However, Chairperson of the Portfolio Committee on Transport Dikeledi Magadzi has called for capacity to be enhanced at all the parastatals administered by the department.“Governance instability and financial mismanagement at any of the entities should not be tolerated, as they impact on the operations of entities and on service delivery,” Magadzi said.She was concerned that during the audit process, the Auditor General raised a lack of accountability, capacity and slow response in implementing recommendations.“Emphasis should shift to ensuring strong leadership, and continuous financial training for senior officials and those in procurement and supply chain management,” Magadzi said. –SAnews.gov.za

What Did Paul Mean When He Said He Had Finished The Race? Part6

Church tradition teaches that Paul wrote the book of Hebrews, and until the 1800s, that issue was closed. However, though a vast majority of Christians—both and scholars and the laity—still believe Paul wrote the book, there are some tempting reasons to think otherwise.

First and foremost is the lack of a salutation. Some sort of personal salutation from Paul appears in all of his letters. So it would seem that writing anonymously is not his usual method; therefore, the reasoning goes, Hebrews cannot be one of his letters.

Second, the overall composition and style is of a person who is a very sophisticated writer. Even though he was certainly a

sophisticated communicator, Paul stated that he purposely did not speak with a commanding vocabulary (1 Corinthians 1:17;2:1;2 Corinthians 11:6).

The book of Hebrews quotes extensively from the Old Testament. Paul, as a Pharisee, would have been familiar with the Scripture in its original Hebrew language. In other letters, Paul either quotes the Masoretic Text (the original Hebrew) or paraphrases it.

However, all of the quotes in this epistle are taken out of the Septuagint (the Greek Old Testament), which is inconsistent with Paul's usage. Finally, Paul was an apostle who claimed to receive his revelations directly from the Lord Jesus (1 Corinthians

11:23;Galatians 1:12). The writer of Hebrews specifically says that he was taught by an apostle (Hebrews 2:3).

If Paul didn't write the letter, who did? The most plausible suggestion is that this was actually a sermon Paul gave and it was transcribed later by Luke, a person who would have had the command of the Greek language which the writer shows. Barnabas is another likely prospect, since he was a Levite and would have been speaking on a subject that he knew much about. Martin Luther suggested Apollos, since he would have had the education the writer of this letter must have had. Priscilla and Clemet of Rome have been suggested by other scholars.

Hours of midnight thunderstorms wracked havoc at Mabuza settlement just outside Ermelo. While some have proper houses and rain is of no consequence to them many have shacks that do not even have concrete to secure them and water just gushes in wetting everything inside.

July Papadi 36, one of the victims, spoke to Khanyisa Newspaper about his ordeal and said, “Water came in here and damaged all my equipment. Since morning till noon, I was taking it out with a bucket”Papadi wished if someone could help redeem them out of this situation.

Another neighbour had water up to his bed level and the whole yard was immersed in water.

The cause of all this, regardless of the heavy storm is a dam that is situated right in the middle of the settlement area and when it rains, it fills up and water extends to some houses while its outlet damages all the houses on its path.

Because there is no proper river that serves as an outlet from the dam or any form of drainage in place, water from the dam flows on make shift roads losing direction on its way down to go into yards and houses.

families who live in town and when it rains like this, their situation is very pathetic. Besides the water situation, these old people are subjected to rape by desperate, uncaring men who live in the vicinity as when the sun goes down, it becomes so dark you cannot even see your own hand!

Residents here say they have been waiting patiently for water and electricity and other services to be brought to them but for over five years now, they have listened to many varying stories but nothing has come their way.

During a farm dwellers commission held in Ermelo recently, when the Mabuza Farm issue was raised, Commissioner Nkambule dismissed it as a squarter camp and that as far as the province knew, the place had been handed over to Msukaligwa Municipality and that electricity and water was already there. When the committee presenting the issue headed by Pastor Dlamini denied this, the commissioners said that they would take up the matter with the Municipality.

Khanyisa Newspaper is also following up on the issue and a said MOU that was signed in July 2013 after the then MEC for Human Settlements visited the farm.

pumalanga premier David Mabuza delegated the MCommission of Enquiry to

undertake a visit to Gert Sibande District’s Local Municipalities to monitor and listen to challenges faced by farm dwellers.

