1. INTRODUCTION

The implementation of the Right of Childrento Free and Compulsory Education(RTE) Act 2009 requires the recruitmentof a large number of teachers across thecountry in a time bound manner.

It also directs the States to ensure that qualityrequirement for recruitment of teachersis not diluted at any cost. It is thereforenecessary to ensure that personsrecruited as teachers possess the essentialaptitude and ability to meet the challengesof teaching at all levels of schooling.

In accordance with the provisions of sub-section (1) of section 23 of the RTE Act,the National Council for TeacherEducation (NCTE) vide Notificationdated 23rd August, 2010, had laid downthe minimum qualifications for a personto be eligible for appointment as ateacher in classes I to VIII. The Govt. ofKerala has decided to extent the TET uptoclass X.

It had been inter alia provided that one ofthe essential qualifications for a personto be eligible for appointment as ateacher in any of the schools referred toin clause (n) of section 2 of the RTE Actis that she/he should pass the TeacherEligibility Test (TET) which will beconducted by the appropriateGovernment in accordance with theGuidelines framed by the NCTE.

Accordingly, Government of Kerala hasissued orders for the conduct of TeacherEligibility Test in Kerala vide G.O (P)No. 70/12/G.Edn, dated: 01.03.2012and G.O (Ms) No.205/12/G.Edn.dated:25.06.2012

Teacher Eligibility Test conducted in the Statewill hereafter be known as KeralaTeacher Eligibility Test (K-TET).

The rationale for including the TET as aminimum qualification for a person tobe eligible for appointment as a teacheris as under.

i. It would bring national standards andbenchmark of teacher quality in therecruitment process;

ii. It would induce teacher educationinstitutions and students from theseinstitutions to improve theirperformance standards;

iii. It would send a positive signal to allstakeholders that the Government laysspecial emphasis on teacher quality.

Qualifying in the Teacher Eligibility Test ismandatory to ensure that personsrecruited as teachers possess the essentialaptitude and ability to meet the challengesof teaching at all levels.

This test will be conducted by PareekshaBhavan, Kerala in accordance with theguidelines published by State Council ofEducational Research and Training;Kerala (SCERT Kerala) and such otherRules/Regulations/Instructions/Policies laid down by the NationalCouncil for Teacher Education(NCTE)/Department of GeneralEducation/Govt.of Kerala.

2. APPLICABILITY OF K-TET

In accordance with the provisions made in theService Rules of various categories ofteaching staff in the State of Kerala, RTEAct, 2009 and guidelines framed by theNCTE, K-TET shall apply to -

i) Schools of the State Government/Localauthority referred to in the Service Rulesand also sub-clause (i) of clause (n) ofSection 2 of the RTE Act, 2009; and

ii) Schools referred to in sub clause (ii) ofclause (n) of the RTE Act in Kerala.

iii) A school belonging to specified category;and

Provided a school referred to in sub-clause

(iv) of clause (n) of Section 2 of the

RTE Act may, for the purpose of

Elementary levels, exercise the option

of considering either this K-TET or

the TET conducted by the Central

Government. In Kerala, K-TET is

applicable upto HS level.

3. SYLLABUS

Syllabus of the K-TET examination (for PaperI, II & III) will be published by theSCERT Kerala in the websites ofSCERT Keralawww.scert.kerala.gov.in, the Departmentof General Education, Keralawww.education.kerala.gov.in and thePareeksha Bhavan, Keralawww.keralapareekshabhavan.in

4. ELIGIBILITY, SCHEME, STRUCTUREAND CONTENT OF THE TEST

The tests will be for three categories -Category I, Category II & Category III.All individuals, who possess minimumeducational qualifications as delineatedfor each category, are eligible to appearthe tests.

The test is for:i) those who intends to be a teacher for

Lower Primary classes and fulfills theminimum educational qualification(Category I)

ii) those who intends to be a teacher forUpper Primary classes and fulfills theminimum qualification (Category II)

iii) those who intends to be a teacher forHigh School classes and fulfils theminimum qualification (Category III)

However, a person who intends to bequalified in more than one category(Lower Primary classes, Upper Primaryclasses & High school classes) andfulfills the minimum qualifications forthe respective categories, can specifythis in the same application form(online) and appear for the papersmeant for these categories.

