
119 POLICING MATTERS
A police report for the month of June was given by PCSO Wayne McNally. Members were
informed that the collection boxes at St Mary’s Church had been stolen. A photo shoot took
place at the Quay and Glan yr Afon highlighting the need for dog owners to clear up after their
dogs. The next PACT meeting will be held on 15th
July 2015.

A Full Council meeting was held on 21st April 2015 to consider Kidwelly Town Council’s
response to the document. This response, as detailed in the Full Council minutes of 21st April
2015, has been submitted.
127 BENCHES IN PARC STEPHENS
A Community Meeting to discuss the location of the benches in the park was held in the
Princess Gwenllian Centre on 11th
June 2015. A sub-group was appointed to look into the
matter. A meeting and a site visit was subsequently held and a satisfactory outcome was
achieved. Councillor Lloyd-Waterford wished it noted that she was concerned that the town
council had not taken part in the final decision. However, it was also noted that the council had

A request to hold the Mayoral Luncheon in Mynydd y Garreg Hall has been received. This will

Bastile Night have been held. Cor meibion Dyffryn Tyfi will hold a concert.

Ysgol y Castell – Mrs Jane Wareham, headteacher is retiring and a special assembly is being

Ysgol Gwenllian – the school secretary will inform the council of all planned events. A sports
day was held on 3rd
July 2015.

Gwendraeth Valley Group – an initial meeting was attended by the mayor and deputy mayor.
It was agreed to formalise the group and appoint officers at the next meeting. Once the remit of
the group has been established the town council will then decide whether to officially join, or
not.
Industrial Museum – An Open Day is to be held on 13th
September 2015. Members were
urged to attend and also to help publicise the event.

133 PRODUCTION OF A NEWSLETTER
It was proposed to consider the production of a newsletter. Various options were discussed. It
was agreed that if it were to go ahead, it would be at the expense of the council. Several
councillors volunteered to distribute the letter. It was RESOLVED to look at all the options
available.
134 CERTIFICATES OF ACHIEVEMENT
The mayor proposed that this initiative be reintroduced. Concern was expressed over the
numbers of certificates that had been previously presented, as large numbers of recipients could
devalue the importance of the award. This matter will be considered further.
135 CORRESPONDENCE – JULY 2015
1 Mosscliffe A proposal to erect a single 85kW turbine at Portway has been
received. Details had been circulated, however the location is not
within the area of the town council. This proposal is at the
consultation stage. It was decided to wait and see if a planning
application is submitted before considering this further. Note and

The Project Officer gave the following report:-
Luncheon Club – The RVS is no longer able to run the club, however, the Town Forum still
retains the finance for the project. Unghyd has taken over responsibility and is holding a meeting
to finalise arrangements for the club on 9th
September 2015.
Kidwelly Industrial Museum – A new toilet block is being planned. The chimney needs
attention. On 13th
September 2015 a Vintage Car Rally is being held. Members were encouraged
to attend.
Forward Plan – The project officer had prepared a briefing document for consultation which
had been circulated. It was RESOLVED that the town clerk should lead the council in preparing
a forward plan which would be visible to the community. Members were requested to bring their
ideas to the next meeting.
RSPB – An update on projects will be requested.

Two presentations have been given. 21st August 2015 in Mynydd y Garreg: 27
th August 2015 in
Kidwelly. 42 people have volunteered for defibrillator training and 6 for 1st Responder training.
Four defibrillators would be the ideal scenario: two in Mynydd y Garreg, one on the town square
and one at Kidwelly police station. It was RESOLVED to purchase two defibrillators. A third
may be available from Cariad – a meeting is being arranged. A fourth may be acquired from a
local resident.
195 MAYORAL LUNCHEON IN MYNYDD Y GARREG
A request to hold the Mayoral Luncheon in Mynydd y Garreg Hall has been received. It was
recognised that the AGM would have to be held in the town due to:-the timing of the meeting,
the following Civic Service and the procession which involved many participants. However, the
luncheon could be held in Mynydd y Garreg hall. It was felt that the mayor elect should decide
where the luncheon would be held. However, the hall has to be booked many months in advance.
To ensure hall availability, both halls could be booked and the mayor elect could choose the
venue in February after the election.
196 EXECUTIVE ACTION DURING THE RECESS
Members were informed that a water bowser had been purchased. This was funded from the
floral enhancement budget and was necessary as the hanging baskets were dying. The volunteer
who was watering the baskets had almost fallen off the ladder. Note and Close this item.

Two meetings had been held during recess and a draft format had been produced. It was
RESOLVED to proceed with production and e-mail the final draft for approval before the next

It was agreed that an external assessor select the award recipient, if more than one nominee is put
forward for an award. It was RESOLVED that the ten categories proposed were reduced to

Gwenllian Centre :- The Library is now open on Mondays 9.00am – 1.00pm and Wednesdays

She had prepared a full and detailed report which was circulated. It was specifically noted that the Boundary Commission is now to undertake the review of community councils and the £200k capacity test will no longer be applied. This relocation will be considered further at the Policy & Strategy Committee meeting on 20th October 2015. 280 COMMUNITY HALLS Gwenllian Centre :- The Library is now being manned by volunteers. A very impressive concert was held on 3rd October 2015. Kidwelly Festival Choir was commended on a splendid performance. Mynydd y Garrag Hall:- 8th October – computer classes commence: 16th October – An Acoustics Night: 30th October – Haloween: 5th November – Bonfire Night: 27th November – Quiz night.

