AKC INTRODUCESCONDITIONAL REGISTRATION

New York, NY - The American KennelClub(r) Conditional Registrationprogram is now available for anyAKC(r)-registered dog whose parent, through DNA testing, is found to beunidentifiable. Rather than canceling theregistrations of the individual dog, all ofits littermates and all of their offspring,AKC will change affected dogs'registration to the conditional status.

The conditional status will be clearlynoted on the registration or pedigree ofthe unknown dog, as well as all progenyfor three generations, with the letter Qstarting the AKC registration number.Conditional status will only be grantedin cases where the dog is believed to bepurebred, but a registered parent isfound to be incorrect. "The ConditionalRegistration program will foster betterrelationships with dog owners whodiscover that there is an unidentifiedancestor in their purebred dog'spedigree," said Thomas Sharp, AssistantVice President of Compliance. "Nowthese owners will not be penalized witha revoked AKC registration and the lossof a majority of its benefits. Forexample, a dog with Conditionalregistration may still participate in anyevent in which ILP dogs mayparticipate, including Obedience,Agility, and Rally."

Conditional registration also offersinformed breeders the ability to keepthese dogs and their offspring in abreed's gene pool. To register a litter outof a sire and dame with conditionalregistration, both parents must be DNA-profiled. After three generations ofDNA-profiled parents, the registrationswill revert to regular for the litter in thefourth generation. This protocol is inline with the acceptance of importeddogs with three generation pedigreesfrom the country of origin.

AKC TAKES INITIAL STEP TOWARDFORMATION OF POLITICAL ACTIONCOMMITTEE

New York, NY -On Friday, August 10, 2007 arequest was filed with the General Counsel ofthe Federal Election Commission (FEC)seeking an opinion on whether the AmericanKennel Club(r) and its member and affiliatedog clubs are "membership organizations" asdefined under relevant FEC regulations, andwhether the AKC(r) and its member andaffiliated clubs are "affiliated" within themeaning of applicable FEC regulations. Therequest was filed by attorney Timothy W.Jenkins of O'Connor & Hannan LLP ofWashington, DC on behalf of the AKC.

"Last week's filing with the FEC is the firstand arguably most significant step towardgiving the AKC and the dog fancy a crucialtool for positively affecting dog legislation atthe federal and state level," said Ron Menaker,AKC's Chairman of the Board. Menakerinformed the fancy of the AKC's intentions toform a PAC during the June 2007 Delegatemeeting.

The FEC opinion will determine the scope ofthe universe of individuals that the AKC canlegally solicit for contributions to its PAC. Inemphasizing the importance of careful anddeliberate steps toward formation of a PACrepresenting purebred dog fanciers, Menakernoted that the AKC has carefully consideredthis action for nearly a year, stating "manypeople think that all an organization has to doto form a PAC is to start soliciting money. Infact, the process can be very complicated, particularly given the unusual membershipstructure of the AKC and its member andaffiliated clubs. It is essential that we proceedin a deliberate and legal manner."

AKC President Dennis B. Sprung called thefiling of the FEC request a "watershed event inthe history of the AKC. We have been veryaggressive in advocating for the rights andinterests of purebred dog owners and breedersthrough our Canine Legislation Department, our federal legislative consultant, our statefederations of dog clubs, and our individualmember and licensed clubs, but without aPAC, the dog fancy has been fighting with onehand tied behind their backs. A PAC willenable us to be infinitely more effective inrepresenting our interests."

Sprung added that he was optimistic that aprompt and favorable response would be

forthcoming from the FEC, and that anAKC PAC could be formally launchedbefore the end of the year.

AKC-Parent ClubConference

Tom Rogers and I attended the AKCParent Club Conference in Atlanta thispast weekend, I know Tom will updateyou on his thoguhts but there are twothings I believe deserve special note:

1) Over the next couple of years therewill be an effort to study "how" groupswill be configured…how many there will be, how they will be populated, howthe judging transition would be handled, what the impact would be on shows, theaccomodation of new breeds enteringthe registry, etc. This will be a lengthyprocess…one that requires careful thought and deliberate action. WhileKerry Blues will most likely not beimpacted as much as some other breedswe need to stay close to this work. Asof now this is just a "glean" in AKC'seyes. No formal group is in place. Theproponderance of those in attendanceoverwhelmingly endorsed a group study.

2) AKC Companion Animal Recovery isback with their exclusive arrangementwith Trovan. Those of you whomicrochip as those who belong to AllBreed Clubs are urged to support AKCCompanion Animal Recovery. Itssuccess benefits all dogs. AKC CAR isthe only not for profit recovery serviceand surplus money is returned to supportpurebred dogs through grants, etc. Workwith your Vets to make sure they aresigned up with AKC CAR and offertheir chips.