IMPORTANT NOTE:

After qualifying ‘K-TET’, the candidates will acquire the eligibility in respect of having

qualified ‘K-TET’. However, such K-TET qualified candidates will need to satisfy all

eligibility requirements as per State Recruitment Rules in order to become qualified for

getting recruited as teacher of respective category in any of the school specified under

clause 3 (iii) as per the qualifying condition laid down by prospective employers.

A. CATEGORY I: (for Lower Primaryclasses)

Minimum Qualification:

(i) Higher Secondary/ Senior Secondary (orits equivalent) with at least 50% marksand two year Trained Teachers’Certificate (TTC) [by whatever nameknown] conducted by Board ofExamination; Govt. of Kerala or itsequivalent.

ORHigher Secondary/ Senior Secondary (or its

equivalent) with at least 45% marks and2-year Diploma in Elementary Education(by whatever name known), inaccordance with the NCTE (RecognitionNorms and Procedure), Regulations2002

ORHigher Secondary/Senior Secondary (or its

equivalent) with at least 50% marks and4 year Bachelor of Elementary Education(B.El.Ed.)

ORHigher Secondary/Senior Secondary (or its

equivalent) with at least 50% marks and2 year Diploma in Education (SpecialEducation)

Note :

(i) Relaxation of 5% in minimumqualifying marks is admissible forreserve categories such as SC/ST andDifferently abled candidates. (as perthe norms or as desired by the Govt.of Kerala)

(ii) A diploma/degree course in teachereducation recognized by the NationalCouncil for Teacher Education (NCTE)only shall be considered. However, incase of Diploma in Education (SpecialEducation) and B.Ed. (SpecialEducation), a course recognized by theRehabilitation Council of India (RCI)only shall be considered.

Scheme/Structure and Content of theTest:

There will be only one paper in this category(Category I: Paper I). All questions willbe Multiple Choice Questions (MCQs)with four distracters.

Each question carries one mark with fouralternatives out of which one answer willbe correct. The total number of MCQsshall be 150. The duration of theexamination shall be one and a halfhours.

Nature and Standard of Questions:

• The test items on Child Development andPedagogy shall focus on educationalpsychology of teaching and learningrelevant to the age group of 6-11. Thesyllabus shall focus on understanding thecharacteristics and needs of diverselearners, interaction with learners and theattributes and qualities of a goodfacilitator of learning.

• The test items for Language - I(Malayalam/Kannada/Tamil) shall focuson the proficiencies related to themedium of instruction.

• The Language II shall be from theprescribed options other thanLanguage I. A candidate may chooseany one language from the availablelanguage options and will be required tospecify the same in the application form.The test items in Language II shall alsofocus on the elements of language,communication and comprehensionabilities.

• The test items in Mathematics andEnvironmental Studies shall focus on the

concepts, problem solving abilities andpedagogical understanding of thesubjects. In all these subject areas, the testitems shall be evenly distributed overdifferent divisions of the syllabus of thatsubject prescribed for classes I - V bythe SCERT, Kerala.

• The questions in the tests for Paper I will bebased on the topics of the syllabusprescribed for classes I - V, but theirdifficulty standard, as well as linkages,could be up to the secondary stage.

B. CATEGORY II: (for Upper Primaryclasses)

Minimum Qualification

(i) B.A. / B.Sc. / B.Com. and 2 - year Diplomain Elementary Education/TrainedTeachers’ Certificate (TTC) [by whatevername known] conducted by Board ofExamination, Govt. of Kerala or itsequivalent.

ORB.A./ B.Sc./B.Com. with at least 50% marks

and 1 year Bachelor in Education (B.Ed.)

Nature and Standard of Questions:

• The test items on Child Development andPedagogy shall focus on educationalpsychology of teaching and learning,relevant to the age group of 11-14. Theywill focus on understanding thecharacteristics, needs and psychology ofdiverse learners, interaction with learnersand the attributes and qualities of a goodfacilitator of learning.

