Key idea 1.
• Quality improvement and assurance– Establishing minimum standards
(Fundamental School Quality Level in Vietnam)
– Training to be linked to market demand.– Involvement of external partners (employers,
parents) in management, governance and in quality assessment.
– Commitment of teachers/teacher training– ICT in teaching and learning
Key idea 2.
• Technical and Vocational Education– Conscious effort is made to promote TVET as critical
sector for developing human resources for economic development
– Programs reflect current and anticipate future technological needs, Development Fund for skills training is established and financed by 2% tax on payroll in Singapore to be paid by employers.
– Provision for academic progression is established for TVET graduates in the education system.
Key idea 3.
• Financing of education– Targeting in resource allocation in accordance
with national priorities to increase access and equity and also with economic development
– Secondary and tertiary education financing is based on cost-sharing between the state and the beneficiaries
– Innovative solutions to retain quality staff in tertiary institutions.

• Sequencing education policy– Labour intensive, capital intensive,
knowledge-based economic development)– Sequencing of investments over time in line
with trends in economic and population growth
– Education strategy to meet the economic needs and phases of development
Follow-up actions 1.
• Improving and assuring education quality– The Minister assures that the budget necessary to carry out the
National and School Educational Assessments are being institutionalized (starting with the 2007 budget planning).
– By December 2006, the Director of Secondary Education presents a plan proposing which international competitions and assessments (apart from WASSCE) Ghana should participate in in the next 10 year period.
– The Ministry will develop guidelines for the districts to provide yearly school improvement plans for schools underperforming in the WASSCE.
– Ministry establishes a yearly report card for schools that helps assess the results of the secondary school leaving exam.
– Director Inspectorate to reestablish regular monitoring and evaluation.
Follow-up actions 2.
• Technical and vocational education– Director of TVET establishes annual joint
report with his/her counterpart in the Ministry of Manpower Development on actions harmonizing TVET services and labor market need.
– Invite a team of business and institutional leaders from Singapore to help reform TVET sector (with World Bank assistance)

• Financing of education:– Starting with the 2007 budget, get MOESS,
(also ESTAC and NERIC) to focus on the national education policy priorities and targeting the resources accordingly.
– Pilot National Targeted Programs (as in Vietnam) in the 2007 budget.
– Create incentives for retaining of quality staff through the internally generated revenues.
Follow-up actions 4.
• Sequencing education policy– Invite to Ghana economic and education
policy makers from South East Asia to share experiences. (with World Bank assistance)
– Demographic and economic (including employment) statistics should be better integrated with the education sector performance monitoring and planning systems.
