The U.S. Department of Transporta-tion’s Federal Aviation Administra-tion (FAA) has finally confirmed that Kenya complies with international safety standards and has been grant-ed a Category 1 rating under the agency’s International Aviation Safe-ty Assessment (IASA) programme.

A Category 1 rating means Kenya’s civil aviation au-thority meets International Civil Aviation Organisation (ICAO) standards. With the Category 1 rating, Kenyan air carriers that can secure the requisite FAA and DOT authority can establish service to the United States and car-ry the code of U.S. carriers.

The FAA had not previously assessed Kenya’s civil aviation authority for compliance with ICAO standards.

The Category 1 status announced today is based on a February, 2017 FAA assessment of the safety over-sight provided by Kenya’s Directo-rate General of Civil Aviation.

As part of the FAA’s IASA programme, the agency assesses the civil avia-tion authorities of all countries with

air carriers that have applied to fly to the United States, currently conduct operations to the United States, or participate in code sharing arrange-ments with U.S. partner airlines, and makes that information available to the public. The assessments deter-mine whether foreign civil aviation authorities are meeting ICAO safety standards, not FAA regulations.

To maintain a Category 1 rating, a country must adhere to the safety standards of ICAO, the United Na-tions’ technical agency for aviation that establishes international stand-ards and recommended practices for aircraft operations and maintenance.

Category 1 status will now open the possibil-ity for flag carrier Kenya Airways to launch the much-antici-pated direct

flights to the U.S. ending the long search for quicker links between the two countries.

It’s expected that Kenya Airways will immediately apply for approval to codeshare with U.S. airlines while concurrently pursuing approval for direct flights.

AIRCRAFT & ENGINE NEWS Lockheed Martin new LMH-1 hybrid aircraft aimed at Asian market

Straightline Aviation Ltd, operators of Lockheed Martin’s revolutionary new hybrid aircraft, LMh-1, is specifically targeting the Chinese and Asia-Pacific markets. The company, which already has offices in the U.K. and U.S. is now looking to expand its global presence with a base in the region. The hybrid aircraft is being heralded as a game-changing aviation mile-stone and is the result of hundreds of millions of US dollars of research and development being focused on reducing the costs of moving freight, particularly in remote locations. The hybrid aircraft combines technology from fixed wing aircraft, helicopters and hovercraft and does not need an airport to operate from. It can land on almost any unprepared surface, including water, ice or sand. The first aircraft will carry up to twenty tons of cargo with a range of 1400 miles, with 30% less fuel burn and 80% less carbon emissions than traditional heavy-lift helicopters. Straightline Aviation has already signed a US$850m memorandum of understanding to provide Canadian mining company, Quest Rare Minerals, with seven air-craft and, having had significant expressions of interest from customers and investors in the Asia-Pacific region, believes that the Chinese market is ideally suited for the deployment of the hybrid for similar applications. The company has appointed Francis Chiew as Managing Director – Asia-Pacific to spearhead development. Chiew has extensive experience work-ing across the region and was instrumental in bringing airship operations into China, hong Kong, Singapore, Indonesia, India, Australia and Japan during his time with Virgin Lightships. he joins a team of other senior former Virgin executives, including founding directors Mike Kendrick, Mark Dorey and David Tait ,who have unparalleled experience in growing and developing global aviation businesses.

Aeromexico and ALC sign lease agree-ment for one Boeing 787-9 aircraft

Air Lease Corporation has signed a long-term lease agreement with Aeromexico for one new Boeing 787-9 aircraft with General Elec-tric engines. The aircraft is from ALC’s order book with Boeing and is scheduled for deliv-ery in June 2018. “When ALC began in 2010, Aeromexico was our first customer in Latin America. This will be our second new 787-9 on lease to the airline, the first 787-9 delivered in November 2016. The aircraft will be flown primarily on flights between Mexico and Eu-rope and to Asia, replacing a 777-200 being returned to another lessor,” said Steven F. Udvar-hazy, Executive Chairman of Air Lease Corporation.

