INTRODUCTION

Department of Agriculture Kedah has a lot of changes in agricultural development

It was commissioned to undertake the development of agriculture in 1922 for the development of agricultural sector in the state

Vision

Creating a competitive agriculture industry, and make production of quality products, safe and environmentally friendly and export oriented

Mission

Provide quality and efficient service to the operators through the adoption of agricultural technologies and agricultural regulatory services

increase productivity as well as ensuring the safety of the country's agricultural sector

OBJECTIVES

Provide consulting services, technical support and professional advisory services to determine adequate food production for the country.

Guide and create progressive agricultural entrepreneurs to improve farm productivity and agricultural production of the country.

Creating a group of trained personnel of the agricultural industry.

Protecting plants (crops and food industry) from the threat of pests and diseases through programs of plant protection and quarantine services.

Determining the output-yield safe food and to control environmental pollution.

National Key Economic Areas (NKEA)

NKEA has been identified as a driver of economic activity that has the potential to contribute directly to economic growth

Government launched the Economic Transformation Program (ETP) on October 2010 to increase the income per capita of US $ 6.700 (RM23,700) in 2009 to US $ 15,000 (RM48,000) in 2020 .

This increase will be achieved through the growth of the gross national income (GNI) by 6% a year until 2020.

Agro-food Policy

Agro-Food Policy 2011-2020 is a continuation of the Third National Agriculture Policy 1998-2010

(DPN3) which are aims to improve the income and food security.

This policy also outlines a number of strategic direction to increase the competitiveness of the value

chain and increase production in a sustainable manner.

ICT Security Policy

The use of ICT in the world community is accentuated with a variety of innovations

The emphasis on safety awareness and ICT is important and should be given serious consideration due to two factors.

The first factor is that ICT security is a shared responsibility to ensure ICT systems operated is safe from any abuse and the threat of invasion.

The second factor is the existence of multiple technologies and platforms use the system operation. This situation makes it more open to security threats.

Kedah ICT Security Policy contains the rules that must be followed in the use of assets and Information Technology Communication (ICT). This policy also explained to all consumers on their roles and responsibilities the State must protect ICT assets.

1. Services Regulatory and Enforcement

Department of Agriculture enforces the Act - the act follows:

a)Pesticides Act 1974

issuance of import permits for pesticides for educational purposes and research

• Production premises license to sell pesticides and pesticide containers for disposal.

• Registration of pesticides imported and manufactured for sale

• Approval of spraying pesticides by air.

• Approval of pesticides advertising

b) Plant Quarantine Act 1976

• issuance of import permits for plants - the plants, plant products and organisms / microorganisms

• Production of a phytosanitary certificate for plants - plants and agricultural commodities for export

c) Protection of New Varieties Act 2004 (Act 634)

• To protect the rights of breeders of new plant created

• To give recognition and protection to the contribution of farmers, local communities, and indigenous to manifestation of the new variety

• Encouraging investments to develop a new variety breeding

d) Issuance of Export License and Permits CITES

• Customs (Prohibition of Export) Order 1988

- Production for export licenses to grow - plants

• Convention on International Trade of Species - Animal and plant species Endangered Species Extinct Species (CITES)

-Withdrawal of permits to grow - endangered wild plants for export

2. Legal Advice and Legislation Agriculture

A feasibility study of the project;

Land and agro Climatic suitability for various crops.

The technology package for the production of food crops and industry include: Agronomy and crop harvest agricultural commodities.

Farm irrigation system and farm machinery.

3. Entrepreneur Training Club

a. Certificate in Agriculture practice

Training for agricultural incubate talent at the operational level to meet the needs of workers in the public and private sectors.

Producing Agricultural entrepreneurs trained.

b. Agriculture Incubator Centre

Provide Skills training and exposure to the commercial operation of agricultural production for 8 months to entrepreneurs.

Copulate Guidance Programmed (Food Processing)

Exercise Technical courses and hands-on in processing and production of quality food products for commercial and good manufacturing practices (GMP), good hygiene practices (GHP) for 6 months.

4. Quality Certification Service

Provide Quality Service Certification on quality crop production systems such as:

a. Skim Good Agriculture Practice Malaysia (SALM)

-Recognizing Farms that adopt good agricultural practices (GAP), which produces quality, safe and suitable for consumption.

b. Organic Skim Malaysia

-Recognizing farm and garden crops, carry on MS national organic standards in 1529 with the issuing label logo 'Organic Malaysia’.

5. Technical Support Service

a. Registration of cultivars of fruit trees.

b. Production and sale of seeds.

c. Surveillance and forecasting crop pests.

d. Solemn diagnosis and advice for pest control and plant diseases.

e. Identification specimens of insects and weeds.

f. Soil investigation (full, partial and complete), including confirmation of land suitability for crops.

g. Reliability study of soil erosion and hydrological studies.

h. Production and sales-map consists of a map of land, land suitability maps, land use maps

GUIDELINES

Guidelines Methods of Pesticides (Control of Pesticides)

These methods are aim to control the pests control operators through licensing, and

ensuring control operations pests are carried out effectively and are not harmful to

public and the environment

Application Encouragement guidelines (incentive) under the Income Tax Act 1967 for Approved Food Production Project

This program aims to reduce the burden of employers according to the increase in

production costs as a result of high oil prices as well as maximizing production of

food crops.

ISSUES AND PROBLEMS1. Good Agricultural Practices (Good Agriculture Practices) less observed

2. Low supply of quality seeds of superior varieties

3. The increasing threat of attack of pests and plant endemic diseases as well as foreign pests

4. Lack of appropriate technology according to local site

5. Slowdown of increased productivity

6. Land for food production is limited

7. Waste of farm are not used

8. Lack of post-harvest technology and quarantine treatment to meet the needs of importing country

9. Lack of downstream activities as well as shoddy products

10. Pass market (market access) for agricultural products is still limited

CONCLUSION Kedah Agriculture Department is a state department who is creating a competitive

agricultural industry and make production of quality products, safe and environmentally friendly, and export oriented as well.

Its missions are to provide quality and efficient service to the operators through the adoption of agricultural technologies and agricultural regulatory services.

All these are to increase the productivity as well as ensuring the safety of the country's agricultural sector.

It have its own organizational policies and strategies, projects, program and guidelines.

But of course, every department or institution will have and facing issues and problems. Same goes to this department, it have its own issues and problems to be overcome. These problems makes the department getting stronger in this industry in order to achieve its vision and mission.