The Commission of Enquiry to the Farm dwellers visited the Farm dwellers from Msukaligwa Local Municipality on the Twenty Fifth of January 2016. The visit follows the appeal by the farm dwellers who ask government to intervene in addressing service delivery and challenges facing their residences.

The commission of Enquiry that was appointed by the Mpumalanga Premier David Mabuza, is in process of investigating the living conditions of Farm Dwellers in the Mpumalanga Province. This commission was appointed under section 2 (1) of the Mpumalanga Commissions of Enquiry Act of 1998 Act No. 11 of 1998. Currently the commission of Enquiry is conducting public hearings and farm visits in different regions of the Province.

Khanyisa News Team gathered the following information, during the hearings at Msukaligwa Municipality in Ermelo Town Hall in January.

Most of the Farm Dwellers have settled and have sentimental issues. They need basic needs like every other living human being.

The commission will compile a report that will indicate in each instance, the level scope and intent of recommended intervention by Government helping the Mpumalanga Government to take the matter forward.

Mr. Joseph Mahlangu from Boomplaas situated 12km from Breyten under Msukaligwa Municipality.

Mr. Mahlangu says his forefathers arrived there in 1870, they belong to the chieftaincy of the Mahlangu Clan, they have total of 6 households and they run an initiation School.

They lodged a claim in 1998 and 2001 till now there is no response. They have a reference no 12271 for their claim.

Mr. Somandla resides at Morgenzone Farm halfway to Bethal. The farm was previously owned by Mr. Kruisie De Jager who went to stay in Pretoria. Mr. Somandla says that Mr. De Jager brought white farmers to rent from the farm without their concern and that these white farmers have chased them from the farm saying that they don’t have a title-deed for the land.

Somandla says that they went to the Department of Land Affairs in Nelspruit and they referred them to Mr. Mahlalela from Msukaligwa Municipality in Ermelo who was processing the claim. What is surprising is that the claim court was already closed in 2006, the claim court closed in 1998.

Mr. Mahlalela fooled his own African brothers and sisters who believe in him as a part of government. He asked the commission to help him to have access to the title deed for their farm, they applied for the title deed in 2006 till now they never got any response.

he match of the weekend was the top Tof the table clash in

the Thandukukhanya Promotion League stream B between log leaders Total Football United FC against second placed Citizen FC at Kwantombazana Ground.

The match entertained the fans who came to enjoy the game in a warm Sunday afternoon with the kind of football that fans like complete with shibobos and goals.

The match started at a high pace with Citizen FC absorbing the pressure from the home side and the first chance at goal came as early as the 10th minute when Citizen FC keeper made a great one on one save from a Total Football striker.

In the 28th minute Citizen FC conceded a corner which led to the first goal of the match by the home side. Total Football continued to ask questions from the opposition defenders 6 minutes later Total Football United scored the 2nd to make the score 2-

0 at half time. The 2nd half produced the same entertained albeit at a slower pace which was controlled by the home side.

The 3rd and final goal of the match came in 5 minutes into the start of the second half and helped Total Football United FC to a 3-0 win and four points clear at the top.

In other matches Dofi Young Tigers FC moved to 2nd position on the log after a 4-1 home win over Young

Football Association (Sub LFA) under its affiliates with the addition of Amsterdam sub Local Football Association in the current season of 2015/2016.

The sub LFA was launched before the start of the 2015/16 season in September 2016 for clubs based in the Amsterdam area.

On Saturday 23 January 2016 the Mkhondo LFA Executive visited

Amsterdam to check on the progress made and talk to clubs representatives.

The Mkhondo LFA found that all was in order and the league games are played on a regular bases in one field, a decision taken by all clubs since it is the first time ever to have a league in Amsterdam. It was decided that the following season 2016/17 clubs will play the league on a home and away basis as is normally done.

Some clubs however voiced their dissatisfaction on some elected members of the Amsterdam sub LFA alleging that their are biased towards Birds Football Club and needed them out of the executive.

Mkhondo LFA Mr Nhlanhla Mkhonza then explained the procedure to remove elected officials which included a petition signed by all clubs calling for a Special General Meeting.

The clubs said they will look into the matter of signing a petition.

The good news for Amsterdam is the possibility of hosting this season's Mkhondo Promotion League 2015/16 playoffs provided that, "There will be two venues/grounds to be used that are of acceptable standards."