A350-1000 undergoes rigorous ground and flight tests in extreme operating conditions

The latest member of the Airbus all-new A350 XWB wide-body family has undergone rigor-ous ground and flight tests in the extreme operating conditions of Iqaluit, Canada. Iqaluit, a Canadian territory with a polar climate caused by the Labrador Current, allows Airbus’ longest-fuselage A350-1000 version to face-off against one of the most challenging envi-ronments for an aircraft. The jetliner successfully completed five days of intensive testing at an outside air temperature (OAT) that fluctuated between -28 degrees and -37 degrees Celsius. All three A350-1000 flight test aircraft have been engaged in the type certification campaign. These latest tests come three years after the A350-1000’s sister – the A350-900 – successfully overcame the uniquely challenging environment in Iqaluit, Canada.

AFI KLM E&M sets up China joint venture with Beijing General Aviation

AFI KLM E&M and Beijing General Aviation (BGAC) held an opening ceremony to cel-ebrate the creation of AFI KLM E&M-BGAC Line Maintenance, an aircraft maintenance joint venture which is benefitting from the new open policy of the Chinese government to welcome and promote foreign initiatives to partner with Chinese companies. A spe-cialist in implementing general aviation manufacturing and operation businesses, BGAC has teamed up with AFI KLM E&M to develop its MRO business arm. The joint venture set up by the two partners is sched-uled to begin operations on April 1. The new business’ brand name is Beijing Line Main-tenance International, and it will provide line maintenance services for aircraft in the AIR FRANCE KLM fleet at the Beijing airport, before extending its service offering to cus-tomer airlines operating in China. Vector Aerospace is report-ing strong demand for the Rolls-Royce M250-C47B Value Improvement Package (VIP) upgrade, which is available to op-erators of Bell helicopter’s best-selling platform, the Bell 407. Vector, an award-winning M250 Authorized Maintenance Repair and Overhaul Center (AMROC), has teamed up with Rolls-Royce to perform 16 conversions since the VIP upgrade program was in-troduced in 2012. By introducing modifications to the M250-C47B’s impeller, diffuser and first-stage turbine nozzle, the VIP upgrade enables operators to benefit from improved hot/high performance and lower direct operating costs, thanks to decreased fuel burn and reduced part attrition. During testing performed by Rolls-Royce, the VIP upgrade demonstrated a 5% improvement in hot/high engine performance and a 2% reduction in fuel burn, with no in-crease in engine weight. The VIP kit also enables operators to up-grade their M250-C47B engines to the same production-standard M250-C47B/8t configuration which is installed in the current Bell 407GXP platform.

All Rolls-Royce AE engines share a common en-gine core, and are about 80% common in their manufacture. The result is a powerful and re-liable engine, produced cost-effectively on one engine assembly line at the Rolls-Royce facility in Indianapolis, US. Rolls-Royce has delivered more than 6,500 AE engines for a variety of platforms.

The Civil Aviation Authority of Thailand (CAAT) released that Bangkok Airways has been suc-cessfully recertified to the international safety standards of ICAO. Bangkok Airways is the first of Thailand’s international airlines to receive its AOC recertification as part of CAAT’s recer-tification program, in partnership with CAA International (CAAi), part of the International Directorate of the UK Civil Aviation Authority (UK CAA). Dr Chula Sukmanop, Director Gen-eral of CAAT said, “Bangkok Airways is the first out of nine airlines that are expected to be

granted AOCs as they are in the initial group. The remaining eight are still in the process be-cause each airline’s inspection period depends on the complexity of the organization, the size of aircraft fleet, and the company’s operation complication. however, we look forward to is-suing the AOC to the other eight airlines of the first group by June 2017.” CAAi was appointed by CAAT in 2016 to provide full-scale technical assistance and capacity building in the recer-tification of all Thai-registered international airlines and to support CAAT ahead of its next

ICAO audit. The eight Thai operator’s currently undergoing recertification include the six larg-est airlines in Thailand that account for carry-ing a combined total of more than 100 million passengers per year.

Ryanair has launched its first Frankfurt Main winter schedule (2017), with seven based aircraft (an investment of US$700m), 20 new routes to Athens, Barcelona, Brindisi, Catania, Glasgow, Gran Canaria, Krakow, Lanzarote, Lisbon, London, Madrid, Manchester, Milan, Pisa, Porto, Seville, Tenerife, Toulouse, Valen-cia and Venice (24 routes in total), which will deliver over 2.3m customers p.a. and support 1,750 jobs at Frankfurt Airport.