• The test items for Language I (Malayalam/Kannada/Tamil/English) shall focus onthe proficiency related to the medium ofinstruction as chosen from the list ofprescribed options in the applicationform.

• The Language II shall be a language otherthan Language I. A candidate maychoose any one language from among theavailable options and as in the specifiedlist in the application form and attemptquestions in the one indicated by thecandidate in the application form. Thetest items in Language II shall also focuson the elements of language,communication and comprehensionabilities.

• The test items in Mathematics and Science,and Social Science shall focus on theconcepts, problem solving abilities andpedagogical understanding of thesesubjects. The test items of Mathematicsand Science shall be of 30 marks each.The test items shall be evenly distributedover different divisions of the syllabusof that subject as prescribed for classesV-VIII by SCERT, Kerala.

• The questions in the tests for Paper II shallbe based on the topics of the prescribedsyllabus of the SCERT, Kerala for classesV to VIII, but their difficulty standard aswell as linkages will be up to the higher/senior secondary stage.

C. CATEGORY III (For High Schoolclasses)

Those who possess minimum educationalqualifications as delineated here under areeligible to take the test (K-TET III.) Thetest is for HSAs in:

(i) Malayalam (ii) English (iii) Hindi (iv)Sanskrit (v) Tamil (vi) Kannada (vii)Arabic, (viii) Urdu (ix) Social Science(x) Physical Science (xi) NaturalScience and (xii) Mathematics

Minimum Qualifications for K-TET III

(i) Those who have acquired a Masters Degreein the subject concerned (with not lessthan 45% marks) and a B.Ed. Degree inthe subject concerned (from any one ofthe Universities in Kerala or haveacquired these qualifications from anyother Universities recognized asequivalent thereto.)

(ii) For Mathematics, Physics, Chemistry,Botany and Zoology, those who haveMSc.Ed. Degree in the subjectconcerned with not less than 50% marksfrom one of the Regional Institutes ofEducation sponsored by NCERT will beeligible to apply. For Botany andZoology, those who have MSc.Ed.Degree in Life Science (with not less than50% marks) from one of the RegionalInstitutes of Education are also eligible.

NOTE: Candidates, who have acquiredDiploma / Degree in teaching in anysubject and are approved by Universities/ NCTE / Board of Examinations /Govt. of Kerala, are eligible to apply forK-TET III. They will have to producethe equivalency certificate as recognizedby any of the Universities in Kerala/Govt. of Kerala.

universities should obtain and furnishcertificates of recognition andequivalency from any one of theUniversities in Kerala.

Candidates admitted in the year 2012 forB.Ed. courses will be permitted to appearfor the Kerala Teacher Eligibility Test III2012 provided they hold a Post GraduateDegree. K-TET III certificates of suchcandidates will be issued only if theyqualify the B.Ed. examinations. Thosecandidates shall produce the passcertificates and PG certificates and themark lists for proving their eligibilityafter qualifying the K-TET III - 2012.

Candidates who have acquired B.Ed degreeand are awaiting results for their PostGraduate course are also eligible to

appear for K-TET III. Their certificatewill be issued only if they qualify theirPG degree.

Relaxation of Minimum marks

Candidates belonging to SC/ST categoriesand differently abled candidates shall begranted a relaxation of 5% marks in theminimum marks prescribed for theeligibility to appear for the K-TET III –2012.

Scheme/ Structure and Content of thetest:

There shall be one paper in this category. Allquestions will be of Multiple Choice typeQuestions (MCQs) each carrying onemark with four alternatives out of whichone answer will be correct.

Nature and Standard of Questions:

• The test items on Adolescent Psychology,Theories of Learning & TeachingAptitude will focus on the educationalpsychology, Principles and approachesof teaching and learning relevant to theage group of 13-17 years. They will focuson understanding the characteristics,needs and psychology of diverse

learners, interaction with learners and theattributes and qualities of a goodfacilitator of learning.

• The test items for language I (Malayalam/English/ Tamil/ Kannada) will focus onthe proficiency related to the medium ofinstruction.

