COUNCIL NEWS. Member for Parliament Mr Geoff BROCK met with Councillors and Council Staff prior to Council’s first Council
Ordinary Meeting for 2016 held at the Port Wakefield Community Hall on Wednesday 27th
January.
Mr Brock spoke on a number of issues relating to roads in the Council area and the need to look at widening
roads in light of the new bicycle rules. Also how the Government recognised the need to attract businesses to
Regional areas north of Adelaide. Reference was made in relation to the Marine Sanctuary in St Vincent Gulf and
the difficulty he had coming to the decision he did at the time of voting of the recommendation/motion.
The Council Meeting was attended by a number of local residents who listened to discussion/debates on issues.
There was a lengthy discussion re the transfer stations and the following recommendations were moved and
carried by Councillors with the voting being five in favour and four against.:-
That Council
1. Rationalise its current five transfer stations to three and retain Everard, Owen and Port Wakefield
transfer Stations.
2. Implement an urban green waste kerbside pickup.
3. Fund the urban green waste pickup through its annual service charge schedule and amortise the yellow bin
lid purchase through its service fee.
4. Restrict access to transfer stations to residents only and implement and annual six voucher system for the
year with proof of residency required.
5. Cease the annual hard waste pickup.
6. Implement and commence this amended service in the 2016/17 financial year and undertake a review of the
12 months of operation.
Financial Implications of changing waste services across the council area as above:-
1. Labour cost reduction of $17,000 from closure of 2 transfer stations.
2. A Reduction of hard waste refuse pickup cost of $15,000.
3. A reduction in revenue of gate takings at transfer station due to the introduction of the voucher system of
approximately $45,000.
4. A reduction of illegal dumping due to the voucher system being in place.
5. An estimated increase to the service fee of $50 per household for green waste collection within townships
totalling $291 (reviewed annually in line with service fee calculations) at an estimated 2,500 township
collections totalling $125,000.
Another topic of interest was in relation to the employment of a new Chief Executive Officer (CEO). It was
decided, after a lengthy discussion/debate, that during the period of time of employing a new CEO that the Councils
Managers relieve on a rotation basis for a period of no longer than six months commencing 7th March 2016.
Council will be seeking the assistance of a consultant in looking for a replacement of the new CEO.
An issue of concern for the councillors was in relation to royalties for rubble that Council Source from farmers
within the Council District. The State Government through its previous State Budget (June 2014) provided a
notice for Local Government to pay a royalty for rubble raised and used in the delivery of each Councils road
program where rubble was utilised form a Extractive Mineral Lease (EML). This royalty payment is 55c per
tonne and the provision for the Government to collect this is under section 294 of the Local Government Act.
Council utilises approximately 85,000 tonne and this would equate to $42,000 in extra costs per year which is an
overall increase of 0.9% of rates to cover these costs.
This rubble levy along with the substantial increase in the Natural Resource Management Levy of approx.25%
are unavoidable GOVERNMENT levies/tax/ costs that have to be passed onto the ratepayer through rates.