There's Hope for Thunder-PhobicDogs

Pet Column for the week of March 27,2006

Office of Public Engagement2001 S. Lincoln Ave.Urbana, Illinois 61802Phone: 217/333-2907

Kim Marie LabakInformation SpecialistUniversity of IllinoisCollege of Veterinary Medicine

Zeus Barger and Belle Carpenterwere two dogs who shared acommon problem. Like many dogs, they were deathly afraid ofthunderstorms. Fortunately, Zeus,Belle, and their owners have foundways to manage their thunderphobia.

Dogs can sense subtle changes inbarometric pressure, so they maysense a thunderstorm an hour ormore before it hits. Dogs who sufferthunder anxiety may pant, pace, salivate, and paw at doorsexcessively before a storm, andwhen thunder sounds, they mayshiver, whimper, or even becomedestructive, scratching at doors andfloors, possibly to the point that theyhurt themselves. This was the casewith Zeus.

Zeus was a golden retriever whofound a simple way to deal with hisfear of thunder. He belonged to Dr.Anne Barger, a veterinarypathologist and assistant professorat the University of Illinois VeterinaryTeaching Hospital in Urbana.

"Zeus was a sensitive soul," explainsBarger, who would put Zeus in akennel while she was away at work. One day when it started to storm, she worried about Zeus and wenthome to check on him.

"By the time I got there, he hadgotten out of kennel. He was soafraid, he was able to bend the metalbars and squeeze out." Not only didZeus destroy his kennel, but he alsohurt himself getting out--his face wasswollen and cut from the ordeal.During another incident, Zeus was

outside during a storm and trying to getinside, he scratched at the door soviolently he demolished the door and worehis toenails down until his paws werebleeding.

The solution to Zeus' problem wassurprisingly simple. Dr. Barger explains,"Zeus and I came to an understanding: Itold him I wouldn't put him in the cageanymore if he found a place in the househe could go to feel safe duringthunderstorms." Eventually Zeus foundthat the lying in the upstairs bathtub madehim feel more secure duringthunderstorms.

"I knew an hour ahead of time that a stormwas coming, because Zeus would headupstairs and look at me as if to say 'I'll bein the tub if you need me.' In the tub, Zeuscalmed down, his breathing and heartrates became normal, and he wasn'thurting himself."

When asked to theorize why Zeus chosethe bathtub, Barger says, "The bathtub issuch as strong, solid appliance that whenthe thunder shakes the house a little, thetub may muffle the vibrations." Barger alsonotes that the bathtub is a cool, quietplace, and that her bathroom doesn't haveany windows, keeping Zeus from seeingthe lighting, which also triggers anxiety insome dogs.

Dr. Rachael Carpenter, a veterinaryanesthesiologist at the teaching hospital, also has a thunderstorm phobic dognamed Belle. For years, veterinarianshave prescribed sedatives to calm dogsduring storms, but Carpenter explains thatthese medications may sedate a dog, butthe dog may still feel anxious even thoughit doesn't show signs of agitation. "Ofcourse, you can't ask the dog if it still feelsanxious, but now there are drugs on themarket that are specifically made to treatanxiety, not hyperactivity."

Aside from medical treatment, behavioristsrecommend counter-conditioning anddesensitization. "To counter-condition yourdog, teach her to settle and relax oncommand. Train her to go to her bed andlay down on command when it's notthundering, so when the thunder comes, she already understands that command."

Carpenter explains that often pet ownersdo the opposite; by offering a pet treats,

praise, and consolation petting whenthe animal is panting, pacing, andwhimpering, they are essentiallyrewarding the pet for acting anxious.

Carpenter also recommends playingCDs or audio tapes of thunderstormsto desensitize a pet to the noise."Start it out quietly, and then play it alittle louder. At the same time, tell thedog to go to its bed and relax, andreward them for lying down andrelaxing."

A novel solution that Carpenter hastried with Belle is a Dog AppeasingPheromone (DAP) diffuser, an over-the counter product available at mostpet stores. "It looks just like a GladePlug-Inᆴ," she says. The diffuserreleases a pheromone that is similarto the one that mother dogs releasewhen their puppies are nursing.

"It's supposed to be very calming, and you simply plug it into the walland keep one around during stormseason." Carpenter recommendscombining a DAP diffuser withbehavioral training and drug therapy.

Pet owners can learn from Zeus andBelle that there are several optionsfor dealing with a thunder-phobic pet, from medications and pheromonesto training, or simply letting the petseek out its own hide-out. As Dr.Barger notes, "Often dogs will let usknow what they need if we just givethem the opportunity."

For more information on thunderphobia, behavior, anti-anxietymedications, or DAP diffusers andyour pet, consult your veterinarian.