• The test items in subject specific areas willfocus on the pedagogical understanding,

concepts and ideas of the subjectsconcerned.

The test items shall be evenly distributed overdifferent divisions of the syllabus of thatsubject as prescribed for classes VIII - Xby the SCERT; Kerala.

• The questions in the test will be based onthe topics of the prescribed syllabuspublished by the SCERT; Kerala forclasses VIII - XII but their difficultystandard as well as linkages could beup to Graduate level.

Qualifying Marks: A person who scores60% or more in the K-TETexamination will be considered as K-TET pass. This will be the qualifyingmarks for all categories.

Negative Marking: There shall be nonegative marking.

5. AGE LIMIT

There is no age limit is prescribed forcandidates appearing for the K-TETexamination.

6. SCHEDULE OF EXAMINATION

The date, time and other details will bepublished in the exam notification issuedby Pareeksha Bhavan.

• Details in the Prospectus, Date andTime of Examination etc. are subjectto change/modification which will bepublished in the print and electronicmedia. Candidates can have a watchon the website of Pareeksha Bhavanwww.keralapareekshabhavan.in forsuch changes.

7. MEDIUM OF QUESTION PAPERS

Questions for Category I and II (except forlanguages) will be bilingual i.e. Malayalam

and English..Question for Category IIIwill be only in English (except forlanguages).

8. REQUIREMENT FOR PASS

(i) A person who scores 60% or more in theK-TET examination shall be consideredas K-TET pass.

However, qualifying the K-TET wouldnot confer a right on any person forrecruitment/employment as it is onlyone of the eligibility conditions forappointment. In addition, the candidatewill have to fulfill other additionalqualifications/conditions prescribedfrom time to time as per StateRecruitment Rules, while applying for thesaid post.

(ii) A person who has qualified K-TET mayalso appear again for improving his/herscore.

9. EXAMINATION CENTRES

Pareeksha Bhavan, Kerala reserves the rightto identify examination centre anywherein the State of Kerala. The examinationcentres will be announced after invitingapplications from the candidates.Provision will be there in the applicationform to opt a district/educationaldistrict.

10. APPLICATION PROCEDURE

The prospectus, application form and chalanfor remittance of fees can bedownloaded from the websites ofPareeksha Bhavanwww.kera lapareekshabhavan. in .Application should be submitted onlythrough online.

Details of the procedure of application isas follows:

There are two steps for submitting theapplication.

1. Log on to the official website of PareekshaBhavan. Click on ‘K-TET 2012’. Readthe prospectus carefully. Click on‘K-TET Chalan Form’. Fill in therequired details here. You can choose anyof the available branches of State Bankof Travancore in and around variousplaces in India while filling the chalandata. After filling the details click‘Submit’. You can view three copies ofthe chalan with the amount to be paid,based on the number of categoriesapplied for. Take the print out of thechalan and remit the amount in theselected branch.

2. After remitting the amount, log on to theofficial website of Pareeksha Bhavanagain and click on ‘K-TET 2012’. Clickon ‘K-TET Online Application Form’.Here, you have to enter the ApplicationID and the Application Numberprovided in the chalan. The applicationform will appear with the details youhave entered earlier. Fill in the vacantwindows along with your photograph inJPEG format (Ensure that the size ofthe photograph is less than 30MB). Afterfilling up the necessary details, upload theapplication form (online) to thePareeksha Bhavan,Thiruvananthapuram. Take a print outof the uploaded application form..

Note: a. If you have successfully uploadedyour application, you should forwardthe hard copy (printed copy) of theapplication form to the Secretary,Pareeksha Bhavan, Thiruvananthapuram12 within the prescribed date mentioned

in the notification. Belated applicationswill not entertained.

c. SC/ST/Differently abled candidatesshould enclose attested copy ofCommunity Certificate/DisabilityCertificate along with their application.

d Copies of certificate/ marklist shouldnot be send along with the application.These documents are required only afterthe results are announced.

