Preamble:

In order to make crop insurance simpler and cheaper for farmers and to provide them

better insurance services, Government of India has introduced "Pradhan Mantri Fasal Bima

Yojana" from Kharif 2016 season onwards.

In Pursuance of the administrative approval, along with the operational guideline of

Pradhan Mantri Fasal Bima Yojana – PMFBY circulated by Government of India, vide letter

dated 23-02-2017(read ref. no.-1). The State Government, under Agriculture & Co-operation

Dept.GR No. BJT-102016-4275-K-7, Dated: 01/04/2017 (read ref. no.-2) has accepted for

implementation of PMFBY for the year 2017-18.

Vide GR dated 01-04-2017, Government of Gujarat is implementing the scheme in

Kharif-2017 in the state (read ref. no.-3). The State Government has decided the coverage of

farmers, Notified crops, Notified Insurance Units, Sum insured, indemnity level, Seasonality

disciplines, Cut-off dates for Various Risk as per Operational Guidelines of PMFBY etc.,

Government has initiated to the process of selecting the cluster wise insurance

companies, to implement the scheme in Kharif-2017 season (read ref. no.-4 & 5).. After the

bidding process for the District wise-Crop wise premium rates for all six clusters, the state

Government is in finalization of the insurance companies to act as an implementing Agency

for all six clusters. The State Government is in finalization of the Insurance Companies to act

as Implementing Agency for all six clusters.

As per the Operational Guidelines of PMFBY, the proposals of finalizing cluster wise

Implementing agencies, premium rates for farmers, the actuarial premium rate and premium

subsidy etc. for all six clusters are also under consideration of Government.

Resolution:

After careful consideration and in pursuance in the PMFBY Operational Guideline,

Government of Gujarat is pleased to decide further for implementation of the PMFBY scheme

for Kharif-2017 season as under:-

(1) Appointment of Implementing Agency:-

As per the Operational Guidelines of PMFBY and due process of selecting the

cluster wise insurance companies to implement the PMFBY during the Kharif-2017

season, State Government is pleased to finalize and appoint the following

Insurance Companies to act as an Implementing Agency(IA) for the 6(Six) clusters

and the districts shown against them.

(2) Premium Rates for farmers, Actuarial Premium rate and

Premium subsidy

The maximum insurance charges for farmers (loanee farmers, non-loanee farmers,

share cropper and tenant farmers as well as beneficiary farmers were earlier

declared vide G.R. dated 01/04/2017.

Now as per the rate quoted by L-1 company in the cluster-1, 2, 3, 4, 5 & 6, the

District wise, Crop wise actuarial premium rate, premium rate for farmers,

state and central Premium share will be as per Annexure-I.

The Actuarial premium rate would be charged under PMFBY by the Implementing

agency. The difference between Actuarial premium rate and the rate of

insurance premium payable by the farmers shall be treated as a Normal

premium subsidy Which shall be shared equally by Central and State Government.

(3) All the Banks and Financial institutions are here by directed to collect farmer's

total share of premium as per the rate mentioned at Para(2) above with respect

to sum insured and the premium amount so collected will have to be

transferred to the respective Implementing agency within cut-off date. In case the

Premium rate collected is more than shown in column-7 of Annexure-I from

farmer then the difference amount will have to be returned to the farmer's Bank

Account.

(4) Operation of the Scheme:

The Scheme shall be implemented fully as per the Operational Guidelines and

implementing agency shall have to follow all the provisions of Operational

Guidelines of PMFBY, all the tender conditions and conditions mentioned in the

work order. However for the better implementations any direction issued by

Director of Agriculture under the scheme will have to be followed by all

Agencies.

(5) Coverage of Risk and exclusions:

The coverage of risks and exclusions at various stages would be as detailed in

the GR of dated 01/04/2017 and also as per the Operational Guidelines of the

PMFBY. The details as and when required by the Implementing Agency under

the Operational Guidelines will be provided by Director of Agriculture and other

supporting agencies i.e. District Level Monitoring Committee (DLMC), Loss

Assessment Committees, Bank/Financial Institutions, District Authorities etc.

(6) Minimum 16 (Sixteen) nos. of CCEs will be undertaken at Taluka level

insurance unit in respect of Minor crops and minimum 4(Four) CCEs will be

conducted at Gram Panchayat (Village) level insurance unit in respect of major

crop. The District Level Monitoring Committee (DLMC) will ensure the conduct

the requisite number of CCEs in the concerned District.

(7) Banks as well as the Implementing Agency should verify crop and area sown

details given by the loanee and non-loanee farmers by using their own resources.

(8) The Insurance Company have to provide one manpower (Qualification -

Agriculture Graduate) at DAG office and two manpower (Qualification -

Agriculture Graduate) for each District Level Monitoring Committee(DLMC) at

District Level office for PMFBY related work.
