3) Mobility networks will become more formalized and connectivity will become more critical to the success of the area/corridor. Public transit may have a dedicated right-of-way. Consideration to connectivity and walkability will become increasingly important in these areas/corridors.

Red – A Red area is one that has obvious potential for the future absorption of growth, and is likely to experience significant change

in overall area character over time. The level of stability of Red areas is defined as follows:

1) Major changes in land use will occur, and represent a significant diversion from the typical land uses in the area/corridor. Growth in these areas will increase, significantly raising the intensity of land uses. Changes in land uses may affect the majority of the area/corridor, and are not limited to a specific cluster.

2) Improvements are likely to occur which will significantly alter the appearance, economics, or sustainability of the area/corridor. Improvements will have a theme, and will create a destination or attraction. Development of this area will likely require consolidation of land and coordinated planning.

3) Mobility networks will be redesigned and will include highly connected, formalized, and multi-modal facilities. Public transit will have dedicated or fixed rights-of-way. Walkability and connectivity are critical to the success of the area/corridor.

Corridor – A Corridor is a linear transportation route, including all parcels directly adjacent to the roadway. Corridors may have

diverse land uses and functions along their length. Corridors typically experience change over time, responding to changing market conditions and new approaches to land use and transportation planning. Because of their limited access and impact on adjacent land uses, corridors considered here do not include highways, rail corridors, or other high-speed limited access roads.

1) Changes occur with some frequency along important corridors. Land uses at important nodes, usually where two major corridors intersect, will intensify and absorb significant growth in the community. Focusing growth in centers along corridors can create

Summary and Recommendation

Public Body: Kearns Metro Township Council Meeting Date: July 9, 2018 Property Address: 5375 South Street between approximately 4250 and 4280 West Request: Vacate a portion of the public street to be incorporated into the new library campus. Planner: David White Planning Staff Recommendation: Approval Applicant Name: April Townsend in behalf of Salt Lake County Libraries

PROJECT DESCRIPTION

This application is to vacate a portion of 5375 South Street between the existing Kearns Library site and the Methodist Church thrift store property to consolidate the parking area and proposed building site of the future Kearns Library building.

EXECUTIVE SUMMARY

The new proposed Kearns Library building will be built at the site of the Trinity United Methodist Church campus, and will replace both the existing church building and the thrift store. The existing Kearns Library will be torn down to accommodate additional parking. The safety of pedestrians between the parking lot and the library is a concern. Vacating the street and connecting the parking lot and library into one campus helps address that safety concern. Homeowners in the area will still be able to access the traffic signal at 4220 West via 5345 South or travel to 4420 West to take advantage of the signal there. Besides the existing library access, no vehicular accesses from this street to private property will be closed as a result of this street vacation.

SITE & VICINITY DESCRIPTION (see attached map)

5375 South, between 4220 West and 4280 West, provides vehicular access to 3 properties, with a fourth parcel having frontage on that section of road, but no vehicular access. The 3 properties with access are: the Kearns Library to the north and the Linquistica building and convenience store to the south. The thrift store to the south has no direct vehicular access to 5375 South.

ISSUES OF CONCERN/PROPOSED MITIGATION

Because the access to the adjoining properties is being preserved, and alternative vehicular routes are available through the neighborhood, there is no additional proposed mitigation recommended.

NEIGHBORHOOD RESPONSE

None received as of the date of this report.

PLANNING STAFF RECOMMENDATION

Staff recommends approval of the application as proposed.