2 Phil Jones Mr Jones, grandson of Mr Evan Henry Rees, town councillor in the 1920s and given honorary Freedom of Kidwelly in 1924, wishes to donate his grandfather’s medals to the town to be displayed. 344 PROJECT OFFICER’S REPORT The Project Officer was on sick leave. It was RESOLVED to consider this matter “in camera” as it related to a member of staff. Matters arising from Full Council on 6th October 2015 345 CYDWELI 900 The final concert of the year will be held on 7th November 2015 in the Princess Gwenllian Centre. 346 RISK ASSESSMENT AT GWENLLIAN CENTRE A full risk assessment is being carried out. Evacuation procedures for the Upper Conference Room are not adequate at present. For full compliance, expensive works would be needed. 347 ASSET TRANSFER OF PARKS Members had been informed that the lease for the asset transfer of Parc Stephens to Kidwelly Sporting Association will be signed once problems with former trustees have been resolved. 348 PROPOSALS FOR LOCAL GOVERNMENT

This matter was not discussed as the town clerk was absent. 349 FIRST RESPONDER SCHEME Two presentations have been given. 21st August 2015 in Mynydd y Garreg: 27th August 2015 in Kidwelly. 42 people have volunteered for defibrillator training and 6 for 1st Responder training. Four defibrillators would be the ideal scenario: two in Mynydd y Garreg, one on the town square and one at Kidwelly police station. It was previously RESOLVED to purchase two defibrillators. The training officer has been unable to carry out the training due to serious family illness. 350 MAYORAL LUNCHEON IN MYNYDD Y GARREG A request to hold the Mayoral Luncheon in Mynydd y Garreg Hall has been received. It was recognised that the AGM would have to be held in the town due to:-the timing of the meeting, the following Civic Service and the procession which involved many participants. However, the luncheon could be held in Mynydd y Garreg hall. It was felt that the mayor elect should decide where the luncheon would be held. However, the hall has to be booked many months in advance. To ensure hall availability, both halls could be booked and the mayor elect could choose the venue in February after the election. 351 PRODUCTION OF A NEWSLETTER The November 2015 issue of the Newsletter is ready for circulation. The sub-committee was commended for its work. Councillors were requested to collect the newsletters they have volunteered to distribute from the office. There are members of the community who have also volunteered to deliver the newsletters. 352 CERTIFICATES OF ACHIEVEMENT The closing date for nominations is 4th December 2015 with the award ceremony being held on 22nd January 2016 in the Gwenllian Centre. Some nomination forms have been returned. 353 RATIFICATION OF POLICIES Policies agreed at the Policy and Strategy Committee meeting on 20th October 2015:- It was RESOLVED to ratify Clause 11 of the Land Management Policy and amalgamate the Land Management Policy and Land Disposal Policy into one policy to be named Land Management Policy. It was RESOLVED to support the Princess Gwenllian centre Phase 2 Development to the amount of £100k as previously committed. It was RESOLVED to relocate the town council offices into the new Phase 2 development. It was RESOLVED to transfer the town square from the county council to the town council, providing that negotiations are practical and economically viable. If this is completed favourably, the development of the town square would become first priority in the Strategic Plan. Gwenllian Centre :- The final Cydweli 900 concert will be held on 7th November 2015. The Christmas Fayre will be on 21st November 2015. Mynydd y Garrag Hall:- A successful Haloween Night was held on 31st October 2015. A Bonfire Night is due on 5th November 2015. Christmas lighting will be held on 4th December 2015. 358 REPORTS FROM SCHOOL GOVERNORS, YOUTH COUNCIL, OTHER REPRESENTATIVES Ysgol y Castell – The newsletter had been circulated. Ysgol Gwenllian – A newsletter had been circulated. A shortened version is awaited. Ysgol Mynydd y Garreg – A newsletter was circulated Kidwelly Parks Sporting Association – Minutes from association meetings had been circulated. Highways Report – the report detailing various highways issues had been circulated. These matters will be raised in the General Purposes Committee. Water Street Residents meeting – Minutes of a meeting held on 30th October 2015 called by residents had been circulated. 360 ADOPTION OF PLAY AREAS The town council had previously agreed, in principle, to take over the play areas in Kidwelly and Mynydd y Garreg in April 2016. Grants to assist in the development of the park in Mynydd y Garreg are not accessible without a firm commitment, in writing, from the town council that this asset transfer will go ahead. Section 106 money is awaited. £3k will be available to cover the cost of the safety inspections for 3 years – inspection costs being £700 per annum. Volunteers to support the parks by fundraising have been identified. It was RESOLVED to take over responsibility for all the parks providing that they are brought up to an acceptable standard prior to the asset transfer. The town clerk will inform Paul Murray, CCC Parks Officer of this resolution. This matter will fall under the remit of the General Purposes Committee.
