Presentation Overview
• Project Overviewo Highlightso Project Locationo Facilities
• Project Benefitso Publico Non-public
• Operations• Timeline and Milestones• Summary
2
Project Highlights• Groundwater storage project to be implemented by:
o Irvine Ranch Water District (IRWD); and
o Rosedale-Rio Bravo Water Storage District (Rosedale)
• Previous knowledge and experience
• To be operated by Rosedale in coordination with:o Dudley Ridge Water District
o Kern County Water Agency
o Metropolitan Water District of Southern California
o California Department of Water Resources
• Environmentally beneficial project
• Online as early as 20234
Kern Fan Groundwater Storage Project Will:
• Store water otherwise lost to the ocean
• Dedicate water for benefit of threatened and endangered fish
o In the Delta and Feather River
• Dedicate water for emergency response
o Extended droughts and Delta levee failures
• Create intermittent wetland habitat
o Migratory birds and other water fowl
• Improve groundwater levels in the Kern County Sub-basin
• Improve flexibility in operation of the State’s water system
• Provides opportunities for integration with other projects
5
Project Location
• Overlays the Kern County Groundwater Sub-basin of the San Joaquin Valley
• Ideally suited for groundwater recharge and storage
• Strategically located near federal, state and local water conveyance facilities
6
Proposed Project Facilities
7
New Conveyance from California Aqueduct• New turnout• 10 mile canal• 500 cfs capacity• 3 lift stations
1,050 Acres of Recharge Basins• Annual recharge capacity of 100,000 AF• 100,000 AF storage capacity
12 Recovery Wells • Combined capacity up to 70 cfs
Public BenefitsEcosystem Benefits:• Water released for chinook salmon
and green sturgeon (Ecosystem Priorities 2 & 12)
• Intermittent wetland habitat for water fowl and migrating birds (Ecosystem Priority 14)
Emergency Response:• Water supply dedicated to IRWD,
Rosedale, and Dudley Ridge for emergency response during:o Extended droughtso Delta levee failure events
10
Non-Public Benefits
• Provides non-emergency water supply to:o IRWDo Dudley Ridgeo Rosedale
• During normal, dry and critical water years• Benefit to groundwater levels in Kern County
groundwater basino Water left behindo Within jurisdiction of Kern Fan Groundwater

Source Water
• Project will store State Project water otherwise lost to the oceano Unallocated Article 21 water
• Recharge up to 70,000 acre-feet during wet years
14
Increased Flexibility Provided by Project
• Integration with other WSIP projects (e.g. Sites Reservoir) would:o Improve yield of State water
systemo Improve water supply reliabilityo Reduce competition for watero Reduce stresses on ecosystems
• Project integration supported by Association of California Water Agencies’ Storage Integration Study
