The majority of children going
through the adoption process will
have experienced a difficult start in
life and many will have been placed
for adoption because they have been
the subject of abuse or neglect;
Children are also likely to have
been cared for by a number of
different significant adults before
living with their adoptive parents;
Almost nine in ten children (87 per
cent) were adopted by others and
not by their former foster carer in
2010-11.

placement instability or breakdown (in
long term foster placements and
adoption), including:
the age of the child at last entry to
care;
the severity of the childs emotional
and behavioural problems;
the strengths and capacities of foster
carers and adopters.

Research also suggests that:
There is a general lack ofunderstanding of and sensitivitytowards the additional needs ofadopted children in educationsettings. (Article 29, UNCRC).
That there are access, continuityand consistency of support issuesfor adopted children who requirehelp with their emotionalwellbeing and mental healthneeds. This included problems insecuring continued therapeuticsupport where a child moves to anew local authority (Article 24,Article 39, UNCRC).

Packages of post-adoption support
appear to be inadequate in many cases.
Families have reported the specificdifficulties that they can face when thechild enters the teenage years. Supportneeds to move beyond a package ofsupport during the first few years
following adoption.
Children and their adoptive familiesneed access to support at the point atwhich they may decide to seek moreinformation about their birth families
or consider contact with birth relatives.Information, advice and support isneeded to address the emotionalchallenges that these issues are likelyto raise.

Adopted children often face the
same challenges as looked after
children but we know that those
children who can benefit from a
successful adoption have much
better outcomes than their peers
who remain in the caresystem.
There is a case for the specific
duties applied towards looked after
children in relation to wellbeing,mental health and additional
educational needs to be extended
to adopted children.
