OnJuly1,2011TAXADMINISTRATIONJAMAICA(TAJ)
Introduced new accounting arrangements,markingtheconsolidationof theaccounting functionsof theformer Inland RevenueDepartment (IRD), TaxpayerAudit and Assessment Department (TAAD) and TaxAdministrationServicesDepartment(TASD).Aswe continue the transition into thenewlyestablished TAJ, the Accounting Units of the formerdepartments have beenmerged and relocated andaccounting operations are now being conductedcentrallyfrom:

All suppliers and contractors are therefore beingadvisedthatchequepaymentsrelatingtotheformerIRD, TAAD or TASDwill now be disbursed centrallyfromthislocation.Also, based on the new accounting operations,contractsenteredintowithanyoftheformerdepartments,havebeenassumedbyTAJandpaymentswillbemadebyTAJ.Itshouldalsobenotedthatanynewcontracts or quotations MUST be prepared in thename of Tax Administration Jamaica (TAJ), as theformerdepartmentsnolongerexistinlaw.On the revenue accounts side, once bank accountshave been established in the name of Tax AdministrationJamaica(TAJ)youwillbeadvised.Itisanticipated that by September, ALL cheque paymentsMUSTbemade toeitherCollector of Taxes orTaxAdministration Jamaica. At that time taxpayerswouldbeadvisedthattheyshoulddiscontinuewriting cheques to Inland Revenue Department/Commissioner Inland Revenue or Taxpayer Audit&Assessment Department/Commissioner TaxpayerAudit & Assessment/Commissioner Stamp Duty &TransferTax. Additionallyweareno longerable tobring toaccount chequeswhichare stillbeingwritten to Income Tax Department/Commissioner ofIncomeTax.Pleasebearwithusasweintroducefurtherchanges
toimproveouroperations.

ANational Compliance Planhasbeendeveloped for FY2011/12 to2013/14,providing abroad overview of the long term strategicdirection of Tax Administration in terms ofpoliciesaswellasthespecificstrategiestobeemployedinthecurrentFinancialYear.Amongthestrategiestobeimplementedoverthe next three years to improve compliancelevelsare:1. Developing a revised risk management
programme.2. Developing a debt management frame
work,inclusiveofadebtwriteoffpolicy.3. Reviewinganddrafting legislation tosup
portcomplianceactivities.

FY20112012InitiativesA revised risk management approach willdirectalleffortsoftheadministrationtoareaswhere therewill be greatest return,whetherin case selection for audits and investigation,debtmanagementortaxpayereducation.
Dataanalysedsuggeststaxevasiononthepartofpersonsinthecasheconomyacrossseveralsectors, who keep little records and acceptcash as the only payment method. Officersdesignated Tax Inspectors will visit businesses, at times unannounced, to observeactivities, check available documents andrecords, and register unregistered taxpayers.Where breaches of the requirement to keepproperbooksand records sufficient to recordallincomeandexpensesareobserved,thefullforceofthelawwillbeapplied.
There will be a push for major employers,including Government, to file their statutoryobligationsonline.
A special project REAP (see below) aimedprimarilyatemployerswhofailtocomplywithPAYErequirementshasbeenintroduced.
Support will be given through our CustomerService and EBusiness Units, as well as ourLegal Support Division, to facilitate the newstrategies and business processes. Sensitisationsessionsandtaxseminars/workshopswillbeheldwithstakeholdergroupsand thegeneralpublictopreparethemforthechanges.

An expanded and sustained PAYE audit programmewillbeutilisedtoidentify employers whoare delinquent in remit
ting taxesdeducted fromemployeeswages.AspecialRevenueEnhancementandArrearsProgramme (REAP) has been developed to
identify anddeal appropriatelywithemployerswho:1. Deduct taxes from employees emolumentsbutfailtoremitthistothegovernment 2. Deduct the incorrect amount of payrolltaxes 3. FailtofilePAYEreturns
4. Are not registered as employers butshouldbe.
REAPwillalsofocusonexaminingwholesalersand retailers identified throughdataanalysisbytheForensicDatamimingIntelligenceUnit(FDIU). A Taxpayer Registration Drive andislandwide Street Surveys will be used towidenthetaxnet.