11. FEE FOR APPLICATION (EXAMFEE)

The Exam fee for Paper I (K-TET I) is Rs.500/-(Rupees five hundred only);.Application fee/ Exam fee for Paper II(K-TET II) is Rs.500/- (Rupees fivehundred only); Application fee/ Examfee for Paper III (K-TET III) is Rs.500/-(Rupees five hundred only).

Fee for reserved categories such as SC/STand differently abled categories isRs.250/- each (Rupees two hundred andfifty only).

The candidates have to remit the Exam Feein cash in the SB account (A/c No.67186142559 Kerala TET) to theselected branch of State Bank ofTravancore.

12. ADMIT CARD

• The Admit Card for all the eligiblecandidates will be available in thewebsite of Pareeksha Bhavan from thedate which will be announced later in

• No candidate will be admitted to theExamination centre unless he/sheproduces the valid Admit Card.

13. INSTRUCTIONS REGARDINGTHE TEST

• The candidates should be present at theExamination centre, as allotted in theadmission card, at least 30 minutesbefore the commencement ofexamination.

• The candidates should not bring any otherpaper except the Admit Card in theexamination centre.

• Candidates found using or attempting to useany unfair means shall stand disqualified,besides other punitive measures.

• No candidate shall be permitted to leavethe examination centre earlier than thetime fixed for the examination.

• Use of calculating devices is not allowed.• Candidates must affix their signatures on the

attendance sheet in the presence of theInvigilator in the Examination Hall.

14. INSTRUCTIONS REGARDINGTEST BOOKLET

• Four sets of question papers (A,B,C,D) willbe distributed in each classroom.

• There will be three parts in the questionpaper for each category. Candidatesshould ensure that they get the same setof questions for all the parts. (Part 1, 2& 3)

• In case the candidate finds any defect in thetest booklet, bring it to the notice of theinvigilator and get it replaced with the

same set which the candidate receivedpreviously.

• The candidate must put his/her signatureon the front page of the Test Booklet atthe appropriate place.

• In case the candidate finds any defect in theTest Booklet, he/she should request theinvigilator to change the same beforewriting any particulars.

• The same must be returned to the invigilatorbefore leaving the examination hall.

Note: The used Test Booklet will be keptunder safe custody of PareekshaBhavan or the institution identified bythe Pareeksha Bhavan for the periodintimated by the authorities.

15. INSTRUCTIONS REGARDINGANSWER SHEET (OMR SHEET)

• The candidate must read the instructionsgiven in the Answer Sheet carefully.

• Use only Black/Blue ball point pen strictlyas per directions mentioned on theAnswer Sheet.

• In case the candidate finds any defect in theanswer sheet, he/she should request theinvigilator to change the same.

• Do not fold the Answer Sheet or make anystray marks or do any rough work on it.

• The candidate should fill in his/her Roll No.and Test Booklet Number printed on thefront page of the Test Booklet in theproper blocks as mentioned on theAnswer Sheet.

• The candidate must put his/her signature atthe appropriate place on the AnswerSheet with Black/Blue ball pen.

• Calculator/Mobile Phones will not beallowed inside the Examination Centre.

• Answers to the questions are to be given bydarkening the relevant oval (circle)completely with black/blue ball pointpen.

• Facilities for providing a carbon copy ofthe OMR sheet is also provided. Afteranswering all the questions, thecandidate has to perforate the originalcopy of the OMR sheet and hand itover to the invigilator. The perforatedpart is the carbon copy of the OMRsheet which the student can takehome.

(Sample of OMR sheet is given in theAppendix.)

16. VALUATION AND DECLARATIONOF RESULTS

A fully computerized system is adopted forthe valuation of the answer scripts usingoptical mark reader (OMR) for thepreparation of the results.

The answer keys of all the papers will bepublished in the official website ofPareeksha Bhavan immediately after theexam. Complaints if any from thecandidate, regarding the answer keys maybe send to the Secretary, PareekshaBhavan in writing within 5 working daysfrom the date of publication of theanswer keys. Complaints notsubstantiated with supporting documentswill not be considered. Complaints if any,received from the candidate will beplaced before a panel of expertsconstituted by the Secretary, PareekshaBhavan, and the decision of the expertsshall be final. Complaints received afterfive working days from the date ofpublication of keys will not beentertained.

