What is Plastic Waste?

Hino City aims to reduce the amount of trash we incinerate, and increase the percentage of waste

recycled and reused. That’s why we’re changing how we collect plastic waste. We ask for your

cooperation with our new rules for plastic collection and recycling.

Plastic Containers and Packaging

Plastic Products

Bowls, toothbrushes, hangers, non-battery-powered toys,

silicone products, foam, sponges, etc.

To throw away any of the items listed above, put them out

for collection in a designated plastic waste trash bag.

When possible, please throw away food trays at the store you bought them at.

Trays Cartons & Cups

Styrofoam & Packing Material

Bags

Bottles Bottlecaps & Labels

Plastic bags, containers, and other plastic products

will now be collected as plastic waste.

Designated plastic waste trash bags will go on sale in early December 2019.

Refer to the table below for sizes and prices (prices will be the same for all

bags). Instead of coming inside plastic packaging, bags will now come in rolls.

Changes to Non-combustible Garbage Bag Sales

With the removal of plastics from the non-combustible category (ceramics, glass, leather, and

rubber), we expect to see a large decrease in the amount of non-combustible garbage.

Starting December 2019, designated non-combustible garbage bags will come in sets of 5.

You can still use non-combustible garbage bags for plastic after January 2020

We understand that people may have non-combustible garbage bags left over, so you will still

be able to throw away plastic with them until otherwise noted.

How Plastics are Recycled

5

When plastic is dirty or mixed with non-plastics, it might not be possible to recycle it!

How Plastic Packaging and Products Are Recycled

Plastic waste is brought to a recycling facility, where it is sorted, compressed, and packed.

Plastic Packaging Plastic Products

Packaging is given to the Japan Containers and Packaging

Recycling Association, who reprocess it into synthetic resin

and other new materials.

products into a variety of new things:

Raw Plastics: Polyethylene (PE),

Polypropylene (PP), etc.

You can learn what local plastics are recycled into in the community trash newsletter.

Recycling plastic takes longer… Why can’ t we just throw it away with combustible garbage?

I’m busy and it’s hard to find time to sort and clean my plastic. Why do I have to do all this?

Incinerating trash releases carbon dioxide, and plastic waste

makes up a big part of ocean pollution! Taking a little extra time to recycle plastic helps protect the environment.

If everyone puts in a little effort, we can help protect the Earth!

Sorting Help

6

If only part of the item is made of plastic…

Here are some helpful sorting tips!

Plastic items that don’t go in plastic waste

Sort it depending on the material that you can see the most of:

If there’s more wood than plastic…

It belongs in

Combustible

Garbage

Example: Wooden photo frames

If there’s more glass than plastic… If there’s more metal than plastic…

It belongs in

Small Household

Appliances & Metal

Examples: Ladles and Spatulas

It belongs in

Non-Combustible

Garbage

Example: Eyeglasses

Regardless of what they’re made of, scissors, box cutters, and other sharp objects go in non-combustible garbage!

Electronics and battery-powered devices are small household appliances & metal

Plastic items that use electricity or batteries should be thrown away as

small household appliances & metal. If you are able to detach plastic parts

that do not use electricity, you may put those parts in plastic waste.

Removable plastic

parts like fan blades can

go in plastic waste.

PET Bottles (plastic drink bottles) go in the PET Bottle category

While PET bottles are made of plastic, we collect them on their own to ensure we get pure PET

plastic. This helps us recycle the PET into things like new PET bottles and synthetic clothing.

Please keep putting your PET bottles out for collection the same way you have been. The caps

and labels, however, will now be plastic waste. You can identify a PET bottle by looking for a

PET recycling mark.

We encourage you to bring PET bottles to the collection box at the

store you bought them at as part of our producer responsibility program.

Plastic items that don’t go in plastic waste (continued)

Plastic items too big to fit in a designated plastic waste bag are oversized garbage.

If an item does not fit completely inside a designated plastic waste trash bag, then it is oversized garbage.

Please contact the company below to apply for collection.

If your trash isn’t sorted correctly…

Your trash won’t be collected if it’s not sorted correctly!

Large plastic items like tarps, ropes, and hoses may be thrown away as plastic waste if you are able to cut them

to 30 cm2 size. (If you can’t cut a large item into smaller pieces, it is oversized garbage.)

If your trash isn’t sorted correctly, the trash collector will not be

able to collect it! Instead, they will leave a slip explaining why the

trash was not collected. Please fix your trash, then put it out for

collection again on the next appropriate collection day.

Common reasons that trash can’t be collected include:

⚫ It wasn’t in a city designated trash bag

⚫ You put it out for collection on the wrong day

⚫ You didn’t sort your trash correctly

How thoroughly do I need to clean plastic containers?

For plastic containers of things like oil or salad

dressing, put the container upside-down overnight to

drain out the oil. For snack bags, hold the bag upside-

left inside it.

Businesses are generally responsible for their own waste management, but may have trash collected by

the city if it does not exceed 90 liters (2 extra large designated bags) total at a time (registration is required).

Starting January 2020, the city will also be able to collect business’ plastic waste as long as it is the same

type of plastic waste that would be thrown out in average households (food containers, bottles, etc.).
