Crime against women

• Alarming 2043 total cases of rape reported in 2014, including 1889 rapes

(u/s IPC 376), 154 gang rapes (u/s IPC 376-D). 1889 rapes also includes

Key Highlights-Conviction rates

• ACPs oversee investigation of heinous crime (shortfall of

36%)

• Conviction rate in heinous crime was 17% in 2014

• Low conviction Rate due to poor investigation; observation

by courts

Key Highlights- Complaints against Police

• 12,872 total complaints received from Public; Second highest after cases

of theft in Delhi

• Least number of Complaints against police was filed in Outer district,

which is also the district which has high number of registered crimes

• Highest number of 12 FIR’s was also filed against the police personnel

concerned in the West district and out of those Charge-sheets were filed

in 8 cases

• Only 46 departmental enquiries were initiated

State Security Commission (SSC) For NCT, Delhi

• Constituted on 10th January, 2011• Autonomous body recommended by SC (Prakash Singh case)• Aimed at systemic Police reforms• To act as a buffer between the political executive and the police• Composition-

Lt. Governor, Chief Minister of Delhi, Commissioner of Police, Leader of Opposition, other functionaries and independent members

• Met only 5 times since formation• Last meeting on September 2013• Not formed after the new Delhi government

What needs to be done

• Separation of Investigation and Law & Order functions of the Police

• Constitution of State Security Commission (SSC)

• MPs of Delhi need to raise the issue of crime, policing and law &

order more frequently

• Police complaint authority needs to be strengthened and prompt

action should be taken on the complaints