The Secretary, Pareeksha Bhavan is authorisedto exclude from evaluation any question/s found to be wrong or question/s withanswers not appropriate asrecommended by the panel of experts.When question/s is/are excluded fromevaluation the mark/s allotted to thatquestion/s will also be excluded fromevaluation.

Since the valuation will be error free underthe above system, there is no provisionfor revaluation or rechecking of theanswer scripts or recounting of themarks scored.

The details of marks and the eligibility statussecured by the candidates appeared forK-TET will be published in the websiteof Pareeksha Bhavan. Those who areeligible to be declared as successful shallhave to produce the required documentsfor verification and for the issue ofcertificate.

Eligible candidates should send theattested copies of the followingdocuments to the Secretary, PareekshaBhavan, Thiruvananthapuram 12 bypost within 7 working days from the dateof publication of results.

17. BLIND CANDIDATES

The following shall be the criteria for blindcandidates:

1. After submitting the application throughonline, the Blind Candidates who needthe assistance of a scribe may approachthe Secretary, Pareeksha Bhavan,Poojappura, Thiruvananthapuramthrough the Deputy Director (IED cell),Directorate of Public Instruction,Thiruvananthapuram along withnecessary documents at least one weekbefore the commencement ofexamination. Such candidate shall also berequired to bring with him/her a list oftwo persons who are to be selected asscribes which will be duly recommendedby the Head of Institution/School alongwith two latest passport size photographsof the scribe attested by the Head ofInstitution/School. A student studyingin Higher Secondary classes in a schoolrecognized and affiliated will beconsidered eligible to work as scribe forblind candidates.

2. An extra time of 20 minutes shall beallowed in one hour answering andfraction thereof.

18. GENERAL INFORMATION

• If a candidate is found to have applied fromdifferent districts, his/her applicationform will be out rightly rejected and he/she will not be allowed to appear in thetest.

• In case a candidate is found to have concealedany material facts / given wronginformation, his/her application formwill be rejected.

• The candidates shall have to abide by therules and regulations of PareekshaBhavan regarding this test.

19. AWARD OF CERTIFICATE

Those candidates who are declared qualifiedwill be awarded a certificate by Secretary,Pareeksha Bhavan, Poojappura,Thiruvananthapuram on behalf of Govt.of Kerala, after verification of thedocuments produced by the candidates.Separate certificate will be awarded tosuch candidate who appear and qualifyfor more than one category. However,the statement of marks of all thecandidates appearing in K-TET shall bemade available on the website ofPareeksha Bhavan.

20. NOTIFICATION

Notifications containing the time schedule andother related matters of K- TET 2012will be issued by the Secretary, PareekshaBhavan, Poojappura,Thiruvananthapuram. The same shall beintimated to the public through all printand electronic media.

21. SPECIAL PROVISION

(i) In order to maintain high standards ofsecrecy, the Secretary, Pareeksha Bhavanis the competent authority to determinethe method of assigning Roll Numbers/Registration number to the candidates,allotment of examination centres,appointment of invigilation staff,inspection of examination centres,remuneration for those involved in theprocess of conduct of examination,setting of Question-Papers and theirprinting including certificates, processing

of the result, quantum of penalty forunsatisfactory work, etc. The decision willbe subject to the approval of theSecretary, General Education.

(ii) Not withstanding anything contained inany other clause of these Guidelines/Instructions or/and in any resolutions/orders/directions of the Board or anyofficer, the entire process and activitiesinvolved in the process of setting ofquestion papers, their printing, invitingoffers from confidential printers, makingpayments, appointments of paper settersetc. shall be kept top secret and no oneshall be allowed to have access on therecord related to it.

22. INTERPRETATION

In any question of interpretation on anyprovision of these Instructions or any

other point specifically not covered bythis Prospectus, the Secretary, GeneralEducation, Kerala State will be thecompetent authority for a final decision.

23. JURISDICTION

In matters of dispute the jurisdiction will bethe Hon’ble High Court of Kerala,Ernakulam.