Effective March 2, Delta will stop flying MD-88 aircraft on a scheduled basis at New york’s LaGuardia Airport. The airline will instead fly existing MD-88 routes on a mix of quieter, more fuel-efficient Airbus A320 family aircraft, Boe-ing 737s, and a limited number of MD-90 main-line aircraft, minimizing environmental impact at the busy airport and reducing overflight noise for millions of nearby residents. Delta’s removal of the roughly 30 daily scheduled MD-88 departures from LaGuardia underscores its commitment to travelers flying through the primarily business-focused airport. Later this year, Delta service between Atlanta and LaGuardia will fly on larger-gauge Airbus A320s and Boeing 737-900ERs, which feature all-new modern interiors with large, sculpted overhead bins and, on the Boeing 737-900ER, seat-back in-flight entertainment.

Airways New Zealand, New Zealand’s Air Navi-gation Service Provider (ANSP), and Aireon have signed an agreement in principle to en-ter into an operational validation trial. This agreement will pave the way to a formal oper-ational validation agreement allowing for the development of operational concepts for air traffic management in South Pacific airspace and long-range flow management procedures to major New Zealand destinations. These op-erational concepts will be based on the use of space-based Automatic Dependent Surveil-lance-Broadcast (ADS-B) data to leverage the efficiency and safety benefits of a global air traffic surveillance capability. This agreement comes 20 months after the execution of a Memorandum of Agreement (MOA) between Aireon and Airways New Zealand to execute a benefits analysis for deploying space-based ADS-B in their region. Airways also plans to use Aireon data to determine the best con-figuration of planned terrestrial-based ADSB

Aviation Partners (API) and Aviation Partners Boeing (APB) have reported that their unique Blended Winglet and Split Scimitar Winglet technologies have now saved the world’s com-mercial and business jet operators an estimated 7 billion gallons of jet fuel, resulting in a corresponding global reduction of 74 million tons of CO2 emissions. Blended Winglets are additions to the airplane wing that are significantly more efficient than standard wing tips. These winglets reduce the drag caused by wingtip vortices - the twin tornados formed by the difference between the pressure on the upper surface of an airplane’s wing and that on the lower surface. By reducing drag, Blended Winglets increase fuel efficiency and boost range. The Blended Winglets, which feature a large radius and smooth chord vari-ation in the wing-to-winglet transition area, have demonstrated more than 60% greater effectiveness over conventional winglets with an angular transition. Aviation Partners’ lat-est winglet design, the Split Scimitar Winglet, uses existing Blended Winglet technology, but adds new aerodynamic Scimitar tips and a large ventral strake, further increasing the efficiency of the airplane. Blended Winglets have now been installed on over 8,000 aircraft and Split Scimitar Winglets are now installed on nearly 900 aircraft.

installations, augmented with space-based ADS-B, to ensure the most cost-effective use of the designated infrastructure. Airways Chief Executive Officer, Ed Sims says Airways New Zealand is excited to be exploring the possi-bilities of this new capability. “Once we have completed the formal agreement we will, over the next three years, work with Aireon to in-vestigate how satellite-based surveillance could enhance our air traffic management ser-vices in the South Pacific airspace.

The U.S. Dept. of Transportation has tentatively awarded Alaska Airlines coveted slots at Mex-ico City’s Benito Juarez International Airport from San Francisco, Los Angeles and San Diego with flights starting this summer. Tickets and flight schedule details will be announced at a later date, following final government approv-al. The year-round nonstop service will operate once daily between Mexico City and San Fran-cisco, once daily between Mexico City and San Diego and twice daily between Mexico City and

Los Angeles. The new service is the ninth desti-nation Alaska serves to Mexico from California, including: Cancun, Ixtapa/Zihuatanejo, Loreto, Los Cabos, Manzanillo, Mazatlán, Puerto Val-larta and Guadalajara. Alaska began flying to Mexico in 1988 and today operates 96 flights a week—more than any other U.S. carrier from California. Alaska previously served Mexico City from 2005 to 2015.
